BLACK CREEK M&S FACILITY CONNECTION EVALUATION
OVERALL OBJECTIVES OF STUDY AREA
To develop and assess concept alternatives for the LRT connection to the proposed M&S Facility and to recommend a preferred alignment alternative for the intersection of Eglinton Avenue at Black Creek Drive that can: Provide high quality connection to proposed M&S Facility (loading/unloading capacity); Provide high quality transit service (speed, reliability and intermodal connectivity); Minimize impacts (traffic operations, property, environment and construction impacts); and Minimize costs. Six conceptual LRT interface alternatives were developed:

Alternative 6 Hybrid alignment Three at-grade tracks with one secondary (emergency) elevated track
For each alternative, a score between 1 to 6 is given for each criteria where 1 is least preferred, and 6 is most preferred. The score is not a rank, i.e. more than one alternative may be given the same score under the same criteria. The exception to this is the scoring for Capital Cost, where alternatives are scored on a scale of 1 to 12 where: <$70M 12; $70M-$85M 11; $85M-$100M 10; $100M - $115M 9; $115M – $130M 8; $130M-$145M 7; $145M-$160M 6; $160M-$175M 5; $175M-$190M 4; $190-$205 3; $205-$220 2; >$220M 1. At the conclusion of the evaluation process, the alternative with the highest total score is the most preferred.
