Kayani was apparently responding to demands from politicians to launch an army operation in Karachi. He clarified that a civil government placed the demand under the constitution and the army could not take control of the city by itself. The COAS said military contingents were ready to maintain stability during Muharram, adding that they would cooperate in every possible manner with the civil administration in this regard. He mentioned that military had been deployed in almost all sensitive areas of the country. On Wednesday, IG Sindh fayyaz Leghari said an army operation should not be conducted in Karachi and the capacity of the paramilitary forces already present deployed in the city should be increased. He said the army would not be called in during Muharram and they had only been asked to remain on standby. Earlier, lawmakers from the Awami National Party (ANP) demanded an immediate military operation in the troubled city, saying the Sindh government had failed, while Karachi’s ruling party, the Muttahida Qaumi Movement (MQM), staged walkouts from both Houses of parliament to register their protest against the government’s inaction. OGRA slashes diesel, raises petrol prices

The Oil and Gas Regulatory Authority (OGRA) on Thursday issued a noti-fication authorising a decrease in the price of diesel and a raise in theprice of petrol.According to the notification, the price of petrol has been increased whilethe prices of diesel, light diesel and kerosene oil have been decreasedwith immediate effect. The price of petrol was increased by Rs 1.57 perlitre, while the price of kerosene oil was slashed by Rs 4.32, Diesel by Rs3.52 and light diesel by Rs 3.79 per litre.

The trial of Ajmal Kasab was completely transparent and fair, theUnited States said on Thursday. “We have reiterated that we welcomesteps towards justice. We have said many times that we want to see theterrorists behind these attacks brought to justice,” State Departmentspokesman Mark Toner told reporters in Washington.The 25-year old Kasab, the lone surviving terrorist involved in the 2008Mumbai attacks, was hanged to death at 7.30 am in the Yerawada Cen-tral Prison in Pune on Wednesday.

Peshawar Commissioner Dr Tariq Jamil,also the chairman of the frontier CrimesRegulations (fCR) Tribunal, on Thurs-day ordered a complete medical checkup of Dr Shakil Afridi, imprisoned for 33years on charges of helping the US nabal Qaeda chief Osama Bin Laden.

Jamil issued the orders while hear-ing pleas by Shakil’s brother JamilAfridi for a review of the sentence.Latif Afridi, Samiullah Afridi and oth-ers represented Shakil in the prelimi-nary hearing of the appeal against theKhyber Agency Political Administra-tion’s decision that gave the sentenceand a fine of Rs 330,000. The state was

represented by Iqbal Advocate, how-ever Shakil, who was represented by apenal of lawyers headed by Latif Afridi,was not produced in court.

After hearing the arguments infavour and against the appeal, the tribu-nal adjourned proceedings until Decem-ber 13. The chairman directed theHealth Department to carry out a de-tailed medical check up and provision ofmaximum health facilities to Dr Shakil.

Through an application, JamilAfridi alleged that Shakil had recentlybeen tortured by police personnel afterhis interview to a foreign media group.The torture led to chest infection, there-fore, he requested the court to direct thequarters concerned to ensure Shakilwas provided complete medical care.

Earlier, Latif Afridi pleaded thefCR tribunal chairman to declare nulland void the sentence awarded to DrShakil Afridi. He said under the fCR,an assistant political agent had nopowers to sentence any accused formore than three years, while in case ofDr Shakil, the APA made a decisionmuch beyond his powers.

He pleaded the court to set aside theverdict. Similarly, Latif Afridi pointedout that Dr Shakil was tried under CrPC121-a/fCR- 11. However, under the sec-tion, a person could only be tried if thepresident or governor lodged a formalcomplaint in written with the politicaladministration of any tribal agency thatthe accused was indulging in acts con-trary to interests of the state, he said.

Afridi said the AP mentioned noth-ing about such a complaint in his ver-dict, adding that that made the sentenceawarded to Dr Shakil unlawful.

On the other hand, Iqbal advocatedefended the sentence awarded to Dr

Shakil Afridi, saying he belonged tothe tribal areas and under fCR, theadministration had the power to takeaction against all those who were in-volved in criminal acts or acts con-trary to state’s interests.

NATIONAL Accounta-bility Bureau (NAB)Chairman on Thurs-day took notice ofwhat he called ‘crimi-

nal negligence and incompetence’ onthe part of Civil Aviation Authority(CAA) and the Capital DevelopmentAuthority (CDA) which caused loss ofmore than one billion to the nationalexchequer and directed NAB Opera-

tions Division to conduct an inquiryinto the matter

Regarding the CAA, he said that theairport’s airstrip does not meet the in-ternational standards because the inter-strip distance is only 300 meters insteadof 800 meters; despite the vast amountof land lying vacant. “The CAA has beenlosing approximately Rs 10-14 billionper year since 1992,” he said. However,the chairman appreciated the new au-diting system adopted by the CAA.

“There used to be no transparentsystem of accounting and verification

of charges but the present set up ofCAA has done a good job and as a re-sult its revenue will increase from 13to 27 billion per annum,” he added.On the other hand, he revealed CDA’sfaulty planning regarding the al-lowance granted to high-rise build-ings in Islamabad.

“CDA’s negligence has caused aloss of approximately Rs 5 billion toone of the builders from Islamabadbecause of its lack of coordinationwith the CAA in calculating the per-missible safety height,” he said.

Pakistan Tehreek-e-Insaf ChairmanImran Khan has asked allied partiesto quit government after failing tocontrol law and order in the country.

india rejects OiC resolution on Kashmir

India has rejected the resolutionpassed by the Organization of IslamicCooperation (OIC) on Jammu andKashmir and termed it as ‘factually in-correct and misleading’. “We note withregret that the Organization of the Is-lamic Cooperation (OIC) has once againmade factually incorrect and misleadingreferences to matters internal to India,including the Indian state of Jammuand Kashmir, which is an integral partof India. We reject all such referencesand resolutions,” official spokespersonof the Indian Ministry of External Af-fairs said. The OIC, in its 39th session ofthe Council of foreign Ministers, noted‘with regret the Indian attempt to malignthe legitimate Kashmiri freedom struggleby denigrating it as terrorism’ and appre-ciated that the Kashmiri’s condemn ter-rorism in all its forms andmanifestations’. It also took note of thereport which confirmed that there are2156 unidentified bodies in mass gravesin Kashmir and expressed concern thatthere is every possibility that the uniden-tified bodies buried in various places mayinclude the bodies of those who were be-lieved to have disappeared. OIC Secre-tary General Ekmeleddin Ihsanoglureaffirmed the organisation’s support forthe people of Jammu and Kashmir intheir struggle to achieve their legitimaterights and stressed on considering newmeans for supporting them.

Unidentified men bombed the house ofa deputy superintendent police (DSP) inBannu on Thursday. However, no loss oflife was reported. The men had plantedexplosive material outside the house ofSaddar DSP Gul Naseeb in Kalakhelarea of Bannu district. A portion of thehouse was damaged in the blast but allthe residents remained safe. A surge inmilitant attacks on security forces hasbeen witnessed and four policemen, in-cluding an SHO were killed in firing onpolice mobile on Wednesday.

DESPITE all its efforts, the govern-ment on Thursday could not gatherthe required 68 votes in the Senateto pass the 22nd and 23rd amend-ments, lifting the bar on members of

parliament against holding dual nationality. When Senate Chairman Nayyer Bukhari asked

Law Minister farooq Naik to move the bill to amendthe 22nd amendment, the law minister requestedhim to defer it. Sources in the government told NNIthat they had a dozen members less than the requiredtwo-thirds majority. In spite the efforts of the lawminister and the leader of the House, the requiredquorum could not be arranged. Therefore, the chair-man had to prorogue the session.

The copy of the 22nd amendment bill availablewith the NNI said, “Pakistan is one such countrywhich permits the holding of a dual citizenship/na-tionality in terms of the Pakistan Citizens Act 1951 (ActII of 1951). Many countries of the world permit theholding of dual nationalities/citizenships. A direct re-sult of this is that in those countries people holdingdual nationalities/citizenships can exercise the rightto vote and can also run for parliamentary elections.Our country’s economy has always been considerablysupported by the overseas Pakistanis; whole allegianceto Pakistan should not be in doubt. It has been a long-standing demand of the overseas Pakistanis that there

should be no impediment in their way to run for elec-tions for the parliament.

They are deeply concerned with events in Pak-istan and are keen to play an effective role and wantto contribute to national cause. Therefore, throughan amendment in Article 63 (1) (c), the constitutionalbar on dual-nationality holders to become membersof parliament is being lifted.”

In the draft of the bill it was also demanded thatthe bill become effectual from the first day of Novem-ber 2007 “notwithstanding any other provision of theconstitution or any proceedings, order or judgementof any court or authority, including, but not limitedto the Election Commission, shall apply to all trans-actions past and closed, except by-elections, heldafter the twentieth day of September and before thethirty first day, 2012”. Earlier, during the QuestionHour, the law minister, in a written reply, informedthe Senate that cases of 643 people had been fi-nalised at the inquiry stage and Rs 1189.201 millionshad been recovered from the federal and provincialgovernment officials from 2008 to 2011.

State Minister for Communication Dost Muham-mad Mazari said the National Highway Authority(NHA) network had frequently been used by over-loaded vehicles of NATO, ISAf and American transitfreight over the past couple of years and roads worthbillion of dollars were being damaged.

Minister for Communication Dr Arbab Alamghirinformed the House that 26 percent of 4,040 roadswere being affected.

The Tehreek-e-Taliban Pakistan (TTP) has claimedthe responsibility for Wednesday’s blasts inKarachi and Rawalpindi in which more than 20people were killed.

Talking to a private TV channel on Thursday,TTP spokesman Ehsanullah Ehsan said the TTPwas responsible for the blasts carried out a day ear-lier near imambargahs in Rawalpindi and Karachi.

Giving details of the attacks, Ehsan said theorganisation had carried out a suicide blast inRawalpindi while the twin explosions in Karachiwere planted bombs, adding that it would stagemore attacks on Shias in the next few days.

The statement came after the TTP had claimedresponsibility for two earlier blasts on the same dayin Bannu and Shangla areas, bringing the tally ofcities targeted on Wednesday to four.

Meanwhile, the TTP also vowed to attack In-dian targets to avenge the country’s execution of

Ajmal Kasab, the lone survivor of the militantsquad responsible for a rampage through Mumbaithat killed 166 people on 26 November, 2008. “Wehave decided to target Indians to avenge the killingof Ajmal Kasab,” the Taliban spokesman said.

Paying tribute to po-lice personnel, the interiorminister said terrorists could notbarge into mourning processiondue to impenetrable defence ofsecurity forces. He announcedQuaid-e-Azam medal for policeemployees who sustained in-juries during the explosion.

The Islamabad Summit coin-cided with the 15th anniversaryof the founding of the D-8 bloc.

Since its inception, tradevolume of the member coun-tries has increased from $433billion in 1997 to $1.73 tril-lion in 2011.

Intra-D-8 trade, however,stood at a modest $130 bil-lion in 2011, just 7.5 percentof the total trade of the D-8bloc – implying that barriersstill hinder trade amongstmember countries.

Earlier, President Asif AliZardari took-over as the newchairman of the D-8 as NigerianPresident Goodluck Jonathaninvited President Asif AliZardari to assume the chair.

President Zardari took theseat vacated by the Nigerianpresident, who proceeded to hisdesignated country desk afterdelivering opening remarks.

Later, the president in hisspeech, expressed resolve ofhis government to fight mili-tancy, stating that terroristgroups sought to impose theiragenda but Pakistan would notlet Islam be hijacked.

“Pakistan will continue tofight against the dark and de-structive agenda of terrorists …one of the most serious threatsfacing Pakistan is internationalterrorism, both from withinPakistan, and from abroad, seekto impose their agenda … Wecannot and will not allow Islamto be hijacked and will fight forour values and will fight for thespirit of our great religion thatour Holy Prophet (Peace beupon him) gave to us.”

He said al Qaeda affiliatesin Pakistan, like the TTP, posedserious threats to aspirationsfor the future and to the veryidentity. The president said theD-8 group was a group of eightdemocratic nations that hadthe ability to work on theiragenda, adding that the D-8could help cement relations be-tween the eight countries.

Zardari also condemnedthe Israeli attacks on Gaza andsaid Palestinians had beenawaiting promised self deter-mination for decades and theD-8 nations must look intothis matter.

Commenting on the pres-ent Palestine situation, the pres-ident said the people ofPalestine continued to sufferfrom Israeli aggression.

“We condemn the recentattacks in Gaza which have ledto the loss of innocent lives. Thepeople of Kashmir continue tosuffer unjust occupation.”

He said for decades theyhad been awaiting the promisedself-determination adding, “Wemust address these issues ratherthan blaming others, we need totake charge of our destinies.”

Recognising EgyptianPresident Morsi’s efforts to ne-gotiate peace between Hamasand Israel, President Zardaricongratulated the Egyptianpremier, adding that Pakistanwas proud of his leadership.

Zardari appreciated In-donesia’s support for Pakistanand said the nation had a glow-ing record of standing by Pak-istan in its hour of need.

Speaking about the D-8nations collectively, Zardarisaid the D-8 was a group ofvery important nations andtheir relations were beyondordinary partnership.

Endorsing the core valuesof D-8, namely peace, dialogue,cooperation, justice anddemocracy, Zardari said the D-8 nations had the potential toadvance the long term objec-tives of their agenda, addingthat Islamabad would buildupon the roadmap.

Reiterating the importanceof democracy, President Zardarireminded that democracy wasat the very heart of Pakistan’sidentity as it was foundedthrough democratic means.

He said the trade volumeof Turkey and the D-8 coun-tries was growing and termedit significant for all membercountries. He called upon theD-8 members to resolve theirconflicts that could hampertheir progress.

President of IndonesiaSusilo Bambang Yudhoyonosaid D-8 countries had the po-tential to play a bigger role inproviding new impetus for eco-nomic growth and keeping theworld stable and peaceful.

Addressing the Summit,he said D-8 countries mustsustain their growth momen-tum as they had the potentialto make progress in diversesectors of the economy.

He noted that intra D-8 in-vestment increased by four per-cent in 2011 and stressed thatcountries in the groupingneeded to make progress on im-plementing the trade agree-ments made earlier.

More trade would providemore jobs and increase pur-chasing power of the people,thus raising their standard ofliving, he added.

Later, President Asif AliZardari hosted a luncheon inhonour of the heads of govern-ments and states attendingthe D-8 summit.

Eight days of punishing Israeliairstrikes on Gaza and a barrage ofHamas rocket fire on Israeli ended in-conclusively. While Israel said it in-flicted heavy damage on the militants,Gaza’s Hamas rulers claimed that Is-rael’s decision not to send groundtroops into the territory, as it had fouryears ago, was a sign of a new Hamasdeterrent power.

“Resistance fighters changed therules of the game with the occupation(Israel), upset its calculations,” GazaPrime Minister Ismail Haniyeh ofHamas, who had attended the rally,said later in a televised speech. “Theoption of invading Gaza after this vic-tory is gone and will never return.”

At the same time, Haniyeh urgedGaza fighters to respect the truce andto “guard this deal as long as Israelrespects it.”

The mood in Israel was mixed.Some were grateful that quiet had beenrestored without a ground operationthat could have cost the lives of sol-diers. Others — particular those insouthern Israel hit by rockets over thepast 13 years — thought the operationwas abandoned too quickly.

Israeli Prime Minister BenjaminNetanyahu said the offensive’s aimsof halting Gaza rocket fire and weak-ening Hamas were achieved. “I knowthere are citizens who were expectinga harsher response,” he said, addingthat Israel is prepared to act if thecease-fire is violated.

Despite the tough talk, the cease-fire raised hopes of a new era betweenIsrael and Hamas. The two sides arenow to negotiate a deal that would endyears of Gaza rocket fire on Israel andopen the borders of the blockadedPalestinian territory. Talks are sup-posed to begin sometime after a 24-hour period that began with thecease-fire late Wednesday.

However, the vague language inthe agreement and deep hostility be-tween the combatants made it far fromcertain that the bloodshed would endor that either side will get everything itwants. Israel seeks an end to weaponssmuggling into Gaza, while Hamaswants a complete lifting of the borderblockade imposed in 2007, after theHamas takeover of Gaza.

Israel launched the offensive Nov.14 to halt renewed rocket fire fromGaza, unleashing some 1,500 airstrikeson Hamas-linked targets, while Hamasand other Gaza militant groups show-ered Israel with just as many rockets.

The eight days of fighting killed161 Palestinians, including 71 civil-ians, and five Israelis. Israel also de-stroyed key symbols of Hamas power,such as the prime minister’s office,along with rocket launching sites andGaza police stations.

We reaffirm our com-mitment to the goals and objectives ofthe D-8, including previous SummitDeclarations.

2. We further reaffirm our commitmentto peace, democracy, progress, dialogue,solidarity, tolerance, and moderation asthe core values and foundation forachieving economic prosperity and well-being of our peoples.

3. We reiterate the importance of consul-tation, coordination and joint efforts ineconomic and trade relations among ourmembers and commit ourselves to the re-alization of a just and equitable interna-tional economic system based on theprinciple of sustainable and inclusive de-velopment that take into account the pro-found impact of climate change.

4. We underscore the adoption of D-8Charter in Islamabad as a turning pointfor the Organization. We note the continuing difficultiesfaced by the global economy, particularlyin Eurozone area, and the impact of theeconomic and financial crisis which stillovershadows the ability of the developingcountries to achieve their growth poten-tials. We underscore the need for bettercoordination and close engagement be-tween G20 and D-8.

6. We take note with concern of the con-sequences of the coercive economicmeasures on the livelihood of the people.

7. Recognizing the uncertain prospectsfor rapid and sustainable global eco-nomic recovery and growth, we resolve tofurther strengthen intra D-8 cooperationto counter the adverse fall-out of the eco-nomic crisis. Likewise, we renew ourstrong faith in multilateralism, in partic-ular under United Nations system. Ac-cordingly, we commit our nations toactive participation, effective coordina-tion and cooperation with all regionaland international multilateral institu-tions to maximize the realization of ourcommon interests, as well as those of theGlobal South.

8. We are mindful of the impact of glob-alization and its effects on our societies.To address these challenges, we pledge topursue national development through in-clusiveness, dialogue, and democraticvalues, particularly by promoting socialjustice, good governance and empower-ment of women. We also underline theimportance of collaboration in the fieldsof sharing best practices, lessons learnedand knowledge on democracy and goodgovernance in order to build a solid foun-dation for peace and development.

9. We commit ourselves to creating alevel playing field for all segments of thesociety, in particular for the youth tolearn modern skills to become active par-ticipants in the emerging knowledge-based economy and the informationsociety. We emphasize the need for sci-entific and technological cooperationand the development of joint industrialprojects and sharing of engineering andmanagement knowledge, with D-8 Cen-ters of Excellence at the fore front of thiscollaborative effort.

10. We recognize the facilitating role ofthe government as catalyst of economicand trade cooperation and underline theimportance of achieving intra D-8 invest-ment and trade targets through greatercooperation in these areas. Accordingly,we direct the Commission and the Coun-cil to explore, in consultation with na-tional investment and trade promotionagencies, D-8 Chambers of Commerceand Industry, Business forums, strategiesand plans for increasing D-8 trade and in-vestment levels at the next Summit. Inthis connection, we commend the untir-ing efforts by Nigeria during its Chair-manship in office to promote privatesector participation and cooperationamong D-8 Member Countries.

11. We underline the critical importance ofharnessing sources of energy in our coun-tries, which is the backbone for economicgrowth and development and place specialemphasis on investment in the energy sec-tor through public-private partnerships.We are firmly committed to creating aframework of cooperation in energy fieldto achieve long-term energy security in ourcountries. We reaffirm our commitment tobroaden and deepen cooperation in thiscritical area and stress the importance ofcollaborative efforts on capacity-building,transfer of technology, exploration of newenergy sources, development of alternativefuels, including renewable sources of en-ergy, as well as research, development andproduction of nuclear energy for peacefulpurposes. We welcomePakistan’s offer tohost the first Energy forum to evolve aframework of cooperation.

12. We reiterate our commitment to therealization of the objectives of the D-8Roadmap (2008-2018), in particular, thefive Priority Areas and direct the Com-mission through the Council to explorepractical ways and means for bench-marking the Priority Areas into concreteaction plans, policies and measures andprepare specific proposals for the reviewand decision at the Ninth D-8 Summit.

13. We note with satisfaction the progressin the area of Small and Medium Enter-prises (SMEs) and recognize the potentialfor its expansion within the D-8 commu-nity and request Member states to makeconcerted efforts to promote cooperationin this field, including through the pro-motion of micro-financing. In this regard,we welcome the proposal of Egypt to cre-ate a portal on the D-8 website for theSMEs. We further welcome Egypt’s pro-posal to create a portal on the D-8 websitefor the promotion of tourism.

14. We recognize the emergent role of Is-lamic Banking and finance in Muslim so-cieties, including within the D-8community, and urge Member States toassist in its development as a catalyst forexpansion in financial and trade activities.

15. We are mindful that the strength ofD-8 lies in solidarity and cooperation inthe widest possible areas, includingproactive liaison with and engagement inthe activities of other regional organiza-tions and institutions in particular OIC,ECO, ASEAN, SAARC, ECOWAS,COMESA, and the Arab League.

16. We note with great satisfaction thesuccess of the Organization in the devel-opment of the legal instruments, andtheir ratification and operationalizationwhich provides the framework for its ac-tivities through Visa Agreement, Cus-toms Agreement, the Preferential TradeAgreement (PTA) as well as MoU on CivilAviation and serves to facilitate, regulateand promote concrete cooperation

among the members.17. We welcome the ratification of the“Agreement on Simplification of VisaProcedures for the Businessmen of the D-8 Member States” by six member states,as well as the ratification of MultilateralAgreement among D-8 Member Coun-tries on Administrative Assistance inCustoms Matters by seven memberstates, and the entry into force of the twoAgreements. We believe that these Agree-ments will give further impetus to thepromotion of intra D-8 trade.

18. We welcome the ratification of thePreferential Trade Agreement (PTA) byIndonesia, Iran, Malaysia, Nigeria, Pak-istan, andTurkey, and its entry into force,and the current efforts towards its imple-mentation. We invite these countries totake all the required measures to begin,as soon as possible, the implementationof the Agreement.

19. We encourage the remaining coun-tries which have not done so to ratify thethree Agreements as soon as possible.

20. We recognize that the private sectorin our respective countries has a decisiverole to play. We call upon the MemberStates to extend their valuable assistanceto the private sector in promoting effec-tive liaison with the Chambers of Com-merce at the national level towardsutilizing existing and emerging invest-ment opportunities within the D-8 com-munity. In this context, we stronglyrecommend the effective use of the D-8Website Business forum Page by thebusinessmen and companies.

21. We welcome the signing of the Memo-randa of Understanding with the Organi-zation of Islamic Cooperation (OIC) andthe Economic Cooperation Organization(ECO) and call upon the Secretary-Generalto exert every effort, in consultation withthe Member States, towards the full imple-mentation of the provisions of both MoUs.

22. We considered the final report of the3rd Meeting of Agriculture Ministers onfood Security held early October in In-donesia and express satisfaction at theoutcome. We underscore the importancefor the D-8 Member States to strengthenand energize efforts towards achievingself-reliance and self-sufficiency at thenational level in food production.

23. We also express our serious concernat the growing challenges to food securityat national, regional and global levels. Ac-cordingly, we underscore the need for theD-8 Member States to develop strategiestowards promoting sustainable agricul-tural growth, through creating an en-abling environment that encouragesincreased public and private investmentin agriculture and agro based industry aswell as through raising productivity inagriculture. We also express our determi-nation to ensure fair and open market foragriculture products with a view to pro-moting better access to food.

24. We urge member states to exertevery effort to enhance industrial coop-eration through the development of jointventure as outlined in the D-8 Roadmap(2008-2018) as well as strengthen effortstowards achieving self reliance and suffi-ciency in food production.

25. We also considered the final report ofthe 3rd Meeting of Industry Ministersheld in Dhaka in October 2012 and ex-press satisfaction at the outcome of themeeting. We urge the Member States toexert every effort to enhance and institu-tionalize industrial cooperation within

the D-8 community, through develop-ment of joint projects for realization ofthe previously agreed objectives, partic-ularly in the D-8 Roadmap (2008-2018).

26. We commend Pakistan for choosing“Democratic Partnership for Peace &Prosperity” as the theme of the Eighth D-8 Summit as well as for organizing the D-8 Business forum, Meeting of D-8Central Banks Governors, first Meetingof Heads of Trade Promotion Organiza-tions, Trade Exhibition and InteractiveSeminar on “Exploring Trade Opportu-nities Among the D-8 Countries” on themargins of the Summit.

27. We welcome and express apprecia-tion for the ratification of the D-8 Head-quarters Agreement by the Parliament ofthe Republicof Turkey. We extend ourappreciation to the Government ofTurkey for providing new premises forthe D-8 Secretariat Headquarters.

28. We commend the Commission for fi-nalizing the draft Charter and assistanceprovided by the Secretariat. We remainconfident that member states will ratifythe Charter in the near future, providinginstitutional strength to the Organizationand its activities.

29. We express our deep appreciationand gratitude to the Commission for thepreparation of D-8 Global Vision and tothe Council for its approval which willhelp in guiding the work and activitiesof the Organization in the coming yearsfor the member states to confrontemerging challenges.

30. We acknowledge the commendablework done by the D-8 Secretariat, andrecognize and express our gratitude forthe meritorious service of Dr. Widi AgoesPratikto as the outgoing Secretary-Gen-eral of D-8. Meanwhile, Sindh Health Minis-ter Dr Saghir Ahmed has declaredemergency in all the public sector

hospitals across the province andordered availability of medics, para-medics and medicines from fridayto Sunday- Muharam 8 to 10. He di-rected all the executive district offi-cers of health and medicalsuperintendents of hospitals to en-sure their personal presence at thehealth units and see that all such fa-cilities including operation theatersare standby.

The minister directed the headsof civil hospital Karachi, AbbasiShaheed Hospital, Sindh Govt Hos-pital New Karachi, Liaquatabad,Qatar Hospital, Saudabad, Korangi,Ibrahim Hyderi, Lyari General Hos-pital and others to display dutyschedule of doctors at prominentplace and ensure availability ofneuro-surgeons, orthopedic, generaland other surgeons.

The minister directed the secre-tary and other high officials ofhealth department to pay surprisevisits to different hospitals for tak-ing stock of the situation.

The Sindh government has alsoannounced a holiday on friday inlight of Muharram 8. All educa-tional institutions and governmentoffices will remain closed in theprovince.

Earlier the government had an-nounced that 9-10 Muharram wouldnot be working days in the province.

On Thursday, the Private SchoolAssociation had announced thatschools would be closed on fridayin Karachi.

T EENAGERS have been urged to play sports orrun for at least three hours a week to counter-act the potential damage to their bone healthcaused by prolonged spells of sitting. An in-

ternational team, including an expertfrom the University of Exeter, has foundevidence that adolescents who spendlong periods engaged in certain sedentaryactivities are more likely to have low bonemineral content in parts of the body where itcan be an indicator of the risk of developingosteoporosis. In the research, the team foundthat studying put girls at particular risk, whilefor boys leisure internet use posed the greatestthreat. Scientists found that participating in at leastthree hours of certain sports could significantlyreduce the threat in girls. The study foundevidence of the benefits of high-intensitysports where the participant is ontheir feet, such as football, basket-ball, netball or running. Scientistshave previously studied the impact ofan inactive lifestyle on problems suchas obesity or heart defects, but this isone of the first studies analysing theeffects of different sedentary behav-iours on bone health in the critical de-velopment period of adolescence.“Clearly we are not telling girls not tostudy. It is a fact of modernlife that teenagers spendmore time engaged indeskbound or sitting activities, but our research is one of thefirst to identify a connection between this behaviour in adoles-cents and low levels of bone mass in key regions of the body,”said Dr Luis Gracia Marco of the University of Exeter, who led

the research. “It is already well-known that an inactivelifestyle has implications for young people, such as obesity andheart diseases. Combined with that, our findings emphasise theneed for exercise, and we hope it will give some focus for youngpeople and their parents to ward off any health problems laterin life,” Dr Marco added. The research was carried out in col-laboration with scientists from the University of Zaragoza, theUniversity of Granada, the Spanish National Research Council

(CSIC), and the University of Sao Paulo, Brazil. It wassupported by the European community Sixth RTD

framework Program, as well as with a grant fromfundacion Cuenca Villoro. The research assessedthe lifestyles of 359 Spanish adolescents partici-

pating in the Healthy Lifestyle in Europe byNutrition in Adolescence Study. It exam-ined bone mineral content in the femoral

neck region of the hip, which is a criticalarea for diagnosing osteoporosis. The research team

looked at the impact of different types of sitting activ-ity, including watching television and playing com-puter games. The strongest connection betweendeskbound behaviour and low bone mineral content

was found in girls’ hips, which is where most frac-tures occur. It was linked to study time, but re-gardless of how much time they spent studying,the risk was significantly reduced if they spent at

least three hours each week participating inhigh-intensity upright sport. Internet

leisure use was found to negatively af-fect whole body bone mineral con-

tent in boys. Dr Gracia Marcosaid: “More research isneeded to establish exactlywhy there are differencesbetween the two genders,and why these types of ac-tivity are particularly dam-

ageing to teenage boys and girls, but we can speculate that it islinked to how long they remain in the same position.”

former french president Nicolas Sarkozy was dueto appear before an examining magistrate in Bor-deaux on Thursday to respond to charges that his2007 electoral campaign was financed with fundssecured illegally from france’s richest woman.

In a case that could wreck the 57-year-old’shopes of a political comeback, Sarkozy is suspectedof taking financial advantage of elderly L’Orealheiress Liliane Bettencourt at a time when she wastoo frail to fully understand what she was doing.

Examining magistrate Jean-Michel Gentil is ex-pected to spend most of the day quizzing Sarkozyabout how he obtained funding from Bettencourt.

Judicial sources have told AfP that the 57-year-old could be formally indicted on a charge of takingadvantage of someone in a position of weakness, al-though the magistrate also has the option of inter-rogating him as a witness under caution.

Bettencourt is now 90 years old and has been inpoor health since 2006. The allegation against Sarkozyis two-fold: that the money obtained from her took hiscampaign financing over legal limits and that it had

been secured without her full knowledge or consent.This latter claim was made by Bettencourt’s for-

mer accountant, Claire Thibout in 2010. She toldpolice that she had handed 150,000 euros in cash toBettencourt’s right-hand man, Patrice de Maistre,on the understanding it was to be passed on toSarkozy’s campaign treasurer, Eric Woerth.

Deadly terrorist attacks on Wednesday that killed at least25 innocent people have again exposed the loopholes inthe security system. In Karachi, where motorbikes pliedon the roads and mobile phone service remained

unsuspended, a better state of alertness deterred the terrorists fromlaunching any devastating attack. In Rawalpindi, a bomber managedto detonate his suicide vest to kill at least 14, exposing the four tieredsystem of security promised by CM Shahbaz Sharif. Both theincidents were owned by TTP spokesman. In Bannu, another set ofterrorists killed three policemen in an ambush while they also firedon a checkpost injuring three fC personnel. Only in Quetta there wasa mention of a parked motorbike having been used to hide an IEDwhich was detonated to target army men escorting a school bus.

In all these incidents, a variety of methods were employed tolaunch attacks. This shows that the terrorists and militants areflexible and creative when it comes to the choice of weapons and theway to use them. Compared to them those in the securityestablishment display rigid thinking and insist on one-size-fits-allsort of formulas. This has allowed the terrorists to once again extendtheir reach to the interior of the country. The interior minister hasno solution other than banning the motorbikes and putting themobile phones on hold to stop the TTP and its subsidiaries fromharming the people. All that matters in fights of the sort is who isone step ahead of whom. The security agencies have to gather realtime information, not the type of highly generalised and practicallyuseless warnings the interior ministry issues from time to time. forthis the security agencies have to exhibit better efficiency. Again thecivil law enforcement agencies which are presently in bad shapeneed to be provided modern investigation tools, forensic laboratorieswith trained personnel and an efficient communication system.Political appointments have to be stopped as these tend to erodeprofessionalism and instead breed indiscipline and inefficiency.Instead of relying on draconian laws, the investigation departmentshave to be strengthened so that there are no loopholes in the casesthey send to courts. To ensure that the criminals get duepunishment, witnesses have to be provided security. That all the sixwitnesses in Wali Khan Babar murder case were killed is a reflectionon the Sindh Home Department’s performance.

And please stop calling on army to undertake actions which comeunder the purview of the civilian law enforcement agencies. Only thelatter can find the place where suicide bombers come from andwhere the IEDs are stored by terrorists.

The youth all over the worldyearn for change but tendto lose interest in votingwhen regimes disappointthem. In the US the young

voter turnout fell 60 percent from2008 to 2010 and it was predictedthat the Democrats won’t win in 2012were the trend to persist. It was be-lieved that Obama managed to breakthe trend which led to his victory.

In Pakistan, widespread frustra-tion was witnessed among the youngpeople after 2002. This was caused bythe economic policies that led to risein unemployment, a widening gulf be-tween the richest and the poorest andwidespread corruption by politiciansand bureaucracy. With the trend con-tinuing after 2008, many thought thegraph of frustration would continue torise among the youth.

What surprised many was the wayyoung people gravitated to the publicmeetings organised by the PTI in La-hore, Karachi, Quetta and Hyderabad.This was attributed to the burgeoningurban middle class which supposedlywas fed up with cronyism and corrup-tion and wanted merit to prevail. Thechildren from these families studying inupscale English medium schools hadimbibed Western culture while they alsowanted to combine it with Islam. Theyfound their voice in Imran Khan. Cynics,however, maintained that most of thepeople in this category were not seriousenough and might not even turn up atthe polling booths even if they cared toget themselves registered as voters.

The intra-party election held bythe PTI in Islamabad has challengedthe perception. It must have surprisedmany that around 63,000 voters ofthe party, mostly in the category ofyouth, went for intra-party polls in thefederal capital on Sunday. few partiescan claim they have so many regis-tered voters in any single district.

The voting was conducted througha modern electronic system which wasa novelty in Pakistan and ensuredtransparency. All registered membersof the party, whose mobile numbersand CNIC numbers were already en-listed, were required to call any of thetwo UAN numbers and cast their votes

through SMS. There were naturally un-foreseen hitches. Some of the votersfound the dedicated land lines blockedand mobile phone networks chokedand had to turn up at the polling boothsset up as an alternate arrangement.

Islamabad, of course, has certain pe-culiarities that are absent in other places.It has a high literacy rate, a larger middleclass, and more technology savvy youththan in the rural areas which supply thebulk of the voters. The federal capital hasplenty of the type of voters who are at-tracted by Imran Khan. The test of thePTI’s popularity among youth will comewhen it holds intra-party elections in therural areas of the four provinces. Withfewer landline connections and mobilephones, it would pose bigger difficultiesin the way of mobilising its young cadre.The PTI claims it has installed a mecha-nism allowing over seven million partyvoters to participate in the intra-partyelections to be completed by the end ofDecember or in early January. In case theexperience succeeds, it would show thePTI has a big reservoir of committed vot-ers no other party can claim to possess.

According to the Election Commis-sion of Pakistan, almost half the totalregistered voters, or 47.5 percent of 84.3million, are under the age of 35. The fig-ure is likely to rise as about 400,000fresh CNICs are being issued everymonth at present. On paper the youngvoters look like a formidable force.

The PTI has an attraction for theyouth because the two other partieshave been tested and their performancefound dismal. The younger generationwants change. The political culture inthe older parties characterised by lead-ership centred in certain families andundemocratic functioning is unaccept-able to many. The PTI is seen as a partywhere promotion would depend onmerit rather than family connections.

Again, unlike Imran Khan, the PPPand the PLM-N have paid only cursoryattention to the youth as an importantsection of voters. Both the parties con-tinue to rely on the so-called electableswhose politics revolves around beradari,ethnic appeals, and at places communalvotes. Both hope to form governmentthrough wheeling dealing with smallerparties who would make it to the NA andthe provincial assemblies. The politicalor economic manifestos they announcehave little importance even in their owneyes. Reconciliation can be reached with

anyone who manages to reach the legis-latures. The basis for political alliancewould be sheer convenience.

The PML-N has lately tried to at-tract the youth through distribution oflaptops. In Punjab, it has held a weeklong well attended Punjab Youth fes-tival. It has initiated the Punjab YouthInternship Programme. The measureswould attract a small part of the youthand that too in one province.

The PPP has held two ‘PakistanLeaders of Tomorrow’ conferences ad-dressed by Bilawal Bhutto. As thesewere organised by the Ministry of In-formation and Broadcasting and heldin the Presidency, they turned out to belifeless gatherings of a few hundred.

The PTI, on the other hand, has fromthe beginning tried to engage the youth.It formed the Insaf Students federation.The arrival of the ISf may not signal theend of APMSO, IJT, or MSf, but it hasmade the most effective use of socialmedia and mobile phones for enlistingnew members, keeping in constant touchwith them and mobilising them. This ex-plains why the PTI can hold successfulintra-party polls with youth as the majorsection of voters, something not possiblefor PPP or PML-N.

Imran’s surge witnessed in 2011 hadlost momentum by the end of last year.The present year witnessed fewer activi-ties by the PTI other than the march toWaziristan which made little impact.There were, on the other hand, deser-tions on the part of some of the electableshe had brought to the party. Another im-ponderable is the role of the traditionalfactors like beradari, tribe, or ethnicityin the forthcoming elections. In 1971,these were swept aside by Bhutto whoseeconomic programme and personalityplayed a decisive role. The social or eco-nomic policies of the PTI, PPP and PML-N are not essentially different from oneanother. The party does not stand forland reforms. It holds out no solution forthe widespread unemployment. It offerslittle other than the mythical trickledownto bring down poverty and bridge theyawning gulf between the richest and thepoorest. Can the factor of the youthfulvoters alone become a catalytic agent inthe absence of an economic and socialprogramme which is not only realisticbut has also a mass appeal?

And as is the norm, Pakistanisseemed to be more worried aboutthe killing of Palestinian ‘broth-

ers’ than the Pakistani ‘brothers’ thatwere biting the dust on a daily basis. Noone’s bothered about the turbulence inKarachi and Balochistan. Until Wednes-day’s blast, nobody was taking notice ofthe Shia killings and there is no coverageof the siege and massacre in Parachanar,which is dubbed the ‘Pakistani Gaza’,where more people are killed in a daythan the Palestinians over the past week.Deaths in Gaza make the front pageheadlines, while the turmoil PakistaniMuslims are facing is just another run-of-the-mill story. It’s like fretting over theailment of your second cousins, whileyour own siblings are on the deathbed.

Let’s also recall how we treated our‘Muslim brothers’ in East Pakistan until1971 did us part. That abhorring treat-ment is being matched by our treatmentof our ‘Muslim brothers’ in Balochistan.Let’s acknowledge the hate speechspurting out of speakers of mosques ofdifferent sects targeting ‘Muslim broth-ers’ of other sects. Let’s realise that asyou read this Saudis are upping the anteon their oil production, helping the USand Israel up their sanctions on Iran –our ‘Muslim brothers’. Another mani-

festation of the Arab concept of ‘Muslimbrotherhood’ is how they never seem tospeak in favour of Pakistan internation-ally and that there isn’t even as much asa murmur in the Arab countries aboutthe ‘Muslim brothers’ being killed inKashmir and Myanmar. And then thereare 165 Muslims on average being killedby Syrian Army in Syria on a daily basissince August this year, and yet noprotests or condemnations are wit-nessed in the Muslim media or socialmedia against these atrocities, while the20 that were killed in Gaza last fridaygrabbed the limelight and sympathies.

Oh but of course, a non-Muslimkilling a Muslim is obviously a moreheinous act than a Muslim killing a Mus-lim. Since everything is centred round theMuslim brotherhood, the bond of Islamthat binds the Muslims and non-Muslimsdon’t really have much of a say in this.And hence every Muslim being killed bya “kafir” is the collective responsibility ofthe Muslim Ummah who should fighttooth and nail to bring the infidels downto their knees. Yup, that mentality is a nailon the solution for peace.

How about condemning the act ofkilling regardless of religion, race, ethnic-ity, nationality, or any other discrimina-tion whatsoever? How about condemningthe killing of Jews that fall to Islamic ex-tremism as well? There is no yardstick togauge the comparative innocence of vic-tims in the Gaza conflict. Israel has more

militaristic wherewithal as things standand is hence doing more damage com-pared to Hamas. When Muslims hadmore military power they were the onesconjuring more destruction. How canyou criticise Israel for its annexations inPalestine and then conveniently forgetthat it was the Arabs that annexed thearea in the 7th century in the first place.

We need to realise that the Pales-tinian conflict existed before 14 May1948 as well. The holy city of Jerusalemhas been captured and recaptured 44times over the course of the past 4,000years, by the propagators of the threeAbrahamic religions. It is both histori-cally and logically unfair to highlightthe brutality in the region over the past64 years without acknowledging thecruelty served out by all concerned par-ties over the past four millennia. Theatrocities by the Jews are well-docu-mented in our neck of the woods butwe need to understand that Muslimshaven’t exactly been saints either.

Arabs once famously trapped a Jew-ish tribe in a fort and decapitated theirmen. There is the Granda incident of1066, fez incidents in 1033, 1276 and1465, Damascus Affair of 1840, amongmany other such noteworthy exampleswhere the Jews were subdued by theMuslims. Even after Israel’s formationyou’ve had examples of Arab countriesinstigating aggression and suppressingthe Jews that were present in their coun-tries initially. When the establishment ofIsrael was announced, Egypt, Syria,

Transjordan and Iraq all attacked it thevery next day, instigating the Arab-IsraeliWar of 1948, and Egypt expelled over25,000 Jews and sent thousands in de-tention following the Suez Crisis of 1956.

Again, who has committed moreatrocities over the course of history de-pends on which ‘brand’ of history youread. The guilty party has always con-cealed their violence by tampering his-torical narrations, shrouding aggressionin the garb of “self-defence” or simplyjustifying everything obnoxious as reli-gious duty. There is absolutely no way ofgetting a seamlessly balanced account ofa conflict that spans over almost 1,500years. Therefore, from both the Muslimand the Jewish point of view, clamour-ing for justice every time followers oftheir religion die and unyieldingly justi-fying the massacre of other party, addsmore fuel to a conflict that requires mas-sive compromise on both sides.

The first thing that the Muslim coun-tries need to do is to recognise Israel as asovereign state – you can’t talk to, accuseor negotiate with someone you don’t evenclaim exists. Muslims need to realise thatJews inhabited the region before Islamcame into being, and as holy as Jerusalemis for both Christians and Muslims, it isthe holiest city for the Jews. If hypotheti-cally at a time of global reshuffle, wherenations are being carved, boundariesbeing adjusted and people are being dis-placed left, right and centre you had topick one region to earmark as the onlyMuslim-majority region, you’d pick the

Arabian Peninsula – you’d pick Meccaand Madina. How hard is it for us to ac-cept a 22,000 square kilometre region asthe world’s only Jewish country, whenaround a quarter of the world is consti-tuted by Muslim-majority areas?

When you are not recognising Is-rael as a nation, when Hamas’ officialcharter has ‘Israel’s destruction’ writ-ten in its goals, when Muslim leaderslike Mahmoud Ahmadinejad openlymanifest anti-Semitism and talk abouteradicating Israel, how can you say thatthe Muslims want peace and Jewsdon’t. Sure Benjamin Netanyahu is abit of a nut-head, but then again so aremost of the Arab leaders. None of themactually wants peace; they just want toassert the superiority of their religionsand nations at the cost of the rivals,much like their predecessors did.

for peace in Palestine, and prettymuch every other part of the world, youneed people of every religion, ethnicityand nation to condemn the act of killing,period. Regardless of who the killers andvictims are. We need to stop recreatingthe horrors that mar the legacies of ourideological predecessors, and realise thatno ideology is worth killing anotherhuman being for. And as for Pakistan,we really need to rethink our lopsidedlove-in with the Arabs, and focus insteadon getting our own house in order.

The sudden increase of acts ofterrorism with particular reference tothe incidents in Karachi, Quetta, KPand Rawalpindi on 21 Nov, 2012,highlights the importance of preventivemeasures to curb the menace ofterrorism, which is causing severelosses to men, material and reputationof the country.

In fact, now it looks that the forcesadversely inimical towards Pakistanhave launched an all-out attack, whichhas no parallel in the past. for Pakistan,it is now almost a do or die battle, whichcannot be won alone by our securityforces fighting and suffering heavylosses of men and material, without thetotal involvement of the each and everycitizen of the country.

In the past cases of terrorist attackson the GHQ, PIDC house and PakistanNavy air base, it was reported that thegang of attackers were residing in arented house for quite some time in anarea not very far away from theirtargets. It was also reported that theneighbours of these houses werealthough, suspicious of these tenants,yet kept quiet and did not tip areapolice about their apprehensions.

Under the prevailing circumstancesthere is a dire need for motivatinggeneral public, to remain extra vigilantin playing their role of defending themotherland, by involvement of entirepopulation of the country to look outfor the stay and suspicious activities ofterrorists in their near vicinity.

As such, in order to make the stay ofterrorists at any place almostimpossible, it is proposed to activelyinvolve the entire population to lookout and hunt them. This objective canbe easily achieved by the announcementof the government that a reward of Rs50 million shall be paid to any personwho informs the police about theterrorists staying in a house, hostel,hotel, rest house or any such place.

If the war against terror is to bewon quickly, the entire population ofthe country has to be geared up andinvolved in the task of watch andvigilance.

CNG-run vehiclesAccording to media news, a gas cylinder of a

bus exploded at a gas station in Karachi that killedseveral people while several other vehicles alsocaught fire during the incident. Due to an increasein fuel prices, people are using CNG as an alternateof fuel because of price difference. Not only carsbut buses, mini buses and commercial vehicles areusing CNG as an alternative to petrol and diesel.But the reality is that due to poor safety standard,negligence of general public and weak laws, severalexplosions of gas cylinders have happened.

According to government and OGRA safetystandards, after every five years the CNG kit own-ers must check condition of their CNG cylindersbut only a few are following government instruc-tions. Cheap substandard gas kits all are also avail-able in the market. Cost of second hand CNG kit isonly 15,000 rupees which is easily available. Only afew days ago, Egypt’s transport minister resignedafter killing of several school children when a traincrushed their school bus but unfortunately in ourcountry there is no accountability culture.

Our politiciansOur politicians are habitual in hoodwinking

people with false promises in order to gain power.But when in power, they forget the pledges made tothe people and do what suits their purpose of per-petuating their rules. Both the PPP and PML-Nruled twice, but failed to transform the country intoa welfare state their loud claims notwithstanding.The leaders of these two parties behave as if they

are destined to have monopoly on power. Every ef-fort is being made by these two parties to preventany third force to surface on the scene. However,PTI’s emergence has created stir and commotion inthe ranks and file of PPP and PML-N. Their lead-ers, who signed charter of democracy 2006 andvowed not to destabilise each other’s governmentby allowing turncoats to join their parties, in 2012,try to persuade the dissidents to rejoin their par-ties. In the wake of upcoming election the PPP andPML-N leaders make repeated claims to transformPakistan according to the vision of Mr M A Jinnah,but in practice they defy his vision altogether. His(Jinnah) motive was “work, work, and more work.”Quite contrary to this, probably, Pakistan stands ontop of those countries that observe highest numberof unscheduled holidays on pretext of one thing orthe other in a year. I wonder how these unsched-uled holidays fall in line with the Quaid’s vision.

The issue ofwater shortage has serious ramifications in termsof agricultural production, agro based exports, for-eign exchange earnings, food inflation, job cre-ation, poverty alleviation, livelihood of the ruralpopulation etc. Small and medium dam will not

suffice and Bhasha dam with all its limitations is 15years away. Only Kalabagh dam can save the 19crore people from the hunger, thirst and povertylooming over their heads.

Speeches won’t work unless…Some people in India were rejoicing the hang-

ing of Ajmal Kasab, the lone terrorist caught aliveduring the Mumbai attacks 26/11, but I wonderwhy such a sense of jubilation. Ajmal was just afoot soldier, an illiterate young boy brainwashedinto jihad, came to Mumbai to cause death to asmany as possible and then die. As long as his ideol-ogists, financiers and handlers remained out ofreach of law, mere hanging of a lone terrorist won’tachieve anything. This is equally applicable on bothsides of the border, Pakistan lost 45,000 civiliansand military personnel during the last decade whilelocally-groomed terrorists are still roaming thestreets of Karachi, Peshawar, Quetta and elsewherewith impunity as Pakistan is unable to catch andimplicate real culprits for these crimes. What aboutSamjhauta Express bombers, instigators and killersof Muslims after the demolition of Babri Mosque,Mumbai riots of 92-93, Gujarat riots of 2002, thelist goes on? Unless we get away from the philoso-phies of blood-thirsty hatred which are used by thetrainers to indoctrinate a sense of achievement andafterlife reward, nothing will change. Statements,vows, speeches won’t work anymore unless weopen our eyes and see the real enemy who wants topush both the countries to Stone Age.

Apropos to a news item pub-lished in the English language pressabout the ill-approach to sensitivesecurity issues that potentiallythreatens the security of our coun-try. The news carried activities of aforeign NGO that continues to mapflood devastated areas using Geo-graphic Information System (GIS)despite having been declared as ‘se-curity risk’ by NDMA. Goingthrough the news item in detail, itreinforced my belief that we as a na-tion have an inbuilt tendency to re-main oblivious of the issues thatmay potentially affect security ofour homeland. This is also true forthe state and its security related or-gans. We failed to comprehend thevital information that might havebeen collected by US helicopters’operations in Pakistan in the north-ern areas of Pakistan during the2008 earthquake.

Incidentally, there were reportsalso that CIA took active part in theoperations and collected vitalground based information on Pak-istan’s air surveillance capabilities,ground mapping and location ofsensitive security installations. TheUS may have carried out its opera-

tions in Abbottabad to nab OsamaBin Laden based on ground basedinformation collected by CIA duringhelicopter missions in aid to victimsof 2008 earthquake. We are againignoring activities of foreign basedNGOs that may be carrying out theiroperations in aid of CIA or collect-ing vital data that could be used tofeed the trajectory of an in-flightmissiles targeting some sensitive se-curity installation located in oraround flood affected areas.

America has a history of capital-ising on events venturing into whichmay provide multiple informationfor their military actions or other-wise. No doubt that in today’s satel-lite technology, mapping of any areais not difficult but physical digitalsurvey eliminates all obstacles thatan in-flight missile can counterwhile heading towards its predeter-mined target.

More disturbing was the newsthat the NDMA, as per its ChairmanDr Zafar Qadir, had declared its dis-association with ‘Information Man-agement and Mine Action Program(IMMAP) operating under UN Of-fice for Coordination of Humanitar-ian Affairs in January but despite

repeated reminders to interior min-istry, DG UN in the foreign min-istry, economic affairs division andother homeland security organisa-tions, the organisation continues tomap flood hit areas using GIS.

As per the news item the organi-sation was hired by UNOCHA to de-velop a ‘single reporting formatproject’ to standardise the proce-dures. It failed to deliver on the re-quirement and in January this year,the contract was terminated. How-ever, the unmonitored digital map-ping of the ground by any of thestate organisations continues un-abated. The foreign ministry, on aquery by the NDMA, informed thatthe mandate of IMMAP was to focusonly on mines clearances and it usu-ally operated in conflict zones. Theforeign ministry also reminded thatPakistan was neither in a state ofconflict nor a post-conflict countryand therefore the ministry concurswith the NDMA that IMMAP dis-continue all of its activities.

Muazzam Khan, the foreignministry spokesman, has also said:“There are some international reliefand aid organisations working out-side their mandate in Pakistan.

Khalid would say, ‘When I came toknow of this issue for the first time andwas able to comprehend the enormity ofwhat had happened, my mind was paral-ysed.’ While talking about this in London,Khalid told Abba, ‘Dad, out here whensomebody creates one song and it becomesa hit, that singer becomes a millionaire,overnight. You have done countless songs,how much would all that royalty be worth?’Abba was silent for a while, and then said,‘All I ever thought about was that onewould sing a song and get paid a fee for it.The other party should not incur a loss.’

RESEARCHERS estimated onWednesday that mammogramscaused more than 1 million Americanwomen over the past three decades tobe diagnosed with early-stage breast

cancers that would not have proved fatal if leftundetected and untreated, a controversial find-ing sure to provoke more heated debate over thebenefits of the screenings.

The study, published in the New EnglandJournal of Medicine, concluded that thesewomen were “overdiagnosed” and “overtreated”because there was not a corresponding declinein the diagnosis of tough-to-cure breast cancersthat have already spread. The authors saidmammography has saved few lives.

“There’s been a dramatic increase in early-stage breast cancers that coincides with an in-creased use of mammograms,” said studyco-author Dr. H. Gilbert Welch, a professor ofmedicine at the Dartmouth Institute of HealthPolicy and Clinical Practice in Hanover, N.H.“But it’s not enough to find early-stage breastcancer; it must translate into fewer womenbeing diagnosed at a later stage, and we foundthis decrease to be remarkably small.”

But breast cancer specialists heatedly dis-puted the findings, with some calling the study“junk science” and others questioning the sizeof the overdiagnosis harms estimated by theresearchers. Dr. Leonard Lichtenfeld, deputychief medical officer of the American CancerSociety, said that the findings “must be viewedwith caution” and that the society stands by itsrecommendation for women to have annualscreening mammograms beginning at age 40.“We find that the evidence supports the con-clusion that mammography saves lives, andthat the benefits of screening mammographyoutweigh the risks and harms.”

The new findings may leave women in aquandary, because some breast tumourscaught early by mammography will turn outto be life-threatening, but doctors can’t tellwhich ones. Even the authors said womenshould continue to be offered mammograms.

Welch and his co-author Dr. ArchieBleyer, a clinical research professor at the Ore-gon Health and Science University in Port-land, culled through federal governmentcancer surveillance data of breast cancer diag-noses from 1976 (before mammograms came

into widespread use) through 2008, andfound that diagnoses of small, self-containedbreast tumours increased by 122 cases per100,000 women over three decades, while di-agnoses of advanced disease decreased by only8 cases per 100,000 women.

In 2008 alone, the researchers estimated,breast cancer was overdiagnosed in more than70,000 women, accounting for nearly one-third of all breast cancers diagnosed.

But getting to this conclusion involved alot of tricky calculations, such as accountingfor the routine use of hormone replacementtherapy in the 1980s and 1990s, which studieshave shown contributed to an increased rateof breast cancers. The researchers themselveswrote that their effort to erase the impact ofhormone therapy was “admittedly imprecise.”

Another subject of contention in the studyis how much mammography has contributedto a decline in the breast cancer death rate. Theresearchers argued that most of the decline canprobably be attributed to newer, more effectivetreatments, but other specialists disagreedwith that assessment. Dr. Daniel Kopans, a senior radiologist atMassachusetts General Hospital who has beena strong advocate for mammography, ques-tioned why the study was published in theprestigious New England Journal, calling it“junk science” that could be used to “denywomen access to screening.” Others, however,defended the researchers’ conclusions, sayingthe study verifies research data that’s beenpublished in other countries. “They just took adifferent way of looking at the likely benefits ofmammographic screening and the overdiagno-sis rate,” said Dr. Michael Barry, president ofthe Informed Medical Decisions foundation.

Previous research suggests that if 10,000women are screened for 10 years, there will be5 fewer breast cancer deaths and 50 extrabreast cancers diagnosed. That compares toprostate cancer screening, which leads to 7fewer cancer deaths per 10,000 men screenedand 350 extra cancers diagnosed. The highrate of overdiagnoses led an expert panel lastspring to recommend against the use of theprostate specific antigen (PSA) blood test toscreen men for the disease. The same panel,called the US Preventive Services Task force,three years ago stopped recommending mam-mograms for women in their 40s based on thenegligible lifesaving benefits seen in clinicaltrials and the high rate of false findings; thatdecision was met with heated criticism and amandate in the federal health law for insur-ance companies to cover mammography forall women age 40 and over. neWS DeSK

DrNadja Reissland, from the University of Durham,who led the study of seven male and eight femalefoetuses from six to nine months of pregnancy,said: “The results of this study demonstrate thatyawning can be observed in healthy foetuses andextends previous work on foetal yawning. “Unlikeus, foetuses do not yawn contagiously, nor do theyyawn because they are sleepy. A bid of terror was thwarted onThursday when the Bomb DisposalSquad (BDS) defused a remote-con-trolled bomb near an imam bargah inKarachi’s Orangi Town. Police said theexplosives weighed five kilogrammes.In Khyber Pakhtunkhwa, the PeshawarPolice was informed about two high-in-tensity bombs having been plantedunder the recently-constructed ArbabSikandar Khan bridge on GT Road. Po-lice parties rushed to the area and cor-doned off the site, after which expertsof the Bomb Disposal Squad managedto defuse the bombs.

The Peshawar Police had also re-covered a huge quantity of explosivesfrom a pick-up truck late on Wednes-day. Security forces in Khyber Agencyalso foiled attempts of blowing uptrucks or containers loaded with sup-plies for NATO troops by defusinghigh-intensity improvised explosive de-vices (IED’s) in Jamrud tehsil. The Supreme Court of Pakistan onThursday resumed hearing in a case re-garding appointment of judges at theIslamabad High Court (IHC), but Attor-ney General Irfan Qadir refused to givearguments, questioning why the bench

resumed hearing on a public holiday.As the hearing in the case re-

sumed, Qadir did not appear beforethe bench, but the court ordered theattorney general to appear in court.

Meanwhile, the IslamabadBar approved a resolution condemn-ing the delay by the government in

appointing judges at the IslamabadHigh Court.

Two judges of the IHC stoppedworking on Wednesday after the expiryof their respective tenures. The retire-ment of Justice Noorul Haq Qureshiand Justice Shaukat Aziz raised appre-hensions about the smooth functioningof the court, as the federal governmenthas so far not issued a notification ontheir extension despite recommenda-tions by the Judicial Commission andthe parliamentary committee onjudges’ appointment.

The Supreme Court (SC) on Thursdayreturned with objections the petitionfiled by former army chief MirzaAslam Beg against the verdict in theAsghar Khan case.

The former army chief filed a peti-tion on Wednesday with the apexcourt to review its ruling in the AsgharKhan case regarding political fundingby the spy agency of the country in therun up to 1990 elections. The courtturned down Beg’s petition with ob-jections that the number of actual par-ties of the case had been increased and

that the change of counsel was not re-quested in a proper manner.

The objection said the review peti-tion was submitted by Ali Zafar advo-cate instead of the actual counselAkram Sheikh. The court also objectedto quality of the affidavit and the an-nexed documents. Beg said in his pe-tition that he was not offered a fairchance to defend himself before thebench; hence, he should be heard atlength again. The former army chiefstressed, “Whatever I did was at thebehest of the supreme commander.And, in case of non-compliance, thedisciplinary action might have ensuedagainst him.”

Addressing a news conference at theIranian Embassy in Islamabad, presidentof the Islamic Republic of Iran, MahmoudAhmadinejad said that Iran has some solidinformation that United States and someof the western powers want to weakenPakistan. Terming the D-8 conference apositive move, he said the world is headingtowards a major change and soon thesedark days will be over.

“We have to create a new world basedupon the principles of freedom, justice, un-derstanding and mutual respect,” he said.Defending the rockets fired by Hamas onIsrael during the recent conflict in Gaza,Iranian President said that self defence isthe basic right of every nation.

“A Zionist regime on the lands ofPalestinians is the basic cause of this con-flict. This Zionist state was created todestabilize the region,” he said. MahmoudAhmadinejad maintained that Zionists arenaturally coward and criminal minded.

“They still have not responded to thequestions being raised regarding theHolocaust,” he said. He further said that‘these cowards were defeated by Hezbol-lah and Hamas’. He said that the issue ofPalestine could have easily been resolvedby holding free and fair polls. Answeringa question, he said that a possible Israeliattack on Iran was not possible at thetime-being because Israel is waiting forthe right time to harm Iran. “And this isnot that time,” he added.

not believe in aggression, but we will de-fend our soil and knock them out if weneed to,” he added. Regarding the Iran-Pakistan (IP) gas pipeline, Iranian Presi-dent confirmed that the part of the IP gasproject in Iran was under rapid progressand near completion. “As per the agree-ment we expect Pakistan to completetheir part of the work soon,” he said. Healso disclosed that Iran and other Muslimcountries have offered financial assis-tance to Pakistan for the completion ofthe project. He said that US pressureagainst IP Gas project would not affectthe venture and their interference in theissue would prove to be useless.

Iranian President warned the US tobring an end to their meddling in the is-sues of other countries. “The US hasvery long hands and a very long tongue,and keeps poking its nose into the af-fairs of every country,” he said. “Iranwants this project to be completed by2014 and that is how it will be,” headded with determination. He said thatIran is providing electricity to Pakistanand revealed that another accord hasbeen inked under which a further 1000mega watts of power will be supplied toPakistan, he said.

Regarding sectarianism in Pakistan,the Iranian leader said that colonialpowers are behind the promotion of sec-tarianism among Muslims. “However,the Muslims should stay united becausetheir God is the same,” he furtheradded. “The Holy Prophet (S) fought 70battles in which only 400 lives werelost. Our Prophet (S) never believed inthe killing of innocent human beings.Had the Holy Prophet (S) lived in thisage, he would never have had permittedsectarianism,” he said.
