Executive Summary
The first Travel Plan for Falmouth University (Falmouth) and the University of Exeter Penryn Campus (UoE) was published in 2007, and set out the objectives for reducing carbon emissions associated with travel modes at both the Penryn and Falmouth campuses. Since 2007 Travel Plans have been produced on an annual basis, and have made significant progress towards improving levels of sustainable travel; this includes seeing a step change in the provision and use of public transport to both the Penryn and Falmouth campuses.
Due to the significant work undertaken on developing and implementing the Travel Plan, along with the series of promotional incentives delivered across the academic calendar, Falmouth Exeter Plus were finalists in the prestigious Green Gown Awards 2013.
Notable results emerging from the 2013 Travel Survey include:-
A 6% increase in walking to campus A 5% reduction in single car occupancy A 1% increase in cycling to campus
This has resulted in a fantastic 78% of commuting journeys to / from the Falmouth and Penryn campuses being made by sustainable means; which is higher than any other universities in our comparator sector.
However, this doesn’t mean that we can sit back and relax. Work continues with educating students and staff about the advantages of sustainable travel; as well as providing an option of travel choices at competitive rates. Therefore the Travel Plan key objectives for the academic year 2013/14 are to:
improve the options available for travel to both campuses reduce the environmental impact of travel associated with both institutions reduce parking congestion on campus and in the locality during term-time improve the safety and accessibility of travel within and to both campuses.
Measures aimed at addressing these objectives during 2013/14 are laid out within this Plan and include a series of potential physical improvements, encouragement measures, publicity initiatives and management changes that will help to further reduce single occupancy car use.
This Travel Plan has therefore been created to ensure that Falmouth and UoE continuously strive to become leaders for sustainability in Cornwall.

1.0 Introduction
1.1 Commitment to SustainabilityUoE and Falmouth acknowledge the importance of being responsible, sustainable and ethical in order to meet the needs of the present, and leave a better environment for future generations. Both institutions believe this can be achieved through the skills and knowledge that graduates learn and put into practice, research and exchange of knowledge through business and community engagement, and through our strategies and operations.
Both institutions sign up to the definition of sustainable development as proposed by the Brundtland Report (1987):
Both institutions benefit from an Environmental Sustainability Working Group which has been established to promote sustainability issues, oversee implementation of sustainability policy, and to monitor and report on progress made towards increased sustainability by conducting reviews of policies and operations.
Many of the actions set out in the previous Travel Plan (2012) have already been achieved, and the few remaining have been rolled forward into this Plan. As a major and responsible employer that should set an example to its staff and students as well as the local community, both institutions must take a leading role in operating sustainably. This Travel Plan has therefore been created to ensure that Falmouth and UoE continuously strive to become leaders for sustainability in Cornwall.
1.2 Developing the Travel Plan
1.2.1 PrinciplesThis Travel Plan has been based on the Sustainable Travel Hierarchy. Both universities must therefore always seek to promote the most sustainable form of travel where possible.

1.2.2 ScopeThis Plan applies to all users of the Falmouth and Penryn campuses. This includes students, staff, visitors, delivery companies and contractors.
Both institutions, as well as Falmouth Exeter Plus (the exempt charity that has been established by Falmouth and UoE to deliver their shared Higher Education services in Cornwall) encourage students, staff and visitors to consider using alternative methods of transport to help reduce the impact of car travel on the environment. By working in close partnership with Cornwall Council and other strategic partners, we endeavour to continue developing and improving the range of travel options available to students and staff from the universities, staff from Falmouth Exeter Plus and visitors to our campuses.

2.0 2012/13 Online Travel Survey Results
The online survey was undertaken over a three-week period, from 8 February 2013 until 1 March 2013. There were a total of 1,207 responses, equating to an 18% representation of the total 6,615 student/staff population (Falmouth Exeter Plus Business and Strategic Planning Data, January 2013); although this is a slight decrease on the previous year’s response rate (1,238 responses) it is still a good representation of the travel behaviours of users of both campuses.

When comparing the 2013 overall modal split to the 2012 results it appears there have been shifts in several transport modes. Of note, 6% more people are walking; 5% fewer people are using their car as a single occupant; and 1% more people are cycling. The overall percentage of non-drivers, i.e. those people who travel more sustainably is 78% - an increase of 5% on the previous year, and 8%

from 2011. This exceeds the target set by Cornwall Council to achieve 73.5% sustainable trips by 2013. However, against this, a lower percentage of people are travelling by bus, and there has been no overall change in train usage for 4 years.

Upon comparison with last year’s results, the staff modal split presents a higher percentage of people cycling, walking and car sharing; whilst there are fewer people using their car as a single occupant. Of great satisfaction is the 13% increase in staff members using sustainable travel compared to the 2012 results.

Disappointingly there has been a 2% decrease in students using sustainable forms of transport to get to campus since the 2012 survey. This has been through a lower percentage of students’ car sharing and using the bus to get to campus; and more students driving their own car compared to last year. However, off set against this is an increase of 5% in walking and 2% in train users.

3.0 TRICS Multi Modal Surveys
The TRICS Multi Modal surveys fulfil an important role. They are used frequently by professionals developing Travel Plans to estimate potential trip generation and to help create sustainable solutions for new development. JMP Consulting carried out TRICS surveys at the Penryn Campus in 2007 and 2012 to provide detailed snapshots of traffic and multi modal surveys. This provided valuable information with regards to traffic and multi modal counts that could be analysed and incorporated within subsequent Travel Plans.
3.1 2007 TRICS Multi Modal SurveyThe 2007 TRICS survey indicated a total of 53.5% using car travel (whether as a single occupant or car sharing) and a total of 27.9% using bus travel. This highlighted the importance of bus travel as the prime method of alternative transport to encourage the reduction of car travel. The data from the TRICS survey also indicated a large percentage of car sharing which emphasises the large increase in car share since 2006. The TRICS survey is vital in providing a detailed insight into the number of vehicles and the specific modal split on campus.

3.2 2012 TRICS Multi Modal SurveyJMP Consultants Ltd on behalf of the TRICS Consortium undertook a second multi modal movement survey of Penryn Campus users in May 2012. This survey is comparable to the TRICS survey that was undertaken in 2007, although not directly; the 2007 survey was undertaken in winter, whilst the 2012 survey was undertaken in the summer.
Surveyors were positioned on all access/egress points and conducted questionnaires to ascertain what mode of transport people used to get to the Campus. Surveyors were also positioned on the main vehicular access point to

count the number of cars coming onto the Campus, and of those, how many were single occupancy.
The 2012 TRICS survey results are an excellent checking mechanism, ensuring that the results of the Falmouth Exeter Plus administered surveys are an honest / reliable reflection of the circumstances taking place at the Campus.

The 2012 TRICS survey showed that 74% of the staff / student population travelled sustainably to campus – this corroborates with the results of the 2012 Falmouth Exeter Plus administered survey of 73% (see page 6 for survey results).
Although the overall percentage figures are inconsistent, the TRICS survey has shown that the most popular forms of transport are bus / car usage (whether single occupancy or car sharing) and walking.
4.0 Comparison Against Other Universities

Planning conditions for the development of the Penryn Campus require us to carry out an annual travel survey leading to an annual update of the Travel Plan. This is not the case with most universities, many of whom develop a 5 year Travel Plan. It is therefore not as easy to get regular, up-to-date information across the sector. We have, however, compared our latest travel results against the most recent results from our comparator universities.

Upon comparison with other universities, Falmouth and UoE are performing well, exhibiting the highest percentage of sustainable transport users amongst some of our comparators. The University of Sussex is in a similar location to the Penryn Campus; sitting in a suburban location outside Brighton, with a train station and bus halt within its campus.

5.0 2013/14 Headline Targets
5.1 Targets set in conjunction with Cornwall Council
The targets below were agreed with Cornwall Council in April 2011. At that time it was anticipated that further promotion of Carshare Cornwall would increase take up of car sharing, and that encouragement to cycle / walk and use the train would incrementally improve the overall percentage of non-drivers on a realistic year-on-year basis.

The 2012 target for 72% sustainable trips was exceeded at 73% and the 2013 target for 74% was again exceeded at 78% sustainable trips.
Due to the increase in sustainable trips being higher than anticipated, the Travel Plan Co-ordinator was asked by the Environmental Sustainability Working Group to test the results, in order to see if the 2013 survey results represented a true picture of the current commuter travel patterns.
5.3 2013 Benchmarking Exercise

The 2013 results showed a 2% increase in cycling to work by staff; whilst the student percentage remained the same.
Falmouth Exeter Plus run a Cyclescheme benefit which is available for all employees of Falmouth University and Falmouth Exeter Plus (University of Exeter staff have their own benefit scheme) which enables staff to purchase a bike for commuting to work. Between the 2012 and 2013 travel surveys FXPlus purchased a total of 25 bicycles though the scheme for staff members.
In addition, in conjunction with the Fitness Centre, 20 bikes were purchased for students to hire on a daily / weekly basis in response to students claiming that they would cycle more if they had access to a bike. The Travel Plan Co-ordinator also held ‘cycle awareness’ days during the academic year with incentives for staff and students.
It is therefore considered that the 2% uptake in cycling can be demonstrated.
The 2013 results showed that the percentage of staff who travel to work by bus had remained static; whilst the student percentage dropped by 3% (giving an overall decrease of 2%).
Bus receipts for the 2012/13 academic year, however, showed that the number of bus journeys made by staff and students using the discounted Scholar tickets, had risen by 12% (38,530 journeys), compared with the previous academic year. It is therefore considered that the 3% drop shown by the survey may be due to the sample batch of respondents rather than by an actual decrease in bus users.
The 2013 results on car sharing (12% / static with the previous year) may warrant further investigation. In total 138 respondents (from an 18% survey response rate) claimed that they shared their ride to campus. However, only 81 people in total held a Car Sharing permit in 2012/13. If each of these 81 people shared their journey with only 1 other person then we can assume that we have a minimum of 162 people who car share to campus; which works out at a minimum percentage of 2.4%. Therefore we may want to consider further investigation into how may people are in each car ‘pod’; whether car sharers are using the Pay & Display rather than being permit holders; or whether a percentage of car sharers are sharing transport with a person who isn’t connected with the campuses, thereby not being entitled to a car share permit.

We have always had a poor result with regard to commuting by train, although the survey shows that train travel is more popular with Falmouth campus users than Penryn campus users. The reason for this appears to be that when arriving at Penryn station there is a steep incline up to the Penryn Campus (about 10 minutes walk); whereas access to the Falmouth campus is somewhat flatter and only takes about 5 minutes to walk.
Train travel between Falmouth and Penryn is frequent (every 30 minutes during the day), but is a more expensive option than using the subsidised bus fares, and is less convenient than the buses which run every 10 minutes and which stop at the Penryn campus, thereby alleviating the problem of walking up the hill.
The 2013 results on walking were 6% higher than the previous year; at 33%. There are several factors which may have influenced this.
Firstly, the opening of student accommodation at The Sidings, Penryn (233 rooms) and the opening of five additional blocks of accommodation at Glasney Student Village (224 rooms); meant that more students resided within walking distance of the Penryn Campus
There was a high response rate from students living in Glasney Student Village; possibly due to the fact that students were approached during ‘Go Green’ Week and offered Fairtrade chocolates if they completed the survey
Although the results were 6% higher than in 2012, the 2012 results were 5% lower than the 2011 results, which may have been due to the sample batch of respondents in 2012, rather than an actual decrease in walking levels.
It is therefore considered that the 6% increase in walking can be justified.

5.4 Targets for 2013/14 Academic Year
Due to the 2012/13 travel survey achieving 78% sustainable trips, it was decided by Cornwall Council that 78% should become the target for the next academic year also. This would then demonstrate whether the 2012/13 result was a true representation of travel patterns, without setting even higher targets which might prove to be unachievable.
Therefore, the targets moving forwards for the next 12 months are to achieve the same percentage of sustainable trips, albeit that this would represent a higher number of people in actuality, as the campuses continue to grow.

5.4.1 Key Target: Car – Single Occupancy (22%)Single car occupancy presents a myriad of environmental problems: congestion on the roads / air pollution / water pollution etc. When a gallon of petrol is burned it combines with oxygen to produce nearly 20 pounds of carbon dioxide (CO2). In order to keep campus-wide carbon emissions down, it is very important that the number of people driving to our campuses is reduced and that other options, such as car sharing and public transport are considered.
Notable facts emerging from the 2013 survey indicate: 22% of people take their car to campus: 39% of the staff and 11% of the
student population 81% of the student population (4,563 people) live within 5 miles of their
respective campus (Zone A) – of whom 7% (319 people) travel to campus unsustainably
46% of the staff population (452 people) live within 5 miles of their respective campus (Zone A) – of whom 24% (108 people) travel to the campus unsustainably, even though the bus service is subsidised for staff as well as students
19% of the student population (1,070 people) live outside Zone A – 38% of whom drive as a single car occupant to get to their respective campus
54% of the staff population (530 people) live outside Zone A – 53.5% of whom drive as a single car occupant to get to their respective campus.

By the 2013/14 academic year, the full-time equivalent population at the Falmouth and Penryn campuses will have increased by 227 individuals (an additional 73 members of staff and 154 students). It is therefore important that the majority of these individuals use sustainable forms of transport to get to their respective campus, in order for us to meet our targets for the year.
Key actions have been set to help achieve this, which include:
A revision of the car parking / charging system at the Penryn Campus, which will include a reduced price ‘green permit’ for those who car share or drive electric vehicles, whilst penalising people who drive into either campus on their own by increasing hourly rates and permit prices
Supporting Cornwall Council / communities with the introduction of parking restrictions (yellow lines and residents’ only parking) in the adjacent industrial estate and residential areas around the Penryn Campus
Working alongside IT / HR to enable and encourage working from home Working closely with the Manager of The Sidings and Cornwall Council to
ensure the development undertakes the conditions of its planning approval Ongoing support from both institutions to subsidise public transport fares Ongoing awareness-raising to promote the many benefits of using
sustainable forms of transport.
5.4.2 Key Target: Car Sharing (12%)
As the cost of fuel continues to rise, car sharing is fast becoming a more viable transport option. In 2012/13, 12% of students and staff car shared – the same as the previous year. Car sharing is a key priority to tackle single occupancy vehicle use. It is therefore important to raise the profile and benefits of car sharing to the users of both campuses.
Notable facts emerging from the 2012/13 survey indicate:
Although the percentage of car sharers remained the same as the previous academic year (12%), this in reality accounts for an additional 87 people

Actions which have been identified to reach this target include:

5.4.3 Key Target: Bus Usage (25%)
The Travel Plan will continue to promote and support bus travel as one of the main modes of sustainable transport to and from both campuses. Both institutions commit to subsidising bus travel for students and staff as a means of encouraging usage.
Notable facts emerging from the 2013 survey indicate: 25% of the student/staff population are using the bus – a 2% decrease
from last year’s results However, monitoring of bus fares would indicate a 12% rise in individual
journeys made.
By 2014 it is anticipated that bus usage will have increased even though the target has remained the same. Actions within the Travel Plan which will help achieve this include:
Ongoing financial support from both institutions to subsidise bus travel Introduction of dedicated U1 bus with branding / signage Incentives to encourage bus use for business travel between the campuses Close liaison between the Travel Plan Coordinator and the service provider.
5.4.4 Key Target: Cycling (4%)
Specific actions within the Travel Plan which will help meet this target include: Promotion of the bike hire scheme by FXU /the Fitness Centre Promotion of Cyclescheme to all staff Promotions of cyclists’ facilities on-campus (secure bicycle racks / shower
facilities etc.) Additional cycle racks at the Penryn Campus Additional showers / changing facilities at the Falmouth campus Guided cycle rides to show people the safest/easiest routes to and from
campus.
5.4.5 Key Target: Rail Travel (4%)
For the last 4 years only 3% of campus users have taken the train to get to campus even though there are train stations in close proximity to both campuses. It is felt that a major deterrent to train usage is the perception that it costs more than the bus, and the uphill walk from Penryn Station to the Penryn Campus.
Notable facts emerging from the 2013 survey indicate: Although there has been no percentage change from last year’s statistics,
due to the increase in student/staff population approximately 22 more people are using the train than last year
80% of students are living away from home during term time; when asked how often they travel home, and what mode of transport they use, the majority stated they use train and travel home at least once a semester
78% of these students live over 150 miles away from campus.

Both institutions are committed to improving our relationship with the service provider and promoting rail travel as a sustainable travel option. We have therefore decided to increase the target to 4% for the next academic year.
Actions within the Travel Plan to achieve this target include: Promotion of ticketing incentives, which can work out cheaper than the bus Greater awareness raising and publicity Residents of The Sidings who attend the Falmouth Campus receive free
train travel Competitive annual rail cards for students and staff Smart card technology.
5.4.6 Key Target: Walking (33%)
In 2011/12 the overall percentage of people walking to campus decreased by 5%, however, by 2012/13 this had risen again by 6%. This is presumably due to the fact that additional student accommodation was opened within walking distance of the Penryn campus (233 rooms at The Sidings, Penryn and 224 rooms at Glasney Student Village).
Both institutions are keen to promote the benefits of walking; walking is not only good for your health, it is also sustainable and reliable.
Actions within the Travel Plan to encourage more people to walk include: Making walking routes safer (review of CCTV / lighting at both campuses) Improved signage – way marking / timed routes etc. Promoting the health benefits of walking in association with the Fitness
Centre at the Penryn Campus.
