Overseas Filipino workers (OFWs) can now enjoy tax and duty free balikbayan boxes as President Aquino signed into

law the Customs Modernization and Tariff Act (CMTA) which increases the tax-exempt value of items sent by overseas Filipinos to their families back home. Under the CMTA or Republic Act 10863, the tax exemption ceiling will be increased from the present P10,000 to P150,000. “Nagpapasalamat po tayo sa ating Pangulo

The law provides that OFWs can send up to three P150,000-worth of tax and duty free balikbayan boxes in a year, given that the goods are not in commercial quantities nor intended for barter, sale or for hire. On top of the tax and duty free balikbayan boxes, Filipinos, who have stayed in a foreign country for at least 10 years and are returning to the Philippines, will also be granted tax exemption for the personal and household effects, not exceeding P350,000, they will be bringing with them when they return to the country. As for Filipinos who have lived overseas for at least five years, they will be entitled to tax and duty free personal and household effects amounting to P250,000, while those who have stayed abroad for less than five years can enjoy P150,000 tax-free ceiling. The CMTA also raises the de minimis value, which refers to the value of tax and duty free goods and the minimum cost of goods required to undergo formal Customs entry, from the present P10 to P10,000. The senator stressed that to permanently do away with the outdated values, the bill provides for an automatic indexation of the amounts every three years to account for inflation. RA 10863 generally aims to simplify, modernize and align with global best practices the country’s customs procedures including import clearances and valuations,

making the release of goods much faster, regardless of whether you are an individual entrepreneur or a large multinational. It also mandates the use of information and communications technology and other appropriate applications that speed up not only the inner-workings of Customs, but also make it more transparent. The CMTA reinforces BOC functions as trade facilitator rather than just being a revenue-generating agency, and imposes higher penalties against smuggling. “The CMTA aims to overhaul and modernize the bureau which has long been perceived as one of the most corrupt and underperforming government agencies in the country. Eight Philippine universities figured in the latest Asian university rankings released by Quacquarelli Symonds

(QS) on June 14th, with University of the Philippines and Ateneo de Manila University as the country’s representatives in the top 100. UP is still the top university in the count ry as it ranked 70th in the 2016 QS University Rankings for Asia, the same as last year. Following UP is AdMU which jumped to 99th place from 144th in 2015.

De La Salle University‘s ranking also went up from 181st in 2015 to this year’s 143rd spot. Among the country’s “Big Four” schools, University of Santo Tomas (UST) is the only one that fell in its ranking. It is now in 157th place from last year’s 143rd spot. Despite the slip in the rankings, UST is still the sole Philippine tertiary educational institution that secured 4 QS stars after garnering excellent marks in terms of employability, facilities, social responsibility

and inclusiveness. With the QS ranking expanding its list to include 350 schools in the region, three Philippine universities debuted on the list. Siliman University in Dumaguete and Xavier University in Cagayan de Oro were included in the 251-300 bracket in the QS rankings. University of San Carlos in Cebu debuted in the 301-350 bracket. This year also marked the return of Ateneo de Davao University on the list, securing a spot in the 251-300 bracket.

For the third year, the National University of Singapore was hailed as the best university in Asia, gaining an overall score of 100. First published in 2009, the QS University Rankings for Asia adopts a methodology that consists of the following indicators: academic reputation, employer reputation, faculty-student ratio, citations per paper, papers per faculty, international faculty, international students, inbound exchange students and outbound exchange students.

A senior executive of the Social Security System (SSS) said the agency can neither grant the proposed P2,000

increase in pension nor give the hike only to those receiving the minimum amount of P1,200. Marissa Bugante, SSS vice-president for public affairs and special events, spoke during the agency’s first media forum held in this city. Bugante said extending P2,000 to 2.15 million retirees would mean a total payout of P56 billion annually. When compared to an investment income of P30 - P40 billion, this translates to a deficit of P16 - P26 billion yearly. “This will lead to the bankruptcy of the SSS,” she said in Filipino. Bugante said the idea of giving an increase only for those receiving the lowest pension of P1,200 would also be

questionable. “There would be a distortion because some people would have bigger contributions and a longer time doing so. They would then ask, why were they not given a raise as well? They would ask, ‘where is justice in this?’” she said. Bugante said that SSS implements an across-the-board pension increase to “avoid distortion.” The SSS official said that based on their computation formula, the low co ntributors should have received pension of only from P500 to P700, but Bugante said the amount was pegged by law to a minimum of P1,200.The monthly salary credit charged contributions by SSS is from P1,000 to P16,000.

Noting that the Philippine government was deprived of income because the law is not being implemented, the

Commission on Audit (COA) has directed the Bureau of Immigration (BI) to collect more than P249.950 million in administrative fines from airline companies that have allowed illegal aliens to enter the country. In a 2015 report released, state auditors said the BI’s failure to ensure payment of such penalties from as far back as 2001 violates the provisions of the Philippine Immigration Law of 1940. The COA report said the BI should immediately and properly address the questions raised by its clientele on the legality of the increase in fines from P500 to P50,000 and strengthen its internal control in the collection of fines. State auditors said the agency is authorized by law to collect or impose administrative fines on airliners and shipping companies for bringing to the Philippines passengers not properly documented. “If any vessel or aircraft or aircraft arriving at a port in the Philippines from a place outside thereof brings on board any alien bound for the Philippines who is not properly documented as required by this

The Department of Health (DOH) Wednesday warned of the ill effects of taking herbal medications which are

just seen or heard on advertisements. According to DOH Secretary Janette L. Garin, some residues of herbal supplements might be deposited in the kidney and cause inflammation which could later lead to renal failure. Garin, in a press briefing held at DOH media relations unit in Tayuman, Sta. Cruz, Manila, said that the inflammation might eventually damage the kidney or create “schemia,” a condition where blood supply is restricted in the tissues, causing a shortage of oxygen and glucose needed for cellular metabolism. “Ang kidney kasi, yan ang sumasala—acting as filter –iyung naglilinis dun sa katawan ng tao. Ang mangyayari kapag may naiwan na maliliit na bara, ang tawag ay ‘schemia’ or nawawalan ng oxygen at namamatay (ang pasyente),” the Health chief explained. In the same press briefing, Dr. Susan Jorge, head of the Philippine Disease Prevention and Control Program, said “May mga herbal supplements na when taken, para makalabas sa katawan ito ay sa kidney dumaadaan. Ngayon itong mga residue na ito, the waste products, they deposit in the kidneys and become the cause of inflammation to small parts of the kidneys,” she said. Jorge said when this happens over time, there could be irreversible renal failure. According to Jorge, from around 4,000 cases of renal failure ten years ago, it rose to 28,215 cases, representing an increase of 185 percent. She said the rise was caused by increasing cases of diabetes and hypertension in the Philippines. Kidney failure is a huge burden to our health system. This should not be happening because diabetes and hypertension can be prevented and controlled, she said. The DOH and the National Kidney and Transplant Institute (NKTI) celebrate the month of June as the National Kidney

Month by virtue of Proclamation No. 184 s. 1993, with the theme entitled “Malusog na Bato, Yaman at Buhay Ko”. The month-long campaign stresses the importance of kidney care in order to prevent renal diseases which may lead to kidney failure. The incidence of renal diseases has steadily gone up in the Philippines. Around 14,000 Filipinos die of renal diseases yearly.Renal diseases, which affect all age groups, are now the 9th leading cause of death in the country. In 2014, 15,983 Filipinos were registered on dialysis and 470 Filipinos had kidney transplant in 2015. In August 2015, DOH directed the Philippine Health Insurance Corporation (PhilHealth) to adjust its hemodialysis package from 45 to 90 sessions per year to increase the maximum coverage per patient. In the past, many patients would stop the treatment after the 45th session because they could not afford the succeeding dialysis sessions. The expansion to 90 dialysis sessions was determinedly pursued by DOH with a strong belief that patients do not have to die because they cannot have the quality healthcare they need. In 2015, a total of 326 dialysis clinics were licensed to operate all over the country and be able to optimize the advantages of the expanded PhilHealth coverage. DOH was able to request additional funds for the provision of at least 1 dialysis center per province. A complete dialysis equipment package will be provided to qualified DOH and LGU hospitals.The health chief added that DOH collaborated with Philippine Society of Nephrologists (PSN) in providing management teams and making sure that operation of dialysis centers is sustainable and PhilHealth packages are maximally utilized. DOH likewise partnered with PSN and NKTI through the Renal Disease Prevention and Control Program (ReDCOP) for the advocacy campaigns on renal disease prevention. —Interaksyon

separately on June 30. The head of Robredo’s transition team, Boyet Dy, said the inauguration ceremony for the incoming vice-president will be held in Metro Manila. He said that they have been preparing for a joint inauguration, but Duterte’s team informed them that the President-elect intends to hold his inauguration ceremony separately. “While we have been preparing for a joint inauguration, we respect their decision and will begin our own preparations for a simple and modest ceremony,” Dy said. Dy said that Robredo will be sworn in by Ronaldo Coner, chairman of Barangay Punta Tarawal, Calabanga, “the smallest, farthest and poorest barangay” in the third district of Camarines Sur.

Robredo represents the third district of the province of Camarines Sur in Congress. Last month, she was proclaimed Vice President after the official count showed she won over Senator Ferdinand “Bongbong” Marcos, Jr. with a slim margin of just over 263,000 votes. A spokesman of Duterte’s camp had said that the incoming president wanted a “simple and frugal” inauguration ceremony. Duterte had said that he plans to hold his inauguration in Malacañang so the government can save money. He added that only “finger food” will be served before he takes his oath of office. “May finger food lang siguro because it’s nearing noontime but there will be no eating after,” the President-elect said.He said that after he takes his oath, he will address the nation on national television to “spell out my governance in five minutes.”

Prof. Leonor Briones, a former national treasurer and the chosen secretary for education, said that schools and

companies alike should not let on-the-job students pay for their training. Instead, she argued that the firms should pay the interns for their hard work and output as this would not only motivate them to do good in the training but also help ease the burdens of families. Briones also admitted that the K-12 has provided tough challenges for the teachers, the students, the families, and the government as a whole. “A few years ago, nakita na ang high drop out rate ng mga bata, kasi by the age of 15-17, youth drop out of school (A few years ago, the high drop out rate was apparent),” said Briones. “They go work in the farms and agriculture firms. In cities, they are on streets, doing anything to earn a living,” added Briones. Being the founder of Social Watch, an advocacy group focused on pushing for government budgets responsive to the country’s urgent needs, Briones is very much aware of the situation in this particular sector. “So the suggestion at that time was, say, in agriculture, that they get paid while doing agriculture training. The same if they are in manufacturing. The practice now is, the students pay for that training,” she said. “I think it is a sound idea and could help ease the burden of parents.” However, this proposal can only be made possible through the partnership and close work by the Department of Education and the Department of Labor and Employment. Meaning to say, this would not take effect immediately especially that they would still

have to monitor and record the situation with regard to the K-12 program. The K-12 program provides two additional years for students. These years are spent for technical and vocational education and includes on-the-job training. The goal of these two additional years is to help improve graduates’ absorption into the workforce and hone their work skills. The K-12 was signed into law by President Benigno Aquino in 2013. The law is called the Enhanced Basic Education Act and mandates the addition of grades 11 and 12 to meet with international standards. Despite the lack of classrooms and the number of petitions to postpone the implementation of the program, the government refused to delay the K-12 program.

The Republic of China wants to make the Philippines the “forefront and gateway of Taiwanese investors” to the

southeast Asian region as its new government under President Tsai Ing-wen pushes for its “Southbound policy.” The “Southbound policy” is a five-year plan that would strengthen Taiwan’s economic and cultural cooperation with south and southeast Asian nations. “The Philippines is one of the fastest growing economies. You (Filipinos) have restored the glory of your past achievements, and right now, your market is one of the biggest ASEAN markets,” Taiwan Economic

and Cultural Office (TECO) Representative Gary Song-Huann Lin said. Lin said the country’s fast-growing economy, its young working population, and President-elect Rodrigo Duterte’s declaration of war against criminality made the Philippines a prime investment destination and “the most important partner among members of the Association of Southeast Asian Nations.” “Investors want law and order to have peace and stability so they can concentrate their time to manage their investments,” Lin, who is a “personal friend” of Duterte, said. The TECO representative said Taiwan has

been helping local authorities in combating cross-border crime such as the trafficking of people and drugs. “Your PNP (Philippine National Police) has discovered the largest case of drug manufacturing in Angeles City. The information came from Taiwan police. That is one example,” Lin told reporters. Alongside the fight against illegal drugs and criminality, Lin underscored the need for the incoming Duterte administration to work on the improvement of infrastructure to attract more investors. But even before Duterte takes office, the envoy said Taiwan’s total investment in the Philippines has

jumped 83.4 percent. To accommodate more Taiwanese investors flying in and out of the Philippines, the current 25,000 weekly flight seats from Taipei to Manila will be increased to 30,000 weekly flight seats next year. Lin is also looking into strengthening educational exchanges, and hire more Filipino technical workers and engineers to contribute to Taiwan’s information and communications industry. to the concerned airlines companies pertaining to uncollected receivables from 2001 to 2012 while the Accounting Section sent billing statements for Order of Exclusions received from CY 2013-2014 but the receivables remain uncollected,” the audit team said. Part of the failure to collect the penalties was blamed on the BI’s failure to implement the law, internal control issues, and failure to resolve questions raised against the 1999 decision to increase the fine from P500 to P50,000. The COA report, reiterating the

previous year’s recommendations, said the BI should strictly enforce the provisions of Section 44(d) of the Philippine Immigration Law in order to minimize uncollected receivables and generate income for the government. State auditors also advised the agency to assert the legality and validity of the amount of administrative fees and demand immediate collection from airline companies. The chief accountant of the BI, in response, committed to coordinate with concerned sections and divisions to come

up with the necessary guidelines to simplify monitoring and recording of administrative fines, which will be elevated to the Administrative Fine Committee for approval. “The questions raised by the airline companies on the legality of increase in fees were forwarded to the BI Legal Division for guidance. It was also mentioned during the exit conference that the Bureau will make proper representation with the airline companies to demand payment,” the COA report said. —PHILSTAR

The Philippine Nurses Association (PNA) said the non-passage of the Comprehensive Nursing Law, which

would have raised the salaries of nurses in government hospitals, may lead to more Filipino nurses seeking jobs abroad. “With the opening of other countries for nurses, there might be again, an exodus ng nurses because of the very low salaries. Mabubuhay po ba ang isang nurse ng 8,000 and below na salary sa isang buwan?,” PNA President Paulita Cruz told ANC’s Dateline Philippines. President Benigno Aquino III

vetoed the proposed law, noting that the minimum annual base pay for entry-level nurses had already been increased from P228,924 to P344,074 by Executive Order 201. Aquino said further raising their salaries will undermine the existing government salary structure and cause wage distortion. Cruz however said that will not be the case as this law would have helped raise the salaries of all other health workers as it serves as the benchmark for all workers in the industry. “If this law had been passed supposed to be, ang mangyayari po sana ay yung Salary Grade 15,

magiging reference ng lahat ng health workers na i-adjust din para may decent [salary] po kami. May decent living and working standard naman ang aming mga nurses,” she said. She underscored that at the moment, most registered nurses don’t even work as nurses because of the low pay. “Most of our nurses are not working as nurses, but are working in somewhere else. They are not in the delivery care system, but they are working somewhere,” she said.The nurses and other health workers who do pursue their profession suffer from sub-par

working conditions, she added. “Lalo na po sa mga private hospitals, wherein they are favoring the negosyo rather than investment on health workers. Hindi lang po nurses ang ipinaglalaban namin dito, kundi lahat po,” she said. Cruz is hopeful, however, that the administration of President-elect Rodrigo Duterte will fulfill its promise of giving premium on the Filipino human resources. We are just hoping that the next administration wherein one of the economic agenda of the incoming administration is to invest in human resources, including health human resources,” she said.

Tutuo na tao ang naghalal sa mga nailuklok ngunit ito ay itinakda ng Diyos. Masama man o hindi ang nahalal, siya pa rin ang itinakda ng Diyos. May layunin ang Diyos kung bakit nahalal ang mga taong ito. Sinusubok ng Diyos ang mga tao kung pasasakop. Ano ang mangyayari kung hindi pasasakop ang iba? Sinabi ng Biblia, “Ang mga tumatanggi ay makakatanggap ng kahatulan sa kanilang sarili. Ito ay sapagkat ang mga namumuno ay hindi nagbibigay takot sa mga gumagawa ng mabuti kundi sa mga gumagawa ng masama”-Roma 13: 2b-3a. Gawa nga na ang mga batas ay itinakda ng Diyos, natural na ang mga sasalungat dito ay masasagasaan. Kaakibat ng utos ay kaparusahan sa mga lalabag. Ang mga batas ay itinatag sa ikabubuti ng lahat. Lahat ng susuway, pasaway, korap na mamamayan, maging mga opisyal ng gobyerno, o mga kriminal, kung lalabag ay mahahataw ng

kaparusahan. Maalala na may mga nasa puwesto dati na-na-akusahan lumabag sa batas at naparusahan gaya ng ilang Senador, Jinggoy, Enrile, Napoles at ang mga politikong nasasangkot sa scam. Si Purisima na Hepe ng Kapulisan ay napapailalim sa imbestigasyon. Maging pinuno ng ibang bansa, gaya ni Hitler, Saddam Hussein, Mussolini ay nahatulan at na-depose. Sino ang lalabag sa Diyos? Ganito ang pangkalahatang tanong, babala at sagot ng Biblia sa mga namumuno at mamamayan ng ano mang bansa, “Hindi mo ba ninanais na matakot sa pamahalaan? Gumawa ka ng mabuti at ang kapamahalaan ang pupuri sa iyo. Ito ay sapagkat siya ang tagapaglingkod ng Diyos para sa iyong kabutihan. Ngunit kung ang ginagawa mo ay masama, matakot ka dahil hindi siya nagdadala ng tabak ng walang kahihinatnan sapagkat siya ang tagapaglingkod ng Diyos, na isang tagapaghiganti upang magdala ng poot sa gumagawa ng masasama. Kaya nga, magpasakop ka hindi lang dahil sa galit kundi dahil sa budhi.”- Roma 13:3b-5 Maliwanag ang panghihimok ng Diyos sa mga namumuno at mamamayan, magpasakop sa pamahalaan para sa sarili mong kapayapaan at katahimikan nang iyong budhi. Tiyak, kung nagtatago ka ng kasalanan laban sa batas, uusigin ka rin ng iyong budhi. Sino ang naglagay ng budhi sa tao? Hindi ba at Diyos din? Ang budhi ay parang mga dashboard sa iyong sasakyan. Kapag, umilaw ang gas light, sinasabi nito na maglagay ka na ng gasolina. Kapag umilaw ang engine light, ibig sabihin pa check mo na ang makina. Kapag hindi, madidisgrasya ka. May built in mechanism ang ating kaluluwa na nagpapa-alala sa atin tungkol sa tama at mali. Sisindi iyan kapag may labag sa batas na nagawa. Kung ikaw naman ay nagkasala at hindi pa na-didiskubre, huwag mong isipin na lusot ka na. Darating ang palakol ng Panginoon Diyos. Huwag mo nang intayin pang tumaga ito sa buhay mo. Ano ang gagawin? Ganito ang sabi ng Diyos

Gawin din ang mga ito para sa mga hari at para sa lahat ng mga nasa pamamahala. Ito ay upang mamuhay tayo ng payapa at tahimik sa lahat ng gawaing maka-Diyos at karapat-dapat na pag-ugali. Sapagkat ito ay mabuti at katanggap-tanggap sa harapan ng Diyos na ating Tagapagligtas. Inibig niyang iligtas ang mga tao at upang sila ay makaalam ng katotohanan. State weather bureau Philippines Atmospheric Geophysical and Astronomical Services Administration

(PAGASA) launched an upgraded version of its smartphone application called “DOST PAGASA” on June 13. The app provides users key information on weather, flooding, and hazard which can help them during times of disasters and typhoons. The app specifies the weather forecasts it gives by narrowing down the information depending on the user’s location. Eight of the 10 most disaster-prone cities in the world are in the Philippines, according to a 2015 research conducted by risk analysis firm Verisk Maplecroft said. While natural hazards like flooding can’t be avoided, the public can help minimize their adverse effects through disaster preparedness – an idea the app aims to reinforce. The app, which can now be downloaded by Android users, makes use of satellite and radar images to map users in order to give vital

information. These useful information are also shareable through various social media platforms such as Facebook and Twitter. The development is part of the program between Japan International Cooperation Agency and PAGASA called “JICA, Philippines and PAGASA on Weather” (J-POW) that is geared towards enhancing the Philippines’ capacity on weather observation, forecasting, and warning. Gathering 4.5 out of 5 stars on Google Play, the app received praise from users who claimed that the app is “very informative” and gives accurate information.

App user Marc Anthony Reyman, who gave the app 5 stars, commented, “All the information we need for the PH weather in a mobile app. I like the maps very informative specially the typhoon path.” Users also gave thumbs up to the typhoon-mapping feature of the app, which allows users to track the path taken by weather disturbances on actual map. Reyman added that the feature allowed them to path the typhoon in a map “we can navigate.”The app can measure the distance of the user from the typhoon by using global positioning system (GPS). JICA lauded the weather bureau for the technological innovation and cited that the mobile app will help in disaster preparedness.Yumi Shultz, JICA project coordinator, commended the project for addressing the information dissemination woes on meteorological information. “JICA will continue to partner with PAGASA in raising disaster awareness in

the Philippines by giving opportunities to ordinary Filipinos to have easy access to warnings and up-to-date weather bulletins,” Yumi said. The J-POW program also helped in disaster preparedness campaigns in Southern Luzon, where both agencies conducted seminars and information drive on typhoons, storm signals, and storm surges. The Japanese development institution also has over 20 disaster risk reduction programs currently running in different areas in the country. Philippines is not a stranger to typhoons. The nation of 100 million people is battered by an average of 20 typhoons every year. Groups have been innovating to improve the country’s disaster risk reduction management. A movie about the difficult circumstances of

Filipino domestic helpers, shot in Singapore and featuring real-life maids as actors, this week won awards at the Brooklyn Film Festival, where over 100 films were shown. “ R e m i t t a n c e ” won Certificates of Outstanding Achievement for Female Actor (Angela Barotia) and screenplay (Patrick Daly and Joel Fendelman). Part of the film was shot in the Philippines, though last we heard, the film directors (Daly and Fendelman) don’t have any distributions or screenings planned in the country.

“It is a crying shame that the girls who took part may not have their families see this film, which is in large part of the reason they wanted to take part,” says Rob O’Brien, the expat journalist in Singapore who wrote a moving piece about his kids’ Pinay nanny in 2015. O’Brien has also written about Remittance, which was shot in

Singapore in 2013 on a budget of $50,000. “It follows the life of Marie, a foreign domestic worker from the Philippines — played by Angela Barotia — as she struggles to cope with demanding employers, long hours of work, and separation from her family,” wrote O’Brien.

“Remittance has only three professional actors in it and an ensemble cast of mainly Filipina domestic workers and laborers, who responded to casting calls through Singapore NGOs. Angela works full-time as a domestic worker. Yolanda Bermas, another cast member, gave up her weekly day off to star in the film.” According to the report, Angela moved to Singapore in 2009 from Albay-Bicol (where she sold vegetables) so she could earn money to support her husband and two daughters.She was lucky that her boss allowed her to star in the film, “even taking on a new worker for three months to allow her time to shoot.”Organizers of the Singapore International Film Festival weren’t so accommodating — the move was turned down. Remittance ended up joining film festivals across the United States, eventually at the Brooklyn Film Festival where it won awards on June 14.

It is the goal of the administration of President-elect Rodrigo Duterte to make overseas employment not a

necessity, incoming National Economic and Development Authority head Ernesto Pernia said. Pernia, in a press conference at the sidelines of the Business Summit, said it is the mission of the Duterte administration to keep families intact by improving the country’s economy. “We want to make overseas employment optional and not a necessity,” Pernia said.Millions of Filipinos work in numerous countries across the globe just to support their families. The trick to address the continuing exodus of skilled workers and intellectuals is to generate more stable jobs in the country, Pernia said. “Create more jobs here in the local economy and then the motivation of our countrymen to go abroad will be diminished,” he said. Pernia said the present trend of the growing numbers of overseas Filipino workers have social ramifications and has an effect on the future and the direction of the country. “Many children are displaced and they lack attention and then they get into drugs,” Pernia said. The OFW group Migrante International said it has documented at least 15 million Filipinos working abroad.

The incoming Duterte administration is eyeing an increase in the 12-percent value-added tax (VAT), budget

secretary-designate Benjamin Diokno said.He said he is in favor of increasing the VAT “up to a maximum of 15 percent.” He told ABS-CBN News Channel that he has been meeting with incoming finance secretary Carlos Dominguez on a measure that would generate revenues to support the annual budget. “That’s under discussion,” he said when

asked about an increase in VAT. “The timing can be worked out, maybe after two years. We have to reduce income tax first.” In other Asian countries, the VAT is 17 percent, he said. Diokno added VAT “is a good tax, which we started during the time of the late president Cory (Corazon) Aquino.” Bureau of Internal Revenue (BIR) Commissioner Kim Henares has suggested that aside from adjusting VAT, the next administration would review exemptions

from its coverage. “There are numerous exemptions. The alphabet did not suffice. They (lawmakers) had to use AA, double B, double C and so on for these exemptions,” she said. Some concerned groups have called for reviewing the input-output VAT system, which they claimed gives rise to cheating and corruption.

Even as his communications secretary gave assurance that there would be no media boycott, president-elect

Rodrigo Duterte maintained he would limit his interactions with the press during his term and deal with journalists only when he has “business” with them. Incoming communications secretary Martin Andanar, in a press briefing with his predecessor Presidential Communications Operations Office Secretary Herminio Coloma Jr. on Monday, said there is no indication from the incoming president that he would not talk to the media during his entire term. After announcing that he would boycott the media, Andanar claimed Duterte was

interviewed by two television stations in Cebu City during a thanksgiving party on June 8. Duterte dared the media to boycott him after a press conference where he was criticized for saying he could not do anything about media killings and that the industry must do something about its own problems such as corruption. Meeting with businessmen in Davao City yesterday, Duterte said he would continue with the boycott because some media people would just be destructive and disregard defense of honor and life. He said honor and saving face were very important to Filipinos but some, he said, were “really outright idiots” and would no longer care about them in presenting stories.

“If that’s the case, p*** mo, go away,” Duterte said, adding “I don’t give interviews anymore.” Duterte earlier was slammed for whistling at a female TV reporter during a media briefing. The incident elicited criticisms from various media groups, including the Paris-based Reporters Without Borders that proposed a boycott of Duterte. The international media organization also slammed Duterte for his statements that some journalists sought their deaths because of engaging in corruption. Coloma and Andanar met anew on Monday for the transition. They first held discussions on how the communications team of President Aquino worked in the past six years last June 6.

before President-elect Rodrigo Duterte delivers his first State of the Nation Address (SONA), incoming chief government negotiator Silvestre Bello III said Tuesday.

At a press briefing in Davao City, Bello said the declaration of the ceasefire

would follow the resumption of the peace talks between the government and the Communist Party of the Philippines-National Democratic Front (CPP-NDF) that is expected to start on the third week of July. “Afer we resume talks formally, we declare ceasefire, then they (CPP-NDF) declare ceasefire then we form the committees for implementation,” he said. Bello said all this could happen before Duterte delivers his SONA on July 25. Earlier this month, Bello, along with incoming presidential peace adviser Jesus Dureza and former Agrarian Reform Secretary Hernani Braganza, met with the CPP-NDF leaders in Norway to open peace talks anew. “I’m very happy to tell you that results were very positive,” Bello said, referring to the exploratory talks. “The time we spent there was quality time dahil we achieved what we wanted to achieve when we went there which was to convince them to return to the peace table,” he added. During the talks, Bello said they agreed to finalize the talks within the first year of the Duterte administration. “Ano ba ‘yung feasible period... napag-usapan na it should be within nine to 12 months,” he said. The first-ever sakura or cherry blossom park in the country is opening in Benguet. Officials of Atok, Benguet, along

with officials from the Kochi prefecture and Japanese embassy planted over 30 cherry blossoms and other kinds of trees from Japan to celebrate the 40th anniversary of sisterhood ties between Japan’s Kochi prefecture and Benguet province. The mountaintop park 2,000 meters above sea level will be opened to campers. More than 100 cherry blossoms were initially propagated in November 2015 but only a few survived because they were planted at the wrong time of the year, according to Japanese botanist Kiyuharu Yamamoto. This time, they are planting it at the start of the rainy season. They also intend to plant sakura trees in several other nature parks in Benguet such as Mt. Timbac and Mt. Pulag. The sakura trees are expected to bloom after three years. Atok is about 2 hours and 30 minutes

away from Baguio City. In Japan, sakura blooms around March to May. In major cities like Tokyo, Kyoto and Osaka, the cherry blossom season typically happens in early April -- a major tourist attraction this time of the year. The Department of Tourism and the Department of Environmental and Natural resources in Cordillera expressed commitment to support the project, in the hopes that the park becomes a tourist destination once the trees grow and bear flowers.

The World Health Organization’s research arm has downgraded its classification of coffee as a possible carcinogen,

declaring there isn’t enough proof to show a link to cancer. But the International Agency for Research on Cancer, or IARC, also announced in a report published on June 15th, that drinking “very hot” beverages of any kind could potentially raise the cancer risk, and it classified them as “probably carcinogenic” to humans. In particular, it cited countries including China, Iran and those in South America, where teas such as the bitter herbal infusion mate are traditionally drunk at extremely high temperatures — above 65 or 70 degrees Celsius (150 or 160 Fahrenheit) — considerably hotter than drinks would normally be served in cafes across North

America and Europe. Experts convened by the Lyon-based IARC concluded that there was inadequate evidence to suggest coffee might cause cancer, according to a letter published in the Lancet Oncology. “I’m not really sure why coffee was in a higher category in the first place,” said Owen Yang, an epidemiologist at Oxford University who has previously studied the possible link between coffee and cancer. He was not part

of the IARC expert group. “The best evidence available suggests that coffee does not raise the cancer risk,” he said. Drinking very hot beverages, however, just might. Dana Loomis, deputy head of the IARC program that classifies carcinogens, said they began to look into a possible link after seeing unusually high rates of esophageal cancer in countries where drinking very hot beverages is common. He said that even at temperatures below 60 degrees Celsius (140 Fahrenheit), hot beverages can scald the skin, and that consuming drinks at even higher temperatures could be harmful. Loomis said very hot beverages might cause a “thermal injury” in the throat that could eventually promote the growth of tumors, but that evidence was limited. He said there wasn’t enough evidence to suggest if eating very hot food might also be risky.

Other experts said that people should remain focused on the leading causes of cancers including of the esophagus and that there were more important changes they could make other than waiting for their drinks to cool. “Quitting smoking and reducing alcohol consumption are much more significant for reducing cancer risk than the temperature of what you’re drinking,” said Dr. Otis Brawley, chief medical officer of the American Cancer Society. Brawley said the cancer risk posed by drinking hot beverages was similar to that posed by eating pickled vegetables. Still, he welcomed the news that coffee would no longer be deemed a possible carcinogen. “As a heavy coffee drinker, I have always enjoyed my coffee guilt-free,” he said. “But now there is scientific evidence to justify that.”

Memorial Hospital’s Department of Children and Adolescent services suffered from Internet overuse, department doctor Tsang Ju-fen (臧汝芬) said. Tsang said that excessive Internet use might cause difficulty concentrating and other problems, such as the formation of disruptive emotional disorders or antisocial behaviors. A lack of medical attention for such problems might cause borderline personality

disorders or depression in children, she said. Tsang said the department has seen many cases of Internet addiction, with some children rolling on the floor crying because their parents took them to the clinic, or becoming violent when criticized by their parents for their lifestyle choices due to their addiction. “We have also heard of cases where elementary-school children were so addicted to Internet games that they resorted to self-insertion of tubes to act as catheters so they would not have to leave the computer,” Tsang

said, adding that there were also cases of adolescents locking their parents out of the house to prevent them from interfering with their game playing. Tsang said that the basic definition for Internet addiction is a person who uses the Internet for more than 20 hours per week — aside from school or work use — and exhibits visible symptoms of low spirits. Tsang said that children and adolescents who exhibit symptoms of Internet addiction often come from families in which the parents themselves are heavy Internet users, adding that some parents are unable to effectively

educate their children about proper habits due to their own usage. Internet addiction might not only cause children and adolescents to exhibit less self-control, but might also cause them to suffer other complications, Tsang said, adding that the resulting issues can be as severe as autism or schizophrenia. he Ministry of Education and the Ministry of Health and Welfare should cooperate to detect children and adolescents that are addicted to the Internet and send them to hospitals for medical attention to prevent serious social problems, Tsang said.

Earwax, medically known as cerumen, is a natural substance produced by glands in

the ear canal that has protective, lubricating and antibacterial properties. The main work of the wax is to protect the ears from bacteria and other external agents. Most of the time, there is a slow and orderly migration process inside the ear canal in which earwax and skin cells are transported from the eardrum to the ear opening, where it can be easily removed. However, problems can occur when there is a blockage or impaction of earwax. It can accumulate deep inside the ear canal mainly due to the use of objects, such as bobby pins, Q-tips or cotton swabs, which ultimately push the wax deep inside the ear. People who use ear plugs or hearing aids are also more prone to earwax blockage. Excessive earwax also may buildup due to a narrowing of the ear canal resulting from some kind of infection or disease of the skin, bones or connective tissue. It can also happen due to production of a less fluid form of cerumen or overproduction of cerumen due to some trauma or blockage within the ear canal. Deficiency of omega-3 fatty acids, zinc and magnesium can also produce more earwax. Some of the signs and symptoms of accumulation of excessive earwax are earache, feeling of fullness in the ear, an uncomfortable sensation in the ear, noises in the ear (tinnitus), temporary hearing loss and itching. You can get help from your family physician or an ear specialist to remove earwax. There are also ear drops and wax removal kits in the market that you can buy. At the same time, there are many simple natural remedies to unblock and remove hardened earwax from your ears. With any of the home remedies, you may need to repeat them several times depending on the extent of the wax accumulation. However, do not use this remedies if you have a perforated ear drum and get the problem treated by a professional.

Here are the top home remediesto remove earwax.1. Salt WaterSalt water is the best earwax removal solution that can be used at home. It can soften the wax accumulated inside the ear, making it easy to get rid of. Mix one teaspoon of salt in one-half cup of warm water until the salt dissolves completely.Soak a cotton ball in the saline solution. Tilt the affected ear up toward the sky. Squeeze the cotton ball to put a few drops of the saline water into the ear. Stay in the same position for three to five minutes. Next, tilt your head in the opposite direction to allow the saline water to drain out. Clean the outer part of your ear with a clean cloth to remove the softened wax.

2. Hydrogen Peroxide Hydrogen peroxide is another very effective remedy for excess earwax accumulation. Due to its effervescent property, hydrogen peroxide can remove the earwax and debris from the ear canal very easily. Mix equal parts of hydrogen peroxide (3 percent) and water. Fill an ear dropper with this solution. Tilt your head sideways and put a few drops of this solution into the ear. Leave it for

some time, and then tilt your head towards the opposite side to drain out the solution. Using a clean cloth, remove the wax that you can see near the outer ear.

3. Baby Oil To soften earwax and facilitate its removal, you can also use baby oil. Fill an ear dropper with baby oil. Tilt the affected ear toward the sky and put two to five drops of the baby oil into the ear. Place a cotton ball at the ear opening to prevent oil from oozing out. Leave it for several minutes. Remove the cotton ball and tilt your head the opposite direction to drain out the extra oil. Clean the ear opening with a soft cloth. Instead of baby oil, you can also use mineral oil.

4. Vinegar and Rubbing Alcohol An age-old remedy to remove excess wax from your ear is a vinegar and rubbing alcohol solution. The mixture will help dissolve the earwax. Plus, the alcohol will serve as a drying agent and evaporate at a low temperature and the vinegar will fight bacteria and fungi, and hence prevent any kind of ear infection. Mix equal parts of white vinegar and rubbing alcohol in a bowl. Soak a cotton ball in the solution. Tilt the affected ear toward the sky and then squeeze two or three drops of this solution into the ear. Wait for five minutes and tilt your head to the opposite direction so that gravity can bring out the solution as well as the wax. Remove the earwax from the outer ear with an ear bud. This remedy can also be used to treat swimmer’s ear.

5. Warm Water Flushing your ear with warm water will also help get rid of excess earwax. The gentle force of the water will dislodge the wax, making it easier to remove. Be sure to use only clean and filtered water. Fill a rubber-bulb syringe with slightly warm water (body temperature). Tilt your head upright and pull the outer ear to straighten the ear canal. Use the syringe to put a small amount of water nto the ear canal. Leave it for a minute and then drain it out by tilting your head to the opposite side. Clean away the water and earwax that has come out of the ear with a clean cloth.

Additional Tips Don’t use any pointed objects inside the ears as it can lead to ear infection. Avoid inserting cotton swabs or ear buds into the ear canal. Don’t use candle earwax remover as it can burn the inside of your ear, leading to more serious issues. Don’t use cold water to drain out the excess earwax as it can cause dizziness. Don’t spray water or any liquid inside the ear with force as it can damage the inner ear and ear drums. Do not put hot oil in the ears as it can burn the skin inside the ear or ear drum, leading to ear infection. Don’t use Q-tips to remove substantial buildup in the ear as it can actually push earwax deep into the canal. Do not clean your ears too often or too hard. Consult a doctor if you are unable to remove the wax with these remedies. Also, visit your doctor if you have symptoms, such as drainage from the ear, acute ear pain, fever and hearing loss, that continue after you clean out the wax buildup. The group reasoned out that under this combination, the government might not lose revenues, since the loss from one measure could be recovered from the other.But the good thing about it is that reducing income tax would give people more disposable income, which they could opt to save, rather than spend, to avoid a higher VAT, the group said.
