•Ran afoul of taxi licensing laws

•2015 SB 153 Defined TNC service: • “a prearranged passenger transportation service offered or provided through the use of a TNC mobile application or digital network to connect potential passengers with transportation network company drivers”;

•Defined TNCs, as well as TNC driver, vehicle, and certificate
