SECTION 1. NONIMMIGRANT TRADERS AND INVESTORS 3

FROM ISRAEL. 4

Israel shall be deemed to be a foreign state described 5

in section 101(a)(15)(E) of the Immigration and Nation-6

ality Act (8 U.S.C. 1101(a)(15)(E)) for purposes of 7

clauses (i) and (ii) of such section if the Government of 8
