This proposal is response to the East Baton Rouge Public School Board (EBRPSB) issued Request for Quote and Qualifications (RFQQ) for Consulting Services Executive Search (RFQQ #5-19). The team of SSA Consultants, Franklin & Associates, and Bayard Management Group are pleased to submit this response for consideration by the School Board as they seek to engage a search firm to conduct a national search for the next Superintendent for the School System.

By submitting this response, the proposal team agrees to provide a "full service" engagement providing input on best practices to accomplish the search which includes the responsibilities outlined in the RFQQ. Proposal team members have experience with educational systems, specifically with East Baton Rouge Public School System, and with providing executive search services. Moreover, the proposal team members are members ofthe Baton Rouge community who care deeply about the successful future of the school system.

This proposal includes (1) the required Exhibit A: Certifications and Assurances, (2) Exhibit B: Proposal Team Information including qualification and references, (3) SSA Board Resolution,1

and (4) Financial Proposal. 6 Christel Slaughter, PhD I Chief Executive Officer

Dr. Christel Slaughter is the Chief Executive Officer and a partner at SSA Consu ltants, and for nearly 30 years, has led organizational change and planning efforts for hundreds of clients across the United States .

Some of her work includes leading the cultura l organization transformation of a publicly traded community bank; designing and implementing an award­winning customer service program for a large healthcare institution; leading an ongoing organizational development, design, and bui ld-out of the Louisiana Emergency Response Network; and designing integration strategies for the State of Louisiana's multibillion-dollar coasta l protection and restoration efforts. Dr. Slaughter also worked to establish and implement Blueprint Louisiana, a statewide grassroots reform effort. She is also Project Director of the East Baton Rouge City-Parish Green Light Plan, serving as the direct link between loca l government officia ls, program management team members, and the communities and stakeholders they support.

In addition to client engagements, Dr. Slaughter is also a nationally recognized public speaker, presenting at notable conferences such as the National Association of Bar Executives, the Louisiana Association of Nonprofit Organizations, and the Diocesan Fiscal Management Conference.

Prior to embarking on her consulting career, she served as a faculty member at Louisiana State University for seven years as a Distinguished Alumni Professor. Dr. Slaughter holds a Bachelor of Science in Marketing and a doctorate degree in Systems Management and Organizational Design from LSU, and while preparing for her doctorate, the Academy of Management Doctoral Consortium selected her as one of the top 35 doctoral students in the nation. In 2009, she accepted an invitation from the Dean of LSU's E.J . Ourso College of Business to teach a course in the Flores MBA Program as an adjunct professor.

Dr. Slaughter, through her civic leadership efforts, has served as a search committee member for several recent executive searches, such as the executive search for the Franciscan Missionaries of Our Lady Health System.

• City of New Orleans, Retail Market Study- Contracted to design and conduct a market survey that assessed the shopping preferences of pedestrians in downtown New Orleans. Conducted individual surveys on the main streets of downtown New Orleans, and develop an online survey for area businesses. Synthesized and formatted the survey results for analysis and inclusion in the final report.

Community Development

• Town of Wilson, Louisiana- Contracted to write a grant to the Louisiana Office of Community Development for Block Grant funding for the repair of the sewer and water pump stations and sewage pond, including replacement of 6 new pump/motors. As a result of a grant award, the town eliminated environmental health hazards plaguing the entire community.

• Tallulah Gas, Business Expansion/ Analysis into Louisiana Delta Region- Contracted to coordinate public meetings related to the economic, social, and safety risks/benefits of a proposed Natural Gas facility; data collection and analysis of public comments; communication with the general public and media inquiries related to the project, conduct an assessment of natural gas facilities across Louisiana and the economic and social benefits and challenges of the facilities on their communities. Conducted a review related environmental assessment(s) and permits, including a review of compliance with the Federal Energy Regulatory Agency.

Healthcare • New Orleans Business Alliance: Healthcare Workforce Gap Analysis- Contracted to

conduct research related to hiring and employment practices of local healthcare employers. Conducted research on the role of anchor institutions as a catalyst to workforce development and economic prosperity. Developed interview questions and conducted interviews with dozens of healthcare employers and educational institutions that work to hire and develop a healthcare workforce pipeline. Drafted and edited the final report.

Finance • Southern University Alumni Center Finance Planner- Contracted to coordinate a team

to develop a finance package, market study, and feasibility analysis for the future Southern University Alumni Center- which includes the use of New Market Tax Credit and Tax Exempt Bond Financing.

• Lafourche Parish Government- Contracted to perform a compensation study of all parish employees, which includes; assessing current employee compensations, examining current compensation policies, conducting a job analysis of all current parish positions, and creating a matrix that compares parish salaries and wages with comparable civil service jobs across the State of Louisiana.

Education • Louisiana Board of Regents Youth and Adult Educational/Community Assessment of the

Louisiana Delta Parishes- Contracted to design and implement a Community Assessment and Educational Gap Analysis of Tensas, East Carroll, and Madison Parishes. The firm assessed the current economic and educational challenges of the community, current programs and funding being utilized to improve the education and economic vitality of the region, and made recommendations in public policy to improve the educational and economic opportunities of the region.

• Business Expansion and Community Relations Strategist, Advance Innovative Education -Contracted to Support the organization in marketing and recruiting talent to the Principal Certification Program. Coordinated and facilitated workshops related to Service Learning and Connecting Schools to Communities, as well as other workshops as required by the standards established for school leaders by the Louisiana Board of Elementary and Secondary Education (BESE).

• Firstline Schools, Research/Data Collection/ and Analysis of Student Performance and Individual Graduate Plans- Contracted to collect data related to the student population at Joseph Clark High School. The data included student attendance and disciplinary records, standardized test scores, demographics characteristics, graduation rate, place of residency, pending judicial issues, special educational needs, etc. Contracted to develop an Individual Graduate Plan for each student to ensure students were on the correct path to graduation.

• East Baton Rouge Parish Annual Reports- Contracted to collect educational performance data related to the East Baton Rouge Parish Head Start Program. Designed surveys, reviewed performance indicators, performed comparative analysis of previous year's performance outcomes, acknowledged successes, highlighted student, faculty, and community achievements (Contracted for 8 years).

Workforce Development

• Governor's Office of Women's Policy Strategic Alignment Project- Contracted to update the Louisiana Governor's Office of Women's Policy Strategic Plan and develop action related to policies, with timelines, and accountability that align with the agency's statutory authority to uplift women in the state of Louisiana.

Human Resource Management & Organizational Development

• Strategic Planner-for the Southern University Office of Research and Strategic Initiatives -Contracted to conduct a workforce analysis of job tasks, job descriptions, and assessed organizational performance and made recommendations for a new and more effective organizational structure.

• Baton Rouge Primary Care Center Workforce Training and Organizational Development Consultant- Contracted to review and analyze personnel skillsets and organizational policies and procedures. Developed recommendations to strengthen organizational policies and procedures and train staff on new organizational policies and procedures, including the health information portability act, Occupational Safety and Health Administration health guidelines, and Joint Commission on the Accreditation of Hospitals guidelines.

• Program Governance and Human Resources Assessor for East Baton Rouge Parish Head Start- Contracted to review the governing structure of the Agency, including organizational chart, job descriptions, personnel performance evaluations, human resource management functions, and programmatic outcomes on children and families to ensure compliance with federal laws. Contracted to develop performance improvement plans, as required by federal law.

• Human Resource Management Planner and Training Consultant for East Baton Rouge Council On Aging- Contracted to manage all human resource functions of the agency, including staffing, terminations, layoff planning and implementation, health benefits enrollment, payroll, workers compensation claims, unemployment insurance claims, EEOC complaints, workforce training, and other labor relations functions.

• Human Resource Management and Staff Training Consultant for Capitol City Family Health Center- Contracted to lead the agency in reorganization, including evaluating employee performance, training and development, updating employee handbook, managing employee layoffs, writing job descriptions, and updating the employee pay and compensation plan.

• Customer Service Workforce Training & Development- Capital Area Transit System (CATS). Contracted to design and conduct a Customer Service Training with Department Managers and Senior Staff. Staff was trained in identifying and meeting customer service expectations, professionalism, effective communication, dealing with difficult customers, assessing individual behaviors, and being organized.

• Customer Service Workforce Training & Development- City of New Orleans, Office of Workforce Development. Contracted to design and conduct Customer Service Training with unemployed residents of Orleans Parish (particularly those seeking employment

with one of the parishes newest employers, COSTCO). Residents are being trained to identify and meet customer service expectations, professionalism, effective communication, dealing with difficult customers, and assessing customer behaviors to adapt and provide quality customer service.

• Program Evaluation for the United Way of Southeast Louisiana- Contracted to perform a program evaluation related to employment skills and competencies gained by youth who participated in the workforce development programs during the 2013, 2014, and 2015 year. The final report provided recommendations to ensuring the program's future success.

• 2015-2016 East Baton Rouge Head Start Community Assessment- Conducted a study on the status of public health, educational, workforce, childcare, and other social and economic needs of East Baton Rouge Parish as a federal mandate of the East Baton Rouge Parish Head Start program.

• Orleans Parish School Board Student Population Projects- Hired by GCR Inc. to collect and analyze rental housing data in Orleans Parish (current and future) in an effort to use this data to predict the student population of the Orleans Parish School Board. This data will be used in determining the future workforce and school building development needs of the Orleans Parish School Board.

• Southern University Office of Career Services- Hired to assess the organization structure of the Office, compare the structure of the Office to other comparable Career Services Offices across the country, and make recommendations for improving the structure to increase opportunities for student job placements.

Ending Predatory Lending • Louisiana Community Reinvestment Coalition Anti-Predatory Lending Advocacy and

Awareness Campaign- Contracted to developed advocacy strategies to advance policies and legislation to eliminate unfair lending practices in the state of Louisiana. Worked closely with the Louisiana legislature to bring increased awareness about unfair lending practices and policies.

Financial Proposal

The financial proposal for consulting services to provide executive search firm services as outlined in the RFQQ is $49,500. This includes all consulting time for the proposal team (labor, local travel, etc.).

This cost does not include any hard costs associated with the executive search such as candidate travel for in-person interviews or placement of job advertisement. Any hard costs will be coordinated with the School Board (or their designee) in advance and in compliance with any procurement procedures.
