With increased number of active shooter incidents across the country, the Best Southwest Cities have come together to host the Southwest Regional Active Shooter Response Workshop (2 days) on January 6-7, 2020 at Duncanville High School, Alexander Auditorium, 900 W Camp Wisdom Rd, Duncanville, Texas 75116. Workshop participants are from the Cities of Cedar Hill, DeSoto, Duncanville and Lancaster and the North Central Texas Region to prepare us for the threat of an active shooter incident

Captain Joshua Schirard, Galveston Police Department, “Commanding in Chaos”

A Debrief of the Santa Fe High School Shooting: On May 18th, 2018 gunshots erupted from inside of a high school in Santa Fe, Texas when a student opened fire on his classmates, teachers and police, ultimately killing 10 and injuring 13 more. The hours following would bring the response of almost 1000 emergency personnel from agencies over 100

miles away. This debrief will discuss the lessons learned from the initial responders and commanders on the ground as they managed the chaos, both during and then after an active attack.

Captain Josh Schirard has worked for the Galveston, Texas Police Department since 2005, where he has worked assignments in patrol, as an FTO, patrol supervisor and now Operations Bureau Commander. Captain Schirard has been a member of the Galveston SWAT team since 2006, and currently serves as the team’s Commander. Josh is an adjunct instructor for the ALERRT program. Josh attended college at Texas Tech University earning a Bachelor of Arts in Communications.

Lt Heath Penwarden, DeSoto Police Department, “Civilian Response to Active Shooter Events (CRASE) Overview” R. Heath Penwarden, Lieutenant has been an Officer with the DeSoto Police Department since 1996. Lt. Penwarden grew up in Austin TX and graduated James Bowie High School, attended Texas State University and currently holds a Master Peace officer License with TCOLE. He has 4 children, 1 girl and three boys ranging from High school to College. Lt. Penwarden has held numerous positions within the Police Department from Detective, School Resource Officer, Patrol Sergeant, Bike Officer, Training Sergeant and Internal Affairs. Currently Lt. Penwarden is assigned to Support Services. He is also the Team Commander for the Southern Regional Response Group- Special Response Team (SRRG-

SRT), which is a multi-agency SWAT team. Lt. Penwarden is an instructor for Firearms (rifle, pistol, precision rifle), Shoot house, Police Mountain Bike, Active Shooter response, Low Light tactics, Civilian Response to Active Shooter, and Self-aid Buddy-aid. Lt. Penwarden holds several memberships; National Tactical Officer Association, Texas Tactical Officer Association, American Sniper Association, International Police Mountain Bike Association, National Rifle Association and the Texas Association of Hostage Negotiators. Lt. Penwarden has received Officer of the year in 2003 and the Doris Black Award 2002.

Captain Robert Burlison, Cedar Hill Fire Department, “Active Attack & Stop the Bleed” Robert Burlison has 16 years of experience in the Fire and EMS service and currently holds the rank of Captain for the Cedar Hill Fire Department. He is also the Tactical Medic for the Southern Regional Response Group’s Special Response Team. Part of his duties include teaching ALERRT’s Active Attack Integrated Response class for the regional training group. His wife is a public-school teacher in the same district where his 3 children attend, so he has a vested interest in the prevention and mitigation of active shooter incidents.

Chief Mario M. D'Agostino, El Paso Fire Department, Walmart Mass Shooting Incident and Family Assistance Center, August 2019.” Mario M. D'Agostino is a 26-year-veteran of the El Paso Fire Department and was appointed Fire Chief on April 13, 2017, where humbly leads and manages the Fire Department, Office of Emergency Management, 911/311 Communications, and the Animal Services Department. He has a Bachelor's Degree in Fire Science, as well as a Master of Business Administration/Public Administration Degree from Columbia Southern University. Chief D’Agostino currently serves a member of the Red Cross Board of Directors and 911 District Board of Directors. Chief D’Agostino proudly serves the community of El Paso, the place where he was

born and where he has raised a family. The El Paso Fire Department has proudly provided fire protection services for the past 135 years. Since its December 18, 1882 inception, the El Paso Fire Department has grown into a full-service fire department, which includes emergency medical response and transports. The department employs 928 uniformed and 210 non-uniformed men and women. The City of El Paso is comprised of 35 fire stations organized into 6 battalions. The El Paso Fire Department responds to approximately 76,000 calls for service each year. The department is internationally accredited through the Commission on Fire Accreditation International (CFAI) and has a top Public Protection Classification from the Insurance Services Office (ISO), resulting in low Insurance rates for El Pasoans.

Rafael Reyes, Cedar Hill Fire Department, “Incident Command / Unified Command Overview, staging, Public Communications, JIC.”

Rafael Reyes is the Regional Fire Training Chief for Cedar Hill, Desoto, Duncanville & Lancaster Fire Departments. He started this position on July 24, 2017. Prior to this assignment, he was the Emergency Management Coordinator for the City of Arlington, Texas. Before Arlington, Rafael worked as the District Coordinator for the Texas Department of Public Safety (DPS) and the Texas Division of Emergency Management (TDEM) in Disaster District 4A out of the Hurst Office in North Central Texas. His career in public safety began as a firefighter with the City of El Paso Fire Department

(EPFD) on October 16, 1989. After assignments in Operations, Special Operations, Training, Administration and Emergency Management, he retired as a Deputy Chief and the Emergency Management Coordinator on April 18, 2015. Rafael was born in El Paso, Texas to Jesus and Antonia Reyes. He graduated from Canutillo High School in 1987 and also holds an Associate’s Degree in Fire Science from El Paso Community College and a Bachelor’s Degree in Business Management from the University of Phoenix. Rafael has two daughters, Danielle, Sydney. Danielle is an interior designer and Sydney is an esthetician. Both live in the Austin area. He’s very proud of his girls!

Detective Adren Allen, Cedar Hill Police Department, “Rescue Rask Force Overview.”

Detective Allen works for the Cedar Hill Police Department and has been a patrol officer serving the community since November 2014 and has previously served as a Sergeant for the Midlothian Police Department from May 2008 to 2014. Detective Allen has been in law enforcement for over 11 years in various positions and credentials to include an ALERRT Instructor assisting in the delivery of the Active Attack Integrated Response to Active Shooter Incidents course and assisting the Regional Fire Training Chief with instruction of Active Shooter Training for Fire/EMS, Law Enforcement, Schools, Dispatchers and others to prepare for the threat of Active Shooter Incidents.

Kiel Pankonien, “ Parent / Student Reunification, I Love U Guys Foundation.”

Kiel Pankonien spent 18 years in public education as the Coordinator of Security Operations in the DFW area in Texas. During his career he was responsible for training 8,000 employees and 57,000 students in emergency response and reunification. In 2015 he began conducting Standard Response Protocol and Standard Reunification Method training for the I Love U Guys Foundation in Bailey, Colorado.

Kiel has been invited to several state and national conventions to speak on school violence and emergency response. He has also assisted numerous school districts in Texas develop emergency and reunification

plans. Kiel has recently partnered with Raptor Technologies to provide his expertise and assist schools across the country build reunification plans. Reunification can be a daunting task, but with a good plan created before the emergency, students will be safely returned to their parents

Fire Training Chief Marty Moya, Odessa Fire Department, “Odessa Active Attack, August 2019.”

Marty Moya has been a member of Odessa Fire Rescue for 27 years and currently holds the position of Training Chief. Chief Moya held the positions of FF/Paramedic, Engineer and Captain before becoming the Training Chief. He is a Certified Fire Executive through the Texas Fire Chiefs Academy, TCFP Master Firefighter and EMT-Paramedic. Chief Moya also holds an Associate’s Degree in Fire Technology. He is currently pursuing his Bachelor Degree in Leadership and Management.

Jeffrey T. “Jeff” Murray, Protective Security Advisor, Department of Homeland Security, “DHS K-12 Security Guide and Survey.” Mr. Jeff Murray currently serves as the Protective Security Advisor (PSA) assigned to the Field Operations Branch, North Texas District in Dallas, Texas. He previously held PSA positions in New Mexico and Washington D.C. Mr. Murray supports liaison activities among Department of Homeland Security (DHS) and other Federal agencies, State and local governments and the private sector on security matters relative to the protection of the Nation’s critical infrastructure and assets. As a PSA, he is the Federal focal point of contact for infrastructure owners and operators and meets regularly with site security personnel and officials to share information, review protection plans and

identify requirements for protection support by DHS and other Federal Agencies. Prior to becoming a PSA, Mr. Murray served as an Incident Management Officer with the DHS Office of Operations Coordination (OPS) fulfilling the duties of Chief of Staff for the Principal Federal Official Program. Mr. Murray was responsible for all administrative and logistic aspects of the program and served as a liaison among the divisions within OPS. Mr. Murray also served as a Senior Intelligence Analyst assigned to the Office of Intelligence and Analysis detailed to the DHS National Operations Center. Mr. Murray supported the Senior Watch Officer by providing indications and warning of emerging threats to the homeland and maintained close collaborative relationships with the agencies that comprise the U.S. Intelligence Community. Prior to his service with DHS Mr. Murray served as a police officer for the city of Hollywood, Florida Police Department. He served as a Neighborhood Team Leader coordinating with citizens, business owners, elected officials and department command staff to address trends and incidents in his assigned neighborhood. As a police officer, he was a certified firearms instructor, hostage negotiator and special weapons and tactics officer. Mr. Murray began his public service career in the U.S. Marine Corps. Most of his career was spent as a counterintelligence (CI) specialist providing antiterrorism and force protection support to Marines deployed globally. Mr. Murray received a Master of Science in Homeland Security from the Naval Postgraduate School and Bachelor of Science degree in Criminal Justice from Liberty University. He is a certified firefighter and emergency medical technician and served with the Sterling (Virginia) Volunteer Fire Company. He is married to the former Alison Stewart from Fort Lauderdale, Florida.

Assistant Special Agent in Charge Daniel Odom, Federal Bureau of Investigation - Dallas Field Office, “Law Enforcement Coordination with FBI Resources.” In April 2017, Mr. Daniel Odom was selected as the Assistant Special Agent in Charge of the Dallas Field Office, where he has responsibility of all non-white-collar criminal violations. In addition, Mr. Odom is responsible for all crisis management and response assets, which include the SWAT Team, Evidence Response Team, Hazardous Evidence Response Team, Crisis Management Team, Hostage Negotiators, and Special Agent Bomb Technicians. While in this role, Mr. Odom has led a number of high-profile investigations including the 2019 Dallas Federal Court House active shooter investigation. Prior to this appointment, in 2010, Mr. Odom was promoted as a Supervisory Special Agent of the FBI Atlanta Field Office Public Corruption and Civil Rights Squad where he supervised investigations concerning corrupt activities involving congressional members, federal officials, local law enforcement and local elected officials. While in this role, Mr. Odom formed the Atlanta Public Corruption Task Force, which was responsible for the investigation of several high-profile public corruption matters to include the largest prison public corruption investigation in the Bureau’s history.

Mr. Odom began his career with the FBI as a Special Agent in January 1999. Upon completion of New Agents Training at FBI Quantico, he was assigned to the Phoenix Field Office, Tucson RA, where he investigated allegations of Public Corruption, Civil Rights, and Drug Trafficking Organizations. Mr. Odom served as a FBI Phoenix Field Office SWAT operator for10 years. In 2009, Mr. Odom was promoted to FBI Headquarters in Washington, D.C. where he served in the Criminal Investigation Division, as a Supervisory Special Agent in the Public Corruption Unit.

Prior to joining the FBI, Mr. Odom was a local police officer in south Florida. He graduated from Florida State University with a Bachelor of Science degree in Criminology. Mr. Odom is married and has two boys.

Special Agent, Jeff Boshek II, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Dallas Field

Division, “Law Enforcement Coordination with ATF Resources.”

Jeffrey C. Boshek II was appointed the Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Dallas Field Division in February 2018. As the Special Agent in Charge, Mr. Boshek has executive management responsibility over all ATF operations occurring throughout the regions of North and West Texas, as well as the entire state of Oklahoma.

ATF is a key law enforcement agency within the U. S. Department of Justice that protects our communities from violent criminals, criminal organizations, the illegal use and storage of explosives, trafficking of firearms, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries to protect against crime, violence, and other threats to public safety.

At the time of his appointment, Mr. Boshek served as the Chair of the ATF Professional Review Board, an entity that ensures allegations of employee misconduct are examined lawfully, fairly, consistently and expeditiously. A seasoned law enforcement professional, Mr. Boshek began his ATF career in 2001 as a Special Agent in Colorado Springs, Colorado. Mr. Boshek gained valuable experience as the Public Information Officer in Denver, Colorado before being selected as a Group Supervisor in Washington D.C. Mr. Boshek has served in several leadership positions including Special Agent in Charge of ATF’s Emergency Support Function (ESF) #13, Executive Assistant to the Assistant Director of Field Operations and Assistant Special Agent in Charge of the Dallas Field Division.

A Florida native, Mr. Boshek holds a Bachelor’s of Science in Criminology from the Florida State University. He is an active member of several local and national law enforcement professional organizations and enjoys serving as a youth sports coach and mentor. Mr. Boshek is a recipient of the ATF Medal of Valor and the ATF Distinguished Service Award.

Melissa Stroop is a FBI Victim Specialist and a Licensed Clinical Social Worker. She received her Bachelor’s Degree in Criminology and Criminal Justice and her Master’s in Social Work both from the University of Texas at Arlington. Melissa began her career in victim services at the Arlington, Texas Police Department Victim Response Team unit, first as volunteer and then as Response Team Counselor in 2005. Melissa also spent 8 years in the U.S. Army reaching the rank of Captain. She deployed to Iraq, from 2006-2007 and Afghanistan, from 2009-2010, as a Combat Operational Stress Control Prevention Team Leader. After the Arlington Police Department, Melissa became a Post-Traumatic Stress Disorder Therapist at the Veterans Affairs Hospital in Dallas. Melissa spent six years at the VA before coming to the FBI. Melissa has been with the FBI for 3 years. She has responded to several mass casualty incidents, including the Dallas Police Shooting, July 2016, Sutherland Springs Church shooting, November 2017, the Pittsburgh Synagogue shooting, October 2018, the Virginia Beach shooting June 2019, and most recently to the El Paso shooting August 2019.

Richard “Rick” Esparza, Dallas County Health and Human Services, “Dallas County Family Assistance Center

Plan.”

Rick Esparza is the Dallas County Health and Human Services (DCHHS) Senior Planner and has been serving in this position since May 2016. Rick received his Bachelor’s degree in Business Administration - Management in 2011. His primary duties consist of developing public health, medical response and mitigation plans for DCHHS. Rick also spends much of his time instructing various classes such as Stop the Bleed, CPR/AED, Fundamentals of Preparedness and Basic Life Support just to name a few. Recently Rick led the regional responder team supporting recovery actions for the 2019 Town of Addison plane crash and Family Assistance Center operations. Prior to his current position with DCHHS, Rick served honorably in the United States Air Force spanning an active duty career of 22½ years as an Air Force medic specializing in medical emergency management and disaster preparedness. His assignments consisted of Texas (x2), Korea, Italy, Alaska and lastly in Nebraska, where his final assignment was at the United States Strategic Command, Command Surgeons Office as one of their medical planners. Deployment operations supported were Operation Desert Shield/Storm, Just Cause and Sea Signal/Pacific Haven. After retiring from active duty, he was hired as the Medical Readiness Flight Commander to the 55th Medical Group where he culminated a nearly 10 year federal civil service career.

Chad Anderson, North Texas Behavioral Health Authority, “Psychological First Aid, Crisis Counseling, Psychological Recovery Resources and Next

Steps.”

Chad Anderson, MA, LPC has over 20 years of experience in forensic behavioral health and is the Director of Intensive and Forensic Services for the North Texas Behavioral Health Authority. In this role he coordinates behavioral health services with law enforcement, courts, hospitals, and specialty providers in Dallas, Ellis, Kaufman, Rockwall, Hunt, and Navarro Counties. He is also responsible for the coordination of the behavioral health response to natural disasters, mass casualty events, and planned criminal incidents. He was selected as a member for the 85th Legislature’s Advisory Committee for Improving First Responder Access to Mental Health Services. Chad is part of the behavioral health leadership team for the Dallas County Medical Society’s mega shelter operations and has been deployed for numerous incidents including the 2015 Christmas tornado outbreak, the Hurricane Harvey Mega shelter, the 7/7/16 shootings, and the June 2019 Addison airport incident. He works with various local and county emergency operations centers and agencies to assist in the preparation for and response to high profile events. He is trained in EMDR and CISM and specializes in trauma recovery and working with first responders.
