On a motion made by Commissioner J. Wilson, seconded by Commissioner Dumenil, theBoard unanimously agreed to approve the Agenda for the current meeting and the Regular and Closed Session Minutes of February 23, 2021.

DEPARTMENT OF PUBLIC WORKS – ADMINISTRATIVE/ENGINEERING:

Mr. Alan Quimby, Director; the Department of Public Works; Mr. Lee Edgar, Chief of Engineering; and Warden LaMonte Cooke, met with the Board.

DETENTION CENTER ADDITION & RENOVATION DESIGN UPDATE:

Mr. Edgar submitted to the Board for their review, the Detention Center Addition & Renovation Design Update.

The Queen Anne’s County Detention Center needs significant modernization to meet the incarceration and rehabilitation needs of the County. Constructed in 1987, the building lacks the facilities necessary to support current rehabilitation standards and requirements such as Program Space, Pre-Trial Release, Inmate Processing and Special Housing/Classification Areas. The mechanical, electrical, plumbing and security systems are original to the building and, at nearly 35-years old, have become unreliable and costly to maintain. Renovation and addition to the existing facility is necessary to meet the County’s current and future needs.

Following the award of a Maryland Board of Public Works Capital Project Grant, the County initiated a design contract in November, 2019 with ATI, Inc. of Columbia, Maryland, an architectural and engineering firm with specialization in correctional facility design and renovation. Staff from the Department of Corrections and Department of Public Works have collaborated with that of ATI in undertaking a three-step design program:

Schematic Design - first phase concept design which establishes basic project requirements and goals

Design Development - builds off schematic design through establishing general structuraldetails

Construction Documents - fully detailed construction drawings and specifications adequate to bid the job

It is anticipated that State Grant awards will fund approximately one-half the cost of construction – presently estimated as $30 million, of which approximately $10 million is needed for renovation of the existing facility. To remain on schedule, reserve sewer allocation, and limit the impact of escalating construction costs, a site plan will need to be presented to the Town of Centreville Planning Commission in Spring 2021.

CHARACTER COUNTS PROCLAMATION – RESPONSIBILITY:

The Boards read the following Character Counts! Proclamation for March:

WHEREAS, Queen Anne’s County is a “Character Counts! Community and this month we celebrate the Character Pillar of “Responsibility”; and

WHEREAS, by striving to work toward our own wellness goals, we are better equipped to help others; and

WHEREAS, by confronting diverse perspectives in a respectful, productive way, we are taking responsibility for insuring equity; and

WHEREAS, by considering and honoring the viewpoints of others, we are responsible for fair-minded and enlightened dialogue; and

WHEREAS, by listening to one another with an open heart and mind, we are responsible for hearing other perspectives, and agreeing or disagreeing amicably; and

WHEREAS, by taking initiative and utilizing foresight, we are taking responsibility for planning and organizing events and activities in the most effective manner; and

WHEREAS, by following through on the things we agree to do, we show responsibility by honoring our commitments; and

WHEREAS, by accepting the notion that complex problems require “all hands-on deck”, responsible individuals pitch in to find solutions even if it is not their problem; and

ENDOMETRIOSIS AWARENESS MONTH PROCLAMATION:

The Boards read the following Endometriosis Awareness Month Proclamation:

WHEREAS, March is Endometriosis Awareness Month; and

WHEREAS, Endometriosis is a condition where the uterine lining grows outside of the uterus —on ovaries, fallopian tubes, and other locations throughout the abdomen and body; and

WHEREAS, Endometriosis affects 176 million reproductive-age women worldwide; and

WHEREAS, those who have endometriosis often have a diminished quality of life due to pain caused by the disease; and

WHEREAS, Unfortunately, there has been a general lack of awareness due to the normalization of symptoms being shrugged off as severe menstrual pain which contributes to delayed diagnoses for many women; and

WHEREAS, when symptoms are not identified early enough, it can take anywhere between 3 to 11 years for a woman to be diagnosed with endometriosis, as reported by the National Institute of Health and US Library of Medicine; and

WHEREAS, there are four way to spread awareness about Endometriosis:

1. Talk about endometriosis to open lines of communication with yourself, your family, and friends, and most importantly, your health care provider.

2. Join an event such as EndoMarch, a worldwide event where survivors and supporters gather to march for awareness.

3. Educate yourself for you and/or your loved ones that might be experiencing the signs and symptoms of endometriosis.

4. Share your story to help others understand what you’ve been through which can be a beneficial part of the healing process.

NOW, THEREFORE, WE, THE COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY, do hereby proclaim March as Endometriosis Awareness Month to bring awareness to this debilitating disease so that the healing process can begin.

FTA & MTA CERTIFICATIONS AND ASSURANCES:

Ms. Catherine R. Willis, Department of Community Services Director, submitted to the Board for their review and approval, Federal Transit Administration (PTA) and Maryland TransitAdministration (MTA) Certifications and Assurances.

The Board reviewed the FTA and MTA Certifications and Assurances packet required of the FY2022 Annual Transportation Plan for Queen Anne’s County. Signing these documents informs FTA and MTA that the Queen Anne’s County Area Agency on Aging certifies that it will operate the Public Transit System and the Statewide Specialized Transportation Assistance Program (SSTAP) in compliance with those certifications and assurances.

Patrick Thompson, Esquire, County Attorney, has reviewed these documents and included a letter of Opinion of Counsel. The packet also includes an Authorizing Resolution #21-05 which is to be adopted.

On a motion made by Commissioner S. Wilson, seconded by Commissioner J. Wilson, the Board unanimously agreed to adopt the Authorizing Resolution #21-05 for the Federal Transit Administration (FTA) and Maryland Transit Administration (MTA) Certifications and Assurances FY2022 packet to certify that the Queen Anne’s County Department of Community Services Area Agency on Aging will operate the Public Transit System and the Statewide Specialized Transportation Assistance Program (SSTAP).

Justification:

to the local community as announced by Governor Larry Hogan on October 22, 2020.

Justification:

This amendment establishes additional budget authority to distribute the fire impact fees in fiscal year 2021.

Fire impact fees collected in the fiscal year are distributed the following year. There is existing budget authority of $289,800 for the distribution of the impact

fees in the above funds, however the balances as of June 30, 2020 total $416,486. Therefore, additional budget authority of $126,686 is needed.

The Centreville fire impact fee budgeted distribution is higher than needed, so that fund will have a decrease in budget authority.
