· •eiberg, Chief of Engineers, sent to the Engineer Family around the world.

From the dawn of civiliza­tion, people have gathered together for festivals, holidays and support. Happy exchanges during the dark winter months were meant to give warmth and to ensure a good year ahead. Candles and lamps were kindled to give light and foster hope.

This holiday season is especially heartwarming for (I) entire Corps family. We

\ re seeing to it that Army families, at home and abroad, are receiving the encourage· ment and support they deserve.

Over this past year,, we have united our efforts and responded to the challenge to upgrade and build hospitals, schools, houses, child care centers and a host of other construction projects that will make life better for our extended family - the total Army.

We also have continued to maintain our support to our other customers. This in­cludes the citizen who visits our lake or lock; the U.S. Air Force and a host of other federal agencies; the shipper, miner and farmer who depends on water navigation; concerned Americans who often do not realize we balance environmental and development issues on their behalf; and every person in

Personnel News The year is over and the

results are in. The District will reach its authorized strength by the end of January. During 1984 the District's personnel strength was raised by over 100 employees. An intensive recruiting effort by the FED staff, Seoul CF'O, POD and OCE has brought us within reach of our standard.

With all the new faces in the District the recruiting efforts would seem to be slackening, ,].'Fever, looking forward to · .. J6 a big turnover in District· employees is expected and more applicants are needed.

If you know of anyone interested in coming to Korea have them send their applications to OCE, ATTN: Joyce Young. Joyce accepts the applications and refers them to FED for consideration.

Most of positions expected to open during FY 85-86 are Mechanical, Electrical or Civil Engineers, Architects, Construction Representatives and Engineering Technician. Beat the bushes and remind all your friends stateside and elsewhere of the benefits of working overseas.

Briefs Congratulations to Capt. Den­nis Gilmore (Pusan Project Office) who was promoted ef­fective Dec. 1. Capt. Gilmore had his Captains bars pinned on by Lt. Col. Birchfield and Mrs. Felita Gilmore at a special ceremony on Nov. 30.

A ground-breaking ceremony for the construction of 4 bachelor quarters in the Eastern Corridor was held on Nov. 15. These $2.5 million ce­ment masonry units will ac­commodate about 400 person­nel when they are completed in 1'4ar. 1986.

Chong, Mong Yong (Est. Sec.) won the 11th (Year End) Engineer Duffer Golf Tournament on Nov. 16 with a handicap acore of 61. Daniel Beasley (S&I) was elected as the new chairman for 1985.

Correction: The picture on the front page of the November EAST GATE EDITION concerning the Sung Ae Won Orphanage was incorrect. The child in the picture is the daughter of an orphanage staff member and not an orphan from the Sung Ae Won orphanage as written. EAST GATE EDITION regrets the error but welcomes being informed if stories contain errors in fact.

finally reach one of our newer Project Offices, located at Camp Page in Chun Chon. This Project Office, falls up.der the Area III Resident Office, arid was established this past April with Capt. Karl Fears as its first project officer.

The current major projects, started in May 1984, are $3.3 million worth of construction that includes an aircraft maintenance hangar, three-story unaccompanied personnel housing and a company administration office. Three projects are scheduled to be completed by June of 1985. Additional projects in 1985 include an operations and maintenance project for the rehabilitation of the con-

solidated club, gymnasium and chapel. In fiscal year 85, the program will be in­creased to $14 million with the construc­tion Of a hkalth and dental clinic and per­sonnel housing in the planning. Fiscal year 86 will see approximately $15 million programed for various n~ appropriated funds and military ci!\IJ struction projects.

Capt. Fears is currently working with two other FED employees in the Camp Page Office. Son, Ki Sang is the Project Inspector and Miss Cho, Chong Chu is the Clerk Typist. Capt. Fears is very complimentary of these two hard working and conscientious employees.

What • IS TPICK?---

TPICK stands for Telecommunication Plan for the Implementation of Communication in Korea. This is a unique cost sharing project requiring the team effort of two Area Offices, four Resident Offices, three Project Offices and newly established Combined Defense Construction Branch, Construction Division to provide construction s u rv eillance·/·'il,technical assistance, coordination 3."ifd management of the installation of 444 kilometers of fiber optic duct from Seoul to Pusan. This project should greatly improve com­munications throughout Korea.

NEW CDIP OFFICE - Located adjacent to the Base Civil Engineer, Suwon, the new Project Office is Central Funding System (CFS) Host Nation Funded and will primafily support Com­bined Defense Improvement Projects (CDIP).

The fiber optic duct is buried and covered. the project progresses up the peninsula. This work is being accomplished in the vicinity of Taejon.

New Yongsan Youth Activities Center· Completed The recently completed

Y ongsan Youth Activities Center located on South Post was opened with a party and ribbon cutting ceremony on October 31. Many of the youth center members participated in both events. It was constructed by the Selim Development and Industrial Company, Limited, with construction inspection provided by Far East Disrict. The $700,000 of Non­Appropriated Funds, 12,000 square foot concrete and brick structure was started in September of 1983. It will be operated by the Recreation Services Operation Korea

Central, U.S. Army Garrison Yongsan.

This new center offers great improvements over the old facility. The building includes teen and pre-teen areas, a music/TV room, an office and reception counter, and a snack bar/kitchen. There are also two areas, the activity room/auditorium and the arts and crafts room, which are capable of handling two activities simultaneously. In addition to this main building, outdoor basketball and volleyball courts are now under construction.

All the work was under the management of the Area III

Holidays Early with Friends Celebrates Sung Ae Won Orphanage

Our own Pak, Kye Un (Motor Pool) plays Santa Claus, as he has done for the past several years, during the annual Christmas Party hosted by FED for the children of Sung Ae Won Orphanage. He handed out gifts to more than 80 children during the December 1 5 party.

and goodies for each child are stacked up awaiting Santa Dozens of cookies were baked and donated by FED employees.

Each child was presented a gift of his/her choice. Many hours were spent by FED employees, shopping for and wrapping each of these gifts.

Miss Yi, Kyong Chu (OEB), one of the many FED volunteers that were on hand to help welcome the children and help them enjoy the afternoon.

AI Kam (Military Br.) and his family, wife Betty and daughter Jodi (center) invited lm, Yang Suk (left) and Park, Sun Cha (right) to their home for an overnight stay, as did many other FED employees at the conclusion of the party. AI also should be recognized for stepping in and heading the com­mittee that worked very hard to make the day a complete success.

Sgt. 1st Class Scott McCue, a long-time supporter of the orphanage, once again volunteered his time and talent to help the kids.

Special thanks to all FED employees and friends that help support the Sung Ae Won Orphanage throughout the year.

'Get It Together' FED There's a something new in FED. if

you haven't seen it yet, should make a point to soon. Two new signs announcing the Army's long-standing requirement for all government employees (military and civilian) to wear seatbelts while operating or riding in government vehicles have been posted over the compound exits.

The signs are just a small part of the District's renewed emphasis on a seat belt program. In addition to the signs, Col. Fulton will be issuing a seatbelt policy statement; mandatory seatbelt use stickers will be placed in government vehicles; the motor pool has been requested to check all POVs to assure

seatbelts have been installed and are functioning; promotional material dispelling many of the excuses for not wearing seat belts distributed; a "Make It Click Pledge" program initiated; and the film "Room To Live" shown to all employees.

According to the Korea Herald, 6,834 people lost their lives in automobile accidents last year. Based on data extrapolated from U.S. statistics, more than 50% of them could have saved by wearing seatbelts. That means more than 3,400 people would still be here to support their families; raise their children and love their parents. Don't be a statistic Buckle-Up and don't forget to use a "Lit-

Barracks Dedicated to Fallen ROK Soldier Three bachelor enlisted quarters at

Camp Kitty Hawk were dedicated in a special ceremony Nov. 29 to honor Cpl.

Jang, Myung Ki who was killed during the recent shooting incident at the DMZ. The $1.2 million project, completed by the Kyong Hyang Construction Company, Limited with inspection by Camp Giant Project Office, Far East District, was completed 2-1/2 months ahead of schedule.

One of the three barracks that have been dedicated to Cpl. Jang.

These new quarters' now called "JANG BARRACKS" ·will cherish the memory of Cpl. Jang, Myung Ki (KATUSA - Korean Augmentation Troops to U.S. Army) who was killed on Nov. 23 during the firefight in Pan­munjom. (This is the site of the truce village in the demilitarized zone between North and South Korea.)

The shooting erupted when a Soviet national fled to the South across the military demarcation line.

Hong, Sung Ho receives a Letter of Apprecia­tion from Lt. Col. Birchfield. It was signed by the Commander of Joint Security Area. Hong was an Inspector for the construction of JANG BARRACKS and was recognized for his hard work and professional dedication on the pro­ject. This project was completed several months early under his supervision.

This award is quite prestigious and is given on those occasions when an employee has distinguished himself in all areas of his work and inter-personal relation­ships on the job.
