EUROPEAN HEALTH CARE

European citizens and professionals will benefit from seamless electronic procedures for starting a company and providing business services across borders. Formalities relating to business startup will be made simpler by digital communication. The Points of Single Contact where e-SENS solutions are implemented will enable access to clear and comprehensive information on documents and processes. The businessperson will be more easily guided to the procedure and the requirements that need to be fulfilled. e-SENS will increase security and the level of trust between businesses and the competent authorities. The pilot will enable seamless cross-border processes to be executed online, thus avoiding the costs of travelling and completing formalities in the traditional way.The pilot builds on the experiences of the SPOCS project for facilitating the cross-border provision of services.

Health problems may arise when travelling abroad. European citizens will benefit from easy access to healthcare in Europe without concerns about additional costs. A health professional will be able to obtain insurance confirmation from the patient’s health insurance organization in real time. Hence free healthcare can be provided even when the EHIC (European Health Insurance Card) is missing. Moreover, cooperation between national systems will enable patients to receive medication that they have been prescribed in their own country.The work carried out under the project aims to improve the efficiency of the process for healthcare providers, health professionals and patients. The pilot builds on the experiences of the epSOS project, extending its workflows into new areas.

Access to cross-border legal procedures will be simplified in the area of e-Justice, with a strong focus on matrimonial matters. International marriages are subject to a number of consequences in cases of separation or annulment. The e-SENS pilot will enable the registration of judgments as well as enforcement of court decisions (e.g. a decision on divorce, a maintenance obligation which has not been respected, or outstanding maintenance credit) in another member state. The pilots in the e-Justice area will also support European businesses in the efficient recovery of outstanding debts, by making it possible to obtain an account preservation order electronically.The pilot builds on the experiences of the e-CODEX project for making justice in Europe more efficient.

Governments are the largest buyers in the world. Electronic procurement provides easy access to a large number of tendering opportunities across Europe, broadening sales markets for businesses. The project pilot will enable the switch to electronic communication for key phases of the procurement process. e-Procurement testing will include major phases of electronic tendering – the awarding of a contract, as well as continued efforts to streamline the processes for post award including invoicing. As a result, the administrative burden will be reduced, and European companies will be able to complete their bidding preparations more quickly and in a structured manner.e-SENS makes use of the experiences of the PEPPOL project for making procurement easier.

The aim of e-SENS is to develop ICT-based solutions for seamless cross-border communication with public authorities. Their real-life testing - piloting - enables actual transactions among public administrations, or between them and European citizens and businesses.
