Parish Council Tax - Your 2013/14 Bill Explained

At this time of year Parish Councils set their budgets for the next financial year and notify theDistrict Council so that the funds can be collected through Council Tax from 1st April.

At the Parish Council meeting on 6th Dec 2012 we considered the 2013/14 budget and decided,for the third year in a row, to make no change to the amount collected from Council Tax to coverParish Council spending.

The District Council subsequently informed us that, due to changes in funding from centralgovernment, the slice of the Council Tax collected to fund Elton Parish’s unchanged requirementwould increase by 6.5%.

At the Parish Council meeting of 7th February 2013, we discussed a proposal to use a newtemporary grant (from the District Council’s Revenue Support Grant) that is available from April2013 to off-set the tax increase. However, the value of the new grant reduces by 25% each yearto zero in 2017, so the tax take per household would need to rise in 2014/15 and each of thefollowing 3 years to maintain the same parish income.

We decided to stay with the original agreed funding request and use the new grant for parishprojects to the benefit of all Elton residents.

Your next Council Tax bill will show an increase of around 6.5% in Parish of Elton charge to meetits unchanged spending needs. The actual amount depends on property tax bands but theaverage increase is £2.85 per household or just 5p per week.

People in their thirties often refer to their CD’s.Anyone younger goes on about their MP3 downloads! Thetechnology keeps changing, but the love of music continues.People love music because it lifts their spirits and speaks ofsomething beyond the mundane.

Likewise, the drama of the Easter story points to eternalrealities which are vividly rooted in the last days of Jesus’life. However we hear see or read the record of those lastdays, their power to capture the imagination of peopleremains.

Easter, with the preceding drama of Holy Week, takes up the vast majority of space in the record ofJesus’ life which we read in each of the four Gospels. What separates Jesus from any of the otherprophets who were around at the time is the claim that in some way death wasn’t the end of hisstory, and the Gospel writers wanted to make sure that the resurrection accounts were put down onrecord for everyone to see.

The actual nature of that resurrection remains a subject of great discussion, a discussion whichbegan soon after the historical events which led the disciples from being a defeated group offollowers to highly motivated group of people determined to share the “Good News.”

In the end, those who believe do so having taken a step of faith, for there can be no proof otherthan the change in the lives of those first followers seen in the record of scripture. Easter will remainthe great mystery which is in the nature of all great truths. In the Eastern Church that mystery issummed up in the great shout of praise on Easter Day, a shout which has been taken up by theChurch throughout the world. “Alleluia Christ is Risen—he is risen indeed!”

It has certainly been a busy start to the year both on and off the Council.

On the Council, members and I have been debating changes to welfare, future housing strategy in theDerbyshire Dales and much more. In my Council Ward I have been carrying out all of my usual dutiesalongside dealing with your individual matters of concern.

Gritting & Thanks

Luckily, the usual duty of preparing the parish for snowfall and dealing with the after affects has beenmade that little bit easier this year. Thanks to a supply of rock salt provided by the County Counciland stored by the Parish Council, the restocking of grit bins by John Moseley and I has meant that binshave been well stocked and supply plentiful. But things have also been made easier this year thanksto the good will of Glyn and Ben Yates who kindly ploughed the roads and streets throughout thevillage. I am sure that all Elton residents would join me in thanking them both for this thoughtfulgesture.

Refuse Collection

I am delighted to report that since my last contribution to the Elton Echo the waste collection servicehas vastly improved and things would appear to be bedding in slowly. The number of missedcollections has significantly reduced, the majority of households now have the correct containers andthe level of service on the whole is much better.

A number of small problems continue to persist, but as always, I am doing what I can to resolve these.I have been assured that those residents still awaiting green compostable garden sacks will receive adelivery in February and anybody missing a blue box, blue bag or food caddy should contact me - Ihave a small supply in my backyard ready to give away!

If you are still having any problems relating to your refuse collection, please do not hesitate to contactme.

Roads

One of the most common complaints I receive is regarding the state of the roads throughout theParish, with the biggest grievances being about Back Lane and Moor Lane. As it is the County Council’sresponsibility to maintain Highways, I do not have a great deal of influence over the decision makingprocess. Despite this, however, several months ago I did meet in Elton with Highways Inspectors todiscuss the need for a number of road and pavement repairs. I am pleased to say that a number ofsmall repairs have been carried out and the works to resurface Back Lane and Moor Lane have beenput forward for funding from the next budget in May. So, resurfacing Works will only be carried outshould money be made available and I will keep everybody updated as things develop.

In the previous issue of the Elton Echo I mentioned Prof. John Prince Sheldon who was born inGratton in 1841. In his book, , he told the story of his parents’ struggle, a fascinatingglimpse into the history of Lowfield Farm. This is what he wrote, in 1893.

“Low Fields Farm consists of some 330 acres, and stretches away two miles up to ‘the Moor’, wheremore than half of it lies. It is in a sense two farms in one, the lower half a dairy farm and the upperhalf a sheep or a mixed farm. Around the homestead in the valley the land is naturally fertile, butthe moorland is ‘thin-skinned’ and not very fertile by nature. Somewhere about a century ago it wasfenced in and cultivated, and a big set of buildings was put up to accommodate livestock in wintertime. A house for a labourer adjoins the buildings; but the loneliness of the spot in the dead timeof the year, with only one solitary house in sight of it, was more than any labourer could stand verylong.

The farm was taken in hand more than half a century ago [in 1837] by a young farmer of 23, whoa year or two afterwards married the daughter of a yeoman, just over the border in Staffordshire.At that time, the land was in a ‘run-out’ and forlorn condition, ‘hide-bound’ with twitch grass andpoverty; the walls were dilapidated, the buildings out of repair, and the house as old as it wasinconvenient. In those days the farm carried some 25 dairy cows and 70 breeding ewes, with youngstock in proportion, and four horses, and carried them indifferently well. This young couple,however, had youth and health and hope to encourage them and they set to work with a will toimprove the farm and make it pay. The moorland was the arable part of the farm, and it wasrepeatedly stimulated with applications of ground bones, three quarters of a ton to the acre, untilat length it yielded an abundance of grass and excellent crops of oats and turnips – excellent, Imean, for such a soil and climate.

The oats sometimes yielded over 60 bushels, and the turnips over 40 tons, per acre. The soil wascleared of thousands of tons of rocks and stones which were in the way of the plough and miles ofwalls were rebuilt, all at the cost of the tenant. After 25 years of toil and outlay the stock-carryingcapacity of the farm was raised to 45 dairy cows and 150 breeding ewes. The cattle wereShorthorns; the horses, Shires; and the sheep, Leicesters.

It was a yearly tenancy, unfortunately, and the landlord encouraged the tenant in his outlay onimprovements by a promise that the rent should not be raised while he, the landlord, lived. Thislandlord was W. P. Thornhill. For no reason that was ever made known, the landlord went behindhis promise and a notice was sent by Taylor, the agent, meaning an increase in rent. This was ablow which shortened the days of the tenant. This episode is placed on record as an instance of theinjustice in which landlords and agents could then indulge with impunity against a tenant who formore than 30 years had been steadily and rapidly improving the farm. It was all the agent’s doing,I believe.”

CONCERT, CURRY, CAROLS AND GUISERS AT THE CHEESE FACTORY

The Concert, Curry, Carols and Guisers event at The Cheese Factory at Gratton on Saturday22 December raised over £1,100 (inclusive of Gift Aid) for the replacement organ in Eltonchurch. We had approximately 100 people present, including a good representation fromGratton and Elton residents. The singing group, Susie and The Bad Habits, accompanied byPhilip Carteldge at the piano, sang like angels. The Winster Guisers were, as always,magnificent. The curry was also voted a success. The finale was community singing of thewell-known Carols. Altogether it was a wonderful launch pad for Christmas.

It is hoped that Susie and The Bad Habits will perform again later in the year in All Saints'Church Elton. This would be an event not to be missed. Watch this space ...

My Rambling horizons are considerably reduced during the winter season for the obvious practical reasons ofinclement weather and shortness of daylight. By February therefore, I could be considered to be somewhatrestless, which uncomfortable feeling is only compounded by the equally uncomfortable awareness that I oughtnot to be wishing my life away in this fashion, [waiting for delicious summer days] when there is only a finitenumber of them left to me.

To counteract these unproductive and negative influences it is necessary to discipline oneself to take an interestin the local area to which one is thus restricted, which is not too easy when all that is on offer is wind, rain, coldand snow. This is suffering that I cannot savour and I must now admit that I cheat a little bit by selectivelychoosing the windows in the weather when the sun is shining.

But today I am only taking you as far as the Minninglow Car Park on the High Peak Trail near to Pikehall, thisbeing a regular winter destination of mine that nestles within the constraints already mentioned, yet is a gatewayto several interesting features nearby. A circuit of scarcely 4 miles is the price to pay.

[what I shall do here is list each of the interesting points in capital letters, for you to Google later for yourself]

If you set off eastwards from the car park by crossing the road [by which you probably arrived from Elton] atthe far end, you are immediately transported along the airy EMBANKMENT that was necessary to cross theshallow fold in the limestone landscape valley wherein lies to the right, MINNINGLOW GRANGE. This has aninteresting history, the term grange signifying that originally it was a sheep farm belonging to a monastery.

It is salutary to consider that this impressive embankment curving round was probably constructed mostly bywheel barrow and shovel and Victorian man power, though no doubt the stone was transported by rail from thecuttings and quarry that will be encountered a little further along the trail. But let's not dwell on the hardship ofthe 'Good Old [bad old] Days', instead raise your eyes to that little tuft of trees forming a crown on the highestpoint ahead. That is Minninglow which we will visit shortly. Now turn round and view the fine engineering featof the embankment that you have just crossed.

Further along the trail you will pass through a cutting in the solid limestone rocks that were formed aeons agowhen this, our area was situated near the equator in a warm, tropical sea and the myriads of shelled creaturesformed these accumulated deposits when they died. Immediately beyond the cutting a large QUARRY has beenexcavated into the hillside to supply the stone for the CROMFORD & HIGH PEAK RAILWAY along which we areparading. A pretty place in summer.

In front of the quarry was an area of railway sidings where the rusting remains of a charming little crane thatloaded the stone onto the adjacent trains remains as the only reminder of the heyday of this line. You have todeploy your imagination for the fuller picture. The track bed now crosses yet another fine embankment in asatisfying curve that permits full examination from this point, whilst to the left a large LIMEKILN is little disturbedfrom its original condition when in use. Was it for producing lime to spread on the fields or was it to producelime for use in mortar on the rail engineering works?

You may have been wondering what the excavations and ponds that are visible down to the right below theembankment were used for. These are SAND PITS, one of a number of local deposits laid down as anomalies inhollows in this predominantly limestone landscape at the end of some Ice Age or other. Such deposits are whatform the basis of the nearby Friden Brickworks, where they were used formerly in the production of special

Whether the same is true for thesedeposits I cannot say, but there is a clue at the far end of the embankment, just beyond a cutting but out ofsight from your present position. Here on the right, there is a circular enclosure alongside the trail which youcan enter, where you will observe and deduce [!!} that this was a BRICK OVEN. The vitrified walls attest tothe high temperatures that obtained when the bricks were fired, the bricks presumably having been madefrom the clay and sand from the sand pits at the bottom of the track leading there from these ovens. Again,take a little time to exercise your imagination.

As you walked along the trail, you must have cast your eyes to the crowned mound on the left that isMINNINGLOW. I have been up to this Burial Site in every kind of weather and circumstance and I'm still notfed up with the visits. Really it deserves an article of its own, so you must research that one yourself. It isregarded by many as a special place. As for me, I have observed it from so many other places in the PeakDistrict, as a distinctive mark on a distant horizon, that it would be easy to see their point.

From the top of Minninglow with its extensive panoramic views, a well-marked, concession footpath leadsbeyond and downhill, crossing an ancient track to pass beneath the High Peak Trail once again. The footpath,still well sign posted across pleasant limestone pastures, reaches ROYSTONE GRANGE, where you will be ableto savour the antiquity and atmosphere of this ancient place - enhanced only when you have researched itlater. You walk through the middle of this place on its access track, past well preserved barns no longerbustling with life unfortunately, to emerge beyond them into a quiet hollow between the limestone pasturesall around.

To the left is ROYSTONE ROCKS, where up on the knobbly hillside, excavations have revealed plenty ofRoman remains. There is little to see nowadays, yet it is interesting to read about.

But I am reaching the end of my allotted space here and must conclude hurriedly by directing your stepsalong the minor roads that all gravitate towards larger minor roads that will return you to the Car Park. Youwon't get lost because from the high vantage point you attain amidst the farmland, it is possible to viewalmost the whole round you have hopefully enjoyed.

Oh, but it might have been better in Summer!

New pre-application advice service from national park planners

The Peak District National Park Authority is introducing a new pre-application advice service forpeople considering development of their property or land.

The service, which includes appointments with allocated planning officers, will improve onprevious ‘drop-in’ sessions when only general information could be given.

From February 18, people who need advice should initially contact the Authority’s CustomerService Team on 01629 816200 or [email protected]

Customer service advisers can answer general planning queries, but for more detailed enquiriesabout specific ideas, a planning officer will give pre-application advice and normally see theapplication right through the process.

Director of planning John Scott said: “Although the drop-in service was easily accessible, it waslimited in its effectiveness because of the often incomplete information available to planningofficers. They could only reach a very general conclusion within the 20-minute meeting.

“We want to communicate more effectively with our customers so that they understand what toexpect and what is expected of them.

“One problem we want to address is that around 300 planning applications a year suffer delaysbecause they lack essential information or documents. We have to go back to the applicantbefore we can register them to start the planning process.

“The pre-application advice service should avoid this, as people will know exactly what support-ing information they need right from the start. They will also be advised about any fundamentalproblems with the proposal and how they could be resolved to give the application a betterchance of success.

“We aim to deliver a quality service that our customers have confidence in.”

The new advice service is also hoped to raise the quality of developments by giving time at anearly stage to negotiate changes to proposals that would enhance the national park setting.
