Comments followed: 1. Increase In Burglaries - It may be due to schools being out of session. Burglaries are not "crimes of opportunity" but they are planned out. Watch for repeated patterns and vary them. 2. Neighborhood Security Watch - Sgt. Ocholo will follow up and try to get a member from "Community Relations" to attend next month's meeting. 3. Honolulu Police Department (HPD) - Sgt. Erik J. Ocholo reported the following: Statistics for August 2010 - Included 4 assaults, 28 burglaries, 17 driving under the influence, 6 family

offenses, 2 graffiti, 100 motor vehicle collisions, 7 motor vehicle thefts, 19 property damages, 1 robbery, 2 sex assaults, 12 unauthorized entries of a motor vehicle, and 164 miscellaneous calls.

Prepare by: Installing and maintaining working smoke alarms, preparing and practicing a fire escape plan, identifying a meeting place outside, ensuring that family members know two ways to exit every room in the home and once safely outside, call 911 immediately.

Board of Water Supply (BWS) - No representative or report present.

RESIDENTS'/COMMUNITY CONCERNS: There were none.

In the interest of saving time for the Candidates Forum, Acting Chair Carole deferred reports from the elected officials, Senator Carol Fukunaga, Representative Sylvia Luke and Representative Della Au Belatti.

Senator Carol Fukunaga - Newsletter was available.

Senator Brickwood Galuteria - There was no representative or report present.

Representative Della Au Belatti - Newsletter with the 2010 Community Survey results was available.

Councilmember Ann Kobayashi - Jarrett Yip distributed Councilmember Kobayashi's newsletter and was available to hear concerns.

Representative Karl Rhoads - Representative Rhoads submitted the following report: Dead Bushes - The State Department of Transportation (HDOT) agreed to cut down the dead bushes at

the top end of Osorio Place in the H-1 right-of-way. "Barn Dance" Crossing - With so many pedestrians crossing Pensacola Street on the makai-side of Kinau

Street, no cars are able to turn right. Representative Rhoads requested the City Department of Transportation Services (DTS) to follow up and maybe consider a "barn dance" crossing.

Academy Apartments Parking - Representative Rhoads wrote to the Pastor of the First United Methodist Church at Beretania and Victoria Streets to see if some arrangement could be made for Academy Apartments residents to use the church’s underground parking at night. Street parking is at a premium in that area and Academy Apartments have no off-street parking.

Speeding On The H-1 - Representative Rhoads received a complaint that motorists are routinely speeding on the H-1 between the Kinau Street off-ramp and Punahou Street off-ramp. He asked HPD to look into it.

Sidewalks - Representative Rhoads reported a 3-inch offset between sidewalk slabs at 1304A MatlockAvenue.

Repaving of Street - Representative Rhoads received a request from the manager of Matlock Hale (1326 Pensacola Street) to repave the street to their entrance.

Bicycles on the Sidewalk - Representative Rhoads received a complaint that bikes were riding on the sidewalk in a business district (on King between Pensacola & Piikoi). He forwarded the complaint to HPD.

Signage - Representative Rhoads received a constituent request for signage at the Ewa-end of Matlock Avenue, reminding drivers to look right for pedestrians. He forwarded it to City.

Blocked Gutter Smells - Representative Rhoads received a complaint that the gutter on the mauka-side of King in front of 1140 S. King is blocked and smells. He reported it to the City.

Under the Keeaumoku Street Overpass - Representative Rhoads received a complaint that people are drinking under the Keeaumoku Street overpass on the makai side of H-1. He reported it to HPD.

"Court Hogs" - Representative Rhoads received a complaint that groups were "hogging" the basketball court at Cartwright Field. He contacted the City Department of Parks and Recreation (DPR) and was informed that the baseball field can be reserved, but the basketball court cannot be. Any problems can be addressed to Susan Yamasaki with DPR. Her number is 522-7084.

Councilmember Rod Tam - Newsletter was available.

Acting Mayor Kirk Caldwell’s Representative - Chrystn Eads reported the following: Bulky Items Bill - It passed yesterday, but will go into effect in one (1) year. There is a $500 fine and

maybe video surveillance. Condo may get fined, if the trash is left there. Safeway - City Department of Transportation Services (DTS) reported that there are no new updates on

the Safeway traffic study. Safeway has commenced demolition of the exiting structures on the property.City Department of Planning and Permitting (DPP) reported - Regarding Kinau Street, on-street parking in

the vicinity of the new driveways will need to be removed to provide adequate sight distance for vehicles exiting the driveways. Every effort will be made to retain as much on-street parking as possible.

Bushes at 1603 Makiki Street (TMK 2-4-023: 068) - An inspection on August 19, 2010 revealed the private plants and tree branches are extending into the sidewalk area below the required minimum 8-foot height clearance. A Notice of Violation (2010/NOV-08-140) was issued.

No Dog Park Yet - The response remains the same as previously stated. DPR does not support integrating an off leash dog park in a mixed use park. Unauthorized off leash dogs in our mixed use parks have created a number of problematic issues such as safety, sanitation, disruption of permitted activities, as well as other concerns. DPR recommends that a passive park be considered for an off leash dog park.

Non-Skid Paving to Prevent "Drifting" - The consultant selection process takes approximately four (4) to five (5) months to complete. DTS expects to have a design consultant on board by the end of the year.

Unsafe Conditions in the District - Former Board member Joe Zuiker had e-mailed a report. Bulky Items Pick Up - Since the Makiki/Punchbowl area has been deemed a hotspot, bulky collections are

conducted twice a month due to the premature or illegal dumping of bulky items. On August 3, 2010, The Public Infrastructure Committee passed through Bill 78, related to bulky items, to the full Council for a floor vote. In the event of the bill passing, the legislation will take affect one year after adoption will allow for fines to be imposed for the early setout of bulky items. The City Council is also proposing a resolution to urge the City Administration to implement a pilot project to use video surveillance cameras to facilitate the identification, prosecution, or administrative enforcement of violators who illegally dump bulky item refuse.

Comments followed:1. Board member Young requested that this item be placed on the next agenda and that a DPR

representative come to the meeting to discuss what can be done about instituting a Dog Park at Makiki District Park.

APPROVAL OF THE JULY 15, 2010 REGULAR MEETING MINUTES: As there were no objections, the July 15, 2010 regular meeting minutes were APPROVED as amended by UNANIMOUS CONSENT, 13-0-0 (AYE: Bigay, Carole, Chong, Hauret, Kawano, A. Lee, C. Lee, E. Lee, Mitchell, Sarrazin, Smith, Wong and Young).

Page 4, under Senator Carol Fukunaga, it should read, "Senator Fukunaga provided members with a report and highlighted the following:o "Bring Your Own Bottle (BYOB)" Bill, Senate Bill (SB) 2545 - The bill became law (Act 198, SLH

2010) without the Governor’s signature." Page 5, under Transportation, it should read - “Due to time restraints, Pat Lee will send Chair Steelquist a

written report on the Honolulu Rail Transit Project (HRTP). Pat Lee submitted the following report, o “The design and build contract for the rail's 43 acre Maintenance and Storage Facility (MSF) was

awarded to a joint venture of Kiewit/Kobayashi. The MSF contract award is approximately $195 million. This is about $60 million less than budgeted for the MSF. The two contracts awarded to date (for the first portion of the guideway and the MSF) total $150 million less that the City had budgeted. The MSF will be built near Leeward Community College and Waipahu High School. There will be four buildings on the MSF site: the operations and servicing building, the train wash facility and two additional maintenance facilities.

o Support for the rail project remains strong at the federal level. Congressman Jim Oberstar, Chairman of the U.S. House Committee on Transportation and Infrastructure, recently referred to Honolulu’s railproject as “the premier transit project in the entire country.”

o Oberstar, a key figure in determining federal funding for transportation projects, made the comment during an infrastructure summit in Honolulu via videoconference from Washington, D.C.

o Oberstar was also quoted as saying Honolulu’s elevated rail system would be “vastly safer transit” than anywhere else in the country, “exceedingly well-designed” and has “received the highest rating from the Federal Transit Administration.”

o Oberstar personally visited Honolulu in 2008 to review the rail route, and characterized the project then as “one of the most exciting projects in the whole country.”

Makiki/Lower Punchbowl/Tantalus Neighborhood Board No. 10 Response to the Final Environmental Impact Statement (FEIS) for the Honolulu Rail Transit Project - No report.

Recycling Days in the Makiki Area - No report.

Selection of the Makiki/Lower Punchbowl/Tantalus Neighborhood Board No. 10 Representative to the Legislative Noise Pollution Task Force - Senator Fukunaga explained the background to this recently passed legislation and possible time requirements. Kawano volunteered to serve on the Noise Pollution Task Force. Mitchell volunteered to be the alternate and Bigay volunteered to be the second alternate.

Spare Key to Close Meeting Room - Acting Chair Carole had a spare key for tonight's meeting.

Planning and Zoning - No report.

Transportation - Pat Lee, Honolulu Rail Transit Project, distributed a flyer on the "2010 Seniors and Disabilities Workshop: Equality and Mobility Through Transit" on Tuesday, August 31, 2010 from 8:00 a.m. to 12:00 noon at the Neal Blaisdell Center - Hawai'i Suites.

Health, Safety, and Wellness - No report.

FILLING OF BOARD VACANCIES: (One seat in Subdistrict 2 [CT. 34.02, 35 - Kinau, Lower Makiki, Kewalo], due to Martin Schiller moving out of the district and one seat in Subdistrict 3 - (CT. 34.03, P41, P43 - East Punchbowl), due to the resignation of Ron Cannarella. As there were no volunteers, this item will be deferred to the next meeting.

TREASURER’S REPORT: Chong reported the Fiscal Year (FY) 2011 appropriation was $2,000 and the operating budget was $500.00. Current expenses were $43.15 for the printing and mailing of the agenda and minutes; leaving a balance of $456.85. The publicity budget had no expenditures and remained at $1,500.00. The Treasurer's Report was filed.

ANNOUNCEMENTS: Next Meeting - The next Makiki/Lower Punchbowl/Tantalus Neighborhood Board No. 10 regular meeting

is scheduled for Thursday, September 16, 2010 at the Makiki District Park, Arts and Crafts Building at 7:00 p.m.
