2. Consider Annual Report 2016-17

The Annual Report 2016-17 provides interested parties with organisational performance reports, comprehensive financial statements, non-financial performance statements, and a review of Council strategies. A copy of the report has been provided at Appendix 1. RECOMMENDATION That Council, having considered the Annual Report 2016-17 as provided at Appendix 1:

• adopts the Annual Report as presented; and

• endorses the report as forwarded to the Minister for Local Government by the prescribed date of 30 September 2017.

OFFICER COMMENT / CONTEXT Discussion The Annual Report 2016-17 was submitted to the Minister for Local Government on 28 September 2017. A designed version of the report is in development, and a video of Council’s highlights over the past year has been created. Council Plan The Annual Report provides a summary of Council’s activities for the 2016-17 financial year. The production of the document supports two of Council’s goals as detailed in the Council Plan 2017-2021, ‘East Gippsland Shire Council is inclusive, engaged and open’ and ‘Council is in a strong financial position and can provide for future generations of East Gippslanders’.

Legislation The preparation and formal Council adoption of an Annual Report is a requirement of the Local Government Act 1989. The implications of this report have been assessed and are not considered likely to breach or infringe upon the human rights detailed in the Victorian Government’s Charter of Human Rights and Responsibilities Act 2006. Community The Annual Report 2016-17 details Council’s performance against its financial, social and economic goals. The Annual Report includes a report on Council’s progress against the Council Plan, and details Council’s financial position, which is of interest to Council’s residents and ratepayers along with relevant statistics for the appropriate period. The document will be available from Council’s website and copies will be displayed at all Customer Service Centres. Organisational

• Financial

The contents of the Annual Report 2016-17 have been compiled internally, with broad organisational input and involvement. The designed version of the report has also been developed internally. A video showing Council’s 2016-17 highlights has been produced which will be used throughout the year on display via our website, on screens at our Customer Service Centres and at internal staff inductions. Authored by Bruce Smith, Senior Social Planner Endorsed by Kate Nelson, Director Community and Strategic Development Document No 7337911 In Attendance Fiona Weigall, Manager Strategic Planning _______________________________________________________________________ EXECUTIVE SUMMARY The Victorian Government requires all councils to develop a four-year Municipal Public Health and Wellbeing Plan under the legislation described in the Victorian Public Health and Wellbeing Act (2008). Each new four-year plan must be developed within the 12 months after the election of a new Council.

East Gippsland’s Health and Wellbeing Plan titled Well Placed for Wellbeing (the Plan) and provided as Appendix 1, provides a platform for Council, service providers and communities to improve the health and wellbeing of people across East Gippsland. The Plan has been developed in collaboration with a range of agencies that provide health and wellbeing related services to communities across East Gippsland. The Plan reflects the diverse and combined views of these agencies. The Plan has also been through a public comment period during which time further comments on the plan were received and the plan has been modified to reflect the suggested changes where appropriate.

The Plan provides a high-level strategic direction, at this stage and does not describe specific actions or responsibilities for individual agencies. It does however identify the mechanisms by which the multiple agencies and groups working on aspects of health and wellbeing will develop a collective action plan and measures for the next four years.

Given East Gippsland’s size, demographic spread, and diversity coupled with the fact that not all agencies deliver services to all of East Gippsland, the plan acknowledges and sets out a process for the action plan to have both place-based initiatives and whole of shire initiatives.

The development of the action plans to support the implementation of Well Placed for Wellbeing will happen as a collaborative process over the next six months and will be supported with regular review processes.

Well Placed for Wellbeing is a key strategic document for Council and a range of other agencies, that will define priorities and work-focus for the next four years to promote and protect the health and wellbeing of all East Gippslanders.

RECOMMENDATION That Council:

a) adopts the East Gippsland Shire Municipal Public Health and Wellbeing Plan 2017-2021 ‘Well Placed for Wellbeing’ provided as Appendix 1,

b) notes that a copy of the Well Placed for Wellbeing plan as detailed in Appendix 1

will be provided to the Victorian government to meet Council’s statutory obligations; and

c) notes that a complementary action plan will be developed to support implementation of the Plan by Council and the partner organisations.

OFFICER COMMENT / CONTEXT Discussion Council officers have formed and engaged with an Advisory Partnership comprising over 50 different organisations across the shire, to develop the Municipal Public Health and Wellbeing Plan 2017-2021 titled ‘Well Placed for Wellbeing’. This group has provided valuable input and guidance for the development of the key directions, outcomes and indicators that form the content of the Plan. Council joined with the East Gippsland Primary Care Partnership (EGPCP) to share a Partnership Facilitator to facilitate greater engagement between primary health services and Council during the development of the plan. This role ensured that the plan was developed as a collaborative process and will also assist with shaping the Plan’s implementation. The Plan was designed to be guided by the following important principles:

• That the primary focus of the planning and delivery of the Plan was to be place-based ensuring greater engagement with communities in determining their own health and wellbeing outcomes;

• That the Plan engages across the spectrum of the “social model of health”, acknowledging inequality is a major determinant of health and wellbeing outcomes;

• That there is greater engagement with local service and support agents within communities both during the formation and implementation of the plan;

• That the Plan is best supported through effective partnerships between health and community service agencies, Council and the East Gippsland community;

• That there is existing evidence that East Gippsland rates poorly on some key community indicators which need to be addressed systematically, at both a local scale and shire-wide;

Well Placed for Wellbeing has been developed by the Advisory Partnership, informed by consultations with specific focus networks of organisations, Aboriginal and Torres Strait Islander communities and the broader community. As a Plan it is designed to be engaging and accessible; recognise all contributions and sets forward an agenda for improvement in the health and wellbeing of our communities. The most recent meetings with the Advisory Partnership have focussed on developing an implementation plan which is outlined within Well-Placed for Wellbeing. The process of implementation and identification of gaps and duplications within the current service provision will provide the key actions that address the Strategic Directions within specific locations and with specific groups within our communities.

This acknowledges the existing work of our communities and the service system that supports them and focusses our attention on where we can continually improve. Some of these actions will require resources and support and we will monitor and measure the outcomes of our collective efforts over the four years of the Plan. Council Plan Strong Communities Goal 3 East Gippslanders enjoy healthy lifestyles The Health and Wellbeing is also identified within the Corporate Planning Framework figure within the Council Plan, as being one of the strategic plans influencing the Council Plan Legislation The Municipal Public Health and Wellbeing Plan is required of Council under legislation described in the Victorian Public Health and Wellbeing Act (2008). The implications of this report have been assessed and are not considered likely to breach or infringe upon the human rights detailed in the Victorian Government’s Charter of Human Rights and Responsibilities Act 2006. Community Well Placed for Wellbeing identifies the five key areas that agencies working in the field and familiar with health and wellbeing data and evidence have identified as being the five areas most in need of planning focus and collaborative effort. These are:

• Safe Families and Communities;

• Resilient and Connected Communities

• Being Active and Well

• Protecting our Health; and

• Supporting Healthy Communities. By focusing on these key areas, the agencies will be able to work collaboratively on projects and services that will positively impact on these elements of community life. As a placed-based plan Well Placed for Wellbeing will support the community planning processes currently being undertaken to align Council’s work within the 11 Districts that define the municipality. Placed based delivery of the Plan is an innovation for Council in how we develop and implement our Municipal Public Health and Wellbeing Plan and has the support of both the regional office of the Department of Health and Human Services and local service agencies. Organisational

• Financial

The breadth of Council’s involvement in the implementation of Well Placed for Wellbeing is considerable and as such it is difficult to accurately cost. Council provides direct services such as immunisation and recreation facilities, community facilities and an ongoing capital works program that improves the amenity and hence supports wellbeing of our communities. Council also supports a range of activities as an enabler within specific locations and for the entire range of age and diversity groups.

All of these activities will be subject to Council’s annual budgeting and resource allocation processes.

• Human Resources

Council has a role within a collective action framework to assist with the overall advancement of the Well Placed for Wellbeing plan. This will require officer time in facilitation and partnership development and liaison with the Advisory Partnership and with the Department of Health and Human Services. Additionally, the Well Placed for Wellbeing action plan will identify specific activities and roles for Council officers. These will be subject to normal resource allocation consideration

• Amenity/Environment There is a strong connection between physical amenity and the ability for communities to remain connected and physically active. Council activity that creates improved amenity directly supports the wellbeing of our communities and provides opportunities for people of all abilities and socio economic to engage with the public environment. Well Placed for Wellbeing also identifies the key issue of climate change and the need to develop more resilient communities, able to adapt to the challenges of a changing environment. Consultation The development of Well Placed for Wellbeing has been undertaken using a mix of desktop research and collaborative workshops. These workshops with the key health and wellbeing service agencies have set the strategic direction of the document and provided input into all elements of the plan as its been developed, reviewed and refined. Over 20 agencies have been involved in these workshops. Additionally, Council officers engaged directly with groups of Aboriginal Elders as the plan was being developed and used knowledge for other project engagement processes such as the development of the Diversity Access and Social Inclusion Plan and the Age-Friendly Plan to also inform Well Placed for Wellbeing. The recent Council Plan consultation was also structured to provide feedback from the community on both qualitative and quantitative measures, many of which were equally useful in defining the community’s issues and concerns on their health and wellbeing. An online survey was also provided for Well Placed for Wellbeing as part of the public exhibition in August and September. During this time 273 people visited the site and viewed the document and 17 people completed on on-line survey about the plan. These survey comments confirmed the focus of the plan and that the areas within the plan were considered important. Some of the surveys also provided specific suggestions that will be incorporated into future action plans. Engaging in meetings and workshops with the Advisory Partnership that was formed to support the development and implementation of Well Placed for Wellbeing was a key consultation process for officers. This group will continue into the implementation phase of the Plan and will provide feedback on progress, undertake gap analysis and monitor the measures put in place for the Plan. Consultation with the membership of the East Gippsland Primary Care Partnership and staff from the Department of Health and Human Services is also an ongoing activity for officers as they provide strong linkages to government policy, program development and resourcing.

Specific opportunities were taken to engage with the Aboriginal and Torres Strait Islander communities and the discussion on health and wellbeing was commenced through Council staff and will be an ongoing feature of the implementation of the Plan. The consultation process will be continued throughout the four-year implementation cycle of Well Placed for Wellbeing and there will be consultation with agencies working in specific areas such as family violence prevention and drug and alcohol reduction.
