• Threat Risk Vulnerability & Security Plan Study– LEA Consulting & Globe Risk International hired to conduct review,

assessment, and provide recommendations

– Final Report Completed 2009

– Recommendations included:

• Improved liaison and ongoing communication with Police, Fire

DMSS Project

• Transport Canada's Strategic Highway Infrastructure Program (SHIP)

– In coordination with LEA and GRT, proposal submitted end of

2009

• Proposal Objectives:

– Design / Deploy / Integrate a pilot deployment of a driver

management system (DMSS) compliant with the Canadian ITS management system (DMSS) compliant with the Canadian ITS

Architecture

– Improve driver management, tracking, and increase public

safety on the GRT fleet

– DMSS would also address recommendations to implement

method of securing the GRT fleet from unauthorized use

• Transport Canada Funding Approved in 2011

• Process Involved Transit Operations, Fleet, Planning and other Regional staff such as IT.

• Technical consultant support provided by LEA Consulting on DMSS Project

• RFP for supply and installation of DMSS released in Summer 2011Summer 2011

– Vendor selected in Fall 2011 (Digital Electric)

• DMSS Tested and Installed in 2012 on subset of GRT fleet

– Worked with bus manufacturer to ensure system

DMSS Objectives

• Utilize proximity card based access control of GRT

vehicles, to allow for management and control of fleet

operation

• Enable vehicle transmission lock out to unauthorized

personnel through access control cards

• Allows driver to swipe access card to log into on-board • Allows driver to swipe access card to log into on-board

systems

• Allow vehicle to be left running in a locked state, but will

prevent the transmission from engaging

• Audit trail of DMSS and card validation

Lessons Learned

• Installing the DMSS on different bus builds (models and

years) became a challenge

• The coordination between DMSS and the existing facility

access control system was found to be beneficial

• The knowledge and experience gained from this project

will allow for possible future deployments of the DMSS will allow for possible future deployments of the DMSS

into other transit buses
