According to Commonwealth ofLearning (COL), Technology-
enabled learning aims to focus on increasing access to quality
teaching and learning by supporting policy formulation
and innovation in the applicationof ICT in education, and the
development of ICT skills. TEL includes a wide range of
technologies for teaching and learning: online access, mobile
devices, and low-costtechnologies such as audio and
video, radio and TV.EDEN SIG on TEL and Quality Enabled Learning

The term technology-enhanced learning(TEL) is used to describe the application ofinformation and communicationtechnologies to teaching and learning.
• Explicit statements aboutwhat the term is understood to mean arerare and it is not evident that a sharedunderstanding has beendeveloped in highereducation of whatconstitutesan enhancement of the student learningexperience (Kirkwood & Price, 2016) .

TEL-What is it about?
• Technology-Enabled Learning (TEL) describe the use of technology to support students’ learning. Usingthis term makes it possible to avoidpotential ambiguities and differinginterpretations of the process. The word enabled refers to facilitation: learning is made possible by the use of technology. It does not implythe value judgment that the wordenhanced necessitates.
• Technology-Enabled Learning is just about making learningpossible, whether that meansdifferent ways of serving existinglearners or, potentially, providingopportunities for learners whowere previously regarded as being“out of reach” — that is, thoselearners who typically have little to no access to educationalopportunities because of a varietyof circumstances (Kirkwood & Price, 2016, p2).
