PULILAN, Bulacan—Sa bukidman o kalsada, katulong ngmga magsasaka ang kalabawsa pagahahanap-buhay.

Ito ay muling napatunayansa pagsasagawa ng taunangKneeling Carabao Festival sabayang ito noong Mayo 14 kungsaan ay mahigit sa 450 kala-baw ang ipinarada at lumuhod.

Ayon sa mga opisyal ng tur-ismo, ang nasabing bilang angpinakamaraming kalabaw nainilahok sa nasabing pagdiri-wang ng piyesta ni San IsidroLabrador, ang patron ng mgamagsasaka.

Ngunit ayon sa mga luma-hok na magsasaka tulad ni Ar-mando Espiritu Sr., maypagkakataon na libo-libong kal-abaw ang inilahok sa pagpara-da, kaya’t matapos ang pagdi-riwang ay hindi madaanan angkalsada sa dami ng naiwangdumi ng kalabaw.

Katulad sa mga nagdangtaon, dinumog ng libo-libong taoang pagdiriwang noong Saba-do.

Marami sa kanila ay nasagilid ng kalsada, ang iba ay na-kadungaw sa mga bintana, atang iba ay umakyat pa sa mgabakod at bubong ng bahay.

Ngunit hindi lamang sila bas-ta nanood sa pagdiriwang, sahalip, inilabas ang kanilang mgacamera at cellular phone upangkunan ng larawan ang mga hay-op na katulong sa bukid.

Samantalang ang iba aynagdasal na umulan.

THE SOCIAL SecuritySystem (SSS) has start-ed consultation meetingswith labor organizations,employer’s groups andother stakeholders onplans to update the currentpension structure of theSSS.

SSS President andChief Executive OfficerEmilio S. de Quiros, Jr.said the call for higher pen-sions and more meaning-ful benefits for Filipinoworkers would require con-siderable changes in SSSstructure, including an in-crease in contribution.

“The SSS operate onthe principle of forced sav-ings and cross-subsidy toenable workers to accu-mulate savings for retire-ment, “ de Quiros said.“But the present systemhas impediments thathinder the workers fromsaving more.”

The SSS is planning toincrease SSS’ contributionrate, which is currently

pegged at 10.4% of themonthly salary credit(MSC), to 11%. The 0.6%increase would be equallydivided between employerand employee’s share to7.37% and 3.63%, re-spectively.

This translate to onlyP6.00 per month for theminimum MSC of P1,000and P90.00 per month forthe maximum MSC ofP15,000 with the employ-ee and employer equallypaying P3.00 and 45.00for the minimum and max-imum MSC,respectively.

Aside from the contri-bution rate, the SSS alsoplans to increase theMSC, the ceiling thatserves as basis for contri-bution payments, fromP15,000 to P20,000. Suchincrease is seen to length-en the SSS fund life byseven (7) years, from 2039to 2046 according to SSS’actuarial study.

De Quiros said the in-crease would allow the

SSS to grant a 10-percentacross- the-board in-crease in pension, P500one-time grant to pension-ers and higher computedbenefits for active mem-bers.

The SSS last icreasedits contribution rate in 2007by 1% that eventually in-creased the SSS fund lifeby eight (8) years, fromactuarial valuation report.

“If the SSS does notstart to make small ad-justment now, the timewill come when it will beforced to increase contri-butions today will get pen-sions in the future,”hesaid.

The SSS is scheduleto meet with other labororganizations such as theTrade Union Congress ofthe Philippines (TUCP),Coalition of Labor Agenda(CLA), Federation of FreeWorkers (FFW), Employ-ers Confederation of phil-ippines (ECOP) and Fed-eration of Philippine Indus-

tries (FPI) within the monthof April.

‘Gloom istheir game’

Thus opens Gay Talese’s The Kingdom and the Power, thestory of the venerable institution that is The New York Times,published in 1969. Talese is no anti-press critic. He is a journalisthimself, having worked for the Times itself.

The rest of Talese’s opener which tells much of what makes ajournalist follows:

“Journalists travel in packs with transferabletension and they can only guess to what extenttheir presence in large numbers ignites anincident, turns people on. For press conferencesand cameras and microphones have become suchan integral part of the happening of our time thatnobody today knows whether people make newsor news makes people – General Ky in Vietnam,feeling no doubt more potent after his sixthmagazine-cover story, challenges Red China; afterpolice in New York raided the headquarters ofyoung hoodlums, it was discovered that some gangleaders keep scrapbooks; in Baltimore, a day afterthe Huntly-Brinkley Report mentioned that the cityhad survived the summer without a race riot, therewas a race riot. of life. He may send to America a provocative storyof poverty in Africa, of tribal threats and turmoil –and then he may go for a swim in theambassador’s pool. A journalist will sometimesmistakenly assume that it is his charm, not hisusefulness, that gains such privilege; but mostjournalists are realistic men not fooled by thegame. They use as well as they are used. Stillthey are restless. Their work, instantly published,is almost as instantly forgotten, and they mustendlessly search for something new, must stayalive with bylines and not be scooped, mustnurture the insatiable appetites of newspapersand networks, the commercial cravings for newfaces, fashions, fads, feuds; they must not worrywhen news seems to be happening because theyare there, nor must they ponder the possibilitythat everything they have witnessed and writtenin their lifetime may someday occupy only a fewlines in the plastic textbooks of the twenty-firstcentury.

IN LOS ANGELES, California,police surround a home inCompton where the leaders ofthe terrorist group known as theSymbionese Liberation Army(SLA) are hiding out. The SLAhad kidnapped Patricia Hearst,of the fabulously wealthy Hearstfamily publishing empire,months earlier, earning headlinesacross the country. Police foundthe house in Compton when alocal mother reported that herkids had seen a bunch of peo-ple playing with an arsenal ofautomatic weapons in the livingroom of the home.

The LAPD's 500-man siegeon the Compton home was onlythe latest event in a short, butexceedingly bizarre, episode.The SLA was a small group ofviolent radicals who quicklymade their way to national prom-inence, far out of proportion totheir actual influence. They be-gan by killing Oakland's super-intendent of schools in late 1973but really burst into society'sconsciousness when they kid-napped Hearst the following Feb-ruary.

Months later, the SLA re-leased a tape on which Hearstsaid that she was changing hername to Tania and joining theSLA. Shortly thereafter, a sur-veillance camera in a bankcaught Hearst carrying a ma-chine gun during an SLA robbery.In another incident, SLA mem-ber General Teko was caughttrying to shoplift from a sportinggoods store, but escaped whenHearst sprayed the front of thebuilding with machine gun fire.

Although law enforcementofficials began talking about theSLA as if they were a well-es-tablished paramilitary terroristorganization, the SLA had onlya handful of members, most ofwho were disaffected middleclass youths.

On May 17, Los Angelespolice shot an estimated 1,200rounds of ammunition into thetiny Compton home as six SLAmembers shot back. Teargascontainers thrown into the hide-out started a fire, but the SLArefused to surrender. Autopsyresults showed that they contin-ued to fire back even as smoke

and flames were searing theirlungs; they clearly chose sui-cide and martyrdom over jail.Randolph Hearst, Patty's father,remarked that the massive at-tack had turned "dingbats intomartyrs." The raid left six SLAmembers dead, including lead-er Donald DeFreeze, also knownas Cinque. Patty Hearst was notinside the home at the time. Shewas not found until September1975.

Patty Hearst was put on trialfor armed robbery and convict-ed, despite her claim that shehad been coerced, through re-peated rape, isolation, and brain-washing, into joining the SLA.Prosecutors believed that sheactually orchestrated her ownkidnapping because of her priorinvolvement with one of the SLAmembers. Despite any real proofof this theory, she was convict-ed and sent to prison. PresidentCarter commuted Hearst's sen-tence after she had served al-most two years. Hearst waspardoned by President Clintonin January 2001.

WHEN GOD saw the misery of His people in Egypt, he askedMoses to lead them out of the clutch of Pharaoh. “I am sendingyou to Pharaoh to bring my people out of Egypt,” God told Moses.

At first, Moses declined. “Who am I?” he asked. But Godinsisted, “Lead my people.” And that was what terrified Moses. Tolead the people out of Egypt and he never had any experienced atall. If you were in his place, what would be your reaction?

“A leader,” says Dr. John C. Maxwell, the leading authority onleadership, “is one who knows the way, goes the way and showsthe way.”

Leonard Ravenhill in The Last Days Newsletter, shares the storyof a group of tourists who were visiting a picturesque village. Asthey walked by an old man sitting beside a fence, one tourist askedin a patronizing way, “Were any great men born in this village?”

The old man looked at the tourist who inquired and told himbluntly: “Nope, only babies.” In other words, leadership is developed,not discovered. The truly “born leader” will always emerge; but, tostay on top, natural leadership characteristics must be developed.

So, what are some of the traits that a leadermust develop? First and foremost, he must havea character. A scorpion, being a poor swimmer,asked a turtle to carry him on his back across ariver. “Are you mad?” exclaimed the turtle. “You’llsting me while I’m swimming and I’ll drown.”

“My dear turtle,” laughed the scorpion, “if I wereto sting you, you would drown and I would godown with you. Now, where is the logic in that?”The turtle agreed, “You’re right. Hop in.”

The scorpion climbed aboard and halfwayacross the river the scorpion gave the turtle amighty sting. As they both sank to the bottom,the turtle resignedly said, “Do you mind if I askyou something? You said there’d be no logic inyour stinging me. Why did you do it?”

Integrity is the second trait a leader mustalways possess. If what you say and what youdo are the same, then you are a man of integrity.As Max Depree points out: “Integrity in all thingsprecedes all else. The open demonstration ofintegrity is essential; followers must bewholeheartedly convinced of their leader’sintegrity. For leaders who live a public life,perceptions become a fact of life.”

“Whoever is careless with the truth in smallmatters cannot be trusted with the importantmatters,” said Albert Einstein. The ultimate testof leaders’ credibility is whether they do what theysay. Most politicians are not good leadersbecause they lack this specific trait of a goodleader. After all, what they say is not what theydo.

“No one achieves and sustains successwithout discipline,” Dr. John C. Maxwell once said.And that includes being a leader. As BertrandRussell puts it, “Nothing of importance is everachieved without discipline. I feel myselfsometimes not wholly in sympathy with somemodern educational theorists, because I think thatthey underestimate the part that discipline plays.But the discipline you have in your life should beone determined by your own desires and yourown needs, not put upon you by society orauthority.”

You may be talented, wealthy and famous,but without discipline, you are nothing. As author

H. Jackson Brown Jr. reiterated, “Talent withoutdiscipline is like an octopus on roller skates.There’s plenty of movement, but you never knowif it’s going to be forward, backwards, orsideways.”

A good leader should also have the ability toinfluence others. “The key to successfulleadership today is influence, not authority,”Kenneth Blanchard said. John Maxwell himselfagrees: “Leadership is influence.”

John D. Rockefeller was known for his amazingbusiness success, but he had a greater reputationamong those who knew him as being a man whomotivated his people. He had a sincereappreciation for others and was willing to acceptfailure if an honest attempt had been made atsuccess.

When one of his partners, Edward T. Bedford,failed in a business venture, which costRockefeller’s company a million dollars,Rockefeller responded with a statement that hasbecome classic in business lore. He didn’tcriticize Bedford because he knew he had donehis best. He did, however, call Bedford to his office.

“I think it is honorable that you were able tosalvage 60 percent of the money you invested inthe South American venture,” Rockefeller toldBedford. “That’s not bad; in fact, it’s splendid. Wedon’t always do as well as that upstairs.”

A good leader is also good in motivating othersrather than manipulating them. In his book,Something to Smile About, Zig Ziglar gives us athought-provoking comparison on both words:“Motivation occurs when you persuade others totake an action in their own best interests. Thingssuch as people preparing their homework,accepting responsibility for their performance, andfinishing their education are the results ofmotivation.”

On the other hand, “manipulation is persuadingothers to take an action that is primarily for yourbenefit,” Ziglar explains. “Things such as sellingan inferior product at an inflated price and workingpeople overtime with no extra pay are examplesof manipulation.”

Walter Stevenson once pointed out: “Ifleadership is an art, then leaders are the artists,organizations are the easel, people are the canvas,ideas are the pigment, values are the frame, andvision is the thing that's hung up at the gallery--the final outcome that's so magical it tempts theaudience to forget the messy process by whichthe result is fashioned, and lures them into a stateof awe.”

The officer- in-charge ofthe revision has reported-ly suggested to go insteadto the compact flash cards(CFCs) used by the PCOSmachines, to which theNepomuceno camp ob-jected, said Pamintuan.The CFCs contain the im-age of the orginal ballotsused during the elections.

“Of course, Nepo-muceno also alleged thatthe CFCs have been pre-programmed and config-ured to favour me. This isa charge that is technical-ly impossible. It is acharge that actually ques-

tions the entire automat-ed elections, which wereotherwise hailed as themost efficient systemused so far, resulting inthe speediest and mostpeaceful Philippine elec-tions ever,” said Pamintu-an.

“Further, Nepomucenois questioning and puttingto doubt the entire resultsof the last national elec-tions, including the elec-tion of the President andall others who won,” add-ed Pamintuan.

The mayor also as-sailed Nepomuceno forquestioning the integrity“of all the teachers whoserved during the elec-tions, and even his ownpoll watchers – none ofwhom raised any case ofirregularity during the elec-tions.” He added that eventhe Parish Pastoral Coun-cil for Responsible Voting(PPCRV) has in fact at-tested that no irregularitieswere committed during theelections.

“Very clearly, this is ahare-brained operation. It’s

crude and a product of nin-compoops and ninnieswho thought they couldoverturn the entire system,and thwart the true will ofthe people. These simple-tons refuse to admit thatthey have been rejected bythe people and decisivelytrounced in the elections,”said Pamintuan

“They were still in pow-er 46 days after the elec-tions, meaning all the bal-lot boxes were still in theircustody. They were alsothe ones who identified thesupposed questionableprecincts – the precinctswhich they have tamperedprecisely,” added Pamin-tuan. “I repeat, after theopening of the four ballotboxes, there were indica-tions of cheating whichhappened after the elec-tions, and the cheatingwas against me.”

Pamintuan urged theComelec to dig deeper inthe case and expose andprosecute the cheats. Heassured his constituentsof continued service at thecity hall.

THE TRAVEL and tourism industry willsoon join forces in putting law and orderin the tricycle transport sector to helpboost tourism in the light of a growingpopulation of local and foreign tourists inClark and Angeles City.

This was announced by Regional Di-rector Ronaldo Tiotuico of the Departmentof Tourism – Region III in a press state-ment issued recently.

Tiotuico said that the stakeholderscommunity in Clark led by Mr. DennisWright of Global Gateway Logistics Citytogether with Local Government of Ange-les City thru the Angeles City TourismOffice, Clark Development Corporationthru Clark Tourism Promotions Office,

Transport sector to get boost from tourism stakeholdersClark Investors and Locators Association,Greater Clark Visitors Bureau, Localbarangay council (Balibago / AngelesCity) and the Philippine National Police– Angeles City will soon partner with thetourism regional office in the overall ef-fort to enhance the quality of service inthe transport sector by conducting ori-entation program for the more than 300tricycle drivers in Balibago area on howto become tourist-friendly and service-oriented in their profession. A one-dayworkshop for each association (TODA)will be conducted this year each on howto keep customers satisfied with empha-sis on work ethics and work behavior.This year’s target is to provide orienta-

tion to at least five (5) tricycle drivers as-sociation with a combined membershipof about 300 drivers.

Mr. Wright of Global City pledged tosupport the project of tourism stakehold-ers by providing materials for the improve-ment of TODA terminals in Balibago andto provide uniforms for the drivers. Eachterminal will be provided with a billboardcontaining the authorized fare rate withdestinations. Advocacy stickers like“Clark is It!” or “A Tourist is a Friend” willbe printed and posted on each tricyclefor prominence. If possible, each driverwill be identifiable thru an ID. At the endof each workshop, participants will bemade to sign a memorandum of commit-

ment to keep customers always satis-fied. A code of ethics for all associationswill be crafted for all drivers to abide by.The local barangay council will monitorthe implementation of the program usingthe local PNP as support organizationtogether with the Angeles City TourismOffice. CDC Tourism Office will ensurethe cooperation of stakeholders in Clarkin making this project a success.

For his part, Mayor Ed Pamintuanstressed the importance of giving atten-tion to the quality of service being offeredby these frontliners now that tourism andtravel in the city is vastly growing withthe presence of Diosdado Macapagal In-
