INTRODUCTION TO THE TENNESSEE COLLEGEWOMEN'S SPORTS FEDERATION ARCHIVES

The Association for intercollegiate Athletics for Women (AIAW)was dissolved after the organization lost its anti-trust suit andappeal against the National Collegiate Athletic Association (NCAA) on

IP July 1, 1983. Thereafter, the Tennessee College Women's SportsFederation (TCWSF) was also dissolved.

Member institutions agreed to use the remaining resources ofthe Federation to organize the TCWSF archives. Jane Hooker of MemphisState University was awarded a $3,645 grant to oversee theorganization of the archives, publish the library finding aid to thecollection, and distribute it to member institutions and theirlibraries, Southern Region II archives, and AIAW national archives.

On April 20, 1983, Jane Hooker donated nine cartons of materialsto the Mississippi Valley Collection in John Willard Brister Libraryat Memphis State University. These materials were collected while sheserved as TCWSF secretary-treasurer (1975-78); president-elect(1976-77); president (1977-79); and historian (1972-83). Included inthis original collection were: correspondence, minutes of governingboards and assemblies, financial records, handbooks, newsletters,tournament records, and miscellaneous items from various women'sorganizations relevant to the Federation and its members.

Betty-Erle Rhodes, a Memphis State University Library Sciencegraduate assistant was hired to process the collection with assistancefrom Jane Hooker. The archives were processed in a simplechronological order and a temporary finding aid was prepared.According to the provisions of the Deed Gift Agreement, the collection(wath the exception of restricted ethics materials) was to be open forresearch in September 1983. This was delayed until 1986 when ethicsmaterials would no longer be restricted and when numerous missingmaterials could be located and organized within the initial files.

Between 1983 and 1988 three more cartons of materials werereceived from former TCWSF presidents Bettye Giles, Elma Roane, NancyLay, Jean Biddle, Nadine Gearin, Sharon Brown, and Patricia Bonner.Charlotte Peterson and Anna Ley /ngraham contributed additionalfinancial and tournament records.

Betty-Erle Rhodes, then on the Memphis/Shelby County PublicLibrary staff, was hired to continue the collection as her timepermitted. Funds were allocated to pay her by the hour. In order tocoordinate the TCWSF collection with the Inventory of the AIAWSouthern Region Archives, housed at Eastern Kentucky University, allof the additional items plus the ethics materials have beenincorporated into one collection.

TENNESSEE COLLEGE WOMEN'S SPORTS FEDERATIONA HISTORICAL SKETCH

The idea for an association to promote and organize sports for collegewomen came to fruition in October, 1968 during the annual meeting of theTennessee College Physical Education Association (TCPEA) held at MontgomeryBell State Park. Many of the collegiate female physical education teachersfrom Tennessee as well as their counterparts in adjacent states had beeninformally organizing so-called extramural teams since the late fifties.

Several Tennessee invitational tournaments were organized during thisperiod. The most notable were the annual volleyball tournaments at EastTennessee State University and Memphis State University. A state tournamentin tennis had been organized during the late sixties with VanderbiltUniversity as the host school. David Lipscomb College and Memphis StateUniversity were noted for their mid-south badminton tournaments. These co-edevents usually offered open and collegiate competition as well as A and Bdivisions to encourage more play. Increased participation was eminent as thedesire for competition spread through the colleges. There were entry waitinglists for some of these tournaments. The time was ripe to formally organize.

Several college female physical education teachers, coaches of extramuralteams, and graduate students met that October to consider forming anorganization to promote intercollegiate competition and provide statechampionships in a variety of sports for women. Although there was notsufficient time to define specific policies of such an organization there wasunanimous agreement to pursue this new and exciting venture. Bettye Gilesfrom the University of Tennessee at Martin had acted as spokesperson and wasasked to publicize and plan another similar meeting in the near future.

The second organizational meeting was held during the Southern DistrictAssociation of Health, Physical Education, and Recreation Convention inMemphis, February 22, 1969. The formal name of Tennessee College Women'sSports Federation (TCWSF) was recommended and a committee composed of tworepresentatives from the three grand divisions of the state was formed.

Representatives selected were: Patricia J. Bonner, Milligan College, andJo Hobson, University of Tennessee, Knoxville from East Tennessee; Anna LeyIngraham, George Peabody College and Carolyn Landreth, Middle Tennessee StateUniversity from Middle Tennessee; and Bettye L. Giles, University ofTennessee at Martin and Nancy McIntosh, Memphis State Uhiversity from WestTennessee. Their charge was to formulate a constitution with by-laws, tosurvey the present status of intercollegiate sports for women in Tennesseecolleges, and to survey the future needs of the organization.

A brief meeting was held in conjunction with an already organized StateTennis Tournament in Nashville on May 9, 1969. The results of the survey werediscussed and the committee recommended that the tennis tournament which hadbeen organized the year before, be continued under TCWSF sanction for thefollowing year. Preliminary plans were made for a fall TCWSF volleyballtournament to be directed by Anna Ley Ingraham of George Peabody College.

All Tennessee college female physical education teachers interested inorganizing sports for females were invited to attend an October, 1969 meetingheld in conjunction with the TCPEA at Montgomery Bell State Park. At thismeeting the name of TCWSF was formally adopted. The first official TCWSFstate championship to be offered was volleyball. It was approved for November1969, at George Peabody College in Nashville. Bettye Giles was elected actingchair and Patricia Bonner was elected acting secretary-treasurer.

The constitution, by-laws, policies, and a five dollar institutionalmembership fee were also presented and approved by the group in attendance.Some of the policies and by-laws were as follows:

1. Membership open to undergraduate two, four, five year.colleges.2. TCWSF district and state tournaments open only to members.3. DGWS guidelines and sport rules were adopted for use.4. Participants must be full-time, 2.0 G.P.A., amateur.5. No athletic scholarships to be given.6. Social event to be planned at each competition.7. No recruitment to enhance institution's athletic program.

At a meeting held in conjunction with the first Tennessee Association forHealth, Physical Education and Recreation (TAHPER) State Convention December6, 1969, acting chairman, Bettye Giles gave a progress report of the newlyformed TCWSF at a Division of Girls and Women's Sports luncheon (DGWS). Agoverning board was elected by the group in attendance. Because of pressingbusiness the newly elected officers, governing board, and one representativefrom ten different colleges agreed to meet in Cookeville at the Holiday Inn onJanuary 31, 1970.

At this historic meeting the final revisions of the constitution were=Lice and approved and the Tennessee College Women's Sports Federation wasoffically born. Bettye Giles, University of Tennessee at Martin was electedthe first chairman and Patricia Bonner, Milligan College was elected the firstsecretary-treasurer. Connie Mynatt of East Tennessee State University wasappointed the DGWS Advisor to the organization.

Sport policies in volleyball, tennis, badminton, and basketball weredrawn up and were later edited and approved through a mail vote. A tentativestate tournament schedule was approved for 1970-71 for volleyball, badminton,basketball, and tennis. A rotation schedule for state tournament sites wasimplemented.

At the October 1970 meeting in conjunction with TCPEA, Jean Biddle fromthe University of Tennessee at Chattanooga replaced Patricia Bonner on thegoverning board and Betty Watson from Jackson State Community College replacedBettye Giles. Harriette Lavenue from Memphis State University was elactedstate DGWS Chairman, which was now a TCWSF ex-officio office. There were nowtwo officers, six governing board members, an ex-officio officer, and eighteencharter members.

Charter institutions included: Austin Peay State University, ColumbiaState Junior College, David Lipscomb College, East Ternessee State University,Jackson State Community College, Lane College, Lambuth College, Martin

College, Maryville Collega, Memphis State University, Middle Tennessee StateUniversity, Milligan College, George Peabody College, Tennessee TechnicalUniversity, Tusculum College, University of Tennessee at Chattanooga,University of Tennessee at Knoxville, and the University of Tennessee atMartin.

During the following twelve years the membership grew from ighteen tothirty-one colleges and universities. At its dissolution there were onlyfourteen AIAW members. There were no junior college members during the lastfive or six years as they had pulled out to become members of the NationalJunior College Athletic Association (NJCAA).

Periodically it was necessary to change the organizational framework ofthe governing board to meet the diverse needs of the membership. Severaljunior colleges were members and during the 1974-75 year a Junior CollegeRepresentative was added to the governing board to represent their concerns.In 1979-80 the Federation's membership changed from a junior college-university composition to primarily a large-small college arrangement. Latera Division I, II, and III structure with divisional representatives wasimplemented to correspond with the organizational structure of AIAW. DuringNadine Gearin's term as chairman, 1975-76, a two-year term for the chairmanwas reinstated and the title of chairman was changed to president in 1976-77.Communication and continuity were primary concerns during this period ofdevelopment and frequent change.

As the Federation expanded it was necessary to add other officers andservices. In 1972-73 Jane Hooker, Memphis State University was appointed thefirst and only historian and served as an ex-officio member of the board. Herprimary duties were to collect and preserve the records of the Federation.

Basketball and volleyball were rapidly becoming more competitive and thelevel of play required more experienced officials. Securing and adequatelypaying nationally rated NAGWS officials were high priorities althoughtournament gate receipts were sometimes insufficient to pay for them.Tournament entry fees were charged to help defray this enormous expense. Thepractice of securing rated officials was quite an improvement over the initialyear when participating teams were required to bring an official with orwithout tournament experience or rating. Nancy Lay was appointed officialscoordinated in 1972-73 to help establish some consistency in techniques ofofficiating in the thLee grand divisions of the state. Officiating clinicswere organized and financed by TCWSF to help train students and faculty inofficiating techniques of five player basketball and power volleyball.

Increased tournament participation in volleyball and basketball mandateda division of coordinator duties. Harriette Lavenue, Memphis State Universitywas appointed Officials Coordinator for volleyball and Dennis Suiter l'romMartin, Tennessee held a similar position in basketball. Suiter was the firstnon-higher education faculty member to hold a position within the Federation.Their duties were to select officials for individual schools when requestedand select and assign officials and schedule all games at the respective TCWSFstate championship.

The first handbook, 1969-70 was a twenty-one page document published byBettye Giles. By 1981-82 the final handbook had expanded to ninety-ninepages. Jane Hooker was appointed Handbook Editor by Jean Bid.ile from theUniversity of Tennessee at Chattanooga during her term of office and served inthis capacity for several years. Janice Dunn, Sharon Brown, CharlottePeterson, and Patricia Bonner also made contributions in diting over theyears. The editors were responmible for incorporating all of the revisions inpolicies and rules into a standardized format, inserting Region II and AIAWpolicies, diting the final draft, and publishing/distributing the handbook toall members and affilitated organizations.

During 1974-75 a Code of Ethics was added to the guidelines to givedirection to administrators, coaches, officials, and students to ensure that.1 competition was safe and educational. Although there were very fewproblems relating to violations of rules and policies of the Federation, anEthics Committee was formed in the same year with Elms Roane of Memphis StateUniversity as the first chair. The Ethics Committee heard all cases relatingto protests between schools, violations of the code of ethics, violations ofrules, policies, and appeals. Because of the amount of paperwork pertainingto the certification of eligibility of participants, any discrepancies orviolations related to this carried monetary fines to help discourage late orinappropriate reporting by the member college.

Although the officers had little preparation and limited experiences withthe law, they were very concerned about the rights of institutions andindividuals. Violations and appeals were held with the strict confidence ofthe individuals involved. The 1983 Deed of Gift Agreement for the TCWSFArchives included a provision where access to the Ethics Committee filesrelating to violations was by approval of the Ethics Chairman and was deferreduntil May, 1986.

TCWSF was now adopting AIAW policies to eliminate discrepancies in rulesand regulations among affiliated state, regional, and national organizatioa2.In 1976 TCWSF members were required to be members of AIAW. Only active AIAWmembers were allowed to participate in TCWSF state championships as of the1977-78 season. Participants now had to be certified as eligible to competeprior to their first event. Necessary paperwork had to be filed at the state,regional, and national levels. The position of Chairman of Eligibility wascreated to alleviate the load of the Ethics Committee and to address the needfor accurate eligibility certification.

The enormous paper work and numerous hours of recording and verifyingeligibility and scnolarship were the results of a national structure ofcompetition. The Eligibility Chairman assumed these duties. This work wasaccomplished without the aid of a computer. Because of the importance of thisposition and the amount of time required to complete the duties the Federationawarded a nominal honorarium for this service. Patricia Bonner frou tlliganCollege served as the first chairman. The position of Chairman of Eligibilitywas soon added to the board.

In 1975-76 scholarships based on athletic ability were awarded tofemales in five TCWSF colleges: East Tennessee State University, gymnastics,volleyball, track; Middle Tennessee State University, basketball, gymnastics,tennis, volleyball; Tennessee Wesleyan, tennis, basketball; Union University,

basketball and University of Tennessee, Chattanooga, basketball, tennis, andvolleyball. The number of colleges offering sa4larships for female athletesand the number of scholarships increased tremendously due to some enforcementof Title IX regulations. With the awarding of athletic scholarships morerules and regulations relating to recruiting were implemented. TheEligibility Chairman and the Ethics Committee worked very closely to keep ahandle on possible violations.

Many Improvements besides officiating were made in the organization andadministration of tournaments. In addressing the diversity of memberinstitutions and differences within the sports, several types of tournamentswere offered from pool play in volleyball, A and B divisions in tennis andbadminton, and large and small college divisions in basketball. The adoptionof a Federation logo, printed tournament programs, all-star certificates, andstandardized trophies; helped reaffirm that the Federation was a growing viableorganization. The press was beginning to give local coverage at the statetournaments when the host college was participating.

State Tournaments were beginning to draw spectators. The officers sawthe potential to cover expenses and make a profit for the Federation as wellas the tournament host. To capitalize on this market the host college vasgiven incentives such as percentage of gate, profits from t-shirts, andconcessions. Although no large profits were realized, hosting a statetournament was becoming more popular. This financial venture helped defraycosts for teams who qualified for regional or national tournaments and/orprovided funds for the subsequent year's budget.

TCWSF members were concerned about the great distances some colleges hadto travel to participate in the tournaments. With this in mind, tournamentsin all the sports were structured so that all colleges were guaranteed atleast two games/matches before being eliminated. Tournaments were alsorotated each year to one of the three grand divisions of the state. Manysimilar decisions were made where the welfare of all institutions wasconsidered as opposed to vested interests by those at an advanced level ofcompetition and/or those who were more financially solvent.

In 1977-78 active membership in AIAW was required in order to participatein state TCWSF tournaments. Several small former TCWSF institutiona did notjoin AIAW. The members of the Federation were concerned that former sisterinstitutions would not have a culminating state tournament experience whenthere was ample interest. The Federation offered a non-AIAW division in bothtennis and volleyball in 1977-78.

TCWSF sponsored many district and state tournaments over the years. Itis appropriate to recognize the first state champion in each of thesports/divisions. In the beginning there was only one division in each typeof tournament but as the Federation grew in numbers it also grew in diversitywhich called for different tournament structures.

AIAW Southern Region Sport Committees were organized in 1978-79 and werecomposed of coaches from each of the five state associations includingTennessee, Kentucky, Virginia, North Carolina, and South Carolina. Thesecommittees helped formulate regional tournament policies, tournamentstructure, and seeding procedures in each sport. Prior to this the onlyformal input into regional matters was through the respective state presidentwho served on the Southern Region II Executive Board or by attendance at theregional Representative Assembly.

In order to increase communication among members between biannualgoverning board meetings, representative assemblies, and tournaments, JaneHooker initiated a TCWSF Newsletter during her presidency that was publishedseveral times a year. The newsletter contained tournament, AIAW and Regionalinformation, announcements pertaining to clinics, workshops, conferences, andtournament deadlines and results, etc. Sharon Brown, Maryville Collegecontinued this practice during her presidency. These newsletters providedmuch of the history of the Federation.

After the AIW ,eased operation, the TCWSF voted to dissolva the stateorganization in ipz " 1983. An initial $1500 grant to organize the TCWSFArchives was appr74d. The remaining TCWSF funds wr divided among memberinstitutions. Jane Hooker, Historian, wax asked to serve as the liaisonbetween TCWSF and the Mississippi Valley Collection Special Collections atMemphis State University. Elma Roane and Jane Hooker were directed to manageand disburse the grant allocation. Additional grant money was received fromSouthern Region AIAW funds after that organization was dissolved. The membersvoted to use the remaining funds money to complete the TCWSF Archives and forJane Hooker to publish a permanent guide to the collection. The libraryfinding aid, archives guide was published in 1990 and was distributed to allformer TCWSF institutions and officers. Additional copies were sent to theSouthern Region AIAW Archives housed at Eastern Kentucky University and theNational AIAW Archives housed at the University of Maryland.

Many great athletes and coaches came from the programs that weredeveloped during this period. They are too numerous to mention but one inparticular should be recognized. Pat Head Summitt, a member of the Universityof Tennmsee, Martin's basketball team that won the first TCWSF statechampionship also played on the first women's U.S. Olympic basketball team in1976. Summitt coached the 1984 U.S. women's Olympic gold medal baaketballteam, and has won two NCAA national basketball championships as coach of theUniversity of Tennessee Lady Vols.

The Tennessee College Women's Sports Federation was born out of a visionof physical educators that the collegiate experience should include organizedsports for females. These pioneer women believed that competition was goodfor women, could be an educttional experience, and should receive recognitionand financial support from the administration. Although the TCWSF was shortlived it served a vital role in the establishment of intercollegiate sportsfor women in Tennessee and the south. It was also instrumental inspearheading the movement for equality in sports for the female athlete. Theofficers, coaches, officials, and administrators will be remembered for theirdedication, personal sacrifices, both professional and financial, and theircomm.tment to make the world of sport more enjoyable and accessible tofemales.

The materials are arranged alphabetically and thenchronologically. June 1 through May 31 are the dates inclusive in theacademic year even though there are variances in Some of the fiscalyears of the organization.

Box 1. The Archives Subseries contains the Deed of Gift andcorrespondence relating to the establishment of the Archives in theMississippi Valley Collection in John Willard Brister Library atMemphis State Uhiversity 1983-1988. The Correspondence Subseriescontains general correspondence, forms and memos relevant to theadministration of the Federation. The Director Subseries includes theDirectories printed from 1977 until 1982.

Box 2. The Financial Reports and Records Subseries containsbudgets, ledgers, bank statements, cancelled checks, invoices,receipts, and correspondence dealing directly with finance. TheGoverning Board and Assembly Subseries includes agendas, minutes (somein manuscript form) and records pertaining to these groups.
