Encourages educational programs and vocational training in prisons for the better re-integration and re-entry of prisoners into the mainstream society;

COUNCIL:

Reaffirming its Resolution 33/1996 of 25 July 1996, which encourages Governments to work with UN bodies aimed at improving the coordination and effectiveness of humanitarian assistance,

Reiterating the principles espoused in the Rome Declaration 1 on Harmonization in ensuring coordinated debt relief,

Observing the scarcity of tiered sets of local, national and regional support structures, as espoused in the Monterrey Consensus, that work from the ground up to address debt management and capacity building,

Emphasizing the need to prevent cocaine trade from spreading to developing nations who are currently slightly or not affected by the cocaine drug trade,

1. Encourages educational programs and vocational training in prisons for the better re-integration and re-entry of prisoners into the mainstream society;

2. Recommend heavy penalties on drug traffickers, drug lords , and farmers ;

3. Encourages nations to increase establishment of re-habilitation centers and to provide better facilities in the already existing centers;

4. Suggests the inclusion of drug awareness to the youth as part of the formal and informal education;

5. Suggests cooperation between nations in:

a) an international decorum to discuss and provide information on the effectiveness of various anti-drug programs, including synthetic, hard, and soft drugs,

b) discussions among regional and widespread countries to increase knowledge about drug trafficking in order to decrease the availability of drugs, as well as to enforce harsher border control policies;

6. Authorizes the facilitation of international cooperation and dialogue between neighboring countries on the topic of mutually strengthening border security and slowing the flow of illegal drugs;

7. Endorses the promotion and establishment of dialogues between governments of various nations to tackle cases of extradition;

8. Calls upon the nations to not follow double jeopardy so that the accused once convicted and offered a fair trial is not prosecuted again for the same offense.

9. Requests for the reduction in trade barriers with post-conflict state and the provision of financial assistance by the member states.

10. Advices states to encourage the guidance and alignment of NGOs and non-state actors to inspire confidence and trust amongst the civilians towards the reformed legal framework and the police.
