HOMEOWNER RIGHTS & RESPONSIBILITIES As a homeowner in our association, you have certain rights and responsibilities. You have the right to

A responsive and competent community association. Honest, fair, and respectful treatment by community leaders and managers. Attend meetings, serve on committees, and run for election. Access appropriate association records (see the website for a copy of our policy, Resolution 2010-15r1). Prudent financial management of fees and other assessments. Live in a community where the property is maintained according to established standards. Fair treatment regarding financial and other association obligations, including the opportunity to discuss pay-ment plans and options before the association takes any legal action, and the right to appeal decisions. Receive all rules and regulations governing the community association—if not prior to purchase and settlement, then upon joining the community.

You also have the responsibility to

Maintain your property according to established standards. Treat association staff and leaders with honesty and respect. Read and comply with rules and regulations of the community and ensure that your tenants and guests do too. Let your neighborhood representative know your thoughts on board elections, and on other issues. Pay association assessments and charges on time. Contact association staff or managers, if necessary, to discuss financial obligations and alternative payment arrangements for your assessments, if necessary. Provide feedback to the association on matters that af-fect the community. Provide your current contact information to the associa-tion so you can receive important updates about the community.

BEING NEIGHBORLY Complaints can usually be resolved by neighbors being courteous and respectful to one another. Some common complaints we hear about include:

Unleashed pets, pet waste in yards and common areas, and barking dogs – We encourage you to enjoy your pets, but we also want to ensure that it s not at the expense of your neighbors. There are very simple things you can do when walking your pet:

Keep your pet safely on a leash. It s the law! Take a bag with you to collect your pet s waste. Dispose of pet waste in trash cans that NTRCA has provided in various locations. If your dog barks a lot, bring him/her indoors. Your dog s barking may not bother you, but it may bother your neighbors.

Trees, shrubbery and landscaping – Our neighbor-hood has many mature trees. Look closely at your tree limbs, and if they are hanging over your neighbor s prop-erty or touching rooflines, trim them away.

Parking – Residents are encouraged to park IN THEIR OWN driveway. If you must park on the street, be cour-teous and park in front of YOUR own home, being care-ful to not block access to a neighbor s driveway and/or the sidewalk. Also be mindful of trash collection dates; a car parked in the street may prevent the trash truck from making pickups on your street.

Garbage cans – Please put out trash cans only on gar-bage pick up days, and move them out of view immedi-ately after pickup. Lingering trash cans are unsightly.

Communication – Remember, open communication is key to avoiding neighbor conflicts or misunderstandings. Keep your neighbors in the loop when something may affect them (ie, major construction work, hosting a party, etc). Fence Repair and Replacement

If you are planning to replace your wood fence, be advised that ALL wood fences must be two or three rail, No. 1 or No. 2 Western Red Cedar, one (1) inch by four (4) inches or one (1) inch by six (6) inches vertical notched pickets with no wane or rot holes, and with minimal knot holes. Pine wood pickets are NOT permitted. For questions about fence replacements, call the Compliance Office at 281-565-0616.

National Night Out (NNO) is an annual nationwide campaign that promotes police and com-munity partnerships, as well as neighbor-to-neighbor relations to help make the community a safe and caring place to live. It is also designed to foster good relationships between resi-dents and law enforcement, and it provides a great opportunity to bring police and residents together under peaceful and positive circumstances. The campaign promotes the values of safe communities to millions of residents from all fifty states, U.S. territories and military bases worldwide (visit www.natw.org).

What is National Night Out?

How does NTRCA help promote National Night Out? NTRCA works closely with the Sugar Land Police Department to encourage each neighborhood to host a National Night Out block party New Territory staff works to identify a designated party host for each neighborhood, and then provides that person with some party supplies and modest funds for food and/or door prizes to help encourage participation.

The block parties throughout New Territory vary greatly in size and participation we ve seen large gatherings of 50+ residents holding a pot-luck dinner, and we ve seen small gatherings of a dozen or so neighbors meeting up in a culdesac to let the kids play and get to know each other. First responders from the Police Department and Fire Depart-ment also make rounds in the community to visit many of the block parties. It s always exciting when a police cruiser or a fire truck joins the party with flashing lights!

What do I need to do? A party can t happen without a Party Host! Each neighborhood needs an individual, or a team of individuals, to step up and coordi-nate their neighborhood s event.

Being a Party Host is easy and fun! The host chooses a party location (typically a driveway or culdesac) and then communicates the location to the rest of their neighborhood (NTRCA staff can help with this). Then, using the party supplies and funds that NTRCA provides, the host sets the stage for a casual and welcoming evening outdoors where neighbors stop by and get to know one another. There s no need to plan an agenda or anything extravagant... the party will happen on its own!

Here is where we need your help

If your neighborhood already has a party host confirmed, you simply need to show up and meet your neighbors! The parties are scheduled to run from 6:00pm until dusk, so make a plan to walk over and meet your neighbors. Stay for a short while, or stay until the end... The most important thing is that you show up and show your neighbors that you care about the safety of your community!

The Board of Directors has guided the organization into a stable financial position with a fully-funded Capital Reserve fund. In addition, the Board has set aside 4 months of NTR-CA operating expenses into an emergency fund. This fund would allow operations such as landscaping, lake maintenance and other maintenance-related functions to continue if a natural disaster were to hit New Territory and limit our normal revenues (like Hurricane Harvey almost created). This is sometimes referred to as a surplus, but is actually a con-tingency fund. Running our balance sheets showing this surplus is an intentional strategy toward New Territory s financial stability, in much the same way a household sets aside a rainy-day fund for a family emergency, just on a larger scale. Responsible money man-

agement is a priority for our Board and Staff, and residents are encouraged to attend monthly Board Meetings to learn more about the financial operations of the Association. If you have questions, contact the Executive Director at [email protected].

Board Meetings are held on the third Monday of each month at 7:00pm. All residents are welcome to participate. Residents may address the Board during the Homeowner s Segment of the Agenda, regarding any matters re-lated to Association business. Residents who wish to speak must notify the meeting organizer and present the organizer with a Speaker Request Form, available at the sign-in table. Residents will be allowed a maximum of three minutes to address the Board. In the event of a remote Board meeting (via ZOOM), residents can get a Speaker Request Form by emailing [email protected].

06.21.2021 NTRCA Board Meeting — held via Videoconference/Teleconference The Meeting was called to order at 7:05pm by Board President Michael Cassidy, and the agenda was adopted. The Board approved the Minutes of the April 19th Board Meeting. Debra Simpson presented the Treasurer s Report for April 2021. Bo Hahn presented the Parks & Recreation Director s Report, which included updates on Recreation Programs and Parks and Facilities projects. Michael Walker presented the Executive Director s Report which included updates on contracts for services and com-mon area projects, repairs and maintenance. Michael Walker provided a brief update on LID #7 activities and projects. The Board authorized Staff to renovate the Cambridge Park neighborhood monument as a small-scale sample before implementing the Monument Master Plan throughout all main entrance monuments. The Board approved the 2020 Audit Report for NTRCA. The Board authorized the use of additional capital reserve funds to replace the utility vehicle for the Parks and Facili-ties Department. The Board authorized the use of 2023 Pointe Royale capital reserve funds for emergency repairs to fountain lights. The Board adopted state-mandated revisions to the NTRCA Design Guidelines. The Board authorized funds for installation of shade structures at the four community pools. The Board denied a homeowner s appeal for a deed restriction violation.

Volunteer to Serve on a NTRCA Committee Have you ever thought about serving on a NTRCA committee? Do you wish to enact change or be involved in some aspect of community operations? Your volunteer service on a committee will allow you to dig deep into the policies that drive certain processes, and give you the opportunity to work toward process improvements.

Each year, half of the members of each committee are appointed (or re-appointed) by the NTRCA Board of Directors. Below is a list of the committees available for service. If you are interested in serving on a Committee, send an email to [email protected] with your name, property address, the committee on which you hope to serve, and a brief bio statement to share your reasons for serving and what you feel makes you most qualified to serve. At the time of the chosen committee s appointments, your request to serve will be presented to the NTRCA Board for appointment consideration.

Who s Responsible For That? Generally speaking, the Association is responsible for repairs and maintenance of elements that are shared by all the residents of the community, which are referred to as common-areas . Residents are individually respon-sible for repairs and maintenance of their own homes and private property, all the way to the street. However, there are some exceptions to these general rules of thumb:

1. The City repairs damaged sidewalks in front of a home that runs parallel to the street, and res-idents can report any sidewalk concerns to 3-1-1 or send an email to [email protected]. The excep-tion to this is for those living in our gated communities. The City will not clean sidewalks; all homeowners are responsible for cleaning or pressure washing the con-crete and hardscape areas around their home.

2. The US Postal Service is responsible for cluster-unit mailbox maintenance and replacement, as well as distribution of the mailbox keys. Visit the Grants Lake Post Office location at 3130 Grants Lake Blvd, or call them at 281-494-4150.

3. Referred to as exclusive-use common areas or limited-use com-

mon areas , these are the common areas within a gat-ed community that are only accessible to the residents living within that gated community. The residents of gated communities pay an additional yearly assess-ment for the Association to maintain the common are-as inside the gates.

The NTRCA is responsible for the Association Office and The Club, as well as over 450 acres of parks, trails, playgrounds, swimming pools, and other recreational facilities.

Neighborhood Reps are elected by the residents of their immediate neighborhood. They attend monthly Rep Meetings, and they are encouraged to attend the monthly Board meeting as well. Their main job is communicating with their neighbors! Reps share information with, and speak on behalf of, the residents in their neighborhood. Reps advise the Board of Directors in making informed decisions based on the needs of their neighborhoods. Reps also vote on behalf of the homeowners in their re-spective neighborhoods at the yearly Board of Directors elections. And finally, Reps familiarize themselves with NTRCA staff so they re able to refer people to the appro-priate person when there s a question or concern. Neighborhood Reps work for the betterment and general improvement of their own community. Serving in this vol-unteer capacity gives that neighborhood a chance to have their voices heard, and to have an impact on deci-sions affecting their neighborhood and the community as a whole. Plus, it s a wonderful opportunity to get to know your neighbors!
