The Virginia Department of Transportation is responsible for building, maintaining, and operating the state’s roads, bridges and tunnels. It also provides funding for airports, seaports,

and rail and public transportation through the Commonwealth Transportation Board. Virginia has the third-largest state-maintained highway system in the country, just behind North Carolina and Texas. www.virginiadot.org

In January 2018, Stephen C. Brich was appointed commissioner of the Virginia Department of Transportation (VDOT), the third largest highway agency in the country. Commissioner Brich oversees a $5.4 billion annual budget and a team of 7,700 people who are responsible for designing, building, maintaining and operating the state’s nearly 58,000 miles of roadway, 21,000 structures and bridges, six tunnels and three ferry systems. Commissioner Brich has 26 years of extensive experience specializing in traffic engineering, safety, operations, transportation planning and research. He

previously served in several senior roles with VDOT, including senior research scientist, assistant state traffic engineer for design and safety, and director of operations. Commissioner Brich is a Hampton Roads native.

Aubrey L. Layne, Jr. serves as the Secretary of Finance in Governor Ralph S. Northam’s administration. He currently oversees the four main finance agencies in the Commonwealth of Virginia: Department of Accounts; Department of Planning and Budget; Department of Taxation; and Department of the Treasury – along with the Virginia Resources Authority. Previously, Governor Terence R. McAuliffe appointed Mr. Layne as Secretary of Transportation for the Commonwealth of Virginia – he served in this capacity from January 2014 - January 2018. As the

Secretary of Transportation, he oversaw seven agencies with over 10,000 employees and combined budgets of more than $6 billion.

Kenneth Cooper Alexander was elected Mayor of the City of Norfolk on May 3, 2016. A native of Norfolk and president of Metropolitan Funeral Service, he began his public service career more than two decades ago. He served in the Senate of Virginia from 2012 – 2016. Before his election to the Senate, he served in the House of Delegates from 2002 until 2012 representing the 89th District. A 1985 graduate of Lake Taylor High School, he holds a bachelor’s degree in political science from Old Dominion University, a master’s degree in Diplomacy from Norwich University,

the oldest private military college in the country, and master’s degree from Antioch University is Leadership and Change. Currently, he is a PhD candidate at Antioch University in Leadership and Change. Mayor Alexander and his wife, Donna Burnley Alexander, have two school-aged children, Kenneth II and David.
