It is worrisome to wake up tothe news of the brutal death of asixteen year old boy. It is even more worrisome tobe told that, at the time of hisdeath, the boy is believed to havebeen drunk as a consequence ofpurchasing and consumingalcoholic beverages in at leastthree bars. By all indications, the policeseems content with havingarrested 4 persons for themurder and this appears to bethe extent of the investigation. In our humble opinion, theinvestigation should not onlyend with the arrest of thosesuspected to have murdered theboy, but it should also extend tothose responsible for theobvious violation of Chapter 150of the laws of Belize which, atSection 44 (1) of IntoxicationLiquor Licensing Act, Chapter150 of the Laws of Belize, reads“No license holder shall sell ordeliver or allow any descriptionof liquor to any person underthe age of eighteen years.” If we are serious about takingmeasures to correct the ills in oursociety, then investigationsshould go all the way and notonly half way. By all indications,this is not a case where the boywas sneaking a beer here andthere, he had money in hispocket, he was bar hoppingultimately reaching to the pointwhere he passed out and fellasleep resting his head on a table

inside a bar room. There are competentinvestigators in the PoliceDepartment, hence there is noneed for us to spoon feedthem. Notwithstanding howeverthe boy was accompanied by atleast five persons as he hoppedfrom bar to bar. Is there anyinterest in tapping into thisresource thereby extending theinvestigation to the point ofinstituting action against thoseliquor establishments that wereapparently more interested indrawing the cash out of thisboy’s pocket than in upholdingthe law of the land? The excessive consumption ofalcoholic beverages renders astrong, grown man helpless andfeeble, the effects on a child istherefore even greater. Unless we get serious, thevillage is not doing anythingto raise the child.

Ignacio Police encountered amale person undergoing medicaltreatment inside the emergencyward. The victim was identifiedas Justin Gongora, 21, BelizeanSurveyor of a Maya Vista Streetaddress in San Ignacio. He was observed with a stabwound to the right side of thechest and a large cut wound tothe lower right side of his bellywith his intestines exposed. In a statement to the police,Gongora informed them that hewas walking with his brothertowards the Eagle’s LandingRestaurant from the Faya WataNightclub when they wereattacked by two persons whom

he identified as Gabino GarnettJr. and Mike Zaiden. In astatement to the police Gongorainformed that the injuries wereinflicted by Garnett and thatZaiden punched him in the faceafter which they fled the scene. Police investigations led to thearrest of Miguel Zaiden, 38,Belizean laborer of #122 GeorgePrince Avenue, Santa Elenawhile Garnett remains outsidethe reach of the long arms of thelaw. Zaiden appeared beforeMagistrate Kathlene Lewis onWednesday where the charge ofattempted murder was read tohim. The matter was adjourneduntil Thursday, July 16, 2009.

Dear Editor, Is there anybody anywherewho can do something about allthose derelict and scrappedvehicles on Bullet Tree Roadright here in San Ignacio Town. I am calling our our Area Rep-resentative, the Mayor andCounsellors to visit the areaespecially ata around 8:00 am onweekdays so that they may seefor themselves how our childrenand even regular pedestriansmust dangerously maneuverbetween these unsightly vehiclesand passing traffic. I pray that some correctiveaction be taken before it is toolate as last week’s dead oflittle Jose Garcia Jr., by trafficaccident on the streets of BelizeCity, is still fresh in our minds. The other concern I want tobring up is the dangerouspractice of village buses lettingoff primary students at the cor-ner of Bullet Tree Road and Jo-seph Andrews Drive as we seethese children dangerous rush-ing across that busy intersectionon their way to Sacred HeartPrimary School. This is true butthere are still some wrecklessdrivers who do not respect thesespeed bumps. and The third issue of concern is allthat noise coming from LegendNightclub. The owners of this club shouldshow some consideration for theneighbours, especially studentwho need to study and youngchildren who must get a goodnight’s rest if they are to developphysically and mentally. The would-be robber was shotdead by the Chinese proprietorof the store. We have heard the familiarsaying that, “Justice DelayedIs Justice Denied”. The now deceased, young boy,Richard Flores, was chargedwith several counts of attemptmurder for having thrown agrenade into a crowd of innocentbystanders, as they line thestreets to watch the annualSeptember Carnival Parade.This cowardly act could haveresulted in unmatched masscasualties. Flores was arrested and takenbefore the courts but justice forthis would-be mass murdererwas delayed. However, eightmonths later this boy’s lifeabruptly ended. He was cutdown. His life was taken duringa foul attempt at a robbery. The question must thereforebe asked “Was justicedelivered swiftly? In thisinstance, Justice was deliverednot by the courts, but by a juryof his own actions. It is indeed a sad day forBelize, when the acts of justiceor what justice stands for has tobe exacted by the consequentialhand of society itself. We are now faced with anunpredictable up turn in thefacades of justice in which ourworst fears , our worstnightmares have been realized,being the birth of vigilantismto solve the issue of rampant,escalating, violent crimes. It is heart wrenching whenwe hear the news of abusinessmen, in the act ofprotecting his own life and hisproperty, has resulted in himtaking a life. We hear the silentwhispers in the corners ofsociety like: “well done”, “it isabout time”, “another robberto the grave”, and we celebratewith a silent, but temperedsatisfaction that this personno longer roams our streets. To think that an individual whocarried the intent of harming

innocent people walked free inour society only to commitfurther crimes. He waseventually and ironically judgedby an indiscriminate bullet thatserved only to protect the liveswhich he sought to take is farcry from poetic justice. Belize has always been, likemost democratic countries, a“Nation of laws”; however werely on the system of things tomaintain the laws of the land andcreate the necessary order. The courts in our country arevested with the power andauthority to try offenders andconvict them where possible andeventually send them away toprison. Had justice been swift and notdelayed, then certainly Mr. Tongwould not have carried theburden of living the nightmareof having done the job that aproper justice system should

have done but failed to do. We are creating a mostunsatisfying precedent amongourselves, a precedent whichstates, that if the courts cannotresolve the dispute, then we shalltake matters into our hands andresolve it on our own. So what now, Does Mr. Tongreceive the honor of a hero, thesympathy of a victim or is henamed as a paradox that cementsthe loop holes within our legalsystem? Do we tip our hats to him ordo we condemn the system thathas made him an unexpectedchampion of the people’s rightand liberties? God only knows how Mr. Tongsleeps at night with the strainthat such a dreadful incident hashad on his family, his conscienceand his life. Yes, Mr. Tong’s justice hasbecome the justice that the Town

now seeks to exact in order toremedy the failures of oursystem. We are now creating amaddening acceptance ofdisbelief in our legal system andstrong belief in the exacting ofpersonal and vindictive revengein the form of one’s own idea ofjustice. If left unanswered orunchecked our society of lawsshall depreciate into a society oflawlessness, as the scales ofjustice is tipped with revenge onone side and death on the other.There is no reason for us to paythe price of freedom by causingdeath or punishment. Thatresponsibility is reserved for thehands of the gatekeepers andcaretakers of the law itself. Noone else should carry thatburden for the state, but as ofrecent, if this is the modusoperandi, then so shall it be –and then law shall be no more.

The Government of Belize is offering Professional and TechnicalScholarship Awards for 2009. These scholarships are tenable ONLY atthe University of the West Indies, the University of Technology inJamaica, and the University of Guyana.

Limited to the AwardsThe scholarship award is limited to Bachelor’s Degree Programs onlyand is applicable for a maximum of three (3) consecutive academicyears of study so far as students remain in good standing for theduration of the program. Only in exceptional cases will the Ministry ofEducation consider Post Graduate Programs.

Coverage of the AwardsThe scholarship covers tuition (including Economic Cost), allowancesfor room and board, books and incidental expenses. The quantum ofsuch allowances will be based on recommendations obtained by theMinistry of Education from the respective Universities. Airfare andmatriculation cost will NOT be covered under the scholarship award.

The case has been placed on aseven weeks adjournmentwith the next hearing set forThursday, July 23, 2009. Our investigations revealedthat on Saturday, May 30, thedeceased, Selvin CarlosGarcia, along with a friend alsofrom Santa Familia village, weredrinking in Santa Elena Townwhen they were attacked by agroup of boys at a bar on CarilloPuerto Avenue, Santa Elena. Thefriend, Arscenio Cano, emergedfrom the attack with an injuryto the face. At around 7:30 thatSaturday night they visited theSan Ignacio police and reportedthe attack. Realizing the drunken state inwhich they were in, the policetransported Garcia and Cano tothe river crossing near BranchMouth and watched as theycrossed the rope bridge. They reportedly continueddrinking at a bar in the villageand when the bar closed ataround 11:30 pm, the deceasedalong with three brothersboarded a taxi that had gone tothe crossing to drop off apassenger and proceeded to SanIgnacio Town stopping off at theCocanatz Pit Pan Bar in the areaof the bus terminal in SanIgnacio Town. When it became clear thatthe deceased could no longersponsor the drinks, the threebrothers reportedly departedleaving the deceased in thecompany of a male, San IgnacioTown resident. Having apparently had toomuch to drink, the deceasedrested his head on a table insidethe bar and fell asleep. At about1:30 am he was shaken from adeep slumber and ordered toleave the bar. He staggered outof the bar with the San Ignaciofriend following behind. Whilethey were walking away fromthe bar they reportedly cameupon a group of persons outsideand one of them ordered the SanIgnacio friend to remove the redwarm cap he was wearing.Some harsh words wereexchanged and the San Ignaciofriend was punched in the face.He reportedly fell to the ground,sprang to his feet and ran off.The group then reportedly turnedtheir attention to deceased

and attacked him. When thecommotion subsided, the victimwas left on the ground bleeding. San Ignacio police reportsrushing to the scene where, infront of the recently openedAlliance Bank, they came upona male person on the groundbleeding from injuries to thebody. The injured person wasrushed to the emergency room atthe San Ignacio Town Hospitalwhere he was being treated fora stab wound to the right side ofthe abdomen and another to theleft side of the chest. He did notsurvive the injuries and isreported to have passed awayabout 30 minutes after he wasadmitted. The deceased was subsequentlyidentified as Selvin CarlosGarcia, 16, Belizean laborerfrom Santa Familia Village,Cayo. The body was transportedto the morgue at the KarlHeusner Memorial Hospital onMonday, June 1, where the postmortem examination, conductedby Forensic Specialist, Dr.Mario Estradabran, certifiedthe cause of death as“exsanguinations – internaland external bleeding due tostab wounds to chest andabdomen.” For the purpose ofthe post mortem examination,the father, Marcel CarlosGarcia, identified the deceasedas his eldest son. The deceased was laid to reston Tuesday, June 2, in his homevillage, Santa Familia.
