    1 INTRODUCTION

    WHAT IS A CHARRETTE?

    First of all, you may be wondering, Whatexactly is a charrette? A charrette [SHUH-

    RET] is an intensive, participatory process

    that brings together a variety of community

    stakeholders to observe and share ideas

    about their community. Its important to

    emphasize that a charrette is an accelerated

    collaborativesession in which designers

    work with community members and serves

    as a way of quicklygenerating design ideaswhile integrating the aptitudes and interests

    of a diversegroup of people. Think of it as an

    interactive, dynamic brainstorming session to

    reach a consensus on a v ision for the future.

    A charrette is a process for generating urban

    design proposals that matter to people.

    Like most design processes, the EcoVillage

    charrette followed an iterative process,where ideas follow a series of development

    stages, then the stages are repeated

    (see Fig. 1). The charrette process began

    Collaborative (CUDC), taught by Terry Schwarz.

    The preliminary information assembled by

    the students, including demographic data,

    site maps and case studies, was presented

    to the public for Reviewduring the first day

    of the charrette on Saturday, October 22nd,

    2011. Feedback from the public meeting and

    subsequent stakeholder work sessions was

    used by the design team to Createnew drawings

    and design priorities to guide the remainder of

    the charrette process. Students and instructors

    then took time to Reflecton the design ideas

    and identified a list of preliminary concepts

    in need of further Research. The researched

    concepts were again presented to the public

    for Reviewduring scheduled sessions at a local

    school and a neighborhood coffee shop. In this

    way, the charrette process repeats the stages

    of design development, producing increasing

    levels of refinement based on public input.

    CHARRETTE OVERVIEW

    The Kent State Cleveland Urban Design

    Collaborative conducts a community design

    charrette course once a year, typically held

    early in the fall semester. The location selected

    for the charrette always changes, but typically

    focuses on a Northeast Ohio neighborhood,

    which presents a clear and interesting urban

    design issue for the CUDCs graduate students

    and staff to tackle. The charrette course is

    a wonderful opportunity for graduate urban

    design students to gain real-world experience

    by working closely with CUDC staff and

    engaging directly with community residents.

    The Cleveland EcoVillage was selected by the

    CUDC as the site for the 2011 fall semester

    charrette, because the location presented

    several compelling urban design questions

    related to green infrastructure, neighborhoodidentity, transit oriented development and

    design as a means to build social capital .

    Several development projects were also

    recently initiated in the area, so the charrette

    was an opportunity to connect the projects. The

    EcoVillage had also just reached its 10 year

    anniversary, so the time seemed right to assess

    what worked in the past and engage the public

    to craft a shared vision moving forward.

    ECOVILLAGE LOCATION

    EcoVillage is located on Clevelands near westside, in the Detroit-Shoreway neighborhood. Theboundaries of the Cleveland EcoVillage are basedon a 5 minute walking radius from the RTA RapidStation, located at the center of the neighborhood(Fig. 3). The EcoVillage street borders are generallyrecognized as Franklin Blvd. to the north, W. 65thSt. to the west, I-90 to the south and W. 52nd St. tothe east. The rapid station is roughly 2 miles westof downtown Cleveland and half a mile south fromthe center of the Gordon Square Arts District.

    ECOVILLAGE HISTORY

    To develop a model urban village

    that will realize the potential of urban

    life in the most ecological way possible.- The goal of the EcoVillage, extracted from ClevelandsEcoVillage: Green and Affordable Housing Through a

    The Cleveland EcoVillage was established througha partnership involving nonprofit organizations, theCity of Cleveland, the Greater Cleveland RegionalTransit Authority (RTA), private developers andneighborhood residents. In 1997, a communityworkshop was conducted with area residentsto envision the future of the quarter mile radiussurrounding the W. 65th rapid station and based onthe feedback, a conceptual plan was developed byCity Architecture. Over the last 10 years, EcoVillagehas welcomed a new rapid station, 24 energyefficient homes, several community gardens, theGordon Square Farmers Market and the recentlybegun renovation of the Michael Zone RecereationCenter Sustainable Greenspace.

    Cleveland EcoVillage is recognized as an urbandemonstration project with a focus on four areasof sustainability: green building, transit orienteddevelopment, urban agriculture and societalinterdependence (Fig. 5).

    An EcoVillage is a community of people creating a way of living that sustains healthy ecologicalrelationships. Current living patterns that consume vast quantities of resources and disregard

    the creation of waste have tremendous ecological, social, and economic cost. The worldwide

    EcoVillage movement offers an alternative model that strives to replace consumption and waste

    with preservation and regeneration. To undertake an urban EcoVillage, there must be a faith in the

    idea that cities can be good for humans and good for the earth.

    EXISTING CONDITIONS

    Since the establishment of the ClevelandEcoVillage more than 10 years ago, the W. 65thSt. rapid station remains the central asset for thecommunity. The public transit ridership rates forthe EcoVillage area (10.6%) are actually lower thanaverage for Cleveland (12%). Although ridershiprates at the rapid station are not as high asdesired, RTA expects to increase the frequency

    of rapid stops along the Red Line as ridershiprates have shown improvement. The station is anattractive structure and distinctive neighborhoodamenity, but is rather hidden from W. 65th Street,the areas main north-south arterial.

    During the neighborhood walking tour takenby the design team, several students observedresidents working together in community gardensor maintaining their own vegetable gardens.

    These observations underscore the communitysstated interest in urban agriculture and societalinterdependence.

    The demographics of the community have shownnotable changes between 2000 and 2010, basedon census figures. The overall population of thearea dropped from 52,108 residents to 45,014

    residents in 10 years. Perhaps the most strikingfigure is the increase in the percentage ofresidents between 6-18 years of age, which wasonly 11.9% in 2000 and nearly doubled to 22.5% in2010. This percentage and real number increase

    in young residents may signal a need to expandopportunities for youth engagement.

    The percentage of renters increased from 60.75%to 66.1% and the percentage of owner occupied fellcommensurately from 39.3% to 33.9%. Althoughthe number of home owners fell, the vacancy ratesalso dropped in the area from 11.9% to 7.9%.

    Examples of resident-led neighborhood

    improvements were visible throughout EcoVillage,from lush native planting tree lawns to colorfullypainted murals. Many of the proposals shown laterin the report were inspired by this DIY ethic, whichmay turn out to be a critical factor in EcoVillagesfuture success.Fig. 6A horse-drawn carriage awaits a newly married

    The existing conditions assessment of the

    neighborhood conducted immediately after the

    first public meeting focused on mapping the

    primary ecological systems in the area. These

    layers of ecological systems included watershed

    boundaries, tree canopy, topography, soil type

    and green space networks. The site analysis

    diagram (Fig. X) developed by adding multiple

    layers of information, ultimately produced a

    conceptual framework for the design proposals.

    The following general recommendations were

    derived from the ecological systems analysis:

    The headwaters area (Fig. X) shown in orange

    indicates the high elevation points in the

    watershed, where rainwater starts its journey

    downhill to the lake. Broadleaf vegetation

    and tree canopy should be focused in the

    headwaters area to maximize stormwater

    absorption.

    North/south streets have limited tree canopy

    (Fig. X) because of power lines, therefore plans

    should prioritize ground-level bioretention

    on W. 65th Street, W. 58th Street and W. 54th

    Street.

    East/west streets slope away from W. 58th

    Street, which coincides with the areas

    geographic ridgeline, therefore plans should

    focus broad leaf tree planting on these streets

    and adjacent lots to restore urban canopy.

    RTA rapid corridor creates natural habitat and

    needed experience of wilderness, therefore

    plans should address the rail line area as a

    riparian corridor and increase opportunities

    for human engagement.

    COMMUNITY FEEDBACK

    At the first public meeting, all attendees were givencomment cards to share their priorities for thedesign process. Residents were given opportunities

    to stand up and speak during the public meeting,but the comment cards gave people another optionfor sharing their thoughts with the design team.All the cards were collected and read, then themost frequently mentioned ideas were assembledtogether and distilled into six main priorities.

    The most common desire can be articulated as,Enhance the EcoVillage Identity and Craft theExperience. This comment referred to the need to

    address the perceptions of both residents and non-residents.

    Many attendees also expressed a need for a widerrange of uses in the mostly residential EcoVillagearea. More retail and food options were on top ofthe list.

    Residents felt that a great deal of creativity exists

    in the neighborhood, but the outlets for expressingones creativity are somewhat limited. Morelocations for residents to create or display art wasdesired.

    Attendees felt it was important to encourage asense of ownership in the neighborhood, not onlyin a literal sense by increasing the percentageof home ownership, but also by creating moreopportunities for all residents to be activelyengaged in making a EcoVillage a better place.

    Temporary use projects and special events wereseen as exciting and impactful ways to catalyzelong-term neighborhood vitality.

    Comments also centered on the issue of inclusivityof all EcoVillage residents and to surrounding areas.

    In addtion to the comment cards, public meetingattendees were also given an opportunity to providefeedback by writing their ideas on sticky notes

    and placing them on a map of the neighborhood.Attendees were asked to indicate both existing anddesired locations for Weekday Activities, WeekendActivities and Special Events. Although there areclearly more existing activities and events in theneighborhood than the ones indicated below, thefollowing list captures the wide range of creativeplace-based ideas desired by the public:

    Based on the feedback from the public meetingsand information gathered during the site visit,the design team developed proposals to addressshort and long term needs of the neighborhood.The design proposals were developed through a

    constant process of asking four critical questions: What is the design proposal?

    Why is the design proposal important?

    Who needs to be involved?

    How will the proposal be implemented?

    The following design proposals include adescription of the project (What?) and alsopresent responses to the three additional, and

    equally important, questions: Why?, Who? andHow? The intention of the report is to support theactions of various change agents working in theneighborhood by providing a shared vision, whichalso includes a roadmap for implementation.

    IDENTITY AND WAYFINDING

    A set of improvements homeowners can maketo their own properties, which can collectivelycreate a strong ecologically grounded identity for

    EcoVillage.

    A significant portion of the feedback received fromthe comment cards filled out during the publicmeetings referred to a need to create a strongersense of identity for EcoVillage. Not only arevisitors to the area unfamiliar with the EcoVillageslocation, but many residents living within theEcoVillage boundaries are not aware of theirneighborhoods unique designation.

    In order to promote a sense of identity thatgoes beyond logos and graphics, the Lot-ScaleStrategies form a kit-of-parts, or catalogue, ofindividual residential property scale projects thatcan express an ecological identity and also serveimportant ecological functions. Engaging residentsin the process of identity creation will increaseneighborhood cohesion and long term stewardship.

    Some interventions can be coordinated by DetroitShoreway Community Development Organization inpartnership with local block clubs, but ultimatelythe projects will be implemented by propertyowners.

    A pamphlet containing a variety of ecologicalproperty improvements can be created anddistributed in the neighborhood, similar to theReImagining A More Sustainable Cleveland Vacant

    Land Re-Use Pattern Book, providing residentswith a set of strategic interventions they canimplement themselves. The pamphlet may alsoexplain underlying sustainable principles andgoals, highlight distinct neighborhood features,and can be used as a marketing tool to attract newresidents.

    IDENTITY AND WAYFINDING

    Individual-Scale Strategies can be combined intoBlock-Scale Strategies creating economies ofscale and greater ecological benefit. The proposals

    require a relatively large parcel or coordinationbetween property owners. Multiple ecologicalsystems such as stormwater management, wildlifehabitat, waste processing and food production canbe made visible, providing a unique and educationalenvironment for residents and visitors.

    Residents emphasized the need for a strongerEcoVillage identity at the public meetings. Apowerful and meaningful identity can be expressedin the neighborhood by designing interventions thatare highly visible, but also ecologically functional.EcoVillage needs sustainable improvements and anenhanced identity. Why not combine the two?

    The interventions may be coordinated by DetroitShoreway Community Development Organizationin partnership with local block clubs. The leadagent depends on the specific property, which

    may include homeowners, businesses and the Cityor County land bank. Possible funding sourcesinclude: CDBG, NSP

    A project may be initiated by a block club, propertyowner or local organization, including DSCDO.The implementation process can vary, as it will beinfluenced by the funding source for the project.A group of homeowners may collaborate togetherto create a shared geothermal well field or a large

    scale raingarden may be created in collaborationwith the Northeast Ohio Regional Sewer District.

    the pedestrian and green infrastructure amenitiesalong the alleys could be significantly improved.These unique features of the neighborhood couldbenefit from following recommendations includedin the Green Alley Guidelines used in cities like LosAngeles and Chicago.

    Some locations along the alleys are not drainingproperly after large storms and as a result retainpools of standing water. Storwater managmentis a critical issue for Cleveland and an Eco Alleysprogram may provide much needed assistance.The perception of safety can also be improved byincreasing pedestrian activity through additionallighting, benches and new plantings.

    The improvements can be undertaken by individualproperty owners located adjacent to the alleys,such as tree planting, rain garden installation and

    increased lighting. Some interventions may alsobe coordinated by Detroit Shoreway CommunityDevelopment Organization in partnership with theCity of Cleveland. Possible funding sources include:NEORSD, City of Cleveland, NSP

    Cities like Los Angeles and Chicago have initiatedGreen Alley improvement projects by creating localhandbooks presenting potential enhancementprojects and outlining implementation steps.

    The City of Cleveland may want to follow the leadof these cities and create its own Green Alleyhandbook. Local block clubs can also be organizedto develop improvement priorities for their area,followed by funding from the City of Cleveland.

    In order to leverage the recent investment intorepaving W. 58th Street, the proposal incorporatesinterventions that would make this main north-

    south corridor a primary bicycling route in theneighborhood. By introducing multisensory designelements, such as fragrant trees and hanging plantbaskets, W. 58th will become the street of choicefor bicyclists and pedestrians. The improvementscan extend from the intersection of W. 58th St. andLorain on the south to the intersection of W. 58thSt. and Detroit Ave. to the north.

    The implementation of these strategies will helpcraft a unique and ecologically grounded identityfor W. 58th Street. As a main route throughthe neighborhood, the streets memorablecharacteristics will also serve to strengthen theidentity of EcoVillage as a whole. An innovativeidentity and wayfinding strategy built around multi-sensory design elements may also bring welcomeoutside attention to the EcoVillage area.

    The interventions can be coordinated by DetroitShoreway Community Development Organizationin partnership with local block clubs. Possiblefunding sources include: The Congestion Mitigationand Air Quality Improvement Program (CMAQ), Cityof Cleveland, NSP

    The presence of the iconic bird boxes throughoutthe neighborhood will strengthen the geographicbounds of EcoVillage and make the neighborhoodknown for its support of bird habitats. Locatingthe boxes near the W. 65th St. rapid stationplatform will grab the attention of people ridingthe rapid line and reinforce the uniqueness ofthe the EcoVillage rapid stop. The bird boxes canalso make ideal projects for young local studentsto construct, which will encourage their sense ofstewardship when they see the bird boxes in theirneighborhood.

    The interventions can be coordinated by DetroitShoreway Community Development Organizationin partnership with the Cleveland MetropolitanSchool District, other local schools and nearbyblock clubs. A knowledgeable biologist or birdexpert should be consulted prior to determining

    the final bird box design in order to ensure theproper heights and design features for successfulbird nesting. Possible funding sources include:Neighborhood Connections, Educational andEnvironmental Grants

    A bird expert should be consulted as a first step todetermine design guidelines for bird box heights,spacing and materials. The bird boxes may beimplemented in partnership with Cleveland Public

    Art, in a similar process to the developmentof the Blue Birds project in the Edgewater Hillneighborhood (Fig. 31). Approvals will also berequired from property owners along the rapidline corridor and other desired locations in theneighborhood.

    Graffiti isnt only applied with spray cans anymore.A growing international trend has been to createimages on urban walls using living moss. This

    striking eco-art medium can be applied to theunderside of bridges and along the rapid corridor,creating a distinctive EcoVillage identity seenby rapid passengers travelling through theneighborhood.

    The implementation of these strategies will helpbuild an EcoVillage image that is both easilyidentifiable to the general public as well as in tunewith the communities ecological principles. Theimplementation of moss graffiti is also very lowcost, which allows more residents to be involvedin the fun process of changing their environment.Applying the living graffiti on walls can also be agreat opportunity for groups of residents to buildshared experiences and strong social bonds.

    The interventions can be undertaken by all(adventurous) EcoVillagers.

    Ingredients: One or two clumps (about a smallhandful) of moss, 2 cups of buttermilk, 2 cups ofwater (or beer), 1/2 tsp. sugar, Corn syrupStep 1: Gather up as much moss as you can find orbuy.Step 2: Wash the moss to get as much soil out ofthe roots as possible.Step 3: Break the moss apart into manageablepieces and place in blender.

    Step 4: Add the buttermilk/yogurt, water/beer andsugar. Blend the mixture until completely smooth.Youll want it to have a paint-like texture.Step 5: Use a paintbrush to apply the moss-paint tothe surface on which you wish your design to grow.Step 6: If possible, check back weekly to eitherspray the design with water (to encourage mossgrowth, especially if you live in a dry environment)or apply more moss-paint.

    Install benches and bus shelters throughout theneighborhood, which create a unique experiencefor users and reinforce the EcoVillage identity.

    Benches may include an engraved EcoVillage logowith more information on the neighborhood. Busshelters in many other cities incorporate beneficialamenities such as solar panels, electrical outletsand even WiFi network connections.

    The implementation of these strategies will helpbuild an EcoVillage image that is both easilyidentifiable to the general public as well as intune with the communities ecological principles.Benches and bus shelters are the main points ofcontact between most residents and their builtenvironment, so these elements provide importantopportunities to make more residents aware of theEcoVillage and its potential benefits.

    The solar bus shelter installed by GCRTA at theintersection of Mayfield and Coventry Roadswas made possible by a $100,000 grant from

    the Federal Transit Administration, completedin partnership with the City of Cleveland.Partnerships may also be created with localbusinesses or organizations to sponsor a bench orbus shelter. Acquisition of benches may need to becoordinated with the City of Cleveland and the busshelters will fall under the domain of GCRTA.

    Additional site analysis will be necessary to identifyspecific locations best suited for new benches and

    bus shelters. Local block clubs should be engagedto gather their priority locations. GCRTA will alsoneed to be consulted to determine suitable busshelter locations. The W. 65th St. TLCI begun in2011 may also provide additional information onappropriate bench and bus shelter locations.

    Smaller tree tags can also be placed throughoutthe neighborhood on trees, informing passersby ofthe particular trees species. In this way, residentsand visitors can become better educated abouttheir neighborhood and connected to the naturalenvironment. Similar tree tags are often used intree arboretums, such as Lakeview Cemetery.

    The eco-history signs, cell phone audio toursand tree tags are all relatively low cost methodsfor enhancing the identity of the EcoVillage andeducating people about their environment in aneasily accessible manner.

    The eco-history signage and cell phone audiotours can be coordinated by Detroit ShorewayCommunity Development Organization inpartnership with local history organizations suchas CityProwl or Cleveland States Center for PublicHistory and Digital Humanities. Possible fundingsources include: Neighborhood Connections

    A list of key points-of-interest can be developedby a volunteer group of EcoVillage residents, thensignage designed by local graphic design firm.     Obtain the National Wildlife Federation (NWF)sCommunity Habitat Certification for the EcoVillageneighborhood.

    Currently, there is only one Community HabitatCertification in Ohio; the City of Dublin. BrooklynCentre has registered for certification in 2008,but has not yet received the designation. ACommunity Habitat Certification for the EcoVillageneighborhood is a relatively low cost, resident-driven way to express EcoVillages ecologicalvalues and raise its profile at the state and nationallevel. The certification process will also requirecommunity members to work together, cultivatingsocietal interdependence.

    There doesnt appear to be a fee associatedwith certification. The certification process iscoordinated by a team of community volunteers,which will require some funds for printing costsand supplies for community workshops. DSCDOmay assist with initial coordination efforts, which

    will then transfer to the volunteer team.

    Certification will require the involvement ofindividual backyards, school grounds, public parks,community gardens, places of worship and localbusinesses. An individual property owner can havetheir yard designated as a Certified Wildlife Habitatby providing documentation to NWF showingprovisions on the property for four basic wildlifeneeds: food, water, cover and places to raise

    young. Community level certification requires acertain percentage of properties within an area tobecome Certified Wildlife Habitats.

    RAPID STATION DISTRICT

    The Transit Oriented Development (TOD) proposesbuilding new housing units in close proximityto the rapid station, with new single story retail

    located along Lorain Ave. This horizontal mixed-use development project is more modest thanprevious development proposals shown for the site,reflecting a more accurate account of the currentmarket demand. Although the proposal doesntshow as much development as past plans, thehousing density on the site still provides the densityneeded to make public transportation work.

    15 units/acre is the minimum density requirementto be considered TOD. The full build out proposalfor the site places 24 units on just under an acre,for a density level of 26 units/acre. Althoughthe development site more than exceeds theminimum density level for TOD, the density ofthe surrounding neighborhood must be takeninto account, which is far below the TOD densitythreshold.

    The EcoVillage was established in its current

    location because of the rapid station. Since itsbeginning, the vision for EcoVillage included plansfor higher density development surrounding the W.65th rapid station. Residents also asked for newretail in the neighborhood, which could be locatedwithin this TOD project.

    EcoARC

    The EcoARC is an acronym for Ecological AgrarianResource Center. The EcoARC proposes to use themostly unused property along the north edge of the

    rapid corridor between the W. 65th St. rapid stationand W. 58th St. for a cradle-to-cradle agriculturalproduction center. The project builds off of theexisting community garden located just west ofW. 58th St. and expands it to include the full cycleof food production, value added processing andcomposting. The steps in the food cycle are tiedtogether by a path winding through the EcoARCproject, which can be followed by students from thearea and from distant locations in order to learnabout urban agriculture. The EcoARC is a workingagriculture resource for the community and ahands-on educational facility.

    The properties adjacent to the rapid and rail linesare often perceived as nuissance properties andhave become devalued, so a more productiveuse may be to devote this land to agriculturalproduction. The project will also be visible fromthe rapid line below, so the EcoARC can act like a

    functional billboard advertising the neighborhoodsfocus on urban agriculture to passing transitriders. The path through the EcoARC also providesan additional means of connection from the rapidstation to the surrounding neighborhood. Theresources contained within the EcoARC can benefitother community gardens in the area as well asindividual gardeners in need of advice or to borrowa tool.

    The EcoARC could be a partnership betweenDSCDO and an agriculturally focused organizationsuch as Ohio State Extension or Oberlin College.Property acquisition will require the involvement ofDSCDO or the City of Clevelands Land Bank.

    Development process will depend on landownership status of the needed properties.

    LORAIN AVENUE

    The concept proposes a new major gatewayinto EcoVillage at the intersection of W. 54th St.and Lorain Ave. Some of the main features of

    the gateway include green facades, living walls,pedestrian enhancements and an informationkiosk. The gateway proposals aims to create alush, visually striking experience for all thosetravelling along Lorain Avenue into EcoVillage.

    Green faades are made up of climbing plantseither growing directly on a wall or, more recently,specially designed supporting structures. The plantshoot system grows up the side of the buildingwhile being rooted in the ground. With a living wallthe modular panels are often made of stainlesssteel containers, geotextiles, irrigation systems, agrowing medium and vegetation.

    Lorain Avenue is increasingly becoming a majorcorridor on Cleveland near west side and theintersection of W. 54th St. and Lorain Ave. is at thesoutheastern corner of EcoVillage. Residents at thepublic meetings articulated the lack of identity as a

    primary concern for EcoVillage.

    Living walls have been created in other citiesaround the world as public art masterpieces, sothe involvement of Cleveland Public Art may bedesirable. The unique visual qualities of livingwalls also lend themselves to use as major touristattractions, which may open up possibilities forcorporate sponsorship. PNC Bank created a livingwall in downtown Pittsburgh.

    The streetscape improvements and informationkiosk will need to be coordinated with the City ofCleveland. Assistance with the rain garden may beprovided in part by NEORSD. Additional researchwill be required to determine the most costeffective and suitable option for the living wall.

    LORAIN AVENUE

    The stretch between W. 54th St. and W. 61st St.along Lorain Ave. is a significant border andentry area into EcoVillage. This concept proposes

    streetscape improvements along Lorain Ave.to make the area more pedestrian friendly andexpress a strong ecological identity, differentiatingthe EcoVillage portion of Lorain from the restof the corridor. Proposal elements include curbbumpouts with stormwater retention features,EcoVillage street banners, and widened sidewalksin a few suitable areas.

    As one travels west along Lorain Ave. from OhioCity, there is very little indication that one hasarrived into the EcoVillage. The unique identityof the area should be extended from deep insidethe neighborhood out onto the street. Improvingthis stretch of the street for pedestrians will alsoenhance connectivity to Zone Rec and the rapidtransit station.

    Streetscape improvements should be coordinated

    with ODOT, the City of Cleveland and the currentTLCI study for W. 65th St.

    Clarity is needed on the potential to extend thesidewalk along Lorain Ave. and interupt the flow ofoutside lane traffic with curb bumpouts. Althoughthe interventions would improve conditions forpedestrians, the current traffic counts for thestreet may restrict potential lane reductions.

    The southeastern portion of EcoVillage, betweenW. 61st St. and W. 54th St. along Lorain Ave., iscurrently experienced as a fragmented seriesof intersections, rather than a cohesive gatewayexperience. Establishing a wildflower prairieacross the bridge and spilling into the vacant lotat the northeast corner of W. 58th and Lorain Ave.will create a unified corridor drawing pedestriansacross the bridge and into the neighborhood. Theprairie can also be used as a low cost holdingstrategy if development pressure returns andsomeone desires to build on the vacant lot.

    Although native plants are relatively hardy andeasily broadcast, it is recommended that alandscape designer or plant expert is consulted

    to determine the suitability of the site for plantpropagation. DSCDO may also coordinate with localblock clubs to enlist the help of volunteers duringsite preparation and seed broadcasting. PossibleFunding Source: Neighborhood Connections, NSP

    MADISON AVENUE BRIDGE

    What is a woonerf you ask? A woonerf is astreet where pedestrians and cyclists have legalpriority over motorists. In other words, it is a

    shared space incorporating design features thatencourage traffic calming. Woonerfs commonlyhave low speed limits, which are intended toimprove pedestrian, bicycle, and automobile safety.Woonerfs are much more common in Europeancountries, such as the Netherlands, which had over6,000 woonerfs by 1999.

    The entrance to the rapid station from W. 65thSt. via Madison Ave. is quite hidden from thestreet and actually remains unknown to someneighborhood residents. The intent of this proposalis to pull the entrance of the rapid station nearthe Madison Ave. bridge all the way out to W. 65thSt., creating an inviting and pedestrian friendlyenvironment for potential transit riders. This shortstretch of Madison Ave. (between W. 65th St. andthe rapid station entrance) does not currently carrymuch traffic. It is only used by cars entering theSt. Colmans parking. Therefore, transforming the

    street into a shared pedestrian/vehicular changewill not require a significant change in terms oftraffic speed.

    Required coordination by DSCDO with new plansfor the Madison Ave. bridge renovation from theCity of Cleveland and discussions with St. ColmansChurch.

    Implementation may be assisted by GCRTA, sincethe proposal intends to increase transit ridershipby making the rapid station more visible, attractiveand safer. The current repaving status of MadisonAve. should be investigated to see if there are nearterm plans for the street.

    W. 65TH STREET ECO-ART CORRIDOR

    The main intention of the proposal is to strengthena mutually beneficial relationship between theGordon Square Arts District and EcoVillage by

    creating an Eco-Art Corridor along W. 65th St.

    The Eco-Art Corridor is comprised of multiplestreetscape elements, public art installations,adaptive reuse of vacant buildings, and specialevents programmed along the corridor (Fig. 75).

    There appears to be a significant opportunity tobenefit both GSAD and EcoVillage by co-marketingthe two Detroit-Shoreway areas. Currently, there islittle evidence of the innovative projects happeninginside EcoVillage along the western border of W.65th St. The ecological elements of EcoVillagecould be pulled west onto W. 65th St. and the artsidentity of GSAD could extend further south alongW. 65th St. to Lorain Ave.

    Block clubs located along the W. 65th Corridor canwork with DSCDO to identify short and long term

    opportunities for implementation and additionalfunding sources.

    DSCDO should coordinate with the TLCI study of W.65th to find opportunities for collaboration. Localartists residing in GSAD and EcoVillage could beengaged to develop interventions for the Eco-ArtsCorridor. Proposing the concept to local businessescould be beneficial strategy for developingsponsorships and building community support.

    The Eco-Art Corridor can tell the story of thewater cycle as it flows downhill from the southernend at Denison Ave. to its northern destination at

    Lake Erie. The public art elements selected canreinforce this compelling narrative in a variety offun and imaginative ways.

    W.65th St. is the western edge of EcoVillageand is currently a main North-South transit andpedestrian artery that connects Lorain Ave. andthe Gordon Square Arts District (Detroit Ave).The streetscape currently has small pockets ofretail vacancy that can be re-appropriated asdestinations for residents. Art installations andecologically based interventions will be very visibleby car drivers and transit riders using this heavilyused corridor.

    W. 65TH STREET ECO-ART CORRIDOR

    Creation of a school garden on the southeastcorner of the Joseph M. Gallagher School property,with a colorful public art fence lining the edge of

    the site along W. 65th St. and Bridge Avenue.

    Schools are a major asset in any community, sothey should be celebrated and integrated closelyinto a neighborhood. The current border of theGallagher Schools property does not currentlycreate a strong urban edge, so the proposed fencewould enhance the pedestrian quality of the street.The proposed vegetable garden would providestudents with hands on learning about healthyeating and also tie the school into the EcoVillagesfocus area of urban agriculture. Engaging studentsearly with sustainability concepts with encouragetheir involvement throughout their lives.

    The CMSD and the Gallagher Schools Principalwill have to be involved in decisions concerrningthe property. DSCDO may be able to coordinatemeetings between school officials and local

    residents willing to help with the project.

    The urban farming component may require theinvolvement of local agricultural organizationssuch as Ohio State University Extension to helpdefine the project needs and coordinate supplyprocurement. It is important to speak with schoolofficials to understand their future expansion plansand determine how a school garden fits into theirphysical and programming plans.

    A variety of temporary uses and special eventscan be programmed for the W. 65th St. Eco-Art Corridor to create excitement and catalyze

    permanent activity in EcoVillage.

    Permanent or long term uses may not currentlybe feasible for some building along W. 65th St., butcould perhaps support short term activation. Thesetermporary uses can drive interest to the area. Theevents could celebrate the multicultural characterof the neighborhood through ethnic festivals andfood-based events (Fig. 90).

    Projects could be organized by individual residents,business owners or block clubs. DSCDO maysupport these actions through community-widecommunications channels. Food truck vendors,local barber shops and artists could be engagedto transform the corridor into an everchanginglandscape of Eco-Art creativity.

    The implementation strategy varies depending onthe particular project. Some projects, such as thePear Fair (Fig. 91) can be organized by a block club,whereas larger festivals may require coordinationwith GSAD and other organizations.

    Improve the visibility of the W. 65th Rapid Stationentrance along Madison Ave. by providingvisually impactful signage and public art near

    the intersection of Madison Ave. and W. 65thSt. Proposed elements include iconic recyclingcontainers, sculpted vegetation, bright signage andbanners.

    The entry to the rapid station is somewhat hiddenfrom view and some residents perceive theapproach from W. 65th St. as feeling unsafe. Thepublic art interventions along the Eco-Art Corridorcould focus on rapid station related themes nearthe intersection of Madison Ave. and W. 65th St.

    Some interventions could be provided by GCRTA,as the goal of the proposal is to increase transitridership and improve perception of safety forthe rapid station. Bike racks could be built andinstalled by local welding companies, such as RustBelt Welding or Blazing Saddle Cycles.

    The initial step will be the creation of a public artmasterplan for the W. 65th St. Eco-Art Corridor.The diagram included in this report may beused as a starting point, but additional time willneed to be spent assessing the corridor anddeveloping intervention proposals for the entirelength. Specific design projects for the rapidstation entrance can then be refined, once theoverall framework for the corridor is established.Various elements of the streetscape plan may be

    provided by different sources, such as bus sheltersfrom GCRTA, recyling receptacles from the Cityof Cleveland and bike racks from local advocacygroups.
