1. ORGANISATION & FUNCTION

1.1 INTRODUCTION Energy Management Centre, Kerala, an organisation registered under the Travancore-Cochin Literary, Scientific and Charitable Societies Act of 1955 with Reg.No: 139/96, came into existence on 07-02-1996. The office of the organisation is at Thycaud, Thiruvananthapuram, 695 014 .

The Centre is an autonomous body under the Department of Power, Government of Kerala, devoted to the improvement of energy efficiency in the State, promotion of energy conservation and encouraging development of technologies related to energy through research, training, demonstration programmes and awareness creation. The Centre is also promoting Small Hydro Power developments in the State. The United Nations Industrial Development Organization (UNIDO) opened its first Regional Centre for Small Hydro Power in Energy Management Centre on 4 April 2003. In order to give an impetus to the development of Small Hydro Projects in the Kerala State, Government of Kerala has constituted a Small Hydro Promotion Cell, attached to EMC. This report for 2006-2007 highlights the various activities of the Energy Management Centre, Kerala in the areas of energy conservation, energy efficiency and Small hydro Power development. The report also gives a picture of the administrative and financial activities of the Centre. During the period under report four meetings of the Executive Committee (01.06.2006, 01.09.2006, 04.12.2006, 24.03.2007) and one meeting of the Governing Body (27.03.2007) were held.

1.2 OBJECTIVES The objectives of the Centre are to facilitate efficient management of all forms of energy, to promote energy efficiency and energy conservation and to develop new sources of energy as well as novel energy technologies with a view to increasing production, improving the quality of life and facilitating the use of energy on a sustainable basis. In particular the objectives are: 1. To develop innovative methodologies and techniques and devise programmes for efficient

energy management.

2. To identify barriers to improving energy efficiency and propose appropriate remedial approaches including policy measures and financial incentives.

3. To carry out , support and/or promote research studies on energy management .

4. To advise various sectors of economy like industry, transport and agriculture etc., the agencies connected with energy production, handling and utilisation and the Government on issues related to all forms of energy and its efficient management.

5. To monitor and promote energy conservation activities in the State of Kerala.

6. To increase the skill and capability of energy professionals.

7. To act as a nodal agency for generation, collection and dissemination of latest technical information on energy management and improve the energy information system.

8. To create and maintain a database on supply, demand and prices of energy, energy efficiency, energy conservation and related technologies.

9. To review laws and regulations that have a bearing on energy efficiency, develop standards and norms for efficient energy use in the various sectors of economy in the State and propose modifications.

10. To have liaison with national & international organisations, Universities, Research Centres, Regulatory bodies, funding agencies and such other institutions connected with various aspects of energy management, including exchange of research results and energy statistics on energy policy, forecasting and planning techniques.

11. To facilitate exchange of energy experts between the state of Kerala and other regions within India and abroad.

12. To perform such other functions as desired by the Government and undertake such other activities as are relevant to fulfill the objectives of the Centre.

2. INFORMATION TECHNOLOGY SYSTEMS DIVISION

The IT Systems division of the Centre is responsible for managing the center’s computer facility since the inception of EMC. The division also provides necessary computing facilities and IT infrastructure to the Small Hydro Power Cell, Govt. of Kerala and UNIDO Regional Centre for Small Hydropower and it’s project locations in South Asia. The division works with other divisions and organizations to provide IT services and training to staff members and project trainees/students. From Broadband Internet, LAN, WLAN and phone connections in office to software that supports all the aspects of day-to-day functions, IT Systems division keeps the various entities within the organization connected. The IT Systems Division provides 2 Mbps broadband Internet, highly secure (128bit key) 802.11g wireless LAN, 10/100/1000 wired LAN and related computer hardware and software for a broad range of users within EMC. The Division supports multiple servers, multiple operating system software, Firewalls, Gateways, high speed networking, network printers, and other attached equipments. The Division identifies requirements for upgrade or enhancement of computer and networking hardware and software that it supports. The Facility integrates and supports Energy testing laboratory, design, documentation systems, library systems, database systems, integrated accounting systems, internet terminals, email terminals and research/project students engaged in basic and applied research, training, system development etc. Facility staff provides guidance, consultation services, documentation and assistance in obtaining the goals of the technical groups. The facility provides one-on-one introductory sessions, and general advice for new and experienced computer users. With respect to computer and Information Technology needs, the goal of these efforts is to enable technologists and researchers to become self-sufficient. Also, EMC is the one of the first institutions in Government sector to provide full computer and Internet access to all its officers since its commencement of operations in 1997. In addition, the facility provides personal desktop support for operating systems and popular applications (e.g. word processing, spread-sheet programs, e-mail), technical assistance for utilizing specialized features of installed software packages, designing of cover pages of documents and reports, banners, high tech presentations and preparation of web pages. The facility also supports connection of personal computers and laboratory equipment to the campus-wide wireless/wired local area network. Information on the EMC’s activities is also available in the Kerala government website. The division also maintains the www.unidorc.org website. The websites has the latest information on the Centre’s activities and many other resources. The most up-to-date information on projects, training programmes and workshops are available at the site. The websites are maintained and regularly updated by the IT systems division of the Centre. Projects The division is developing improved version of SHP database management software for UNIDO RC. 5. RESEARCH CUM DEMONSTRATION PROJECT

ENERGY SAVING IN CEILING FAN BY REDUCING THE SPEED

The Energy Management Center, Kerala conducted a comparative study to evaluate the

energy savings possible in a ceiling fan by using both electronic as well as conventional (resistance type) regulators. This study proved that power consumption is reduced by 61 % at the minimum speed while using an electronic type regulator. At the same time, the power consumption is reduced by 43% under similar conditions with a conventional (resistance type) regulator. Objective The main objective of this study is to practically prove the comparative advantage of using an electronic regulator as against a conventional (resistance type) regulator and to disprove the popular myth that the conventional (resistance type) regulators uses same power irrespective of the speed of the ceiling fan. Methodology This study was conducted using the following instruments Conventional resistance type regulator (5 step)

● Electronic type regulator (5 step) ● Ceiling Fan 1400 mm sweep ● Fluke 41 B Power analyzer ● Non Contact Tachometer ● Variable auto transformer

The ceiling fan was operated at different positions using the conventional type regulator and measured speed, power, VA , pf and voltage at the output terminal of the regulator at each step. This was again repeated using the electronic regulator by keeping same output voltage in each step - as in the earlier case , by using a variable auto transformer- to maintain same speed in each step position of both type of regulators.

Economics There will be an average reduction in energy consumption by 27 % with an electronic type regulator as against a conventional type regulator. Assuming that this ceiling fan is operated for 12 Hrs/day , 365 days per year , the energy cost saving for one ceiling fan will be 73.5x0.27x12x365x3/1000 = Rs 260 per year @ Rs 3.00/kwh. The pay back period in this case will be less than 10 months if the purchase cost of a good quality electronic regulator (assumed as Rs 200/-). Investment required to save Electricity is approximately 1/10th to 1/5th of the investment required for generating the same quantity of electric power. Conclusion

An average saving of 27% can be achieved under reduced speed, if the fan is used along with an electronic type regulator against a conventional type regulator. Though the Initial cost of an electronic regulator is high, the higher savings will pay back the investor in less than 10 months.

5.2 ENERGY CONSUMPTION BENCHMARK STUDIES ON PARBOILED RICE

COOKING IN KERALA Rice is the staple food of vast majority of Kerallites and a major portion of it is

consumed as cooked rice, mostly of parboiled variety. The quantity of thermal energy used for rice cooking is quite substantial taking note of the quantity of rice consumption in Kerala of about 40.68 lakh metric tonnes. It can be reasonably assumed that at least 70% of the rice consumption in Kerala is cooked rice mostly of parboiled varieties. Parboiled rice consumes more thermal energy for cooking than raw rice. Also the energy needed for cooking parboiled rice vary considerably depending on the rice variety and the parboiling process.

COOKING FUEL USE PATTERN IN KERALA

The fuel use pattern for cooking in Kerala is given in table Majority of the households depends on firewood and other biomass like crop residue , cow dung cake etc, for cooking. Total use of biomass as fuel in Kerala is about 79.3 %. Only 17.7 % of the household has access to LPG. 0.8 % of the households uses biogas for cooking, as per the 2001 census data.

COOK STOVES USED IN KERALA

In Kerala, people prefer different cook stoves. Most of the households uses (about 70%)

three-stone-stove which is having a thermal efficiency of 10% only. Though the introduction of improved wood stove, having a thermal efficiency of about 25% - is a means to reduce the consumption of wood fuel - only about 9 % of the households uses such devices in Kerala. The rest of the people uses LPG stoves (17.7%) and Kerosene stoves(1.7%). There are other methods to conserve cooking fuel, especially for cooking rice , like the use of a thermal cooker. This device utilise the stored heat of the boiled food at around 100 oC , to continue with the cooking, even after stopping the flame. Though this device substantially reduces fuel consumption, there will be a slight increase in the total time required for cooking. Statistical data are not available, on number of house holds using this method, but the numbers could be few. The other option available for reducing the fuel requirement and total cooking time is by using a pressure cooker. Pressure cookers allow cooking at a higher temperature, which can be called as a high- temperature cooker, cutting both fuel and cooking time OBJECTIVES OF THE STUDY The major objectives of this study are;

1. To find out the fuel requirement of cooking different rice varieties used in Kerala using an LPG stove.

2. Bench mark the energy requirement of different rice varieties consumed in Kerala in

relation to taste, cooking time and other quality parameters , to arrive at the optimum Variety of parboiled rice which saves cooking fuel , considering the qualitative and nutritional aspects.

3. To estimate the fuel requirement and its cost implications of cooking different varieties

of rice , using different cook stoves such as ordinary 3 stone wood stove, improved wood stove, kerosene wick stove(Nutan) electric hot plate , Induction type cooker and electric rice cooker.

Apart from the above, it is also the objective of this study to determine: Fuel losses in open vessel cooking and cooking with full stove power throughout To study the comparative advantage if any, for Induction type heater against an LPG

stove, as claimed by manufacturers/dealers of these devices. To quantitatively determine the advantages of using pressure cookers and thermal

While cost of LPG (14.2Kg) cylinder Rs 320 so average cost of LPG stove Rs 3.91. Hence induction heating will be economical if electricity cost is below Rs2.47/kwh LPG cylinder of 14.2Kg is equivalent to 140 Kwh therefore electricity cost reaches to expensive slabs. Therefore induction cooking is not economical. Normal Cooking Vs Pressure cooking and Thermal Cooking The table-13 shows comparison of rice cooking using normal cooking, pressure-cooking and by the use of a thermal cooker. It takes an average 53% less time to cook in a pressure cooker when compared to conventional cooking. Energy requirement also came down proportionately by 53% in this case. Though there are huge saving both by fuel and time, most of the households in Kerala do not prefer this method due to reasons ranging from poor taste to chances of overcooking, requirement of rice gruel for consumption and other purposes etc.

CONCLUSION

The average annual requirement of rice is about 40.68 lakh tonnes, 70% is used as cooked rice.

Majority of fuel used is firewood, Hence energy conservation will benefit in protecting forest cover. Cooking the food with vessel closed saves time and energy when compared to vessel open, about 20-40%. Jaya rice consumes almost 35 % more energy as compared to Surekha rice, when it is compared with Raw rice it consumes about 182% more, where as with Nadan Chembavu is 67% and with Ration rice it consumes 66% more. Propagation of improved chullahs saves close to 4.5x106 metric tonne of firewood per year. Using thermal/pressure cooker along with this gives further cut by 1.76x106 metric tonne of firewood per year. Hence a gross saving of fire wood of 6.21x106 metric tonne per year is possible, i.e, fire wood usage for rice cooking is reduced by 80 %.Thus CO2 emission can be brought down by 8.54 x106 metric tonne of CO2 per year.Use of thermal/pressure cookers along with LPG and kerosene stoves will reduce 53196 metric tonne of LPG and 7183 kilo liters of Kerosene per year . The reduction in CO2 from each of these will be 1.6 x105 metric tonne CO2 per year and 1.87x104 metric tonne CO2 per year. Hence the gross reduction in CO 2 by 8.72x106 metric tonne CO2 per year. Thus propagation of improved chullah and cooking aids like thermal cookers and pressure cookers shall be given top priority. Rice cooking without using much water is another method of energy saving, this also maintains higher nutritional values in cooked rice. Developing new rice varieties having lower energy need for cooking, and shall be integrated well with future rice research program.

5.3Energy Efficiency Improvement at Kochi Corporation Energy Management Centre Kerala is conducting a comprehensive Energy Audit in Kochi Corporation , which is a pioneering effort in the Municipal Corporation sector. A special stress here is to improve the energy efficiency in Street lighting . EMC is embarking on model energy efficiency project in one of the identified street lighting sector by retrofitting energy efficient lamps, lighting controls etc. The base level energy consumption will be monitored before the retrofit and the improvement in energy efficiency will recorded for evaluating the best options considering the all technical and other aspects of lighting. The demonstration project will be showcased for other municipal corporations to emulate ideas for improving energy efficiency in their areas as well. This study is under progress

DETAILS OF KERALA STATE ENERGY CONSERVATION AWARDS 2006 LARGE SCALE ENERPRISES - Best Performance Award Apollo Tyres Ltd, Perambra , Thrissur Apollo Tyres was incorporated in 1976 with its Registered Office at Cochin and Head Office at New Delhi. The plant has a land area of 97 Acres and a built-up area of 69,500 M2.The product mix includes Truck,. LCV, Rear Tractor, Farm Radial, Passenger and ADV tyres. The capacity of the plant is 270 MT/Day, having a market share of 30%, mainly in Truck Segment. Award was conferred to Apollo Tyres Ltd considering their all round achievements in energy conservation. They were able to reduce the specific energy consumption substantially both in terms of electrical and thermal energy by effective monitoring and targeting set-up. During the period of 2003-2006 many energy conservation measures were implemented at Kasaragod dairy and achieved results in terms of increased capacity utilisation and Energy saving. This plant has received commendation certificate in 2005. Some of the specific measures helped them to be winner of award in the category were.

NON-PROFIT ORGANISATION- Best Performance Award TALIPARAMBA JUMA_ATH PALLI TRUST COMMITTEE, TALIPARAMBA, KANNUR Taliparamba Juma-ath Palli Trust committee is managing the Market in Taliparamba town which consists of meat , fish and vegetable markets. The committee has taken the initiative in setting up of a bio-gas plant having 25 cu.m capacity capable of processing the mixed wastes from the market . The plant generates electricity using a 2.5 KVA generator. The electricity is being utilized to light-up the market using around 100 CFL lamps of 15 w. The award is presented in appreciation of efforts taken by the by the Trust committee towards attaining a zero waste market and the noting the fact that this effort has motivated many others in the area to take up similar efforts.

RESEARCH AND INNOVATION - Best Performance Award Kavalakkat Joseph Haris Mr. Kavalakkat Joseph Harris, a Mechanical Engineer having vast experience in industry, both in India and abroad has successfully developed and supplied many biomass gasifier installations for Thermal and Electrical applications. He has so far installed about 16 gasifiers out of which 3 gasifiers were installed in 2005-06 . He has put in years of research , time and other material resources in developing such gasifiers. Acknowledging his effort in developing such renewable sources of power , the award for Research and innovation is being given to him . INDIVIDUALS- Best Performance Award K.Sajeevan Mr. K.Sajeevan has been working in the field of energy conservation for many years and is the Technical Convener of KENCOS which is a nonprofit and voluntary organisation based in Kathirur, Kannur, propagating the message of energy conservation, and an extended service provider in energy related services for the local community. Over the years KENCOS has emerged as a model society in the whole of Kerala, giving services in energy conservation and related areas. Mr K. Sajeevan has a vital role in framing up this society and is a role model. He also acts as the secretary of the award committee of KENCOS which give away district level awards in Energy Conservation. His main area of activity is domestic energy conservation and has conducted more than 250 classes on domestic energy conservation. He has also produced a documentary on household energy conservation. As the Technical Convener of KENCOS more programmes are being planned in the future like the one envisaged as ENERGY CLINIC which would give comprehensive service to the local society extending to more geographical areas and other extended services . Considering his active involvement and untiring efforts in the field of energy conservation and his pivotal role in developing a model society like KENCOS which could be replicated in other areas in Kerala, it has been decided to give him this years award. PUBLIC BUILDING - Best Performance Award Kerala State Co-operative Hospital Complex and Centre for Advanced Medical Servises Ltd, Pariyaram, Kannur The KCHC and CAMS Ltd was founded in 1994 with the aim of providing Medical Education and treatment for the people in the Hilly Terrains of Malabar area. Presently the KCHC and CAMS Ltd., offers quality education in various Medical fields. There are six educational Institutions functioning under the society.A Super Specialty hospital having 1000 bed capacity with state of art medical environment is also functioning under the society. The campus is having an extent of 119 acres as developed land and 35 acres earmarked for future development. Besides the college buildings, the campus comprises of residential bungalows, apartments, sports stadium, medicinal plants garden and sewage treatment plant etc. The KCHC and CAMS Ltd has been selected for this years award considering their outstanding

From 2005-06 onwards, some energy saving measures were taken up and implemented. Due to this positive results were shown up during that year as well as during the current period. The Energy Conservation Award instituted by KENCOS, Kadirur in malabar zone, was won by the KCHC Ltd. and it was awarded by Sri.A.K.Balan, Hon. Minister for Electricity. LARGE SCALE ENERPRISES Commendation Certificate Hindustan Newsprints Ltd,Kottayam Hindustan Newsprint Limited (HNL), a Subsidiary of Hindustan Paper Corporation Limited, a Govt. of India Undertaking operates one of the largest integrated newsprint mills in the country. The mill was commissioned in 1982 with an installed capacity of 80,000 MT/annum, which was raised to 1,00,000 MT/annum in 1993-94 with major modernization and technological up gradation. The company achieved capacity utilization of 113% in 2005-06. HNL’s major product is 48.8 GSM newsprint and during the last three financial years, 45GSM newsprint was also made to cater to the market demand. Also, the company achieved a record sales turnover of Rs. 302.96 crores during 2005-06. HNL is always a consistent performer in energy conservation efforts showing steady reduction in specific energy consumption over the years, including last year as well. Their keen interest in energy conservation activities with a dynamic and professional energy management set up, supported by a well structured energy policy and latest technology energy management tools is worth commending and is model which can be emulated in other Industries. The company has maintained its steady reduction in specific energy consumption in thermal as well as electrical by following measures.

Le-Meridien resorts and convention centre, Kochi is one of the largest five star deluxe hotel in Kerala with a built up area of 17776 square meters and convention centre with 5036 sq metres. Through proper energy monitoring and targeting set up supported by an energy policy and commitment of the top management they were able to out perform in the industry segment in which they are operating. Through consistent efforts, the HLP cost was reduced by 8.7% compared to the previous year by adopting energy conservation measures, few of them are listed below.

Regular and effective monitoring of every usage and cost in the facility. Regular awareness and training programme for all the employees on proper use of

energy resources. Variable frequency drives for AHU’s. RO plant for meeting the entire water requirement etc,.

LARGE SCALE ENERPRISES Commendation Certificate Sud-Chemie India Pvt. Ltd,Edayar, Kochi Sud-Chemie India Private Ltd-Edayar Unit started manufacturing of catalysts in 1970 with the production of HTS. Subsequently LTS,Zinc oxide, secondary reforming and ammonia synthesis catalyst were added. The plant is located in an area of 21.5 acres on the banks of river periyar. Plant and offices occupies an area of 8.5 acres with the remaining land preserved for future expansion. Sud-Chemie India pvt . Ltd is a consistant performer in energy saving efforts, and always trie fresh avenues for fossilfuel substitution. This year also the unit performed well reducing the overall specific energy consumption by 8.32% as compared to the same during 2003-04. Some of the efforts worth mentioning were;

Installation of producer gas generator which resulted in fossil fuel substitution to the tune of 207 tonne/annum saving a cost of about Rs. 71 lakhs.

NON-PROFIT ORGANISATION Commendation Certificate Sophisticated Test and Instrumentation Centre(STIC),Kochi Sophisticated test and Instrumentation Centre(STIC) is an autonomous institution sponsored by Kerala State Council for Science Technology and Environment and Cochin University of Science and Technology, with the objectives of Instrumentation calibration and testing, R& D activities in instrumentation etc., The Institution is an NABL accredited calibration laboratory in areas of Electro-Thermal, thermal and mechanical. STIC has taken commendable efforts in energy conservation during past years and were able to reduce energy consumption consistently. Following schemes were implemented by them in 2005-06

RESEARCH AND INNOVATION Commendation Certificate Central Institute of Fisheries Technology ( CIFT), Kochi Central institute of Fisheries Technology(engineering Division) has developed a novel system for drying fish using renewable solar energy. The system is also having an LPG back-up. As compared to open air drying and other conventional methods, the new technology will dry fish more hygienically and when packed attractively, fetches more appeal and value addition to the product, benefiting the fishing community and others. Though the system is mainly developed for drying fish , is also suitable for drying fruits, vegetables, spices and many other agro products. Taking into account of the effort taken by CIFT ,its socio- environmental benefits and the attention its is receiving from all around, the commendation certificate has been given to CIFT. INDIVIDUALS Commendation Certificate Mr. R. Ajaya Ghosh, Senior Reporter Asianet News, Thiruvanathapuram Mr.R.Ajaya Ghosh. a senior reporter of Asianet news has produced a video programme on renewable energy sector in Kerala. The programme is of 25 minutes duration and gives a broad picture of renewable energy potential in Kerala and pitfalls on its successful utilization. This has already been telecasted 8 times in Asianet News and well received by its audience. Acknowledging his achievements, he has been selected to receive commendation certificate. INDIVIDUALS Commendation Certificate Mr. Reji Joseph, Staff Reporter, Deepika Daily, Kottayam Mr. Reji Joseph a staff reporter in Deepika daily has published many write-us on issues related to MSW’s and energy generation from it. The efforts taken-up by him is worth mentioning, in sensitizing the society on the need for proper management of solid wastes and its appropriate utlisation for energy generation and other uses. He has been selected to receive the commendation certificate.

Energy Conservation Month Celebrations

As part of the Energy Conservation Month Celebrations from 15 November 2006 to 15 December 2006, EMC successfully organized and conducted different programmes spread throughout the 14 districts in the State. The participants of the programmes were House-wives, School Children, College Students, Engineers and Supervisors of Industries, Residents’

8. TRAINING, SEMINARS AND AWARENESS PROGRAMS Energy Clinics EMC organised Energy Clinics through out the State. Retraining of the selected volunteers were carried out in Thiruvananthapuram, Kottayam, Palakkad and Kozhikkode. At present there are 120 trained women volunteers in the State Energy Clinic is a unique programme of EMC in energy conservation activities in domestic sectors through women change agents. Through awareness, 10-15 % of total energy can be saved. The energy clinic is to provide valuable information to the rural population on energy conservation, energy efficient equipments, right methods of energy use to reduce wastage etc. In connection with the Energy Conservation Month activities, special energy clinics were also organised.

Energy Conservation Clubs in Schools and Colleges The Centre, through the efforts in promoting Energy Conservation Club Project (ECCP) of the Energy Conservation Society (ECS), sets up energy Conservation Clubs in Schools and Colleges all over the State. Clubs now exist in about 500 schools and 50 Colleges/ITCs in the State. Different activities are conducted in these clubs to create awareness among school/ college students. The Centre provides necessary technical and partial financial support to the ECCP for conducting different activities like Energy Quiz, Elocution, Project Preparation, Domestic energy surveys, etc., aimed at creating awareness among the public utilising the services of its members and also educating the members on the need and techniques of energy conservation. Energy Conservation Month Celebrations As part of the energy conservation month celebrations, during November to December 2005, State level competitions (painting, cartoon, elocution and projects) for students of high schools, higher secondary schools, Arts & Science Colleges, ITIs and Engineering Colleges were organised at the State Capital. About 200 students and around 25 co-coordinators of the Energy and Environment Conservation Clubs participated in the meet. Prizes were distributed on 14th December, the National Energy Conservation Day. 9. SHP DEVELOPMENT RELATED ACTIVITIES

1. Preparation Techno-Economic Feasibility Report (TEFR) for 3 projects for Sree Rayalaseema Hi-strength Hypo LTD, Hyderabad.

M/s. Sree Rayalaseema Hi-Strength Hypo Ltd has entrusted the consultancy work to EMC for

preparation of Techno-economic feasibility report of the following Small hydropower schemes. 1. Palchuram - 3.5 MW which was later enhanced to 5.25MW after detailed

study done by SHP consultancy division 2. Alamparathodu - 3.0 MW 3. Mukkuttuthode - 3.0 MW EMC SHP team conducted field visits and topographical surveys of the all the projects. TEFR of

all the three project werte completed by EMC and submitted the same to the client.

2. DPR preparation assignment for UNIDO – RC

The UNIDO-RC Project in Energy Management Centre has planned to complete DPR for 8 SHP schemes which are being carried out by the Consultancy division of Energy Management Centre. Energy Management Centre had prepared 8 DPRs in total of which DPRs of 4 projects in the second phase were completed during this year and was send to UNIDO. 3. Total consultation works for Arippara SHP project of Kozhikkode District Panchayath

District Panchayath, Kozhikode, had requested EMC act as consultants for kick starting the

implementation of Arippara SHP, by providing technical advise & interacting with financial institutions, KSEB, KERC etc. The Panchayath had given the consultancy order for the project.

Subsequently the Panchayath had requested EMC to give total consultancy work for the project. EMC quoted an amount of Rs. 40 Lakhs towards the consultancy work of the project. The Panchayath has accepted the rate and is in the process of a formal agreement on this regard.

4. Karuvarai Mini Hydel Project (2 MW) for Attappady Hills Area Development Society

(AHADS).

Karuvarai Mini hydel Project 2MW for which the Detailed project report was prepared by EMC during 2004 for AHADS is now being taken up for implementation. AHADS has requested EMC to give

them the technical support for implementation of the project. As a consultant, the SHP team of EMC is now helping AHADS to arrive at a PPA with the Kerala State Electricity Board.

5. Micro hydro turbine development

A cross flow Banki turbine project is now being undertaken by the consultancy division of Energy Management Centre in which an attempt is being made to design and fabricate a micro hydro cross flow T&G equipment assembly in a range of 5-10kW. The detailed design and drawing of the turbine is completed in this year and Expression of Interest (EOI) was collected from SSIs through Newspaper advertisements. After that a tenders were issued to the interested bidders who had applied for our EOI.

An attempt is being made to design a micro Pelton turbine in the coming year, preliminary data collection is being carried out.

6. Consultancy assignment for FEDO for the KINFRA Apparel Park Kannur

An expert opinion was sought by FACT Engineering and design organization (FEDO) who are

the implementation agency for turnkey execution of the whole Textile Park of KINFRA at Alakkode in Kannur to EMC for the water supply project at the park. Engineers from EMC had conducted site inspection, collected required data and submitted the report incorporating our suggestions.

7. Consultancy assignment for JREDA

Jharkhand Renewable Energy Development Agency (JREDA) by means of the notification on

leading daily had invited for expression of interest for the preparation of DSI and DPR preparation from consultants all over India. EMC had participated in this process and submitted our EOI and thereafter the Request For Qualification (RFQ) as a consultant was also filed.

JREDA, had qualified EMC as a consultant for the preparation of DSI/DPR. Subsequently, based

on the RFQ, a detailed site inspection was conducted by EMC on 13 SHP set apart by JREDA for conducting detailed investigation and preparation of DSI.

Based on the inspection 5 projects in and around Ranchi District and having comparatively easy accessibility were selected by EMC for participating in the tender and submitted the tender. But later, owing to change of guard at the State level in Jharkhand, the allotment process was cancelled.

8. Proposal for implementing two micro hydro schemes in Kannur District - isolated areas

where there are no electric grid. Reconnaissance studies were conducted by EMC engineers at Ezharakundu & Neelichodu

(Ambayathodu) on in Kannur District respectively according to request from ANERT for implementation of isolated MHP for remote area electrification. On studies, the above two micro hydel projects have been found worth proceeding with since these proposed schemes will definitely uplift the social conditions of the inhabitants.

The details including the proposal for implementation of the projects were sent to respective

Grama Panchayaths and formal approval for the same were received there after. The details of design and planning g for implementation of the projects are being carried out.

9. MoU with SILK

EMC had got approval from Government of Kerala for arriving at an MoU with SILK on

development of SHP in the State. EMC can act as an agency to give total consultancy for the development of SHP projects by SILK on signing of the MoU

NATIONAL/IN-HOUSE This year also EMC has arranged different programmes for its staff like participation in National and State level Seminars, Workshops and Training programs. Technical Officers were given chances to take lectures and Classes on Energy related topics for all the groups of society. Staff Welfare Activities at EMC Staff Welfare Committee is looking after the welfare activities of the Centre. A Staff Welfare Fund Scheme was implemented. This Scheme envisages several welfare cum benefit scheme to employees such as Death Benefit, Marriage benefit, Retirement benefit, Accident benefit, Award for proficiency in examinations etc. Staff Welfare Committee also conducted several capacity enhancement programmes to staff.
