Editor’s Message to CAPAM Colleagues: Update on PAD Jubilee and Beyond In this issue, we are happy to present the first of a series of selected papers (by Milton Esman, Deryck Brown and Carl Baar) that were presented to the PAD Jubilee Conference. As many of you will recall, the Jubilee Conference was held at St Anne’s College, Oxford, 12–14 April, 1999 and attended by 165 persons from 41 countries and addressed by over 60 distinguished speakers drawn from government, academia, the donor and consultancy communities and NGO sector. Fittingly, the next issue of PAD (19.5), the last in this century, will be devoted to the 6 retrospective papers on the Past Fifty Years of PAD by Hubert Allen, Ian Blore, John Hailey, Edward Warrington, A. H. M. Kirke-Green and Ron Clarke. In parallel, our publishers, John Wiley and Sons Ltd, have in press a landmark publication comprising other key papers under the title: Applying Public Administration in Development: Guideposts to the Future. Details of this publication are to be found on the adjacent pages. By courtesy of a generous grant from the UK Dept for International Development, which also supported other aspects of the preparation of both retrospective papers and the book, the latter is being made available through CAPAM at a special price, especially for members from developing and transitional countries. As mentioned in my feature article on the Jubilee Conference in CAPAM Newsletter Commonwealth Innovations (Vol. 5 No. 1 1999), the Jubilee was also a time for reflection on the content, style and outreach of PAD over its next fifty years. The year 2000 will thus see a relaunch of the journal in a new format with many additional and exciting features. PAD’s 4 years of association with CAPAM has been a fruitful one. Even before that association was formally instituted, PAD carried a special issue entitled Government in Transition (Vol 15.3, 1995) on the inaugral conference of CAPAM held in Prince Edward Island, Canada in August, 1994. Subsequently, 2 symposia/special issues were published: Selected Experiences of good practice in Commonwealth public management (16.4, 1996) and The New Public Administration: Global Challenges—Local Solutions (17.1., 1997) on 1996 Biennial (Malta) CAPAM Conference. Vol. 18.5 carried the keynote speeches of Dr Mahathir, Prime Minister of Malaysia and Lord Nolan (UK) delivered to the 1998 Kuala Lumpur CAPAM Biennial Conference. Additionally, PAD’s Professional Develop- ments Section has covered CAPAM conferences held in Malaysia (1995), Caribbean (1995), Seychelles (1997), New Zealand (1998) and India (1999). Although the formal association of PAD with CAPAM will conclude in December 1999, as a founding CAPAM member, I look forward to continued professional inter- action and exchange with you all as PAD readers and contributors over the coming years.
