    Water Audit Completed

    Saskatchewan Water and Environmenthas just completed an audit of the Townof Eastend Water treatment system. Theobjective was to assess the quality of thewater we use here. Their conclusion wasthat our water is of more than acceptablequality and that no major upgrades arecurrently required to our systems. Thelevel of turbidity in the water (theamount of muddiness caused by sediment

    or foreign particles) was determined tobe within acceptable limits. Sask. Waterwill monitor the regular treatment reportsprepared here over the next year beforeconducting another audit of the system.

    But, where is the water going?

    The Town system is fully capable of processing enough water to meet theneeds of the residents. Our water plantshould be able to support the require-ments of 1,000 people. However, Sas-katchewan is the largest consumer of water per capita in the country and Eas-tend is near the top of provincial con-sumption, using 70% - 80% more thanthe average. The winter months are thehardest on consumption. During thosemonths of the year we consume 50%-80% more than the average. One of thegreatest concerns of the Town Council ishow to promote better water conservationby all residents.

    Mayor Scott Morvik indicated that theTown will not consider selling our watertreatment plant to Sask. Water as the

    water audit has confirmed that we arefully capable of maintaining the qualityof our water with our independent proc-essing plant. JK

    Comments from the UrbanMunicipalities Convention

    Mayor Scott Morvik and three Council mem-bers attended the provincial Urban Munici-palities Convention last weekend. The pri-mary focus of the convention was socializedor low-income housing. However, it appearsthat in Eastend our greater concern is to pro-vide more housing for seniors with means.The Mayor specifically acknowledged theneed for condos for seniors where full prop-

    erty maintenance could be provided. He ex-pressed his intention to continue to encour-age development that will meet our uniquerequirements.

    At the Convention a provision was passed tosupport communities that want to opt out of paying their share of the financing cost of hospital construction. Ordinarily the cost issplit on a 65/35, provincial/local basis. Thisprovision was not supported by Mayor Mor-vik, whose position is that the Town of Eas-tend has already paid more than its fair shareto support vitally necessary hospital facili-

    ties, as all communities should. Further, lessfunding will only result in proportionatelyfewer hospitals being built. The choice andcost ultimately reverting to the taxpayer. JK

    The reason why I dilly-dally down thisroad of discussion is that my previouslyheld assumptions are no more. I hadthought that the idea of an atheneum wasonly to be seen as a big city phenomena.An Atheneum-like structure of skele-tonized pillars, supporting the forebodingbook-lined walls of a cavernous room,instantly reducing a visitor to a bowedmoment of humility. But no. For thepast five years there has been anAtheneum Society in our own neighbor-ing metropolis of Medicine Hat. As I amtold, it is a casual affair: On a quarterlybasis, we meet for a very nice meal, anda guest speaker, pulling from the profes-sional resources in the area. It can be asimple as that.

    Whether in an idea form, or aphysical structure, atheneums have ex-isted for centuries. The exchange anddiscourse that occurs has led to some of the greatest advancements of thought,whether in the form of material and tech-nology, or in the expressions, through artand literature. A vehicle to which we canconsider what it means to be human inthis period of time and in this little dot onthe map.TTT
