Moonis Elahi amongowners of secretfirms in BritishVirgin Islands

Scion of the Chaudhries of Gujrat, Moo-nis Elahi has denied that he owns a se-cret company in the British VirginIslands. The denial came as Elahi’sname appeared on Thursday among alist of fresh names of owners of secretoffshore companies in the British VirginIslands. Moonis Elahi was named as theowner of an offshore company, OliveGrove Assets Ltd. The company was in-corporated in the BVI 2006, and the ad-dress listed in BVI records is theChaudry family’s residence in Lahore.Elahi was acquitted in a Pakistan courtin 2011 of receiving payments in a cor-ruption scandal.Refuting the claims, Moonis said, “I donot own” nor control the BVI com-pany. Education Commis-sion on Thursday.

Sources said Cambridge Uni-versity had said it had no record of Waqas’ qualifi-cation with them.An Inter-Board Committee submitted its findingto the HEC in which Waqas’s ‘A-level’ had beentermed fake. It may be mentioned that WaqasAkram had not submitted his O-level certificate. The National Accountability Bureau(NAB) Thursday objected to the can-didature of Nawaz Sharif and Shah-baz Sharif in the upcoming generalelections over alleged scam of Hu-daibiya Paper Mills.

The Pakistan Muslim League-Nawaz (PML-N) Punjab presidentand the former chief minister, alongwith his brother PML-N chief NawazSharif, are accused in the Rs 3,486million loan default case.

They have been accused of accu-mulating money and assets beyondtheir declared means of income bymisusing authority. The case wasfiled with the Attock NAB Court onMarch 27, 2000.

Abbas Sharif, Hussain Nawaz,Hamza Shahbaz, Shamim Akhtar,Sabiha Abbas, Maryam Safdar andIshaq Dar are other accused in thecase.

The bureau has conveyed its rec-ommendations to the election com-mission in this regard.

The NAB had set up electioncells to help the election commission

in the scrutiny of candidates for theMay 11 elections. The decision to es-tablish the cells was taken at a meet-ing held on Feb 20.

The meeting, presided over byChief Election Commissioner (CEC)Fakharuddin G. Ebrahim, was at-tended by heads of NAB, FederalBureau of Revenue (FBR), State

Bank of Pakistan (SBP) and NationalDatabase Registration Authority(Nadra).

The meeting had decided that theECP, with the help of relevant organ-isations, will identify tax-evaders,loan and utility bill defaulters andbeneficiaries of written-off loans toprevent them from contesting polls.

The Balochistan National Party-Mengal (BNP-M) has warned that it would not participate inthe general elections 2013 if incidents of killingof its workers continued and “no go areas” inKhuzdar were not set up.This was stated by the BNP-M acting president,Dr Jahanzeb Jamaldini who along with theparty’s Information Secretary Agha HassanBaloch and other leaders was addressing a pressconference at the Quetta Press Club on Thurs-day.“Khuzdar has become a no-go area and a spe-cific armed group is involved in killing of BNP-M activists while our party leadership andworkers in Kalat are also receiving threats,”Jamaldini alleged.He said although Chief Election CommissionerFakhruddin G Ibrahim and caretaker Balochis-tan Chief Minister Ghous Bakhsh Barozai hadheld meetings with BNP-M chief Akhtar JanMengal in Karachi and had assured him of pro-viding a peaceful environment for conductingfree and fair elections, the party was still facingdifficulties in continuing its election campaign.“The BNP-M is fully prepared to participate inthe general elections 2013 with full enthusiasm,but, hardships and difficulties are being put inthe way of the party,” he claimed. President Asif Ali Zardari said on Thurs-day that Pakistan People’s Party (PPP)had strengthened democracy in thecountry during its five year tenure andhad made the weak democratic structuremuch stronger.

Addressing the party members inNaudero on the occasion of PPPfounder Zulfiqar Ali Bhutto’s death an-niversary on Thursday, Asif Ali Zardarisaid for the first time in the history ofPakistan, a democratic process hadcompleted its 5-year tenure.

“Continuous progress of democ-racy will strengthen the democratic

system in the country,” he said, addingthat the PPP government had put thenation on the right path.

He reminded the people that hehad given up all his powers to the par-liament, making the institutionsupreme.

“Supremacy of the parliament isthe supremacy of the people of Pak-

istan,” he said.“There was no political prisoner in

our tenure and the only political prisonerwho was in jail was Hamid SaeedKazmi and he was sent to jail by the ju-diciary,” he added.

He further said that the PPP govern-ment had done things which wouldprove fruitful for the next generations.

when seven party leaders, allfrom Lahore district, makingthrough to the final list ofprobable candidates from La-hore, returned their tickets ina protest against what theytermed “a skewed selectionprocess” while awarding tick-ets.

The rebels includedAleem Khan, Mansha Sindhu,Hamid Miraj, Jamshed IqbalCheema, and Mian Iftikhar,all of whom were recipient ofparty tickets on provincial andnational levels.

Aleem, who led the showtoday, received one partynomination from NA-127 andone provincial seat whileMiraj and Sindhu were pickedfor NA-123 and NA-130 re-spectively. The other rebels,who returned tickets, receivedparty’s nomination for provin-cial seats.

The other day, the PTI re-leased a list of probables fromLahore after its ParliamentaryBoard concluded its delibera-tion on the award of tickets inIslamabad. The party decidedto make formal announce-ment after the scrutiny of can-didacy papers.

In response to the devel-opment, PTI Information Sec-retary Shafqat Mahmood saidthere was no point in return-ing tickets when the party had

not given tickets to anyone sofar. “The decision in this re-gard will be made afterscrutiny,” he said.

The trouble was brewingin the Lahore chapter of thePTI from the day the party’sParliamentary Board turnedits focus on Lahore andstarted deliberation on theaward of tickets. There werereports that Aleem waseither not happywith the party’sdecision, or hewas not beinggiven con-stituenciesof his liking.It was re-ported thathe had an ar-gument withthe board chair-man as well asImran Khan over theselection process for award-ing tickets to the candidatesfrom Lahore.

On Thursday, Aleem andthe other rebels, mostly mem-bers of his Unity Group, gath-ered at the party’s districtoffice and took everybody bysurprise.

After a brief meeting,they decided to return thetickets but not before makinga big show out of it, creatingscenes before TV cameras,delivering lengthy fieryspeeches against the party’stop leaders and its selectioncriteria. The party workersgathered there also clashedwith each other and ex-changed hot words.

In a show of power, 10town presidents, 30 district

leaders and 12 UC presidentsalong with party workerswere gathered on this occa-sion.

The party insiders say thatthe protest was a calculatedmove to influence the selec-tion process by pressurisingPTI Chairman Imran Khan.They said these leaderswanted to pick and choose

tickets for themselvesand their group

members whichthe party couldnot afford es-p e c i a l l ywhen thou-sands ofpeople werein the race

to get tickets. It is learnt

that ImranKhan took a

strong exception tothe position taken by the

rebel leaders. The party sources foresee

the move getting backfired.“Imran Khan does not

take any pressure or acceptblackmailing tactics as beingemployed by this group,” onePTI leader said.

Others say it was wrongin the first place to let out-siders, having no ideologicalbond with the party, to enter.

Talking to PakistanToday, Aleem said it was awell-considered decision toreturn the tickets. He saidseven to eight members hadreturned the tickets, addingthat he along with other mem-bers of his group were electedmembers of the party. He saidhis protest was against the se-

lection criteria in whichprecedence was given to theboard over the town and dis-trict bodies elected recently.He said the board ignored therecommendations of districtbodies while awarding tickets.He denied the impression thathe was quitting the party.

Commenting on the situ-ation, PTI Chairman ImranKhan tweeted, “I have faith inr ppl so I simply opened mygate & spoke 2 PTI’s angrybut dedicated workersprotesting outside. Mutualtrust reinforced!”

According to details,PTI Balochistan President QasimSoori was addressing a press con-ference when his opponents stoodup on their seats. Soori’s oppo-nents within PTI blamed him offavouritism in awarding tickets forthe general elections of the na-tional and provincial assembly inBalochistan.“Soori was disqualified by court,we do not accept him,” AsifTareen, a local leader of PTI said.PTI workers also exchanged hotwords with each other. However,the situation was contained fol-lowing the intervention of otherpeople present at the scene. Tensions got so high that the po-lice was called to ensure peace inthe aftermath of the clash.

Both the leaders agreed thatthe PTI would assist SheikhRashid in NA-55, Rawalpindi

during the upcoming general elec-tions. In return, Rashid pledgedsupport to Imran Khan for NA-56,Rawalpindi. Furthermore, the PTIchief said that he would deliver aspeech during Sheikh Rashid’selection rally in NA-55. Rashidfurther said that his party workerswould continue to support PTIcandidates across the country.

Both leaders also discussedthe prevalent political situation.Neither party, however, an-nounced any formal seat-to-seatadjustment in any other parts ofthe country.

ECP steers clear of candidates’ scrutiny process ISLAMABAD: The Election Commission of Pak-istan on Thursday kept itself at bay from the grillingof politicians by returning officers during the ongo-ing process of scrutiny of the nomination papers forthe implementation of articles 62 and 63.It was reported that during the scrutiny of nominationpapers some returning officers asked the candidatesquestions regarding the ideology of Pakistan andIslam. In some cases, they even asked the candidatesto recite some verses of the holy Quran. The ECP onThursday said it had received various inquiries in re-lation to the scrutiny proceedings being conductedby the returning offices across the country.“It is hereby clarified that the returning officers aremembers of Pakistan’s judiciary. They are carryingout their duties as returning officers independently.The ECP does not instruct or direct them on how todecide the fate of the nomination forms. The ECPonly provides data, as received, from the FBR,NAB, SBP and other governmental authorities, tothe returning officers,” said a press release issued bythe ECP. The press release added that the decision ofthe returning officers to accept or reject nominationpapers was subject to the right of appeal before theelection tribunals comprising of learned Judges ofthe high courts. PAKISTAN will be-come the largest re-cipient of UK aidnext year, a contro-

versial move given the back-drop of corruption, taxavoidance and political insta-bility, MPs warned.

Although there is a “pow-erful case” for continuing aidto the nation, British taxpay-ers must not be left to foot thegrowing bill unless Pakistan’swealthy are made to pay theirfair share, the Commons In-ternational Development se-lect committee said.

“Any increase in the UK’sofficial development assis-tance to Pakistan must be con-ditional on Pakistanincreasing its tax collectionand widening the tax base,”its report states.

“We cannot expect thepeople in the UK to pay taxesto improve education andhealth in Pakistan if the Pak-istani elite is not paying in-come tax. In the past, donormoney has not been spent ef-fectively in Pakistan for a va-riety of reasons. Corruption isrife in a social order based on

patronage and kinship net-works. Pakistan’s rich do notpay taxes and exhibit little in-terest in improving conditionsand opportunities for Pak-istan’s poor.” The governmentplans to increase its £267 mil-lion bilateral aid programmein Pakistan, which has one ofthe smallest tax bases in theworld, for the financial yearthat ends today to £446 mil-lion in 2014/15.

During their inquiry, MPswere told that while one inthree people in Pakistan livedon less than 30p a day around70 percent of the nation’s MPsdo not file a tax return.

The committee indicated itwanted Prime Minister DavidCameron to push for action oncorruption and tax evasionwith Pakistan’s leadership andcalled for the government touse its influence within the In-ternational Monetary Fund(IMF) to press for urgent re-form of the tax system.

It criticised the Depart-ment for International Devel-opment (DFID) for failing totackle corruption, frequent ab-sences in the rule of law andlow tax collection at the top ofthe agenda for its governancework in Pakistan.

The committee also said itwas sceptical of the ‘scaling-up’ of DFID’s maternal andnew-born health programme,which is aimed at cutting thenumber of deaths among ba-bies and new mothers bytraining community mid-wives, after it was given a“very poor review” by inter-national assessors.

It also found that whilethe government believed edu-cational programmes wouldhelp counter extremism theconnection was “unclear”.

Committee chairman SirMalcolm Bruce said: “Thereis a powerful case for main-taining the UK’s bilateral aidto Pakistan. Britain enjoys aclose relationship and haslong established ties with Pak-istan which has real povertyand serious security problems.But the committee is con-cerned that not enough tax israised in Pakistan to fully fi-nance improvements in thequality of life for poor people.Pakistan’s rich must in turndemonstrate a clearer commit-ment to improving conditionsand basic opportunities for alltheir fellow citizens by payingmore in tax than they do underpresent arrangements.”

Around 913 girls andwomen were killed for honourwhich includes 99 minor girls.74 percent of the girls marriedoff in Charsadda and Mardandistricts of KP were under 16.

Children rights wereagain ignored by the authori-ties and 10 million minorswere engaged in child labour.The country has the world’ssecond largest amount of out-of-school children aged be-tween five and nine.

Health and education, twobasic human rights acquired atiny amount in fiscal year2012-2013. For heath, it wasfurther declined to 0.2 percentof GNP. Pakistan ranked sixthamong the 22 high-risk tuber-culosis countries. On the otherhand, primary education onlygot Rs 71.6 billion and sec-ondary education got 69.4 bil-lion. About 121 schools were

During Thursday’s hearing of the Karachi lawand order case, the Supreme Court (SC) or-dered all ‘no-go’ areas in the city be eliminatedwithin a week, media reported.

A five-judge larger bench of the SC, headedby Chief Justice (CJ) Iftikhar MuhammadChaudhry heard the case pertaining to imple-mentation of its 2011 order in a suo motu noticeover unrest in Karachi. The bench ordered thata judicial tribunal be set up within three daysover the land grabbing issue in metropolis.

The court also rejected police reports re-garding ‘no-go’ areas in Karachi, saying theywere identical in content. The bench observedthat it appeared that the reports were authoredby one person and ordered reports from all 112police stations in the city to be submittedwithin 30 minutes’ time. Moreover, the Lyaripolice SSP was ordered to submit a report fromfour police stations within his jurisdiction.

The CJ said during the hearing that in thecaretaker setup, the government had onlychanged faces but policies remained the same.

The bench also rejected a report submittedby Rangers’ officials over the law and order sit-uation in the city on grounds that the report didnot exhibit seriousness over the issue. The CJfurther said that despite presence of 11,500Rangers personnel, certain areas in Karachilike Lyari could not be cleared even after op-erations were conducted in the ‘no-go’ areas.

Justice Arif Hussain Khilji said the report ap-pears to indicate that either the Rangers had sub-mitted a misleading statement or that they werecomplicit. During the previous hearing, top law en-forcement officials who had failed to control crim-inal activities in the city were severely reprimanded.

The officials had admitted before the apexcourt bench that their men lacked the will tocombat the growing number of militants andgangsters in the city. This was on account ofsluggish follow-up of cases of their colleagueswho had been killed by criminals, they had said.

THE battle lines are drawn for the contest inNA-53 (Rawalpindi-IV). Once again, atwo-horse race is expected between PML(N) stalwart Chaudhry Nisar Ali Khan andhis old contender Ghulam Sarwar Khan.

But decision regarding Sarwar Khan’s fake degree casecan knock over the arena in the favor of Chaudhry Nisar.As previous record tells, Khan is the only political forcein this constituency who can compete with ChaudhryNisar on a level playingfield. Although Khanhas two brothers

(Muhammad Siddique Khan, former Tehsil NazimTaxila, and Muhammad Shafique Khan, former MPAfrom PP-7) to replace him, his disqualification can notonly alter the current scenario, but it could seriouslyimpact future politics in the constituency.

In the 2008 general elections, Chaudhry Nisardefeated Ghulam Sarwar Khan with the difference of 23,189 votes. At that time, Sarwar Khan was contesting fromPML (Q)’s platform. Earlier in 2002, Ghulam SarwarKhan had managed to overpower Nisar by 9,790 votes asan independent candidate. This time around Khan willconfront the PML-N stalwart from the platform ofPakistan Tehrik-e-Insaf.

The extent of Khan’s support in this constituency canbe garnered from the fact that he managed to obtain49,068 votes in 2008 despite his association with theunpopular Q-league. He is likely to receive 40 thousand

plus votes no matter which political partyis backing him by granting ticket.

On the other hand, ChaudhryNisar is an N-League stalwart and isa leading political force inRawalpindi district. Being

dominated by right wing voters, thisconstituency plays to Nisar’sstrengths. He has been elected to the

National Assembly seven times,and has never been defeated

in the neighboringconstituency NA-52.

If Jamat-

e-Islami (JI) and PML (N) agree on a plan for seatadjustment in NA-53, N-league will expectedlysupport JI candidate for PP-8, and in return JI willsupport Nisar. This will further damage Khan’schances of being elected.

Pakistan People’s Party vote bank in thisconstituency has suffered great set-backs over theyears. In 2002 elections, PPP candidate Sardar ShoaibMumtaz Khan managed to obtain a meager 6,673 votes.PPP’s present candidate Justice (retd) Syed IntikhabShah is a new-comer to the political arena. While hehas gained the support of Pakistan Ordinance Factories’

Workman Association byechoing their demands for

WITH general elec-tions round the cor-ner, the solidarityand camaraderie be-tween the Pakistan

People’s Party (PPP) and the Awami Na-tional Party (ANP) that lasted for five yearsseems to be fast fading away. Both thesepolitical parties have failed to build uponthe relationship they had established as al-lies after the 2008 general elections. Theprobable beneficiaries of this fallout isproving beneficial for political rivals, in-cluding the Jamiat Ulema-e-Islam-Fazl(JUI-F), Pakistan Muslim League-Nawaz(PML-N), Pakistan Tehreek-e-Insaf (PTI)and others in the Peshawar Division ofKhyber Pukhtunkhwa (KPK) province.

During the 2008 general elections, boththe PPP and the ANP were contested on alleight national and 22 provincial assemblyconstituencies in Peshawar. The trendwould be different this time round as can-didates of both the parties were likely toface unfamiliar competitors in familiar ter-ritory.

In the 2008 elections, the ANP had

managed to bag four out of eight NA seatsfrom Peshawar, Nowshera and Charsadda,while three seats went to the PPP and oneto Pakistan People’s Party-Sherpao, now re-named as Qaumi Watan Party (QWP). Inthe provincial assembly, the ANP domi-nance was more profound: out of 22 itgrabbed 14 seats, as six were won by thePPP and two by its Sherpao splinter.

So far, the ANP, PPP, JUI-F, JI and sev-eral other political parties have announcedthe names of its candidates for all eight na-tional and 22 provincial assembly con-stituencies in the Peshawar Division,including candidates for the crucial Now-shera and Charsadda districts.

Meanwhile, the PPP leadership waskeen to continue with its time-tested policyof making sure that all of its former MPA’swere kept happy, whereas the ANP hasmade drastic changes in its candidates list,according to which former MNA ArbabMohammad Zahir along with two MPsnamely Ateefur Rahman and Aurangzeb,and Fazal Shakoor from Charsadda havebeen replaced with fresh faces. To keeptheir chances alive and thriving, the ANPhad decided to nominate young TaimoorKhan from Charsadda, thus pitching himagainst former federal interior minister

Aftab Ahmad Khan Sherpao. It is importantto mention here that Taimoor Khan hadserved as an MPA in the outgoing parlia-ment. The catch here is that Sherpao had al-ready won against an extremely strongcandidate, Bashir Omarzai, in the 2008general elections. In that backdrop,Taimoor Khan seemed like fair game forthe experienced Aftab Sherpao.

So far, no election alliance has beenforged between the five important politicalparties at the KPK level. However, hobnob-bing amongst leaders of the JUI-F andPML-N, and PTI and JI has been going onfor seat to seat adjustment. Though it wasvery difficult to predict the impact of suchalliances in the near future, but it was nothard to predict that the failure of these al-liances would only be to the benefit of theANP and the PPP, as both have since longenjoyed a strong position in and around Pe-shawar valley.

Furthermore, the ANP was being con-sistently pestered by candidates of AftabSherpao’s QWP in half of Charsadda. It ispertinent to mention here that Sherpao’sparty had earlier lost two important person-alities, namely Pervez Khattak and IqbalHussain Khattak, who decided to opt for thedynamic and youthful PTI over him. The

QWP was presently finding itself in a tightsqueeze, as it could only fight from twoprovincial assembly constituencies in Pe-shawar.

Moreover, the ANP had also earlier lostsome of its heavy weights, includingHasham Babar and Fazal Shakoor, whilemost recently, some of the aspiring candi-dates have revolted against the parliamen-tary board. Though the ANP was weak inthe face of strong PPP candidates nomi-nated from Peshawar and Nowshera dis-tricts, but the nationalist party was provingto be a giant in its own backyard ofCharsadda where no other party seemed tobe in a position to pull it down.

While, the PPP and the ANP leader-ships were claiming maximum popularsupport in the above mentioned districts,the rival political parties have doubled theirefforts to make inroads into the loyal votebanks associated with both the political par-ties. As alliances are forged and broken byall political parties in the KPK province, theposition of ANP on most National andProvincial Assembly seats seemed morestable than any other political party thatwere pushing hard to gain as much groundas possible before election fever grips thewhole nation.

Grouping and alienation of party mem-bers on the issuance of party tickets hasnot affected political parties as badly asit has affected Pakistan People’s Party inparts of Khyber Pakhtunkhwa. The PPP,which had been struggling at the handsof Imran Khan’s Pakistan Tehreek-e-Insaf, is now suffering from rifts existsamongst its own ranks throughout KPK.

Although PPP KPK President AnwarSaifullah Khan and his aides are of theview that the growing rifts and differencesamongst the party ranks would not affectPPP in the upcoming general elections butthe situation is rather bleak. While AnwarSaifullah is busy solving rifts in his nativedistricts of Lakki Marwat and Bannu, heis yet to resolve disputes elsewhere inKPK. Similar rifts and divisions havecome to the surface in other parties likeAwami National Party, Pakistan MuslimLeague-N, Jamiat Ulema-a-Islam-F, Pak-istan Tehreek-e-Insaf and Jamaat-e-Islami.

While the ANP and PTI are lookingfor ways to resolve rifts, the leadership of

PML-N and JUI-F seem to have adoptedsilence over the allegations of possiblebreak-ups among party ranks.

In Dera Ismail Khan, former provin-cial minister Samiullah Khan Alizai is notonly contesting polls as an independentcandidate but has also entered into an al-liance with JUI-F against former nationalassembly deputy speaker Faisal KarimKhan Kundi. A similar situation exists inTank, where Dawar Kundi is showing re-luctance to support Ahmad Kundi againstMaulana Fazalur Rahman on the NationalAssembly seat. Ahmad Kundi is FaisalKarim Karim Kundi’s younger brother.

Although cracks have emergedamongst PPP ranks, JUI-F has alreadystarted the healing process. JUI-F hasnominated Maulana Lutafur Rahman ontwo provincial assembly seats from DeraIsmail Khan, making him a favourite forthe slot. Lutafur Rahman is MaulanaFazalur Rahman’s younger brother.

In Peshawar, PPP has announcedZulfikar Afghani as the party’s candidatefor NA 1. Earlier, PPP nominated AzamAfridi but certain elements from Pe-shawar, especially non-Pakhtuns, op-

posed the decision. For the provincialseats, two PPP diehards Anwar KhanSaafi and Nazim Sharif Khan have op-posed the awarding of tickets to SyedZahir Ali Shah and Iftikhar Jaghra re-spectively. As a result Saafi has decidedto contest the elections independently,whereas Sharif has deflected to JUI-F.

A similar is prevalent in Mardanwhere a large number of PPP stalwartsand workers are unhappy with the award-ing of tickets to Zeeshan Khan, ImtiazShagai and Sher Afghan Khan forprovincial Assembly and KhanzadaKhan for national assembly. InMalakand, PPP seems divided over onenational and two provincial assemblyseats, thus to the benefit of Jamaat Islami.

In Nowshehra, PPP suffered a set-back when its former provincial presidentSenator Sardar Ali Khan decided to makehis son contest the elections as an inde-pendent candidate. Earlier, PPP lost DaudKhattak, Shahid Khattak, Pervez Khattakand Iqbal Hussain Khattak and now PPPworkers from all over Nowshehra havereservations over the nomination of can-didates Tariq Khattak and Baseer Khattak.

Showing dissatisfaction over the performanceof Ministry of National Harmony in rele-vance to the Badami Bagh incident, Senate’sStanding Committee for National Harmonyhas demanded capital punishment against allthose misusing the blasphemy law. A memberof the committee, Kamran Michael pointedout that anyone could be easily accused ofblasphemy under the existing law. Meeting of Senate’s Standing Committee forNational Harmony was held under the chair-manship of Mir Muhammad Ali Rind in theParliament House on Thursday. The committee also stressed upon the needfor legislation on preventing incidents similarto Badaami Bagh. According to details, a division bench com-prising Justice Anwarul Haq and JusticeAbdul Sami Khan cancelled the interim bailof Kamal Farid Bajarani who is an accused inOgra corruption case. Soon after the cancellation of his bail, Ba-jarani succeeded in fleeing from the court. According to witnesses, no effort was madeby the police or NAB authorities to arrest Ba-jrani while he made his way out of the highcourt. Bajarani is co-accused with TauqirSadiq, former chairman OGRA in a 84 billioncorruption scam. NAB has filed a referencein Accountability Court (AC) Rawalpindiagainst Tauqir Sadiq, Kamal Farid Bajarani,Mansoor Muzaffar and several others. It may be mentioned here that the prime ac-cused, Tauqir Sadiq, has not been arrestedand brought back to Pakistan so far despitethe orders of the Supreme Court.

Pakistan Jamaat-ud-Dawah chief Hafiz Saeedis the petitioner in the case. Justice Bandialsaid United Nations (UN) commissions thatvisited Pakistan in March proclaimed droneattacks as illegal. In addition, Human RightsWatch expressed concerns on the trans-parency of these attacks, and the Parliamentalso confirmed their illegality through passageof two resolutions, he said, adding that thegovernment should raise the issue at the inter-national level. He said innocent people in-cluding children and women were, and arestill, being killed in these attacks. Deputy At-torney General yasmeen Sehgal said the LHCdid not have the prerogative to hear the caseand only the Parliament and the SupremeCourt could deal with the issue at hand. At this, the LHC CJ questioned whetherFATA, which is targeted by drones, is part ofPakistan. He said the children killed bydrones are children of the nation. Sehgal further said Hafiz Saeed lived in Punjaband had no right to take up the case. In replyJustice Bandial said Saeed is a citizen of Pak-istan and any citizen can approach any of thenational courts. The people directly assaultedby drones cannot approach courts on their own,he added. Sehgal said she needed time to takedirections from the newly appointed caretakergovernment on the matter, following which.Justice Bandial adjourned the case till April 18.

Hamid presented a report beforethe bench stating the steps taken by theprovincial government for ensuringfree, fair and peaceful general elec-tions.

A report of CID regarding themissing persons was also submitted inwhich it was stated that 54 cases hadbeen lodged for 63 missing persons.

The report further revealed that of

these missing persons, 13 had been re-covered and sent to their homes afterrecording their statements. The benchwas also apprised regarding the reha-bilitation of people in Dera Bugti andstated that as many as 1,800 people re-turned to their homes until now.

The bench was informed that a de-tailed mechanism was also devised forthe rehabilitation of these displacedpersons and their participation in theupcoming elections. It was stated thatan amount of Rs 136 million was beingdisbursed among these people throughNational Bank of Pakistan in a trans-parent manner.

The bench praised the trend of allnationalist parties of Balochistan fortaking interest in the coming polls.

Later, the court directed theprovincial government to present acomprehensive report of the mecha-nism evolved for the homeless peopleand another report for the recovery offormer AG and adjourned further hear-ing for three weeks.

The Pakistani fishermen and an Iranianwere taken into custody by the Navy aftertheir boat was intercepted near Kavaratiin Lakshadweep six months ago. “They were detained under the IndianPassport Act and the allied laws as theydid not have any travel documents withthem at the time of their arrest,” he said. Prison sources said since the Lakshad-weep administration did not have thelegal authority to handle cases involvingforeigners, the Navy first brought them toKochi and later took them to PoojappuraCentral Jail. Sources said the detainees were releasedafter the IB made an extensive inquiryand confirmed that none of them werewanted in any terrorism-related cases. THE ongoing scrutiny ofthe nomination papersraises important ques-tions. Before the formsreach a Returning Officer

they are already vetted by over half adozen departments that include FBR,State Bank, Ministry of Housing andWorks, Pakistan TelecommunicationAuthority, Capital Development Au-thority (CDA), Sui Southern GasPipelines Limited (SSGPL), NationalTelecommunication Department, Pak-istan International Airlines (PIA) andEstate Officers who deal with the Pun-jab, Sindh, KP and Kashmir houses inIslamabad. No tax-evader, defaulter ofloan, utility bills and government dues,or a beneficiary of written-off loans ora NAB convict can get through the netunless he is able to perform a Houdiniact. If the idea behind the scrutiny is tocleanse the system and ensure the can-didate’s financial integrity this shouldbe enough. All those passing the testshould be declared eligible.

But there comes another test then.The threat of Article 62 looms ahead. Theway the Article is being applied indicatesthat the idea is to keep those with liberalview out of the political arena. This wasin fact the purpose behind its inclusion inthe constitution by General Ziaul Haq.

Clauses (d), (e) and (f) of the Articlecan be stretched to any extent by an in-terpreter. Clause (d) requires that thecandidate is “of good character and isnot commonly known as one who vio-lates Islamic injunctions.” This begsseveral questions:

Are card and chess playing, kite fly-ing, betting on horse races or pigeonflights to be considered worthy of moralturpitude? Are going to films, hearing orplaying music and shaving the beard vi-olations of Islamic injunctions? Eventhe ulema are divided over what reallyconstitutes a violation of Islamic injunc-tions. Keeping dogs as pets is consid-ered un-Islamic by the Saudi Salafis.They have also banned women fromdriving cars on the same ground. TheAfghan Taliban banned football byyoung males wearing shorts. The TTPconsiders singing or listening to music

and viewing videos as violation of Is-lamic junctions. It also puts shaving thebeard in the same category. The extrem-ist network has torched scores of musicand video shops and barbers’ saloons.Who will determine what constitutes Is-lamic injunctions – the Taliban, theSupreme Court or the Parliament?

According to Clause (e) a candidatemust have adequate knowledge of Is-lamic teachings and practices, obliga-tory duties prescribed by Islam as wellas abstain from major sins.

The clause needs to be eliminated al-together as it puts quite a huge chunk ofPakistanis out of the electoral race. Theclause ignores that non-practicing Mus-lims as well as nonconformists and non-believers also live in this country. Acursory survey of attendance in mosqueswould show that many more people fail tooffer prayers than those who do. Offeringprayers five times a day is an obligatoryduty. Interestingly while Article 62 makesall these requirements from the politicians,it excludes the judges, bureaucrats andmilitary officers from its purview.

Clause (f) requires a public repre-sentative to be “sagacious, righteousand non-profligate,honest and ameen,there being no dec-laration to the con-trary by a court oflaw.” Again allthese terms are rel-ative and subjec-tive. They leavetoo much to the in-terpreter.

The way theROs are interpret-ing the provisionsof Article 62 shouldbe an eye opener.

Media reportsshow that the ques-tions put to politi-cians amount to areligious studiesexamination. Excerpts from a newspa-per would make an entertaining study.

“In Lahore, aspiring candidateTayyaba Sohail Cheema was told by theprovincial election commissioner Pun-jab that she didn’t look her age. “youdon’t seem to be 35, show your face toall around so that people can see thatyou seem much younger,” the judicialofficial directed her.

“Another candidate, Saadia Sohail,who was accompanied by her husbandShahid Sohail, got a lesson in parent-ing. “When your wife will becomeMNA or MPA, all the arrangements atyour home will be ruined and no onewill be there to attend your childrenand they will be ruined,” the same gen-tleman told her husband.

“On the other hand, aspiring candi-date Shoaib Khan Niazi of NA-121, used

the occasion to profess his love for hiswife. When asked by the Returning Offi-cer…if he had any children, Niazi repliedthat he did not. He went on to tell the courtthat he had a wife whom he loved verymuch and who loved him in return. “I amnothing without my wife,” said Niazi.Seemingly satisfied with this response, theRO then asked him if he offered prayersto which Niazi candidly replied that he didnot.” The reporter commented that thescrutiny of electoral hopefuls has seem-ingly turned into a theatre of the absurd.

Article 62 was the brainchild of mil-itary dictator Ziaul Haq as were severalother laws militating against womenand minorities. The idea behind these“Islamic” provisions was to project thedictator as a champion of Islam and thusprovide legitimacy to his military rule.Zia miserably failed to achieve the aim.Even his ardent supporters like theSharif’s stopped attending his death an-niversary after a couple of years. Theyare now apologetic about the supportthey extended to the dictator.

The so-called ‘Islamic’ provisionshowever created an environment con-ducive to the spread of extremism and

militancy. Mushar-raf’s legacy contin-ues to play havocin the country.

The candidatesof the previous rul-ing party and theopposition who arebeing grilled de-serve the treat-ment. The PPP andPML-N couldhave removed thecontroversial Arti-cle 62 and Article63 or drasticallyamend them. Theybrought about anumber of consti-tutional amend-ments but shrank

back from touching the two Articles.They pandered to the extremist senti-ments. Perhaps they also hoped to usethem against their political opponents.

Opportunism still runs deep in thepolitical elite irrespective of which partythey belong to. In 2007, Imran Khan de-clared that only angels could pass thetest of Article 62. He now supports it asit hurts the PTI’s opponents.

While the constitution is to be imple-mented, being a part of the basic law doesnot make a provision sacrosanct. Thereare enough black laws on the statue book:the notorious FCR being one. The sameis the case with Article 62. There is a needto replace it with a more judicious amend-ment in sync with the spirit of the times.

Potent Korean nuclear cocktail

THE war of words has intensified alarmingly among North Korean armed circlesafter South Korea and its patron, the US, carried out military exercises in theregion despite warnings from the nuclear armed communist state to desist from

this provocation. While the reaction has been limited thus far to only rhetoric, thoughfrighteningly fiery in content, on the part of Pyongyang, the other side also lost no timein flexing its awesome military muscle by a show of reportedly long range B2 bombersand a couple of the stealth B1s over South Korean skies. Not exactly the wisest steps totake under the circumstances when the North is acting like a disturbed hornet’s nest.

To most people, the North, with its closed and apparently xenophobic mindset and aruling family dynasty that enjoys a near demi-god status among ordinary Koreans,remains a problem and an enigma. Occasionally, reports filter out from defectors orPyongyang-watchers of the lavish lifestyle of the ruling elite on the one hand andfamines affecting various parts of the country on the other. The recent succession of KimJong-un to the presidency and tussles between groupings in the communist party and themilitary for priority of influence over state policy are also cited as being behind NorthKorea’s apparently illogical and outlandish behaviour. But now it is a nuclear-armedNorth Korea with delivery systems and sufficient technical ability to launch rockets intospace. So its threats cannot be taken lightly.

Since Pearl Harbour, a ‘day that will live in infamy’ when Japan attacked the huge Pacificnaval base in 1941, the US remains extremely sensitive to any attack or threat of attackon its soil. For the sole superpower that would be a bruising dent to its pride and worldimage of invincibility. The 9/11 no doubt helped ratchet up that perception into a paranoia.

The present confrontational stance will no doubt receive top priority at the UN,whose current secretary general is a former foreign minister of South Korea. But the realplayer in the Korean game is undoubtedly China, which at times seems unable orunwilling to keep its strange protégé in check, and has so far only issued a mild advicefor ‘calm from all sides’. Although it would be the first to be caught up in a Koreanconflagration, the demands of geo-politics arising out of the US desire to check China’srapid rise as the next inheritor of world supremacy, and the American ‘pivot’ to thePacific from the European-Middle East regions in order to encircle it would no doubtalso enter into any Chinese calculations. North Korea with its long range rocketry alsocheckmates Japan – the US’s other major ally in the region. The volatile situation needsto be defused at once through dialogue instead of launching fifth generation aircraft inthe region. As for the North, it should also backpedal from its fiery talk of war andrestrict itself to rhetoric alone.

WITH the wounds of the Joseph Colony attack in Lahore barely filling up,Punjab has witnessed another attack on the Christian community. A Muslimmob attacked a Christian neighbourhood in Gujranwala and, as with the

Joseph Colony attack, the charges and the police response appears frivolous. WithShahbaz Sharif out of the picture, the ‘good governance’ narrative towed by the youngerSharif is being untangled and the brunt is falling on the current caretaker Chief MinisterNajam Sethi.

As details have emerged of the frivolous nature of the accusations that led to the mobattack in Gujranwala, it appears that Punjab, if not Pakistan as a whole, is headed for amuch more polarized future. The reported clash was between a Christian boy and a localprayer leader over the ‘accusation’ that the boy was playing music on his mobile phoneoutside a mosque. The prayer leader raised clamour over Christians “disrespecting Islam”and one of those ever ready mobs ransacked nearby Francis Colony. The police, as isnow habit, stood by and watched until things got serious. This was despite the newInspector General of Punjab Aftab Sultan assuring the Supreme Count that “no suchincident would occur in the future.” He said there had been 50 arrests for the JosephColony arson, while the responsibility had been fixed on one SP, a DSP and two SHOs.However, apparently the message is not going down deep enough in the police ranks whohave stood by and watched as another gruesome mob attack was undertaken onPakistan’s Christian community.

While the Muslim mob attack on Francis Colony in Gujranwala may have nothing todo with Sethi, who has barely stepped into his new hot seat, but the pressure will be onhim to act meaningfully. Sethi of course has much more to deal with. The PakistanPeople’s Party (PPP), which originally nominated him for caretaker CM, appears to haveturned about face. Former PPP prime minister Raja Pervaiz Ashraf has cast aspersions onSethi’s neutrality for his refusal to fire retired bureaucrats on key positions in the Punjabhierarchy. It is the PML-N Senator Pervaiz Rashid that had to come to Sethi’s defenseand vouch for his impartiality. Perhaps it is the Gujranwala incident that Sethi’sbenefactors would see as closer to his heart, but the shrewder Sethi would do well toweather the political storm brewing about his caretaker CM-ship. Having criticizedpoliticians and governments for their inaction in the casting couch a number of times,Sethi now sits in a seat of power, with the authority to make an impact. All eyes are nowturned to the orator par excellence, if he can deliver for the minorities of Punjab andshrug off the political storm hovering around his temporary perch.

The ban does not takeinto account the inconvenience caused to a sizeable chunkof Karachi`s commuting and working population. Why doauthorities punish ordinary people for a problem whichshould be resolved by better policing and law enforcement?

TO say that thePakistan Armyhas beenknown to dab-

ble in matters that super-sede its jurisdiction wouldbe an obvious understate-ment. The upcoming elec-tions mark a historicmoment as it is the firsttime that a democratic gov-ernment in a country proneto military coups has com-pleted its five-year term, tobe succeeded (almost cer-tainly) by another electedgovernment. Heavily criticized for its interference in politics, policy-making and other matters of national concern, the Army is often rec-ognized as the single most powerful institution in Pakistan. Tainted bya history of military regimes, democracy in Pakistan is under a constantthreat whereby non-compliance with the Army’s agenda might lead toa disavowal of the respective party. While such observances are com-mon place, marginally less attention is paid to the composition of theArmy which stands as the proverbial Goliath over a distraught nation.

Pakistan’s primary powerbroker, that has historically viewed itselfas the guardian of the country’s stability and a “cleansing force” inpolitics, has an active force of 620,000 personnel (IISS). Out of thisstaggering number, only 4000 are women and even fewer are minori-ties. Most of the women are recruited in the capacity of doctors ornurses – a study shows that 3,000 female officers are employed in theAFNS (Armed Forces Nursing Services), 600 serve as doctors in theAMC (Army Medical Corps) and a handful of the remaining officersserve as officers in non-combatant roles in the ISPR, Signals and En-gineering departments of the military. The failure to recruit women forcombative roles reinforces the normative gender ideals that womenare physically incompetent and lack emotional resilience. Furthermore,women are kept out of the strategic planning divisions and intelli-gentsia, pushing them back into ‘private’, safe spheres that garner theleast public attention. The systematic exclusion of women from a pow-erful state institution alienates them from a sense of ownership and be-longing to their country, reinforcing their status as the subordinate sexthat needs to be ‘taken care of.’ The contention with the current genderdynamic of the army is not only that women are not recruited, but alsothat their roles are made invisible. Take for example, that accounts ofour major wars tend to cast men as protectors and doers while womenare portrayed as passive bystanders – doctors, nurses, wives.

The Pakistan Army takes after an elite boys club, actively reflectingthe marginalization of women, ethnic groups and minorities. Much ofthe criticism of the Army’s composition has centered on the dispropor-tionately large number of Punjabis recruited by the army throughoutthe course of its history. While supposed efforts are being made to drafta greater number of personnel from Balochistan, Sindh and KhyberPakhtunkhwa, the current structure of the army reinforces that the cul-ture of ethnic supremacy that plagued the country in its formative yearshas only worsened with time. The intersection of militarism, patriarchyand ethnocentrism has undoubtedly contributed into making the Armythe hegemonic establishment that it is today. How can we expect anymilitary government or institution to enact social justice when its veryown structure and the values it imbibes are so blatantly discriminatory?

It can be argued that military forces, as they exist today, are inher-ently patriarchal. While increasing the recruitment of marginalizedgroups and inviting women into combat might seem like the answer,such progressions provoke us to question whether the very concept ofan army centered on war is hegemonic. Feminist Carol P. Christ arguesthat “patriarchy is a system of male dominance, rooted in the ethos ofwar which legitimates violence, sanctified by religious symbols, inwhich men dominate women through the control of female sexualityand in which men who are heroes of war are told to kill men, and arepermitted to rape women, to seize land and treasures, to exploit re-sources, and to own or otherwise dominate conquered people.” If weexamine the historical trajectory of war and the military, Christ’s defi-nition of patriarchy upholds the agendas of armies more justly than theirofficial mandate of ‘protecting their nation.’ This insinuates that merelybecoming more involved in a military force does not automatically lib-erate women from exploitive relationships. Rather, women who chooseto join military forces have to combat both external enemy and the pa-triarchal attitudes and actions within the military force itself. The realityis that militarism serves to reinforce and reproduce unequal gender re-lations as military organizations remain distinctly patriarchal institutionsby maintaining a sexual division of labor, with most women occupyingsubordinate positions in the military mirroring stereotypical female rolesin the civilian sector. The only time the military actively sought to draftwomen for assignments other than duties in medical setups was in 2006,during Gen. Musharaf’s era of “enlightened moderation.” However,this instance must be viewed with skepticism since no further steps weretaken to induct women in the military on a large scale, suggesting thatMusharraf’s decision stemmed from his desire to depict himself as a‘progressive leader’ rather promoting gender equality.

What is especially troubling about the military in Pakistan is thatit has an overarching influence in all socio-political spheres. The es-trangement of women and minorities from the military means thatthey cannot access positions of power and undermines any serious at-tempt at creating social justice. The ideology of militarism and mili-tary organizations produce, mobilize and construct gender identitiesin ways promote patriarchal ideologies and practices. It is time forthe Pakistan Army to step away from throne and carry out some in-trospection – how can it rightly defend its people and combat sectar-ianism when it does not open its doors to all varieties of Pakistanis?

Q: So hoW DID IT ALL BegInAnD WhAT hAS chAngeDSIgnIFIcAnTLy BeTWeen TheBegInnIng AnD noW?A: I started singing and playing the guitarwhen I was 12. I was in a few bands andwhen I was 14 I heard my first AphexTwin song called windowlicker. That wasreally when electronic music entered intomy aspirations as a musician. It simplyblew me away and still does to this day! Itwas a revelation to realise that I didn’tneed a band. I just needed to know therecording and layering process and Ineeded to know the instruments. So Ilearnt how to play the piano, drums andbegan fiddling with synthesisers, learningmostly through trial and error. By the timeI was 15 I had two 14 track albumscompleted that I have never played to thegeneral public mostly because I was anamateur at the time so the quality is lowcompared to the stuff I do now, havinggone to music college and getting anundergraduate degree in music productionand sound engineering. Now everything iscomposed and made with professionalindustry standard software and the soundquality is at par with the professionalstandard required in clubs worldwide. Iuse everything from real instruments tosoftware synths in my music and I’m ahuge MIDI fan so I prefer using MIDI tosamples so that I can micromanage andfine tune every hit, melody, beat andinstrument per my requirements. It givesyou a huge array of control that just usingsamples to make your music does not. SoI make my own samples and synths andthen use those in my productions.

Q: hoW coMe you uSeyour reAL nAMe AnD noTAn ALIAS LIke MoSToTher DJS?A: To be honest, I feel my name isunique enough as it is- especially towestern people. So I never saw thepoint in creating an alias or evenputting a DJ before my name. I’vealways played as ‘Abeer Sheikh’ and Iplan to keep it that way.

Q: DID The DJ’Ing coMe FIrST,or ProDucTIon? ALSo WhAT’Syour TAke on neWcoMerS InThe DJ cIrcuIT In PAkISTAn?A: It started with producing music. I’vebeen producing electronic music since Iwas 14, when all I had was an oldyamaha MIDI synthesiser hybrid andfruity loops. The Dj’ing came next, muchlater. It was actually when I went toCanada that it started. One of myhousemates had a pair of pioneer cd-j’sand I would spend anywhere from four toeight hours at a stretch messing aroundwith them learning how to beat-match.One of my biggest complaints with mostof the new age DJ’s popping up inPakistan is they don’t know how to beat-match. They think hitting sync and playmakes you a DJ. It’s their loss thoughbecause if they manage to land a giganywhere abroad they’re going to getlaughed out of the DJ boothbecause standard equipment istwo pioneer 1000’s, an amazingmixer but no sync button whichis their lifeline. Most of themare also just following the trend.It’s the ‘IN’ thing to be a DJ nowso suddenly everybody wants tobe one! you hand them two cd-j’swhich don’t have a sync buttonand they are lost because theydon’t have a clue about how tomanually beat-match which is whatreally teaches you how to DJproperly and make a set flowsmoothly. Being able to beat-matchmanually is a pre-requisite to being agood DJ. Once you know how to do it,I’d condone the use of a sync button soyou can focus on other parameters of themusic like live sampling and using up tosix decks at a time!Q: WhIch counTrIeS hAveyou PLAyeD In?A: Canada was the starting point but thelargest show I’ve played was actually‘Shut Up 4.0’ at Haroon and Hamzaswarehouse in Lahore where we hadabout 800 to 900 people in attendance.The video is up on youtube. If yougoogle “Abeer Sheikh live at Shut up4.0” it will pop up on the front page.There’s a shot in there of the crowd from

the DJbooth whichwas on the second storey that actuallyshows the full crowd and the entireset up, which was quite spectacular tosay the least!

Q:WhAT WAS The FIrST evenTyou ever PLAyeD AT?A: It was a show at an art gallery inToronto where I was playing back toback with Talal & Zoi. I was nervous ashell but it went pretty well!

Q:WhAT WAS The FIrSTrecorD you BoughT?A: It was a track called “Fresh” by“Kool and the gang” from the 80’s. Iheard it in one of Magdas sets anddecided to drop it at one of my shows. Icut the bass bit out of it and mixed CarloLio’s Scylla in with it for the kick, snareand bass part. It was pure disco with abadass thumping beat and the crowdwent crazy. I still remember feelingnervous about whether it would workand when I saw the crowd’s reaction Icouldn’t stop smiling

through the entire setbecause I realised I had just blown theentire crowd away.

Q: ouT oF ALL The TuneSyou hAve, WhIch one‘never FAILS’?A: Well, I’m not about to reveal mytop three secret weapons for dancefloor annihilation because I’m willingto bet nobody else in this country evenknows the artists but if I had to picksomething people already knowabout I’d say “Tudo Vem” by “Gabe”.you can throw that in anywhere and acompletely dead crowd will suddenlycome to life and not be able to stoptheir legs from moving. The song has amagic bass line. Never fails!

Q: So hoW IS The Scene Inyour eyeS AT The MoMenT?A: It’s still young and has a lot ofpotential for growth in the right directionprovided organisers who are there just tomake money out of it whilstcompromising on setup and crowdquality get weeded out which theyeventually will.

Q: oTher DJS you rATe?A: These days my top 6 in theHouse/Techno circuit would have tobe Stimming, Frivolous, MaceoPlex/Maetrik, Oliver Huntemann,Rodriguez Jr and Robert Babicz. Ifit’s encompassing all EDM then FourTet, Dj Shadow and Bonobo would bein there too. Bonobos new album“North Borders” is a masterpiece!

Q: WhAT Do you Do ouTSIDeoF The DAnce MuSIc Scene?A: I have a project called Abeer Sheikh &The Wonderband which you can check outat www.facebook.com/abeersheikhandthewonderband. We’ve done a City Fm 89live session with a few videos up and havebeen on Fm 89’s show counter-revolutionand moonlight mile, twice. I neverstopped playing guitar and singing. Thisis my project for collaborating withother indie musicians such as ‘SaadFollows’ and ‘Poor Rich Boy’ who alsohappen to be really good friends. Iwrite pop/indie music with quite a bitof electronic stuff in there. Somethinglike Gorillaz meets Radiohead. I amalso currently in the process ofcompleting my second undergraduate

degree which is an LLB degree from TheUniversity of London.

There is no shortage of amazing in-dustrial commercial applications for3-D printing -- internal organs, stemcells, artificial limbs, art, cars, cus-tomizable furniture. But if you hada 3-D printer sitting on your desk athome, what would you make?

Some people know immedi-ately: They'd create physicalMinecraft models, make manga fig-urines, pop out replacement parts fora motorcycle. But most people willlikely see a 3-D printer, think it'scool, then have no idea what to donext and move on.

That could change, though, asdirt-cheap 3-D printers like the

Printrbot or new MakiBox simplifythe technology and put it in morepeople's hands and home offices.

"The market for desktop 3-Dprinters right now is really makers,professional users and people whohave a lot of patience and time," saidJonathan Buford, the entrepreneur be-hind the $200 MakiBox 3-D printer.

The MakiBox attempts to sim-plify 3-D printing for a more con-sumer-friendly experience, bylowering the price and reducing thecomplexity of assembling the de-vices and minting objects. Ama-teurs, basement inventors andhobbyists with no experience print-ing in three dimensions can jumpright in and start experimenting

with minimal investment. Thereare trade-offs, of course. The $200version uses only the less expen-sive PLA plastic, which can melt ata lower temperature than other ma-terials. A $300 version of theprinter is available that can workwith more substances. The finalproducts will be a step down fromwhat you could make with moreprofessional machines. "We're notoptimizing on quality because wethink there's actually room for'good enough,'" said Buford.

The idea for MakiBox grew outof the Makible crowdfunding site.The project's goal was to connect thedots between product prototypes,crowdfunding, and the eventualmanufacturing process. Say a prod-uct designer comes up with an ideafor a pedometer armband. He couldraise money from interested mall-walkers, then be guided through theproduct manufacturing process.

Icollected the data for an experi-ment trying to reduce anger bymanipulating biases in emotionalprocessing. I was sceptical, butthe results surprised me

Before I started my PhD, I worked asa "research assistant". That's a fancy titlefor an academic dogsbody; well, it can be.I was lucky and had some great bosses inthe five years I had that job, but sometimesit can involve menial tasks like data entry,or running experiments you think are acomplete waste of time.

One such experiment, that I was askedto run by my boss while we waited forethics approval on another study, was pub-lished last week in the journal Psycholog-ical Science.

Shows what I know! It showed that asimple task involving looking at faces andjudging their emotion could reduce angerand aggression in a population of aggres-sive young people, and a group of controlsat Bristol University.

When I was asked to run the experi-ment, I was sceptical because it was anovel way to try and reduce aggression.There is a suggestion that antidepressantswork by changing the way a personprocesses emotions, reducing a negativeemotional bias that is a symptom of de-pression. But would the same be true foraggression?

The premise is: perhaps aggression isat least in part caused by biases in emotionperception. So if you see a neutrally emo-tional face, due to biases in your emotionalprocessing you view that face as angry orhostile. you respond with hostility towardsthe owner of that face, and, like a viciouscircle, they see your hostility and respondaccordingly. The experiment was simple.We showed people a series of emotionallyambiguous faces: happy and angry expres-sions blended together at different ratios tocreate a spectrum of faces. Those at eitherend were clearly happy or angry, but othersin the middle were ambiguous.

Each person will have a slightly differ-

ent boundary point, where on one side theysee happy, and the other side angry. If youwork out where a person's boundary is,you can then give them biased feedback totry and "shift" it so they see "happy" fur-ther along the spectrum than previously.

The feedback, "yes, that was angry" or"no, that was happy" (for example), is givenafter every face is responded to, and is tai-lored to each individual's boundary, attempt-ing to shift their perception of happy toinclude a larger range of ambiguous faces.

But would this really make people lessaggressive? I was tasked with running thepilot experiment. Half the participants gotbiased feedback, and half got unbiased

feedback consistent with where theirboundary actually was, as a control condi-tion. They were asked about their moodwith a couple of standard mood question-naires before and after the experiment.

As I watched people doing the task, Iconfidently predicted to myself that thosewho were getting the biased feedbackwould be angrier afterwards. After all, theywere being told they were wrong a lot ofthe time! When the experiment was overand we looked at the data, I was astoundedto see that the opposite was true. Thosewho had received the biased feedback hadnot only shifted their boundary by the endof the experiment, but they rated them-selves as less angry than the control groupafterwards (there was no difference inanger before the experiment). It didn't af-fect how happy or sad they were.

This is one experiment, and the plan isto replicate it in different groups of people,to see how robust the effect it. Also, whiletwo weeks post-training is a long time interms of an experiment, it's not that longin terms of the behaviour of a youth witha high probability of offending. It wouldbe great to run the experiment over alonger timescale, and with more realisticoutcomes, such as re-offending rates.

But this unexpected finding astoundedme, and may have really useful benefits. Andit just goes to show that ideas are worth test-ing, even if your data monkey (in this case,me) has doubts! COUrtESy tHE GUArdIAn

World’s largest freshwateraquarium, river Safariopens in Singapore

The world’s largest freshwater aquarium hasopened to the public at the nature-themed RiverSafari in Singapore. River Safari is Asia’s first river-themed wildlife park. The freshwater aquarium is a12-hectare park featuring fish and other wildlifefrom eight of the world’s major rivers: the Congo,Ganges, Mississippi, Amazon, Mekong, Nile, Murrayand Yangtze. The aquarium is made at a cost ofover USD 160 million. There are nearly 300 speciesof animals on display at River Safari, of which 42species are endangered.The new freshwater aquarium measures 2,000cubic meters and has a viewing area measuring 22meters by 4 meters. Singapore is already home tothe world’s largest oceanarium. SEA Aquariumfeatures more than 100,000 marine animals andcontains 45 million litres of water. The largest salt-water aquarium was opened in November.In the Amazon Flooded Forest exhibit, the touristscan wander through a viewing tunnel windowmeasuring 22m by 4m with a volume of 2,000cubic metres (around 440,000 gal). Animals thatcould be seen in the park include catfish,salamander and manatees. The exhibit houses 18different species of fish and animals, includingarapaima, piranha and river otters. The body's own "training manual" for attacking HIVhas been recorded by US scientists and it is hoped itcan be used to design vaccines. HIV mutates in orderto survive the onslaught of a patient's immune system.

However, some patients develop highly effectiveantibodies that can neutralise huge swathes of HIVmutants. A North Carolina team analysed the arms racebetween body and virus,published in the journal Na-ture, and has shown how these antibodies are made.

When someone is infected with HIV, their bodyproduces antibodies to attack it. But the virus mutatesand evades the offensive, so the body produces new an-tibodies that the virus then evades and the war goes on.However, after about four years of this struggle somepatients hit on to a winner by targeting something thevirus finds harder to change - an Achilles heel. "Eventhough the virus mutates and there are literally millionsof quasi-species of virus because of all these mutations,

but there are parts the virus can't change otherwise thevirus cannot infect - these are the vulnerable sites," ProfBarton Haynes, of Duke University, in North Carolina,explained. At this stage of the infection it is far too lateto make a difference for the patient as the virus is hidingin untouchable reservoirs. However, some researchersbelieve that vaccines that encourage the body to pro-duce these "broadly neutralising antibodies" may givepeople immunity to the virus.

SuPer AnTIBoDy: The research team's study isbased on a patient in Africa who had a rapid diagnosis,about four weeks after being infected with the virus.They were eventually able to produce an antibodynamed CH103 that could neutralise 55% of HIV sam-ples. It was not produced in one easy step. Rather itwas the product of the war of the immune system andHIV trying to out-evolve each other. However, throughregular genetic analyses of both the immune systemand virus, researchers could piece together each of thesteps that culminated in the production of CH103. ProfHaynes said: "What we were able to do was map outthe arms race of both virus and antibody, and in doingso we have now a map. This is the first time we'vebeen able to see the actual road map." He said the chal-lenge now was to see if re-creating those steps couldlead to a viable vaccine. However, he said it would al-most certainly need to be a vaccine combining multiple"Achilles heels" - in the same way that HIV therapiesare a combination of drug treatments. nEWS dESK

But the illness is caused by theEpstein-Barr virus (EBV), which themajority of people carry from when theyare a baby. "Most people get infectedwhen they are very young - babies fromsharing a spoon with their mother orfrom being kissed," he said. "For the vastmajority of people it doesn't have anyeffect, and they carry it in their saliva forthe rest of their life. "But if you're one ofthe relatively few people - maybe about10% of people in the UK - who was notinfected when they were a baby, andyour first infection is when you're anadolescent or adult, then you maydevelop glandular fever. "What thedisease essentially is is a very chaoticimmune response to EBV, so all thesymptoms like swollen glands in theneck and fever are just acute immuneresponse symptoms.

states at the dialogue that the stalledAfghanistan reconciliation process must bepushed forward and all key stakeholders,including the US and Afghanistan, shouldsupport the efforts to reach out to theAfghan Taliban for peace dialogue.

A source seeking anonymity said Is-lamabad, Beijing and Moscow also wantedthe US to ensure peace and stability in thewar-ravaged country before the departureof its troops from Afghanistan, which wasslated for 2014.

“Pakistan, China and Russia, all thethree states wants a responsible US exitfrom Afghanistan,” the source said.

He said that there was consensusamong the three countries that in case therewere no responsible US exit, Afghanistancould again plunge into war and strife thatwould be detrimental for the regional peace

and stability as well.With its eyes fixed on 2014 for the

smooth departure of American troops, theObama administration is eager to holdpeace talks with the Taliban and wants tosee the Mullah Omar-led Taliban insurgentstalking to the Afghan government.

Atthe time, Pakistani officials saidMeziche was probably heading toSomalia.However, experts said he had been enroute to Pakistan’s semi-autonomoustribal belt on the Afghan border, said tobe an al-Qaeda and Taliban stronghold.Investigators believed Meziche could have been taking theother three to the tribal belt close to thePak-Afghan border.Officials said the three men left Francein January 2012, telling their families inOrleans south of Paris that they weregoing on pilgrimage to Mecca in SaudiArabia. However, five months later theywere detained in Pakistan.On Thursday a French diplomatic sourceconfirmed that the last of the threesuspects was now back on French soil,after being deported over the last 48hours. The 13-member interim federal cabinet is goingto hold its maiden meeting on Friday (today), withcaretaker Prime Minister (PM) Mir Hazar KhanKhoso in the chair, to chalk-out a security plan toensure a peaceful and secure environment duringthe upcoming general elections.

A source in the government told PakistanToday that the federal cabinet is likely to be givena presentation on the security plan for the upcom-ing polls while briefings on an energy plan and abudget strategy paper for the year 2013-14 mayalso be presented. “Since the cabinet is going tohold its maiden meeting, the new ministers wouldbe taken into confidence on measures to beadopted to ensure peaceful elections,” the sourcesaid, adding that law and order was of paramountimportance for the country.

The source added that the budget strategypaper had been approved by the outgoing cabinetbut there was a need for the new cabinet to discussthe matter. “The matter may be delayed due to onereason- there is no minister for finance in place,”the official added.
