First Sitting, July 16, 1968

The forty-sixth conference of the California District of the Pilgrim Holiness Church convened at the El Monte church at 9:00 A.M.

Congregational singing was- led by Joe Potts. Lundy Hill offered prayer. District Superintendent Thomas Lee introduced General Superintendent

J. D. Abbott, presiding officer of the conference. Rev. Abbott spoke from I Peter 4, admonishing the Christians to greater fervency in service and dedication to Christ. Christ died for sin; we are to die to sin. We are to live righteously, giving ourselves to prayer and the development of Christian graces.

Conference business opened by roll call to which 41 ministerial and 47 lay delegates responded.

The conference bar was established as the first seven rows of seats in the auditorium and the tables at the front.

The time of conference sittings was set as follows: 9:00 a.m. - 11:30 a.m. and 1:15 p.m. to completion of business.

The secretary reported that Larry Shelton. ordained minister from North Carolina and Mrs. Densel Woody, ordained minister from Tennessee have transferred to this district. These ministers were recognized by the chair and welcomed to the conference.

Report of the District Superintendent was presented and received by rising vote of appreciation.

Oral report of the Assistant District Superintendent was given and received.

Partial report of the Auditing Committee was read. Report of the CPA audit of the District Treasurer's books was read and

received. The District Treasurer's report was read and received with appreciation. The District Treasurer's report of the Revolving Loan Fund and Ventura

Account was presented. Motion to receive the report was tabled until adjust-ments can be made.

Financial Statement of the California District was read. By common consent, receipt of this report was postponed until further report from the District Treasurer.

Report of the District Sunday School Promotional Secretary was read and received.

Motion carried to receive the oral report of the President of the District Missionary Society and that the written report be incorporated in the minutes.

Summary report of the statistician was read and received. Partial report of Conference Action Committee was presented and acted

upon as follows: Resolution number 1 — carried Resolution number 2 — carried Resolution number 3 — carried Resohltion number 4 — carried Motion carried to amend resolution number 5 to include the words

"which are available without restriction." Resolution number 5 — carried as amended Resolution number 6

Motion was made and seconded to change 5.5% to 6%. Motion carried to table the amendment until reference is made to by-

laws governing revolving loan fund. Request was made from the floor that the conference action committee

make an adequate statement correcting previous report of revolving loan funds before action is taken on resolution number 6.

Motion carried that action on the resolution be delayed until the District Treasurer's report can be received.

The District Treasurer presented adjusted figures on the Revolving Loan Fund report. Report of the Revolving Loan Fund and the Ventura Account was received.

Motion carried to receive the adjusted District Financial Statement. Motion carried to adjourn at 11:35 a.m Omar Fenton dismissed with prayer.

Second Sitting

The second sitting opened with congregational singing led by Joe Potts. Thomas Lee offered prayer.

Following the reading of pertinent sections of the by-laws governing the Revolving Loan Fund, previous motion to amend Resolution number 6 was ruled out of order. Mction was made to amend Resolution number 6 to read: Be it further resolved that the by-laws of the Revolving Loan Fund shall provide for the conversion of short term loans to long term loans, the interest rate to be 5.5%. Motion carried by necessary % vote.

Resolution number 6 — carried as amended Resolution number 7 — carried Final report of the Auditing Committee was read and received. Partial

report presented at first session was re-read and received. The Memoirs Committee stated that that committee will have no report

this year. Motion carried to send an expression of sympathy to the Dale Kelleys,

former pastor of our Riverside church, upon the death of their son Galen. Motion carried to recess at 2:00 p.m. Conference reconvened at the call of the chair at 2:10 p.m. Recommendations of the Examining and Educational Boards were pre-

sented and approved. Motion carried that we authorize a joint ordination service in participa-

tion with the former Wesleyan Methodist Church the evening of July 16. at 7:30 p.m. in Turner Campus Center Building, Azusa Pacific College.

Partial report of the Conference Action Committee was presented and acted upon as follows:

Resolution number 8 — carried Resolution number 9 — carried Resolution number 10 — carried Motion was made and seconded to reconsider the reference to the interest

percentage rate to be charged for long-term loans from the Revolving Loan Fund. Motion lost.

Motion carried that the minutes of the morning and afternoon sittings of this conference be read and approved by the present District CouncilS and that the Council be authorized to act on any unfinished business of the con-ference.

By unanimous consent, Resolution number 7 will read 300 copies rather than 200.

Representatives from each church responded to roll call by designating the number of copies of the Minutes to be sent their respective churches.

Motion carried that the present District Treasurer be authorized to use funds of the Pilgrim Holiness Church to pay for the printing of the District Minutes and mail free of charge to the churches the number of copies ordered at roll call,

Final report of the Conference Action Committee was read and acted upon as follows:

Resolution number 11 — carried Resolution number 12 — carried Resolution number 13 — carried Resolution number 14 — carried Motion carried to send a complimentary copy of the 1968 Journal and

Minutes to all missionaries now serving under appointment abroad who hold membership in the California District.

Motion carried to adjourn at 3:15 p.m. District Superintendent Thomas Lee dismissed with prayer.

DISTRICT SUPERINTENDENT'S REPORT To our General Superintendent, Rev. J. D. Abbott, fellow ministers and

delegates to the forty-sixth Annual Conference of the California District of The Pilgrim Holiness Church, greetings!

I would suppose that a common phrase much used by former Pilgrim and Wesleyan Methodist people as they approach this year's conferences is that they are deeply moved by "mixed emotions". This is so in my own case as I pen the words of this report. We are seeing, and participating in, the phasing out of one era of church history and the ushering in of another. What manner of men would we be if we were not deeply moved by the memories of our church, and the trials and triumphs of past labors for our Lord. This has been a very full year in the service of the Lord and the church. In addition to the normal activities incidental to this office, merger matters on General, School Zone, and District levels claimed my time and interest. In all matters God's sustaining grace has been sufficient. The reports from our churches indicate that while some have made gains in every way, others have suffered losses in both numbers and finances. The District Treasurer's report will reveal that this has been by far the best year financially that the District has ever known. His final report indicated that 90% of General Church and District budget has been paid. The co-operation of the pastors and their people is indeed noteworthy, and they are to be highly commended for their faithfulness. We trust that this has set a pattern for future practice in The Wesleyan Church.

The co-operation of the District Council during the activities of this busy year has been outstanding. To mention each member by name would take much space, but without their assistance the burden would have been overwhelming. God has a record of their stewardship, and His rewards are sure.

I submit the following personal report: As District Superintendent I have visited every church, save one, at least twice in official capacity and have been well received by the pastors and their congregations.

I have also attended one District Youth Conference, three Youth Camps, conducted one Camp Meeting, three revivals, and one District Ministerial Convention.

Total Miles Traveled 76,175 My salary and expense allowance as provided by Conference is paid in

full. Though the hours of service have been long, and sometimes tedious, it has been gratifying to know that they have been expended for God's glory, and in the interest of Kingdom building. As we finish the final page of our book of accounts as fellow Pilgrims, let us determine to make the future of God's work and The Wesleyan Church as bright as the promises of the Savior. We are workers together with Him and in due season we shall reap a bountiful reward if we faint not.

DISTRICT SUNDAY SCHOOL PROMOTIONAL SECRETARY'S REPORT

Greetings to this 46th Conference of the California DiStrict of the Pilgrim Holiness Church:

We rejoice to belong to such a great institution as the Sunday School. Statistics report about 47 million Americans attend Sunday schools, and that we employ around three million teachers. Truly, Sunday school work is great business.

God has helped us to make progress in our Sunday schools in California. At the September Superintendents' Banquet the Committee presented a program for enlisting new people and also for winning the unsaved to Christ, and nurturing the church people in the church program.

Besides monthly Committee meetings, we have had two workshops — one held in connection with the Mile High Pines youth rally, the other at Rosemead.

I have visited a number of the churches personally, and conducted one Sunday school revival in the district, in which over 50 responded to the in-vitation to come to Christ. Monthly Sunday School Committee meetings have been held. At the last four of these meetings Sunday school superintendents from some of the churches were present.

Victory Night Banquet was a success of good time and fellowship. Num-bers reported a 10% increase in attendance during the year. Six made Rally Day gains over the past year.

Awards were given to the following churches: Corona, highest Rally Day attendance and highest Easter attendance; Pomona, highest numerical gain and Chino, highest percentage gains; El Monte, best average attendance.

The Sunday school superintendent and teacher awards of the year went to Mrs. Kathryn Tolton and Mrs. Max Greene, respectively. Runners-up were Mrs. Jean Hogle, and Bill Havens and Betty Kelley, respectively.

We wish to thank each member of the Sunday School Committee and all others assisting us in any way to make this a good year in Sunday schools in California.

To the Annual District Conference of the Pilgrim Holiness Church: Greetings in the wonderful name of Jesus our Saviour.

Another year has passed into history, with all of its burdens and cares, but the uplook is brighter each year.

What a blessed time it has been to work with our missionary societies for the past 10 years. I feel like writing a letter of appreciation to each and every society.

May the dear Lord bless each one and give you a larger vision of your place of service in the vineyard during the coming year.

RESOLUTIONS OF THE 1968 CONFERENCE RESOLUTION NO. 1

WHEREAS, the District Council of the Pilgrim Holiness Church con-stitutes the members of and Board of Directors of the District corporations: and,

WHEREAS, it is anticipated that the Uniting Conference of the Cali-fornia District of The Pilgrim Holiness Church and the California Conference of The Wesleyan Methodist Church will by appropriate action authorize the incorporation of The Wesleyan Church Corporation, the same to constitute the legal and ecclesiastical successor to, and to carry on the functions of the district corporations, and

WHEREAS, it is further anticipated that said Uniting Conference will by appropriate action, authorize and direct the respective Boards of Directors of the foregoing corporations to effect an orderly transfer of the assets of said corporations to said The Wesleyan Church Corporation, looking toward the eventual phasing-out and dissolution of said corporations, and

WHEREAS, it is further anticipated that the Discipline of The Wesleyan Church (the united church) shall provide that its District Board of Admin-istration shall be and constitute the Board of Directors of each of the District corporations, and shall further provide that the immediate dissolution of said corporations is not required, but that said corporations shall continue in existence for the time being,

NOW, THEREFORE. BE IT RESOLVED by the District Conference of the Pilgrim Holiness Church, that, subject to the foregoing actions having been taken by the Uniting Conference aforesaid, the District Council of The Pilgrim Holiness Church, as members of and as the Board of Directors of each of the District corporations, be, and hereby are, authorized and directed to take all necessary legal and proper action to effect appropriate amend-ments, including change of name if expedient, to the Articles of Incorporation of each of said corporations, in order that the purposes and management of

said corporations may be in all things in conformity with the provisions of the Discipline of The Wesleyan Church with respect to the same.

FURTHER RESOLVED, that the present members of said District Council members of and as the Board of Directors of said corporations, shall remain in office for the purpose of effectuating said amendments and until said amendments are so effectuated. RESOLUTION NO. 2

BE IT RESOLVED that the District Board of Administration of the merged district (the California District of The Wesleyan Church) be author-ized to adopt a resolution to assume title to all properties now held in the name of the Pilgrim Holiness Church of North America. Such resolution shall either establish a new California corporation, or merge the existing corpora-tions, whichever is more acceptable on the advice of legal counsel. RESOLUTION NO. 3

BE IT RESOLVED that this conference declare the California District of The Wesleyan Church is the legal successor to the California District Assembly of the Pilgrim Holiness Church of North America in all matters relating to the partnership of Mile High Pines.

Further, that the necessary members of the Board of Directors be elected by the merging district conference. RESOLUTION NO. 4

BE IT RESOLVED that this conference request that the Conference Action Committee of the merged conference present the necessity of in-cluding the obligation for the Life Lease contracts of the district in the anrnul budget. RESOLUTION NO. 5

BE IT RESOLVED that the District Treasurer be authorized to allocate district funds, which are available without restriction, as needed, to close out, in the black, all existing district accounts. RESOLUTION NO. 6

BE IT RESOLVED that the short term loans to the following churches be converted to long term loans, at 5.5% interest:

Escondido $18,000.00 San Dimas 16,500.00 Sacramento 15,000.00

Be it further resolved that the by-laws of the Revolving Loan Fund shall provide for the conversion of short-term loans to long-term loans, the interest rate to be 5.5%. RESOLUTION NO. 7

BE IT RESOLVED that 300 copies of the Minutes of this final District Conference of the Pilgrim Holiness Church be printed and include the fol-lowing. as well as all other items which the District Council shall deem advisable:

1. RoIl of delegates 2. Journal of proceedings 3. Resolutions enacted at closing conference 4. Statistical tables 5. Youth Minutes of their closing conference 6. Memoriams 7. Reports 8. Roster of final District Council and directory of churches

and pastors. RESOLUTION NO. 8

'WHEREAS the Polity Committee has recommended district mergers, and

WHEREAS the District Council has adequately planned for representa- tion in a district merging conference, and

WHEREAS the General Board of Administration has voted approval, therefore

BE IT RESOLVED that: 1. We endorse the plans and actions taken by the District Council to effect

such merger. 2. We aporove merger with the California Conferenoe of the Weleyij

Methodist Church to form the California District of The Wesleyan Church. Such district shall include all churches within the State of California of

WHEREAS in the planning for a district merger conference it was felt that parity of delegates was desirable; and

WHEREAS careful inquiry has been made of each person who would have both voice and vote in the annual conference of the Pilgrim Holiness Church to determine who of this group would be present, and

WHEREAS 65 persons affirmed their intentions to be present, THEREFORE, BE IT RESOLVED THAT the number of delegates

holding normal voting credentials, including ordained ministers, licensed min-isters, and ordained deaconesses, and representing our District in the merger conference be fixed at 65.

FURTHER RESOLVED that the District Council be authorized to bring to strength this number at any time by appointing alternates as necessary. RESOLUTION NO. 10

WHEREAS Wesleyan Youth and Wesleyan Women's Missionary Society represent in the contest of merger i.mparalleled opportunities for fellowship and service, and

WHEREAS these opportunities may be best explored and most clearly implemented at such time and in such place as shall be free from the parallel concerns of this first Wesleyan Conference, we believe it to be in the best interest of maximum participation that these auxiliary groups shall hold merging conventions at such times and in such places as shall be set by the newly elected Board of Administration in conjunction with proper officers not more than 90 days from the close of this conference.

We further believe that the singular import of these ministries may be better highlighted by maintaining this distinctively separate convention. We therefore express preference for the inauguration of such program for the California District of The Wesleyan Church. RESOLUTION NO. 11

BE IT RESOLVED that this conference instruct the District Secretary to express our appreciation by letter to the El Monte Church for the use of its facilities for this conference. RESOLUTION NO. 12

BE IT RESOLVED that this conference give a rising vote of thanks to Rev. Thomas Lee for his untiring labor of love among the California Pilgrims. RESOLUTION NO. 13

BE IT RESOLVED that this conference give a rising vote of thanks to Rev. J. D. Abbott for his labor of love among us. RESOLUTION NO. 14

BE IT RESOLVED that greetings be sent to all missionaries now serving under appointment abroad, who hold membership in this district.

1968 ANNUAL YOUTH CONFERENCE

1968 ANNUAL REPORT

DISTRICT YOUTH PRESIDENT To our Associate Director of the Department of Sunday Schools and

Youth, Rev. Wayne Preusy, our District Superintendent. Rev. Thomas Lee, California Pilgrim Youth Delegates and visitors to the Annual District Youth Conference convening July 8 at the Buena Park Pilgrim Church.

I have counted it a real joy to labor with you in doing the Lord's business and His work. This has been a good year for the California Pilgrim Youth. We have been using the General Youth Department theme, "Christ Above All". This has been our goal this past year — that we might help our youth to see how important it is to put Christ above all.

We hated to lose our District Youth President, Chuck McKay, who was transferred to Boston, Massachusetts. We want to thank Chuck for the fine leadership and unselfish service he gave to the Youth of the California Dis-trict. I also want to take this opportunity to thank you for standing behind me after our President left.

I want to thank the Council members consisting of Susan Kelley, Secre-tary; Paul Hoff, Treasurer. We also want to thank each of our Zone leaders that worked so faithfully on their zones and served on the council. We appre-ciate the work of Stan Bonner. Central Zone; Marilee Morrell, Eastern Zone; Bob Stivers, Western Zone; Charles Lack, Northern Zone, and Melva Hill, Capital Zone. Thank you for your support this past year.

Monthly breakfast council meetings were held. A District Youth news-letter was published. We enjoyed successful District rallies and many Zone rallies were held. Other activities included Camp Meeting Youth Services, Graduation Banquet, and now our District Youth Conference. The District Youth adopted the "Stamps for Camp Program". We want to thank Richard Troyer for heading this up.

As we move into merger we need to go forward with the help of God. The question sometimes seems to be, "Should the work cease?" How Satan would like to answer this himself; however, it is not he, but we must do the replying as the Pilgrim Youth. How will we answer? With all reason for grateful obedience we can only respond to the challenges of the hour. The work must go on it will go on. With faith and action the future is ours! Praise His Name! MILE HIGH PINES YOUTH CAMP REPORT Greetings:

This has been a busy year at Mile High Pines. Many improvements have and are being made. The following includes progress being made throughout the property:

Nurses cabin remodeled and bath installed. New rest rooms completed and connected to fellowship hall. New patio completed adjacent to the fellowship hall. A walk-in refrigerator and garbage room completed in the kitchen. Amazing transformation of the road with decomposed granite.

Continued improvement of the athletic facilities. Construction is ready to begin on the second dorm which will sleep 30

persons. Plans have been made for the first M.H.P. Board-sponsored fund-raising

dmner to be held March 29, 1968 at the Upland Brethren in ChriSt Churth

Many smaller projects too numerous to mention are constantly in progress.

Phillip and Barbara Wilson continue into their second year with as much effort and know how" as before. The Board appreciates their wonderful attitude and help.

Plans are underway for another Easter work week and also a counsellor Seminar during this week.

Rental of the camp has been good during the winter months and activity throughout the summer appears favorable at this time. The past year saw 81 days of camp use, compared to 60 days last year. There were 1,735 campers compared to 1,090 campers last year. We are looking forward to a larger increase this year.

The Board of Directors met November 3 and 4 and April 29 at Mile High Pines. At the fall meeting the following officers were elected: Chairman—Nelson Miller; Assistant Chairman—Paul Green; Secretary—Charles McKay; Assistant Secretary—J. E. McCoy; Treasurer—Woodrow Wiles; and advisory member, Curtis Byer.

On Jan. 12, 1968, Charles McKay submitted his resignation due to a transfer to Boston, J. E. McCoy assumed the post of secretary and Raymond Wells was voted to fill the vacancy on the Executive Council.

The Executive Council has met monthly and has been active in every phase of the camp operation. We continue to seek God's blessing and guidance in the hope that many more young people will come to know Jesus Christ as their personal Saviour through Mile High Pines.

We take this opportunity to thank the many people who have so willingly given of their time and effort to insure the success of our camp. Again, as last year, a special thanks goes to Virgil Feaster for his devotion to the camp. May God richly bless all who have helped His work in this field. Respectfully submitted J. E. 1968 ANNUAL YOUTH CONFERENCE The Annual Youth Conference was held on June 9, 1968. at the Buena

Park Pilgrim Church. The conference was called to order at 10:04 a.m, by Rev. Jack Gilbert, District Youth President.

WHEREAS the denominations known as the Pilgrim Holiness Church and The Wesleyan Methodist Church in conference at Anderson, Indiana on June 26, 1968 united, formed The Wesleyan Church, adopted its Discipline, elected its officers and provided for the merging of interests and operations on every level of the work around the world,

We now meet here to unite into one organization and for singular purpose, the work of both former communions in the State of California. The district here formed shall be known as the California District of The Wesleyan Church and henceforth we shall go forward as a single entity in Jesus' name and to the glory of God.
