1 Introduction

This document synthetizes the procedure adopted to map the target groups, in order to tailor the

best actions, using MELINDA tools and communication actions to implement awareness raising

campaigns in the pilot contexts. The aim of the awareness campaign is to support and facilitate

Project development through the involvement of local populations in its activities and to widespread

among them and their territories the knowledge about Project’s existence, scopes and its results

once it has been concluded. In order to involve public opinion in the project aims it is crucial to

awaken people to the importance of sustainable mobility, providing in general information on the

advantages of replacing the private car with alternative means of transport (from public transport to

active modes like walking and biking).

Local Population is composed by relevant stakeholders, most suitable receivers of the insights

produced by the project activities, that, due to their strategic position in the territorial governance

regarding the themes of sustainable mobility empowerment, can make a difference in the policy

drawing and implementation.

On the other side the end users, the broader public to which the project addresses its efforts, have to

be engaged in order to enhance the aknowledgement of sustainable mobility issues and pave the

way towards an easier involvement into behavioural change activities and actions.

Synthetically the Awareness Plan needs to:

1- Support the diffusion of knowledge of the Project among local contexts and pilot cases

2- facilitate local population involvement into project’s activities

3- Deliver useful information to the Project Consortium in order to better act and implement its own

tasks.

2 Pilot areas’ specific objectives and interests definition

The delineation and better understanding of Pilots’ aims and contexts is fundamental in order to plan

any activity. In order to reach such a goal each partner hosting one or more pilots was asked to fill-up

a form in order to precise:

• PILOT PROJECT SCOPE (to describe challenges, objectives and main activities to be

implemented to reach them)

• IDETIFY MAIN PILOT’s STAKEHOLDERS (Experts from various fields, policy makers, citizens)

This section introduces to each pilot local context in terms of territorial main characteristics,

objectives (Sustainable Mobility solution to be implemented or studied into the local context) in a

schematic manner, that will be analyzed deeper in section 4, where a specific profile will be drawn of

each Pilot case

3 Tools

3.1 Awareness Survey

Melinda survey will act both as a knowledge tool and an awareness instrument with a twofold aim.

As a survey it will collect information and data about local populations and their habits in terms of

sustainable mobility knowledge, beliefs and attitudes. This will be the base for the further

understanding of potential activities to be pursued in the pilots in order to enhance the local

awareness during the testing phase and gathering useful insights on how to better reach relevant

end-users for Melinda ICT tools.

On the other hand the questionnaire will also act as an involving instrument, in order to reach

individuals and starting to introduce them into both the Sustainable Mobility (SM) domain/issues and

into specific Melinda tools: Melinda App in particular, via an internet web link connecting the

respondent to the application downloading mask.

The survey will be structured in fact into two main parts:

PART I - Common section

Identical for all the pilots and directed to the understanding of

- the profile of respondents in terms of (1) main socio-demo characteristics1 (2) Environmental

awareness level (3) knowledge of SM solutions.

- actual mobility behaviours (with few questions about main travel means adopted usually)

PART II - Specific Section

It will be tailored on the specific needs of the pilots and focused on the Mobility Solutions under

analysis in the local contexts. It will be mainly focused on population’s knowledge about SM solutions

available in the local areas and attitudes/beliefs towards them. Four sub-domains will be proposed:

1) knowledge of SM solutions and beliefs about them;

2) knowledge of local availability;

3) current use;

4) propensity to adopt them in the future.

The maximum compile time of the survey will be 5-10 minutes in order to avoid dropping of the

respondents and enhancing its spread into the broadest audience possible.

3.1.1 Methodology

The methodology employed for the survey preparation and running must take into consideration the

constraints deriving from the project specific needs and research objectives and the resources

available to the consortium. A good balance in terms of resources and effectiveness of the survey

action can be obtained through the adoption of a web survey, relying on CAWI (Computer Assisted

Web Interview) techniques. More traditional techniques like CATI (Computer Assisted Telephonic

Interview) or CAPI (Computer Assisted Personal Interview) are very expansive in terms of time and

money costs, and do not allow to reach a relevant amount of respondents without huge efforts.

Web surveys are quite reliable due to:

- lower risk of compiling mistakes by the interviewer;

- leave maximum freedom to the respondent in choosing the best moment to answer;

- easy to be widespread through the internet and virtual channels;

- higher efficiency in reaching potential respondents;

Of course as any other survey tool web surveys have to face constraints:

- difficulty in reaching populations without access or that are not used to electronic devices and

digital activities (e.g.: elders).

3.1.2 Who to interview and how?

Target population

The project Consortium agreed on the fact that the target of the survey will be the whole population

living in the pilots’territories, reaching the NUTS 3 level of territorial extension, in order to have an

homogeneous territorial level of data collection. Anyway the respondents could belong also to other

territories: they will be surveyed as well in order to collect at least information regarding the first and

common section of the questionnaire and contribute to the raising awareness task about Melinda

contents among the Alpine Space territory’s population.

The target number of cases to be reached is not defined, being survey purpose the coverage of the

highest amount of population possible.

Lacking a list of the population to be researched, the aim of the survey will be that of collecting

information about all the respondents living in a specific territorial context. Since that, the survey will

be run not on a proper representative and probabilistic sample: no criteria, except for the territorial

residence location, will be adopted to filter, at the beginning, the unit of observation (on which the

data will be collected). Only after data collection we will be able to understand whether the units are

representative of the regional population (our focus of Analysis) or not. According to the results

obtained in terms of respondents' socio-demographic composition a weighting procedure could be

performed ex-post in order to correct sample imbalance.

For this reason is crucial in our case, but in web surveys in general, to differentiate as much as

possible the streams of survey delivery, trying to reach a population as most variegated as possible.

In order to reach such a goal is recommended to build before a network of Local Actors, institutions

or collective entities, able to spread the survey link through their own network's channels.

- local authorities

- companies (public, private)

- associations

- committees

- agencies (local, sovra-local, national)

3.1.3 How to select them

Criteria can be diverse, but we suggest to find, in order of relational strength,

1) First of all Melinda Partners

2) Melinda Observers

3) Actors involved in the Mobility or Sustainability-related activities field (associations, companies,

agencies,...), and for this reason potentially motivated to support Melinda efforts and activities.

4) Actors that are sensitive to your request (due to previous or current institutional relations or

less formal contacts too). Their activity domain is not necessary to be linked to sustainability or

mobility: in this way we could collect also responses from a diverse population, covering a

broader range of individuals and ideal-types of mobility behaviours, attitudes and habits.

What is relevant in this phase is the activation of Local actors, who are potentially more prone in

helping and supporting Partners when the connection is strong.

3.2 Local Events Local events are another tool for the enhancement of knowledge and awareness about specific

topics and activities. This is a traditional instrument to be adopted and mostly targeted to local

populations and stakeholders, where the direct contact with individuals and their involvement in the

preparation is pivotal and so particularly valuable.

Two kinds of local events are planned in Melinda framework:

• raising awareness events

• pilot activities supporting events

According to the AF they will be distributed as follows:

1 in Slovenia,

1 in Switzerland,

2 in Friuli-Venezia Giulia (IT),

2 in Rhone-Alpes (FR),

2 in Oberbayern (DE),

2 in Vorarlberg (AU)

Local events will be moments during which Project Consortium will transfer awareness and

knowledge about Melinda and Sustainable Mobility contents to the Pilots’ populations and

stakeholders. Kind of activities to be performed in these cases can vary highly, due to (1) the

specificities of local contexts (social, geographical, political composition of the pilots areas) and (2)

the specific interests of each pilot (their focus on a specific Mobility Solution to be implemented or

policy to be planned).

In order to better plan and coordinate Local Activities UniMiB project partner, in charge of the

awareness task in WP1, proposed the creation, in each Melinda Pilot, of Awareness Local Teams,

bodies composed by at least 3 members, belonging to:

• Melinda Project Communication Partner (E-Zavod). Its aim will be that of supporting from the

communication perspective all the procedures of preparation and realization of the local

events (thanks also to the communication materials planned in Communication Strategy,

Deliverable D.C.1.1)

• Melinda Project Awareness referent Partner (University of Milano-Bicocca). Its aim is to act

as coordinating actor between all the Awareness Local Teams’ members.

• A representative from the Melinda Pilot. Its aim is to act as pilots’ contact point and referent

for local actors.

The Teams will have to:

a. define a calendar of the events to be performed and of the preparation steps useful for the

aim

b. define the activities to be implemented during the Local Events. They can consist in

• informative stand or space providing pieces of information on Melinda Project and tools,

with dedicated staff to explain and show it (for the diffusion of the communication

materials provided in the framework of the Communication Strategy, D.C.1.1).

• Debates or seminars to be hosted in already existing events or to be created on purpose.

• Mass events (like critical masses for bikers, mobility special days to be planned for involved

companies’staff,…)

c. coordinate the involvement of relevant stakeholders and Local Actors in all the steps a) and b)

The Teams will be also involved in the Survey Questionnaire definition, that will be discussed on the

base of a Unimib first draft proposal.

European Mobility Week 2019

Beside any further local event already existing the pilots are pushed to take part the

European Mobility Week (http://www.mobilityweek.eu/), as a main occasion in which to

present Melinda and its tools as a Project (the application and the survey for the Raising

Awareness phase). This is an European scope event taking place every year from the 16th to

22nd September 2019 in all the EU countries, whose aim is to promote local activities linked

to enhancing a better and more sustainable mobility in the cities hosting the events, inviting

people to try out alternatives to car use, and connecting local experiences and practices. The

aim of taking part in the EMW is to have a stronger communication frame, being possible to

get known on the EU dedicated channels.

Each year the EUROPEANMOBILITYWEEK focuses on a particular topic related to sustainable

mobility. In 2019, the theme is ‘Safe Walking and Cycling’ (in 2018 it was ‘Multimodality’).

The week culminates in Car-Free Day, where participating towns and cities set aside one or

several areas solely for pedestrians, cyclists and public transport for a whole day.

Any town or city from Europe and beyond is invited to participate in the

EUROPEANMOBILITYWEEK.

Their online registration will be approved, as long as they meet at least one of the following

criteria:

• Organizing activities during the week of 16-22 September, taking into account the

annual theme.

• Implementing at least one new permanent measure which contributes to a shift from

the private car to sustainable means of transport. Measures implemented during the

last 12 months are also eligible on condition that they are promoted during the week

of 16-22 September.

• Celebrating Car-Free Day, preferably on 22nd September, by setting aside one or

several areas reserved for pedestrians, cyclists and public transport for at least one

whole day (1 hour before to 1 hour after working hours).

Every pilot will be free to choose one (or more) activities to be implemented during the

Week, according to:

1. The resources and stakeholders available

2. the theme to be faced

3. the end users needed to be involved

For the preparation and implementation of the activities the support of local actors will be

crucial. Their selection, inclusion and specific contribution need to be discussed by the

Awareness Local Team built for this purpose.

3.3 Stakeholders and Local Actors’ Network building procedure

The construction of an effective awareness plan relies on the combination of three elements:

• Contents and messages consistent with the theme of Sustainability and the requirements for

the mobility shift towards less pollutant solutions

• Existence of channels able to vehicle the contents, in particular a network of actors able to

deliver messages in the local context

• Tools to deliver the contents through the local channels

In order to better prepare both the survey diffusion and Local Events a further form has been

delivered to the partners and information requested about the existence or possibility to build a

network of local actors, on the base of their characteristics and role as potential channels for the

delivery of Melinda contents in the pilots’ areas. The ability to mobilize institutions, associations,

administrative bodies, groups of interests rooted in the local contexts and their relational resources

is crucial in order to be able to reach a relevant amount of end users and prepare the field for the

Melinda Application testing phase (Activities A.T4.1 and A.T4.2).

Digital communication will be crucial in our task, due also to the relevance of target size the project

needs to reach according to Melinda’s AF.

In the next sections we will show the results of the Local Network building procedure for

each pilot, in order also to better define Pilots’ aims and objectives, useful to have a more

precise picture and understanding of each.

4 Local Actor Network: Synthetic Results

The network reconstructed is constituted by 46 actors, with a higher representation of public ones

(more than the half) and a different involving potential of end users in terms of strength, extent and

specificity.

4.1 Strength The most part of the actors enlisted by the PPs have been presented as current (21) 2 or past

collaborators (12), followed by Project observers (9 defined + 1 potential), while the other are

potential collaborators (2).3

Availability of a list of contacts

In the framework of the Raising Awareness phase planning the pilots were asked whether they knew

the existence of potential local actors able to provide lists of contacts useful for projects contents

diffusion and survey delivery. The existence of list of contacts is a crucial element in this phase,

providing information on the potential public to be reached through the activities by the research

team. Lists of potential contacts are available for Annecy and Lyon case studies (where a sample of

100 individuals will be recruited among administrative bodies employees), and for Maribor’s

University (Faculty of civil engineering, traffic and architecture in particular) able to involve up to

about 20.000 students (enrolled in 2018).

In both cases the existence of a bond due to current (or past) running collaboration is a useful

indicator of the possibility to deepen the relation and better understand the availability in Melinda

implementation collaboration. Pre-existing experiences of sustainability projects implementation in

the local areas could be useful in order to understand local sensitivity and the existence of

programmes on which or with which to cooperate for Melinda.

The possibility to reach university students exists also for Vorarlberg pilot, through the collaboration

with the Vorarlberg University of Applied Sciences (about 1.378 students enrolled in 2018/2019) and

must be taken into consideration in order also to ask to extend the survey to students’ social network

(friends and relatives) asking students to spread it among their personal contacts.

understand how much feasible is to organize local events, that must rely on the collaboration of

In the case of Maribor’s Intermunicipal Environmental Protection and Nature Preservation Office a

potential broader territorial context can be reached due to the specific inter-municipal nature of this

body. The same conclusion can be derived for the Lyon/Annecy pilot, since the both Greater Lyon

and Annecy represent unions of municipalities, including in this sense an important number of

smaller local bodies.

Also in the Vorarlberg case Smart City Dornbirn project could give us the opportunity to act at the

local level, but this must be further explored in the next months.

UTI Noncello enlisted 3 national associations as relevant actors (Kyoto Club, Legambiente and FIAB)

of which local units are settled in Pordenone: “Aruotalibera” for FIAB, and Circolo "Fabiano Grizzo"

for Legambiente Pordenone. In this sense they can act as local contact points and collaborators for

Local Events’ preparation and animation.

4.3 Network diversity Greater Lyon and Greater Annecy

For the specific focus and needs of the French pilot the local network looks to be tailored to its aims.

In order to enlarge the public reached by the awareness phase a further effort should be attempted

in order to mobilize actors able to reach a wider audience.

Ebersberg

The level of diversity of the network could be reinforced: the most part of the actors listed are

related to environmental, mobility or energy sector, and administrative bodies. But the potential

public to be reached can be quite wide, encompassing a diversified audience of population

composed by customers, users of services and employees of the actors listed. In particular there is a

strong potential in terms of extent of the public that can be reached in the presence of VVM body.

Also the Mobility Forum (together with Ebersberg Project Model) are interesting contexts in which

widespread and reach further relevant actors.

Maribor

Maribor actors are characterized by a higher amount of public bodies, mainly at the local level. They

belong mainly to the mobility or Development fields, showing a strong focus on the project topic.

The involvement of local associations (like Maribor cycling Network) is relevant in order to reach a

broader public of local citizens, not only administrative bodies or agencies. Maribor cycling Network

could rely on a network of cyclists associated through the actor, maybe reaching other respondents

too.

The Secretariat for General Affairs - Service for City Districts and Local Communities can act as

coordinator of the local communities working on communication dissemination and as contact point

for researchers. The contact with local communities could be a way to reach other associations and

neighbourhood level entities useful for local public involvement.

Switzerland pilots

The Swiss context represents probably the most complex case study, due to its composition into two

different pilots and further inclusion of various local bodies and territories (cfr. Section 6). If Pilot 2

can rely on a more defined network of actors, for Pilot 1 the pivotal network element is constituted

by Kronavitter Innovation, managing relations with the municipalities involved in the study area.

UTI del Noncello

Local Network is strongly composed by municipal bodies (6 in total) but also of local associations (at

least local divisions of national associations) like FIAB and Legambiente, providing Melinda-themes

linked actors useful to be mobilized and involved in the project implementation in the pilot, in

particular for the focus on cycling habits.

Vorarlberg

The network appears not to be too wide or strong in terms of local potential bounds on which to rely,

encompassing mainly companies and federal bodies. The presence of “technical” actors can allow a

dissemination among specific public interested in the energy and sustainability issue, but an

enlargement of the network would be helpful. Smart City Dornbirn programme could contribute to

this effort putting in contact with other municipal level entities as a key actor. FH Vorarlberg

University in the same way can contribute to project’s enlargement providing visibility for local

activities and survey distribution (1.378 students in 2018/2019).

A specific profile has been built for each Pilot Project, on the base of the information provided by the

Partners managing them. In this way a more precise picture of the different contexts under study has

been obtained, including the pilots main aims, the end users of interest and the actors and methods

through which work to reach the pilots’ main aims. In the next pages a specific Awareness pan for

each pilot is reported.

5 RAISING AWARENESS IN LANDKREIS EBERSBERG

5.1 Start-up description of the pilot project idea The pilot area of Ebersberg represents a context of periurban settlements with a population reaching

about 140.000 inhabitants, close to the metropolitan area of Munich.

The research focus of the pilot is the empowerment of the carpooling system through the extension

of the hitchhiking benches network.

5.1.1 The pilot project challenges

The region is challenged with a rapid growth of population (top rate within Germany). Therefore, the

mobility system is at its limits when it comes to capacity of roads as well as crucial public transport

lines (S-Bahn/urban train in the direction Munich). Looking at prognoses, the situation will become

even more challenging in the future.

On the other hand, the more rural areas in the district show a weaker public transport coverage –

leading to dominance of individual mobility by car.

5.1.2 Main and specific objectives of the pilot project

The pilot project aims at improving intermodal mobility options with a focus on the more rural areas

of the region. The improvement is supposed to be a network of hitchhiking benches, supplementing

the existing mobility network and acting as infrastructure promoting organized car-pooling.

Activities in the pilot scope:

• Analysis of the network coverage

• Concept for improving/expanding the network

• Analysis of synergy between analogue Bench-infrastructure and digital ride-sharing

platforms/apps

• Analysis of connection to public transport offers and (if applicable) test of improvements

• Analysis of connection to car-sharing offers and (if applicable) test of improvements

5.1.3 Methods and activities for involving key target groups into development and

implementation of the pilot project

The pilot project will rely on the planned activities described in the Awareness Plan, namely:

• the running of surveys on local population knowledge, attitudes, beliefs and behaviors about

sustainable mobility solutions and in particular about car-pooling

• local events aiming at engaging local population and stakeholders

The proposed Melinda App will probably not be used in the local pilot site for now. As a first step a

survey will be conducted to gather information on the knowledge, attitudes, beliefs and behaviors of

the local population on sustainable mobility solutions and in particular about car-pooling. If this step

leads to the insight of people demanding an app for increased usage/coverage of the carpooling

system and the Melinda App provides the best solution for the people’s needs, this app would still be

used.

5.2 Pilot project target groups

5.2.1 The characteristics of END-USERS (citizens) that will participate in the

implementation of the pilot project

The end users, the Ebersberg Pilot is interested in, are members of the general population living in

the district. The aim is to reach the broadest part of the population possible, in particular commuters

(for working or studying reasons) in order to reduce car-dependency among them.

A particular effort would be devoted to the inclusion of young and elders, usually those most hit by

lack of mobility solutions, due to lower economic resources that can act as an obstacle when a car is

the only mean available (due to high ownership and maintaining costs).

5.2.2 Regional stakeholders that will be included to support implementation of the pilot

project

The main actors highlighted as potential useful actor for local awareness raising are 5 (4 public and 1

private):

Energie Agentur – local inter-district agency for the local development

Regional level (NUTS2)

Is the Project Partner managing the pilot and acts as consultancy body for the municipalities of the

districts of Ebersberg and Munich for energy transition and sustainable policies implementation

solutions.

• Channels available:

o Social networks and institution’s web profile: Possibility of reaching a broad audience

of already topic-affine people and beyond.

o Local events in both districts (population of 480.000 people) together with local and

regional actors.

o Connection to and cooperation with other Energy-Agencies in Bavaria (further 11

different bodies5).

o Connection to local and regional political actors: possible outreach to higher political

levels and legislative institutions.

o Connection and cooperation with all other local stakeholders, also in other projects.

It will act as pivotal contact point in the project implementation, linking local and regional actors in

order to reach pilot’s goals, and co-coordinating awareness and testing phases.

5.2.3 Other initiatives and EU/national/regional projects which could support

implementation of your pilot project

District of Ebersberg - Model region for a comprehensive car-sharing-supply

Energie Agentur is part of the “Projektgruppe Modellregion für flächendeckendes Carsharing im

Landkreis Ebersberg” (Car-sharing system project for the district of Ebersberg) that involves 11

municipalities and car-sharing services, and over 1.700 users (in 2018).

As stated by the Agency in fact: “[…] The car-sharing offers are mostly concentrated in big cities, but

the district of Ebersberg already has an offer that can be compared to big cities. With seven clubs and

car-sharing offers in one third of the cities and municipalities, our district is at the top of all districts

in Germany.” This outstanding position pushed the participants to proclaim the 'Model region for a

comprehensive car-sharing-supply in the district of Ebersberg', conceived as a model for other

regions, in order “to prove that car-sharing works across the board in smaller communities and can

have an important role for mobility in rural areas. By 2030, a comprehensive, easily accessible and

widely used car-sharing service will gradually be created in the district.”

The project group "Landkreis Ebersberg - Model region for comprehensive car-sharing" is part of the

mobility concept "More mobility with less traffic", which the district council unanimously approved

at the end of 2012 after years of preparation in the mobility forum.

The partners and actors involved in the framework of the Model Region Project could help in

delivering Melinda contents and support local events or Melinda participation to already existing

events planned by the Model Region board.

The current composition of the Model Region board:

Built up directly by Melinda Partners

Realised as a participation of Melinda to already existing events, in the framework of

which Pilots can ask for a space (also physically speaking, as a stand) or specific

moments during which its contents and the tools that will be used for the project

implementation are presented and introduced.

In any case local events need to be prepared involving the local partners and the

stakeholders you listed in the Local Actors Network building file. Preparation meetings must

be planned (possibly physical) during the summer months in order to better involve them in

the definition of the activities.

For this reason a list of the forthcoming local events, where potentially Melinda could take

part, must be defined as soon as possible.

Some local events have already been pointed out:

Annual Carsharing-Congress, hosted in spring: can be adopted as a pilot-supporting

event in 2020.

Frequent meetings of the associations taking part to the Model Region Project,

whose constituting members, associations, gather on a quarterly/six-monthly basis

Available Local Events List

Two main events have been taken into consideration by the PP, available at the local level:

• Infotag für E-Mobilität. The Info-Day for the E-mobility consists in a exhibition and

occasion for discussion about the opportunities of electric mobility. It is managed by

Energieagentur Ebersberg-München and Landratsamt München (Munich District

Office) and hosted in Unterföhring municipality (Landkreis Munich) in autumn each

year.

• E-Mobilität in Unternehmen und Kommunen. The event is conceived as a follow up

meeting gathering during an exhibition of e-vehicles an open audience for discussion

of e-mobility opportunities. It will be hosted in Planegg municipality (Landkreis

Munich) on the 23rd July 2019.

European Mobility Week 2019

Beside any further local event already existing we propose, as a main occasion in which to

present Melinda and its tools as a Project (the application and the survey for the Raising

Awareness phase), the pilots to take part the European Mobility Week

(http://www.mobilityweek.eu/). This is a European scope event taking place from the 16th to

22nd September 2019 in all the EU countries, whose aim is to promote local activities linked

to enhancing a better and more sustainable mobility in the cities hosting the events, inviting

people to try out alternatives to car use, and connecting local experiences and practices. The

6.1 Start-up description of the pilot project idea

Health as an incentive for behaviour change in mobility

The main focus of the French Pilot is the enhancement of Human-Powered Mobility, adopting health

as a leverage for driving people towards more sustainable mobility.

Human-Powered mobility refers to all the travels pursued without the aid of any motorised mean,

namely by foot (walking, running) or by bike, but also by other “active” means like non-motorised

scooters. Human-Powered mobility is a synonymous of active mobility, counterposed to passive

mobility, that is usually pursued without the prominent physical effort by the traveller.

6.1.1 The pilot project challenges

The French pilot is characterised by a high amount of individuals travelling by car and, as

complementary figure, a low share of travels made by bike or foot. The main challenge is to convince

people to shift to sustainable transport for health reasons, and not only for the usual environmental,

economic or energetic motive.

6.1.2 Main and specific objectives of the pilot project

The aim of the pilot project is to enhance active mobility in the Greater Lyon and Annecy areas, in

order to increase the share of Bicycling and walking in the citizenship modal choices.

6.1.3 Methods and activities for involving key target groups into development and

implementation of the pilot project

Incentives to use active mobility modes on a health and well-being basis, will be planned in order to

push towards their adoption, as main mean or as a “bridge” to reach public transport systems in an

intermodal perspective.

In order to motivate local populations free health monitoring will be included in the experiment, as a

reward and incentive for getting involved in the research.

6.2.1 The characteristics of END-USERS (citizens) that will participate in the

implementation of the pilot project

The general target population are Greater Lyon and Greater Annecy’s citizens, but the main focus of

the pilot will be the employees of the GL and GA administrative bodies (a sample of which will be

involved in Melinda App testing phase).

A sample of 100 people in both pilots will be selected and followed during the project in order to

make them:

1. Take part to the Health Check-ups (offered by AURA-EE and probably done at the local Hospitals)

2. Download the Melinda App and monitor their mobility practices during the testing phase of the

app, while checking on their wellness and (through medical visits) their health improvement.

6.2.2 Which regional stakeholders will be included to support implementation of the pilot

project?

The Lyon and Annecy pilots are developed at the municipal level each pilot encompassing several

municipalities, so the territorial level is higher than LAU, reaching an intermediate grade between

municipal and district one (NUTS3). A Regional level of awareness can be reached if needed, due to

possible connections and cooperation with regional bodies.

Beside any further Local Event already existing we propose, as a main occasion in which

present Melinda as a Project and its tools (the Application and the Survey for the Raising

Awareness phase), the pilots to take part the European Mobility Week

(http://www.mobilityweek.eu/), a European scope event taking place from the 16th to 22nd

September 2019 in all the EU countries, whose aim is to promote local activities linked to

enhancing a better and more sustainable mobility in the cities hosting the events, inviting

people to try out alternatives to car use, and connecting local experiences and practices. The

aim of taking part to the EMW is to have a stronger communication frame, being possible to

get known on the EU dedicated channels.

No citizen will be recruited for Melinda App testing phase in the French pilot during the

duration of the project, but they need to be involved for the overall raising awareness

activity.

7.1 Start-up description of the pilot project idea

Mobility e-tool in Maribor – the way to attractive and sustainable city

Maribor is a city with a population of more than 100.000 inhabitants and represents the second most

important political, economic, educational centre of the Republic of Slovenia (it is also the second

biggest city). More than 50.000 person come to city centre every day (generally by car) and about

300.000 trips are made every day inside the city, only 9% of which is made by public passenger

transport.

7.1.1 The pilot project challenges

The Sustainable Urban Mobility Plan recently approved defined the main challenges the city mobility

needed to tackle. Just after the need of maintenance and revitalisation of traffic infrastructure, on

the second place, comes the poor offer of public passenger transport.

7.1.2 Main and specific objectives of the pilot project

Focus of Maribor pilot will be to improve the behaviour patterns to increase the use of sustainable

means of transport (especially public transport, cycling and walking) by implementing soft measures

(e-tool) tested by citizens. The introduced E-tool will help citizens to choose the most optimal mean

of transport by integrating different information (location, timetables, travelling habits, carbon

footprint, …).

Main pilot activities to reach the objectives:

The end users interested by Maribor Pilot are members of the general population living in the city,

especially employees of the municipality, public companies and university who are among the

biggest employers in the city. The aim is to reach the broadest part of population possible, in

particular commuters (for working reasons) in order to test their travelling habits and to show them

advantages of different use of transportation: for citizens (comfort, safety, health) and for

environment (lower negative influence on the environment, carbon footprint). We also want to raise

awareness among Maribor citizens about the consequences of their own choices regarding the

selection of means of transport for the environment.

Connector persons for our end users are head of departments, mayor and people in management

positions in municipality, university and public companies.

Smart City Maribor

Smart City Maribor Initiative acts as a network. The formation of the Smart City Maribor Initiative

is based on a "triple-helix" partnership, and represents a regional partnership between the

Municipality of Maribor, the University of Maribor, other development institutions and the

economy. The partnership was formalised by signing a Memorandum of Understanding, which

turned the R&D cluster into a network of partner organisations.

LIFE IP CARE4CLIMATE

LIFE IP CARE4CLIMATE (LIFE IP let us take care of the environment) – project is addressing

implementation of the operational programme to reduce greenhouse gas emissions by 2020

(Operativni program za zmanjševanje toplogrednih plinov – OP TGP) that sets out measures to

achieve Slovenia’s goals of GHG emissions reduction by 2020 (and by 2030 for sectors not

included in the GHG emissions trading scheme such as transport, agriculture, energy

consumption in the service sector and households, emissions from the waste disposal). The aim

of this project is to promote the implementation of the measures, set out in the OP TGP, by

raising awareness, educating and training the key stakeholders.

8 RAISING AWARENESS IN UTI DEL NONCELLO

8.1 Start-up description of the pilot project idea

Data gathering on bicycle mobility

Uti del Noncello is a network of 5 adjacent Municipalities: each Municipality has its own local plan for

mobility, traffic and related infrastructures, thus lacking coordination in the interventions in a rather

small area (93.667 inhabitants on a surface of 176 sq km, with an average of 553,5 inhabitants per sq

km). In particular there are currently no safe cycle paths along the main routes connecting the

different Municipalities. The Pilot will include also the municipality of Cordenons due to the

functional connection existing between the main center of Pordenone and this small but adjacent

settlement.

8.1.1 The pilot project challenges

The main challenge is to reduce the use of personal cars for transport in UTI territory, where the trips

made by personal cars are up to 78% of total, and where officially there are 1,5 cars per resident

aged 18 and more. The occupancy rate is only 1,25.

8.1.2 Main and specific objectives of the pilot project

The possible improvement is the construction of more, safer and better articulated cycle paths not

only within, but also between the Municipalities of Uti del Noncello, especially considering the quite

high general awareness (at least perceived, pending to be confirmed by project surveys) of citizens

on the importance of alternative mobility solutions. The pilot proposed is the preliminary phase of

data gathering to set up such a plan, in order to identify and quantify possible users.

In the short term, with the mere actions of this pilot, the Uti aims to: gather data to develop an

infrastructural plan for inter-municipal cycle paths. Data on traffic flows along specific roads

segments in each municipality composing the Union will be gathered though sensors and integrated

by survey data coming from the local populations and regarding perceptions and actual use of roads

and bicycle infrastructures. In the long term, assuming the development of the mentioned plan:

• reduction of vehicular traffic

• reduction of CO2 emissions

• better air quality

• improvement in citizens’ health

8.1.3 Methods and activities for involving key target groups into development and

implementation of the pilot project

The pilot project will rely on the planned activities described in the Awareness Plan, namely:

The end users interested by UTI Noncello Pilot are members of the general population living in the

area of the inter-municipal union. The aim is to reach the broadest part of population possible, in

particular bikers but also other individuals, in order to better plan bicycle infrastructures and

understand reasons and drivers hampering people in using the bicycle.

The main association dealing with bicycle mobility is FIAB Pordenone (cfr. next section), but to reach

the goal of reducing the vehicular traffic, the end users we aim to involve are citizens that do not use

the bicycle yet.

people to try out alternatives to car use, and connecting local experiences and practices. The

9.1 Start-up description of the pilot project idea

PROJECT 1

Ridehailing in Urban and Rural Areas of Switzerland

Public transport in urban and rural areas is under pressure to provide cost-efficient and attractive

services. Amidst these challenges, transport companies and new ridehailing companies provide on-

demand ride services (so called “ridehailing”) from virtual stations that are as far as possible

integrated into current public transport networks. This new mobility business model is expected to

improve accessibility in urban and rural areas and to lower the car ownership rate.

The first pilot project from the Lucerne University of Applied Sciences and Arts investigates the

possibilities of ridehailing to improve public transport networks in urban (Ostermundigen – Stettlen)

and in rural areas (Herzogenbuchsee-Niederönz). It also aims to compare the different ridehailing

business models adopted by various transport companies. Together with the analysis of socio-

demographic characteristics of the population in the research area and the ridehailing customers, the

project contributes to identify success factors of ridehailing business models.

The local pilots more precisely are the areas or municipalities:

Herzogenbuchsee - Niederönz: Herzogenbuchsee is a municipality with around 7’000 inhabitants. The

ridehailing service will reach to the adjoining municipality of Niederönz with 1’600 inhabitants. Both

municipalities are considered as rural areas, with some central functions. They are both located in

the canton of Bern.

Ostermundigen - Stettlen: Ostermundigen is home to 17'000, Stettlen to 3'000 inhabitants. They are

both urban areas, being part of the agglomeration of the city of Bern.

9.1.1 The pilot project challenges

Main challenges of the first Swiss Pilot Project are:

• Lack of viable mobility solutions in rural areas due to the high costs of public transport

services

• High rate of private car use in the pilot region.

• A potential solution to be tested through the implementation or improvement of

ridehailing services.

• We will test the viability of ridehailing services’ proposed business models in the pilot

areas.

The end users interested by Swiss Pilot 1 are members of the general population living in the pilot 1

urban and rural areas. The aim is to reach the broadest part of population possible in order to reduce

car-dependency among them. What is relevant is to understand individual attitudes and beliefs able

to drive towards a broader use of the ridehailing services. The main connector to the end-users is the

service provider (Kronawitter Innovation).

9.2.2 Regional stakeholders that will be included to support implementation of the pilot

project

Key stakeholders in the two pilot sites are a public transport operator and a private consulting

enterprise. The consulting enterprise is responsible for planning the pilot sites, designing business

model, and the coordination with federal and further public authorities. The public transport

operator has a supporting role, especially in implementation of the ridehailing business model.

Contact to them is provided by the consulting enterprise if needed.

Carpooling in Rural Areas of Switzerland

Public transport in rural areas is under pressure operating cost-efficient and attractive services.

Carpooling services help to increase the numbers of sharing privately owned vehicles, thus reducing

the overall traffic volume.

The second pilot project from the Lucerne University of Applied Sciences and Arts investigates

various carpooling business models, i.e. app-based models and app-based models with physical

aspects. It also aims to compare the different carpooling business models adopted by various

transport companies. Together with the analysis of socio-demographic characteristics of the

population in the research area and the ride-selling customers, the project contributes to identify

success factors of ride-selling business models in rural Switzerland.

11 RAISING AWARENESS IN VORARLBERG

11.1 Start-up description of the pilot project idea

V-Mob: Cross-border smart mobility within the greater region of Vorarlberg

The Federal State of Vorarlberg is located in the Western part of Austria, surrounded by countries

Liechtenstein, Switzerland, Bavaria and Baden-Württemberg (Germany) as well as Tyrol. Due to

enhanced free movement of persons and accompanied willingness to travel, thanks to the European

Union, borders within this greater region of Vorarlberg become less and less important. As negative

consequence, the region of Vorarlberg faces increased traffic volume, accompanied with road

congestions as well as increased emissions and pollution that negatively affect citizens’ health and

environment. A reason for this is the lack of digital, interconnected information about seamless,

cross-border mobility (individual and public transportation).

In the centre of FHV’s pilot are the development of a “Smart Mobility” App. This tool is to a) collect

data about (cross-border) mobility behaviours and patterns within the Federal State of Vorarlberg

and its neighbouring countries and – basing on these data and information – b) to manage, engineer

and design new and innovative services (e.g. public transportation, e-mobility) and service offers that

again increase green, sustainable passenger transport within the greater region of Vorarlberg.

The V-Mob pilot aims to collect mobility data and structurally analyse these data. These data capture

important information, for example about the frequency of mobility infrastructure, their capacity and

utilization.

11.1.1 The pilot project challenges

The major challenge within the V-Mob is the inclusion and integration of the citizens to use provided

Melinda solution (App). These app have to be both: a data collector for governance and decision

makers as well as info visualizer for applying citizens. This participatory app needs to create benefits

for all stakeholder groups in Vorarlberg. Further challenges within the region of Vorarlberg are:

• Reduction of interfaces between service stakeholders

Melinda solution need to decrease the interfaces between governance, decision makers and

citizens. It must not have complex interaction mechanisms: it should be simple as possible so

that also the “non digital natives” can participate and provide data about their mobility and

mobility behaviours.

• Increase of seamless green and sustainable transport options

Melinda needs to provide solutions to increase green and sustainable transport options. The

app should provide proposals according to citizens preferences.

• Reduction of individual traffic; reduction of general traffic

According to the preferences of the citizens, proposals of the app should lead to a reduction

of individual traffic. The app should create the demand to used public transport and/or

sustainable mobility: bike, foot

• Utilization of public transport

The app should lead to increased used of public transport.

• Structured analysis of data and mobility patters

Since Vorarlberg lacks to monitor mobility and mobility patterns, the Melinda project needs

to provide mechanisms to control and analyse mobility and mobility patterns. Based on

collected data and information, the project needs to provide a tool to structurally analyse

these knowledge. It is the major source of innovation, e.g. the development of new services,

service offers, etc.

11.1.2 Main and specific objectives of the pilot project

The main objective of the V-Mob pilot is to collect (cross-border) data about citizens mobility,

mobility patters, passenger preferences, behaviours and patterns to structurally analyse these. These

analyses will be the major source of innovation for governance and decision makers. These analyses

will provide data about the use of infrastructure and its further development (e.g. identification of

the mobility hubs, construction sites, frequent used streets, shortcuts, etc. Additionally, these

analyses enable to compare existing services about mobility, passenger preferences, behaviours and

patterns in order to reach set objectives. These are

• Reduction of individual traffic generated with private cars (e.g. especially rush hour traffic)

and increased use of public transport.

• Increase of service offers with respect to public transport, car-sharing, green mobility

• Service innovation and development of complementary products/services:

Borderless traffic solution: interregional timetables and service offerings

Reduction of modal switches; transportation according to the users preferences

Detection of the means of transport used for used routes

Mobility solutions towards the criteria of environment, health, costs, time

Display of alternative connections that better match the weighted criteria

11.1.3 Methods and activities for involving key target groups into development and

implementation of the pilot project

Since the V-Mob pilot highly serves politically interests, the V-Mob pilot will intensively cooperate

with Governance and Municipalities. It includes representatives by organization and participation at

tailored events (e.g. local events such as the Gemeindeverbund, Smart City Dornbirn events, etc.)

V-Mob will get in contact with citizens – e.g. by use of tailored communication channels (Social

Media). V-Mob will run of a survey on local population knowledge, attitudes, beliefs and behaviours

about Sustainable Mobility Solutions

V-Mob will cooperate with identified observers, which are experts within the field of mobility and

mobility behaviors.

11.2 Pilot project target groups

11.2.1 The characteristics of END-USERS (citizens) that will participate in the

implementation of the pilot project

The V-Mob pilot aims to integrate all citizens of Vorarlberg – there is no dedicated target group since

mobility is not restricted to age, gender, etc. The end users interested by Vorarlberg Pilot are

members of the general population living in the region. The aim is to reach the broadest part of

population possible, in particular commuters towards the area from the surrounding countries (for

working or studying reasons).

The citizens need to take part in the Melinda app – registration and tracking of their routes. Due to

this data, and thanks to Data Lab, governance and decision makers can organize structured data

analysis to (1) better plan cross-border mobility and (2) reduce car-dependency among them.

Connectors of the V-Mob pilot are project observers (Energie Institute Vorarlberg), Smart City

Dornbirn, Mobility Providers (e.g. VVV Verkehrsverbund Vorarlberg), etc. These organizations have

direct contact to citizens.

European Mobility Week 2019

Beside any further local event already existing we propose, as a main occasion in which to

present Melinda and its tools as a Project (the application and the survey for the Raising

Awareness phase), the pilots to take part the European Mobility Week

(http://www.mobilityweek.eu/). This is a European scope event taking place from the 16th to

22nd September 2019 in all the EU countries, whose aim is to promote local activities linked

to enhancing a better and more sustainable mobility in the cities hosting the events, inviting

people to try out alternatives to car use, and connecting local experiences and practices. The

aim of taking part in the EMW is to have a stronger communication frame, being possible to

get known on the EU dedicated channels.

Every pilot will be free to choose one (or more) activities to be implemented during the

Week, according to:

1. The resources and stakeholders available

2. the theme to be faced

3. the end users needed to be involved

For the preparation and implementation of the activities will be crucial the support of Local

Actors. Their selection, inclusion and specific contribution need to be discussed by the

Awareness Local Team built for this purpose.
