He said the government had de-cided to provide more gas and fuel tothe karachi Electric supply Company(kEsC) and that the export of 700MW to the company will be divertedto other areas.

Under the plan, the governmentwill be implanting two days of gasload shedding for CnG and industrialunits in sindh. the additional gassupply will be diverted to the kEsC.

a study carried out by the Plan-ning Commission on gas allocationand its impact on the power sectorsaid the captive power plants (CPPs)are currently estimated to be using 1.2billion cubic feet gas per day out ofwhich 250 million cubic feet gas perday alone is allocated to plants inkarachi, which is higher than thekEsC supply of 153 million cubic feet.

For finding an immediate solutionto the power crisis, the study recom-mended diverting 800 million cubicfeet from the CPPs to the independentPower Plants (iPPs), which will in-crease generation by 3350 MW.

this will help in savings $ 5.2 bil-lion. it says the CPP only benefits afew industries while resulting in loadshedding for the entire nation. it alsostressed gas allocation on rationalbasis as it is a scarce commodity.

at a time when popularrevolutions are sweeping theglobe, the United statesshould be strengthening, notweakening, basic rules of lawand principles of justice enu-merated in the UniversalDeclaration of HumanRights, Carter wrote in anopinion piece in the newYork times. “But instead ofmaking the world safer,america’s violation of inter-national human rights abetsour enemies and alienatesour friends,” he noted.

the declaration, he said,has been invoked by humanrights activists and the inter-national community to re-place most of the world’s

dictatorships with democra-cies, and to promote the ruleof law in domestic and globalaffairs.

“it is disturbing that, in-stead of strengthening theseprinciples, our government’scounterterrorism policies arenow clearly violating at least10 of the declaration’s 30 ar-ticles, including the prohibi-tion against “cruel, inhumanor degrading treatment orpunishment.”

Criticizing the recent leg-islation that has made legalthe president’s right to detaina person indefinitely on sus-picion of affiliation with ter-rorist organizations or“associated forces,” he saysthe broad, vague power canbe abused without meaning-ful oversight from the courtsor Congress (the law is cur-rently being blocked by a fed-eral judge).

“this law violates theright to freedom of expres-sion and to be presumed in-nocent until proved guilty,two other rights enshrined inthe declaration.”

in addition to americancitizens’ being targeted for as-sassination or indefinite de-tention, recent laws havecanceled the restraints in theForeign intelligence surveil-lance act of 1978 to allow un-precedented violations of ourrights to privacy through war-rantless wiretapping and gov-ernment mining of ourelectronic communications.

THE senior academic staff in74 public sector universitiesall over the country on Mon-day observed a ‘Black Day’ inprotested against the non-re-

lease of grant to the HEC by the federal gov-ernment and the termination of 15 varsityprofessors at Jamshoru’s shaheed BenazirBhutto University.

Varsity teachers at 74 varsities of thecountry observed the strike under the bannerof Federation of all Pakistan Universities ac-ademic staff association (FaPUasa). thegovernment’s proposal of abolishing theHEC’s autonomous status and putting itunder the federal ministry of professionaland technical training was also denounced.Varsity teachers said, the federal governmentwas destroying the education sector and itsactions would result in the closure of manyuniversities. the professors also vowed thatthey will not allow this to happen.

the teachers’ protest rallies were initi-ated by the units of academic staff associa-tions (asa) at Quetta, islamabad, karachi,Peshawar and Lahore, where slogans wereraised against the federal government. at

most cities protests were held in front oflocal press clubs while inside the varsitiesteachers observed the black day by terminat-ing academic activity while discussion overthe HEC issue was common. Beside theteachers, students and research scholarsalso deplored the government on forcing theteachers to strikes, and joined their protest.

it is worth mentioning here that the HEChas been facing financing issues for the lasttwo years. But the intensity of the eruptionnow is reminiscent of 2010, when the govern-

ment had similarly tried to devolve the HECand stopped its funding. then too varsityteachers across Pakistan had observed blackdays and the supreme Court had restrainedthe government from devolving the HEC. atthe moment, due to the non-release of grants,the situation is precarious. the developmentwork at universities big and small hasstopped, and some newly-commissioned uni-versities may even have to close. Besides this,research scholars sent abroad for PhD and M.Phil programmes have also been left in the

lurch as the HEC, having no funds to drawfrom, has not paid their fees. in 2010 too, anumber of research scholars that sent abroadon HEC scholarships were either withdrawnhalfway through their courses or had paidtheir fees themselves. then, foreign universi-ties too had shown their concern over theHEC’s state of affairs.

in the past, the HEC had even asked thevarsities to generate funds on their own asthe HEC was not in a position to releasegrants in the absence of funding from the

government. On Monday teacher’s bodiesaccused the government for the sorry stateof affairs, and bringing them out on thestreets, pledging that they will continue theirprotest till the release of grant. kaleemBareach, the FaPUasa president, said thathe along with teachers’ bodies protested infront of the Quetta Press Club, adding that“our demands were genuine”. Condemningthe government on sacking teachers atJamshoru, he said, those teachers were justdemanding the appointment of a VC at thevarsity according to the laid down criteria.

Meanwhile, varsity teachers at Lahore’spublic sector universities observed protestedin front of the Lahore Press club.a varsityprofessor seeking anonymity said that lastyear 72 vice-chancellors had unanimouslyannounced that they cannot run the publicsector universities due to the non-release ofgrants. subsequent to that, the governmenthad pledged Rs6 billion for the current fiscalyear. this pledge has gone unmet.

in its bid to eliminate corruptionfrom Pakistan, the transparencyinternational Pakistan (tiP) hascalled on all political parties ofthe country to include its 14-

point recommendations to their respectiveelection manifestos to ensure ‘corruption-free’ Pakistan.

the tiP, which has been vigorouslycampaigning to point out corrupt practicefrom the country, has urged all politicalparties of the country to include 14 recom-mendations made by the tiP into their re-spective manifestos to ensure combatingcorruption and ensuring good governanceas a policy matter, making inductions,transfers, postings of the government em-ployees through a merit-based policy andtransparent mechanism.

since taking over the affairs of thecountry after 2008 general elections, thePPP-led coalition government has been

facing serious allegations of corruptionand malpractices in almost every state in-stitution though judiciary and armedforces have turned out to be more trans-parent than rest of the organs.

However, the tiP has called for bring-ing both institutions under scrutiny andsaid that the PaC should also hold both theinstitutions accountable.

in its letter sent to the 14 major politi-cal parties, a copy of which is available withthe Pakistan today, the tiP has asked thepolitical parties to ensure making commit-ment to the people that after if they areable to form new government in the postelection scenario in future, all appoint-ments and promotions of the civil servantsand heads of public bodies will be madeunder a merit-based policy on predeter-mined selection criteria.

the tiP further said that the appoint-ments of auditor General Pakistan, Chair-man naB/DGs Provinces, DG Fia, allOmbudsmen, Chairman FBR, attorneyGeneral/advocate General, Chairman FPsCommission shall be made in consensuswith the opposition leader of the na-tional/Provincial assembly.

Moreover, all regulatory authorities in-cluding sECP, CCP, PPRa, EPa, sBP,OGRa, PEMRa, Pta, PFRa, nEPRa etc,shall be fully autonomous, comprising ofprofessionals, without any nominationsfrom government.

“they shall be financially self-generat-ing-entities and not dependent on the gov-ernment finances and answerable only toPublic accounts Committee (PaC),” the

When the taliban blew the face offa towering, 1,500-year-old rockcarving of Buddha in northwestPakistan almost five years ago, itfell to an intrepid italian archaeol-ogist to come to the rescue.

according to a report by theassociated Press, Luca Olivieri andhis partners are giving a facelift tothe 6-meter (nearly 20-foot)-tallimage near the town of Jahanabadand many other archaeologicaltreasures in the scenic swat Valleyare being excavated and preserved.

Just six months before thesept. 11, 2001 attacks, the talibanhad shocked the world by dynamit-ing a pair of 1,500-year-old Bud-dhist statues in centralafghanistan.

the Jahanabad Buddha,etched high on a huge rock face inthe 6th or 7th century, is one of thelargest such carvings in south asia.it was attacked in the fall of 2007when the Pakistani talibanswarmed across the scenic swatValley. the army drove most ofthem out two years later, but for-eign tourists who used to visit theregion still tend to stay away.

Olivieri himself had to leave in2008 after more than two decadesof tending to the riches dating backto alexander the Great and theBuddhist, Hindu and Muslim in-vaders who followed. the 49-year-old head of the italianarchaeological Mission in Pakistanreturned in 2010 and is back atwork.

arriving as a university studentin 1987, he was fascinated by swat,once an important center of Bud-dhist culture and trade. the monkcredited with introducing Bud-dhism to tibet, Padmasambhava,

was born in swat.in more recent decades, the

area was known as “the switzer-land of Pakistan,” popular with re-ligious tourists from China, Japanand south korea, and the hope isthat restoration of the JahanabadBuddha will spark a revival oftourism here.

Of roughly 200 Buddhist rockcarvings in swat, the JahanabadBuddha was among the few to sur-vive with its face intact for so long,said Olivieri. Most were defacedcenturies ago by Muslim invaderswho, like the taliban, considerBuddha a false idol.

Pakistani security officials saythe taliban are again trying to in-filtrate swat, but militants are notthe only threat to the archaeologi-cal sites. Looters are perhaps a big-ger problem. Many relics lootedfrom swat are in private and publiccollections around the world.

in December police arrestedseveral men in swat and seized aroughly one-meter-(three-foot)tall, 1,800-year-old Buddhiststatue that could have fetched tensof thousands of dollars on the in-ternational antiquities market.

Punjab Chief minister shahbaz sharif hassaid that President asif Zardari has no af-fection with the people of Pakistan andPunjab and the prime minister cannot doanything regarding present power crisis.

the young doctors have been onstrike in OPDs at all levels, includingrural healthcare centres, tehsil head-quarters hospitals, district headquartershospitals and teaching hospitals acrossthe province since June 18 on the call ofYDa Punjab chapter demanding revi-sion of service structure of doctors serv-ing under the provincial government.

Outdoor wards of all the governmenthospitals in Multan — nishtar, ChildrenComplex, Civil, Fatima Jinnah Womenhospital were closed.

Patients coming from remote areasfor medical aid faced immense difficul-ties. a large number of patients in Faisal-abad government hospitals had to returnunattended and uncared by the doctorsdue to their strike. the situation is nodifferent in Gujranwala District Head-quarters Hospital, Bhawalpur’s VictoriaHospital and Quaid-e-azam MedicalCollege, where the patients were seenpouring in but there was none to attendthem even in the OPDs, which remainedclosed due to the doctors’ strike.

the YDa alleged that despite strike in

OPDs, the concerned government author-ities had been paying no heed to the de-mands of young doctors compelling themto intensify their protest. the YDa also al-leged that the Punjab government hadfailed to keep its promise as it failed in im-plementing the decision of the LahoreHigh Court which directed the concernedauthorities in March 2012 to revise servicestructure of doctors within six weeks.

Punjabsecretary sports Haroon ahmad khan andPlan international Country Director Rah-sid Javed signed a one-year MOU to pro-vide counselling to the youth of theprovince through a helpline, a modernconcept of guidance which is in practice inmost advanced countries of the world.also present were Punjab assemblyDeputy speaker Mashhood ahmed andYouth Festival 2012 Organising Commit-tee Chairman Usman anwar. Briefing jour-nalists about the agreement, RanaMashhood said through this helpline theyouth will be able to discuss their multipleproblems and to find their solution with thehelp of seven experts whose services havebeen acquired to extend guideline in differ-ent fields of life. Mashhood said that thehelpline would start functioning in amonth and half and after one year assess-ment the Punjab government will take itover to further carry on the mission of theyouth counselling. He also agreed thateven the youth ministry officials would re-quire training and they would move aheadwith letter and spirit. Saen Mumtaz, 22, has been seri-

ously disfigured by Proteus syn-

drome which has caused certain

parts of his body to continue

growing.

He has been ac-

cepted by locals

in his neigh-

bourhood on

the outskirts

of Lahore, in

Pakistan, but

the disease has

left him with ongo-

ing medical prob-

lems and he finds it

difficult to get

around.

It is thought that

Saen suffered from a unique vari-

ation of Proteus syndrome -

which also affected 'Elephant

Man' Joseph Merrick - because

of the symmetrical deformity on

his face and skull.

Heartbreakingly Sian once be-

lieved his terrible affliction was a

curse bestowed on him by a

vengeful God, leaving him listless

and depressed.

But supportive friends and family

have kept his spirits high and he

is now determined to embrace

life.

Kindly locals refer to him as their

'giant friend' and are determined

to discover a cure for Sian who in

turn hopes he will meet the

woman of his dreams.

He said: 'I've been this way since

I was born. My face, arms and

legs all differ in size and people

assume I'm not like other normal

human beings.

'But I'm mentally fit and un-

derstand everything, I live

like my life like everyone

else despite all my fam-

ily including my mother,

father, brothers and sis-

ters all being

born without

the condi-

tion.

'People used

to run away from

me. But now they treat me nor-

mally and sit and talk to me when

I am out.

'They call me their friend. One

day I hope to be cured and meet

a woman who will love me.'

Saen hasn't seen a doctor since

he was a boy when he was told it

was Proteus Syndrome and noth-

ing could be done to help him.

If Proteus is the correct diagnosis

for his condition there may be

nothing that can reduce the

weight of his massive limbs.

But his family cling on to the

hope that Saen is suffering from

some other overgrowth disorder

and if this is true then there may

well be treatments that can help

him.

His father, Wazir Ali, said: 'We

want to discover what is wrong

with him, and whether anything

might be done to improve his

day-to-day life.

'He has hopes for his future, one

day he would like to run a rick-

shaw business and find a wife.'

tHE Lahore University of Managementsciences (LUMs) held its 24th annualConvocation on saturday (June 23), inthe syed Maratab ali sports Complexat the university campus. the varsity

community came together in traditional, celebratoryspirit to mark the graduation of 713 students in a glit-tering ceremony that also featured as the largest Con-vocation in the history of LUMs.

Degrees were conferred to these graduates in var-ious majors and disciplines from all three schools ofthe university, while outstanding students, securingtop positions in various degree programmes were ho-

noured with awards and medals by the national Man-agement Foundation (nMF), the governing body atLUMs. the keynote speaker at the Convocation wassharmeen Obaid Chinoy, the Pakistani Oscar winnerfor her documentary “saving Face,” also included inthis year’s time Magazine list of the 100 most influ-ential people in the world. in her address Ms Chinoysaid, “Please take a moment to reflect on the hauntingdifference between the two scenarios. in 1947, thedream that our founding fathers had envisioned forthis land became a reality. today, the very citizens ofthis land do not dare to dream. But as a nation wemust dream, and we must dream big.”

While highlighting the significance of workingtowards a better Pakistan, Ms Chinoy added, “Youare all here for the very same reason. You want to

make something of yourself. and for many, you wantto make something of your country. it is your respon-sibility as Pakistan’s finest, to direct your talent to-wards the progress of this nation.” an eveningearlier, on June 22, the traditional Graduate nightdinner was held. at the ceremony, graduates fromthe suleman Dawood school of Business (sDsB)achieving distinction in business subject areas werepresented with 10 Corporate Gold medals. this wasfollowed by the presentation of the Deans’ HonourList shields to 129 graduating students from all threeschools for excellence in academic performance.

things are happening that give one a sense of déjà vu. thesC removed an elected PM who still enjoyed the supportof the majority in national assembly. the rulingcoalition accepted the decision without throwing

tantrums but the CJ still considers it necessary to send themessage that there could be no legislation which is repugnant toconstitution or islam. One fails to understand the need to affirmthis at a time when the national assembly cannot be accused ofacting in a belligerent way. there are many who think that the sCwould do well to avoid taking over the responsibility of definingwhere islam ends and heresy begins. an sC bench has beenformed, headed by the CJ, which is to start hearing the nROimplementation case among other cases. a new confrontationbetween the executive and judiciary may not be far off.

attempts are on to divide, pressurise and malign institutionsand civil society organisations. sidestepping the Pakistan BarCouncil and the supreme Court Bar association, Pti’s senior vicepresident Hamid khan convened a lawyers’ convention whichannounced a countrywide strike by lawyers on June 27. as theconvention and its announcements were declaredunconstitutional by the PBC and sCBa, there is likelihood of asplit among the lawyers. Many consider that the arsalan iftikharaffair was a conspiracy to pressurise the judiciary and malign themedia at the same time. While this happens, political partiesremain divided and sufficiently discredited.

the ruling coalition has committed enough sins of omissionand commission to gain unpopularity. these include an abysmalneglect to tackle the power issue, failure to put an end to targetedkillings in karachi and Quetta and to ameliorate the lot of thecommon man. the PML(n) has been mired by financialindiscipline and bad governance. after recruiting the whole lot ofpoliticians known for shifting party alliances, the Pti which wasconsidered earlier by the youth as a harbinger of change is nowseen by many as another party of the status quo. there is aperception that attempts are on by those who matter to oust thepresent PPP government through courts, install an interimadministration, give it indefinite extension and delay the generalelection.

a peaceful transfer of power is the only hope for putting thesystem, battered by one military intervention after another, on aneven keel. any interpolation by the army or the courts woulddamage the system beyond repair. What needs to be done by thepolitical parties is to agree on early elections, reach understandingon a permanent CEC and an interim set up and go for an orderlytransition of power.

porters, camerapersons, editors,technical, production and supportstaff every third month and buythemselves new talk show hosts al-most every other fortnight.

With things get-ting tighter by the day, media pro-fessionals with more developedsurvival instincts have begun hop-ping from leaf to leaf, like veritablefrogs in a pond full of pitfalls andcrocodiles. One false step couldland them in the drink, or worse.Horse-trading may have beenbanned from parliament, but it hasreared its financially attractivehead in the media sector and hastaken everything by storm. this ap-plies more to talk show hosts andtheir lackeys more than it does toseasoned professionals, but that isinconsequential. What matters isthat the glorified mouthpieces ofmedia magnates, spewing forthpropaganda badly disguised as‘public interest journalism’, take

home a fat salary.But spare a thought for the

hardworking men and women whomake these anchors and tycoonswhat they are: you can’t, can you?this is because you don’t knowthem, can’t empathise with them.On a recent trip to karachi, i hadthe chance of visiting some of myold friends at their workplaces. atGeo news, i met with the old gangfrom the ill-fated channel GeoEnglish. Despite all the bhal safaiand bad blood, a good two dozenstrong were still there, toiling awayin an organisation that is a mereshadow of its former glory. Whilethe toys and the new studio arequite impressive, behind all theglitter is the sad fact that it is not ablood-sweat-and-tears news or-ganisation anymore, but a well-oiled machine. the chaos of thenewsrooms of old was gone and re-placed by an uneasy calm. therewas no yelling over the phones, nolast minute instructions to the an-

chor or any harried phone callsfrom the transmission departmentasking to cut to commercials.Everything was running smooth. alittle too smooth.

saMaa was no different.Everyone on the programmingfloor was quite pleased to still bethere. i saw several familiar faces,seated in the exact same seats thati left them in all those years ago. isaw many new faces, met many oldfriends who had now migrated tothe channel from other, less greenpastures. the consensus here wasthat the news business is no longerabout news anymore. Program-ming has gone from original, fac-tual content to dramatised andexaggerated soap operas. there isnow a great demand for gossip,hearsay and scandal. the new massmedia seldom has time to verifyand ample time to vilify.

i met with a lot of senior peopleas well, all of whom had the same,bleak story to tell. it is hard times

for the industry. newspapers andtV channels are spending (or los-ing) more money than they aremaking. this does not include po-litical injections from satisfied par-ties that go into the pockets ofthose in power. Each organisation,as an organisation, is crumbling.and being seths, media tycoons arenow opting to create their ownworkforce rather than hiring askilled one. these fresh recruits arethen burdened with responsibili-ties that range from camera workto hosting primetime talk shows.

in such dire circumstances, wecan ill-afford skeletons in ourcloset. it would be best if mediahouses steered clear of controversyand not became a party to all thatis going on in the country, lest theybe dragged into the mud them-selves. Wait, what?

Dr Mukherjee, in the quote above,states that one in three women and one intwo men, in the Us, will develop cancer intheir lifetime. this is massive. though wedo not have country wide cancer registryin Pakistan, but some of the city registriesare showing that the incidence of cancer isgoing up in these Pakistani cities. andthough the percentages will surely belower than in Us, the numbers are likelyto keep on increasing and breast cancer,cervical cancer and lung/mouth/throatcancer seem to be the major ones showingincreases in Pakistan though some othersare also increasing. since these trends arenot from Pakistan wide databases and theconditions under which people live, acrossthe country, vary a lot, we should interpretthese numbers with due caution.

there seem to be many reasons for theincreasing numbers. Our ability to detectcancer, and earlier, has gone up. Our pop-ulations are also aging and cancer does af-flict the older population much more thanthe younger one. these two factors aloneexplain a significant increase in cancer in-cidence. But at the same time it does seemthat changes in our food, work, environ-ment, and life styles might also be expos-ing us to more carcinogens (cancercausing agents) and this might also be afactor in the increasing cancer incidence.

the word cancer covers a lot of differ-ent types of cancers and it can be causedby variety of reasons. it can attack any partof the body and any organ. there is hugevariety in how quickly it spreads and it cantravel from one organ/part of body to an-

other as well. We, in fact, might not knowall the reasons that cause cancer or itsspread. What we do know is that normalcells can get Dna mutations and these canturn them into cancer cells. so cancer cellis not alien to our body. these are cellswhere some functions of normal cells, likerestrictions on division, replicability andmortality, have been altered due to muta-tions and that makes these cells cancerous.this is what makes them difficult to find,target and destroy too: in some cases theylook and act too much like normal cells.But their added features, ability to repli-cate uncontrollably, ability to adapt tomedicines designed to kill them and abilityto defy normal cell mortality, is whatmakes them so difficult to destroy.

a cancer diagnosis still sends shiversdown the spine of most people. and itshould. though there has been a lot ofprogress we still do not have the cure formost cancers and if detected late, a lot ofcancers are fatal. the statistics quoted atthe start speak for themselves. the prob-lem is that cancer cells are hard to targetand hard to kill, without hurting nor-mal cells. there are three mainways of targeting: surgical exci-sion for tumours where thehope is that all of the cancercomes out, targeted killing ofcancer cells through expo-sure to radiation, andchemotherapies where differ-ent chemical agents are de-signed to target fastreplicating cells or cells withother specific characteristics thatonly cancer cells have and killthem. Chemotherapy agents arebeing developed at a rapidrate but we still do not havespecific agents for all oreven most cancers.

all of the therapiesand cures mentionedare quite expensiveand even wherethey either curethe cancer ormanage to sig-nificantly pro-long life of apatient, they canhave a significant ef-fect on the quality of lifeof the patient. Even a richcountry like the Us will have to figure outhow to manage the cost of treating canceras numbers continue to rise as predicted.

With a lot fewer resources (money, fa-cilities, human resource) and almost nocommitment from the state of Pakistan totake care of the health issues of the peopleof the country, any increases in cancer in-cidence would be devastating for manyacross the country. it makes sense, in our

condition, to have a lot more emphasis onawareness raising and prevention as wellas early detection campaigns. awarenessand prevention campaigns are hard to fi-nance as it is difficult, methodologically,to show their effectiveness (how do youmeasure how many cancers were avoidedand at what benefit), but they are essentialfor our environment.

For the carcinogens that we know ofand other risk factors known to be associ-ated with cancer, the society, even if thestate is not a party to it, should mountcampaigns. We know tobacco chewingand smoking is a definite cause. Why is itstill available in the country? Why issmoking still accepted? this is one of thebiggest causes of lung and mouth/throatcancers. We should do more to control ac-cess to the substance.

the list of known carcinogens is long.asbestos, exposure to radiation, x-rays,diesel fumes, some substances in fertilizer,pesticides, substances put in some de-odorants, bathroom and laundry cleansersand so on are all examples. it would be im-

portant to have some research, fo-cused on local conditions in

Pakistan, as to what are all/mostof the carcinogens that we en-counter daily or frequentlyand suggestions on how peo-ple can start avoiding themand weeding them out of thesystem.

On the early detectionside, putting in protocols, aspeople age, and especially for

cancers like breast andprostate, would be a big help aswell.

Cancer is deadly. and in-creases in cancer incidence,

as it seems to be happen-ing the world over,

would be devastatingfor us especially given

the lack of prepara-tion on the part of

our health sector.Given the cost

of interven-tion, our bestbet is to work

with preven-tion and early de-

tection. But here toothe society will have to

become more active than the state: cannotexpect much from the state. But there is alot that can be done through preventionand early detection.

Democracy has evolved over a period of centuries asa system of governance, where rulers are accountablefor all their decisions, acts and deeds done while inpower. there is no need to reinvent the wheel as they,the system exists and only way it can function is if thoseelected adhere to its norms, strictly follow constitutionwhose interpretation is solely at discretion of supremeCourt and not those who are elected to legislate, northose who amongst them are selected by parliament toserve as President, PM or CM. it is the failure of ourpaid servants and our political elite to adapt todemocracy, rather than tailoring it to suit their feudalmindset which is the problem.

Democracy is a system where there is a governmentof laws, not of men and fundamental article of political

creed is that unlimited sovereignty, or absolute power,is alien to it. it is experimentation with democracy andtrying to adapt it to sick feudal mindset, where men orindividuals matter more than laws, that democracy hasfailed to gain roots. Democracy cannot be tailor made tosuit whims of rulers, but the mechanics of the systemcan be varied to suit the electorate, without makingchanges in system of checks and balances, or judicialreview, built in to prevent abuse of powers.

Every elected civil government over past twodecades is responsible for compromising democracy byfailing to deliver to people and address basic issues suchas poverty, health, education and an infrastructure forlocal industry to develop and generate employment.Unfortunately civil and khaki bureaucratic system that

iV. the letter to be written as perorders of apex Court is no stupid letter.it is the fundamental symbol of justicethat states all citizens are equal beforelaw and entitled to equal protection oflaw. there was no immunity in islameven for the Holy Prophet (PBUH) whooffered himself for open accountability.Can Mr Zardari not do so in the footstepsof the law giver?

Briefing journalists about the agree-ment, Rana Mashhood said that throughthis helpline the youth will be able to discusstheir multiple problems and to find their so-lution with the help of seven experts whoseservices have been acquired to extend guide-line in different fields of life. Rana Mash-

hood informed that the helpline would startfunctioning in a month and half and afterone year assessment the Punjab Govern-ment will take it over to further carry on themission of the youth counseling. He alsoagreed that even the youth ministry officialswould require training and they would moveahead with letter and spirit.

He said that the Punjab Governmentwith this helpline give the youth careercounseling, education counseling, sense ofdirection and most importantly to work ontheir capacity building. “there is no coun-try in the world with 100 percent jobs avail-able to the youth”, he said, adding: “Punjabhas taken lead to make the youth self-re-liant and self-integrated because they willbe the face of the country and leaders of to-morrow,” said the deputy speaker.
