Transforming the Row Home
Pros• Compact • Party walls• Durable Materials• Quality of construction
Cons• Low slope, black tar roof• Lack of maintenance• Hard to Insulate properly• Age
![Page 4: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/4.jpg)
Flat roofs: the Achilles Heel of Rowhomes
• In addition to being prone to roof leaks, flat and low-slope roofs can be extremely difficult to insulate properly
• R-38?
![Page 5: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/5.jpg)
Low income row homes: Hard to Insulate
More than half of all low income applicants’ homes are too severely deteriorated to weatherize !
• Roof leaks found in >40% of low income homes
• Plumbing leaks, structural problems etc…
• Knob & tube wiring typically costs > $1,400 to mitigate
![Page 6: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/6.jpg)
A typical rowhome “attic”

Deterioration of Rowhomes
• Neglect and water are the two worst enemies of rowhomes.
• Roof leaks or missing downspout can cause severe deterioration of the exterior wall material – most often brick and mortar
•Left untreated, even a small leak can have a domino effect on the rest of the house.
• Leaks → water infiltration → interior deterioration → structural problems → mold = REJECTION FROM WEATHERIZATION PROGRAMS
![Page 8: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/8.jpg)

EnergyFIT Philly
• Goal - Prevent homelessness by preserving affordable housing which is currently ineligible for energy conservation due to roof leaks and other home repair needs.
• Deep Energy Savings > 40%
• ECA’s rejection rate for high users applying for weatherization has risen to nearly 65%.
![Page 10: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/10.jpg)

Summers are getting hotter
![Page 12: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/12.jpg)
Affordable Cooling Approach
• ECA installs new white, reflective roofing systems in homes with major roof leaks
• White roofs are typically 60-80° cooler than black asphalt roofs on hot summer days
• Benefits:
o Maximize passive coolingo Minimize air conditioningo Reduced health risk to occupantso Lower energy bills for coolingo Fewer utility delinquencies, terminationso Extended roof lifeo Less roofing material in landfillso Reduced urban heat island effecto Increase Earth’s Albedo: Slow Climate
Change

Why target the whole block?
By concentrating on an entire block or neighborhood:
• More lasting impact• Increase Cost-effectiveness• Potential for greater energy savings• Active engagement of residents and leadership• Strengthening of neighborhoods• Block preservation• Reverse “Domino Effect”
EnergyFIT Philly plans to run a Citywide contest every year in Philadelphia.
![Page 15: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/15.jpg)
• High Concentration of homes in poor condition:• Moisture Problems• Severe Deterioration• High Utility Bills • Gentrification Pressure
Target Neighborhoods
![Page 16: ECA Conference Session 5: Liz Robinson](https://reader036.vdocuments.net/reader036/viewer/2022070520/58f1eab21a28ab87618b45cd/html5/thumbnails/16.jpg)
Coordination with others • Habitat for Humanity, Rebuilding Together , PHDC• Neighborhood Energy Centers and other CBOs• Specialists: Integrated Pest Management• Excellent subcontractors• Colleges and Universities
Funding and Leveraging • Oak Foundation• Housing Trust Fund• Weatherization Assistance Program• PGW, PECO, PWD• In Kind donations from Vendors
Energy FIT Philly requires Coordination

Healthy Homes: Lowering RH
ECA is working to lower relative humidity to healthy levels through:
• Source control: Repair leaking sewer lines and supply lines, foundation issues, and roof leaks
• Hoarding remediation: Clearing decades of accumulation of wet material in basement
• Sealing Basement Floors: A number of homes have dirt basements, or the concrete is broken/missing
• Mechanical ventilation and dehumidification• Commercial scale Dehumidification• Bathroom vent installation 100%
