OFFICE OF POST-SECONDARY EDUCATION (OPE)
OVERVIEW
OPE works to strengthen the capacity of colleges and
universities to promote reform, innovation and
improvement in postsecondary education, promote and
expand access to postsecondary education and increase
college completion rates for America’s students, and
broaden global competencies that drive the economic
success and competitiveness of our Nation.
OPE administers over 60 programs that address critical
national needs and support our mission of increasing
access to quality postsecondary education

STUDENT SERVICE OVERVIEW
Student Service is a grant-making division in OPE.
Student Service administers grant programs aimed at
assisting all students in achieving their higher education goals,
especially low-income students, first-generation college
students, students with disabilities, and other disconnected
students.
In FY 2015 alone, Student Service awarded over $1 billion to
more than 3,000 grants across the United States and the
insular areas. More than 1.3 million students will be served
through the work of these grantees.

GAINING EARLY AWARENESS AND READINESS FOR UNDERGRADUATE
PROGRAMS (GEAR UP)
PRECOLLEGE PROGRAM
MISSION AND OBJECTIVES Mission: The GEAR UP program is a discretionary grant program
which encourages applicants to provide support and maintain a
commitment to eligible low-income students, including students with
disabilities, to assist the students in obtaining a secondary school
diploma and to prepare for and succeed in postsecondary
education.
Objective 1: Increase the academic performance and
preparation for postsecondary education for GEAR UP students.
Objective 2: Increase the rate of high school graduation and
participation in postsecondary education for GEAR UP students.
Objective 3: Increase the educational expectations for GEAR UP
students’ and increase student and family knowledge of
postsecondary education options, preparation and financing.

PROGRAM GOALS
Goals: The goals of TS are to increase the number of youth
from disadvantaged backgrounds who complete secondary
school, enroll in, and complete a program of a
postsecondary institution.

ELIGIBLE PARTICIPANT
U.S. citizens
Permanent residents of the U.S., Guam, Trust Territory of the
Pacific Islands, Micronesia or Marshall Islands.
Anyone who has completed 5 years of elementary education,
or is between the ages of 11 and 27.
Those older than 27 can be served - if there is no Education
Opportunity Center in the target area.
A veteran, regardless of age, can be served.
2/3 of all participants served must be both:
Low-income; and
Potential first-generation college student.

Connections for participants to high quality academic tutoring services to enable the participants to complete secondary or postsecondary courses.
Advice and assistance in secondary school course selection and, if applicable, initial postsecondary course selection.
Assistance in preparing for college entrance examinations and completing college admissions applications.

VETERANS UPWARD BOUND PROGRAM
Purpose:
To motivate and assist veterans in the development of
academic and other requisite skills necessary for
acceptance and success in a program of
postsecondary education.
The program provides assessment and enhancement of
basic skills through counseling, mentoring, tutoring and
academic instruction in the core subject areas.

composition, and literature;
Intensive basic skills development in academic subjects required for
the successful completion of a high school equivalency program
and for admission to postsecondary programs;

CHILD CARE ACCESS MEANS PARENTS IN SCHOOL (CCAMPIS)

WHAT IS THE CCAMPIS PROGRAM?
The CCAMPIS program’s purpose is:
to support the participation of low-income student-parents in
postsecondary education through the provision of campus-
based child care services;
to assist the institutions in providing campus-based child care
services to low-income students;
to publicize the availability of student financial assistance;
to encourage persons to enter or reenter secondary or
postsecondary education programs and complete those
programs.

WHO IS ELIGIBLE TO RECEIVE A GRANT?
CCAMPIS grantees must be:
An institution of higher education is eligible to receive a grant
under this program if the total amount of all Federal Pell
grant funds awarded to students enrolled at the institution of
higher education for the preceding fiscal year equals or
exceeds $350,000.

GRADUATE ASSISTANCE IN AREAS OF NATIONAL NEED (GAANN) PROGRAM
GRADUATE PROGRAM
WHAT IS THE GAANN PROGRAM (§648.1)?
The GAANN program provides fellowships through academic
departments of institutions of higher education to assist
graduate students of superior ability who demonstrate financial
need and plan to pursue the highest possible degree available
at their institution in a designated area of national need.

WHO IS ELIGIBLE TO RECEIVE A GRANT? (§648.2)
Any academic department of an institution of higher education that provides a course of study that—
(i) Leads to a graduate degree in an area of national need;
and
(ii) Has been in existence for at least four years at the time of
an application for a grant under this part.
(2) An academic department of an institution of higher
education that—
(i) Satisfies the requirements of paragraph (a)(1) of this
section; and
(ii) Submits a joint application with one or more eligible non-
degree-granting institutions that have formal arrangements
for the support of doctoral dissertation research with one or
more degree-granting institutions.

(b) A formal arrangement under paragraph (a)(2)(ii) of this
section is a written agreement between a degree-granting
