CONSTITUTIONAL RIGHTS FOUNDATIONCHAIR OF THE BOARD OF DIRECTORS AND PRESIDENT’S MESSAGE

In 2008, CRF initiated new ways to extend its reach andstrengthen its impact in civic education through newtechnologies that connect with even more students and

teachers. CRF launched its new web site, with an excitingnew design, easier navigation, and special pages for teach-ers, students, parents, and alumni of our many programs.The new login feature increases visitors’ interactivity withthe CRF community and allows access to our nationallyacclaimed Bill of Rights in Action and our library of freelesson plans.

The enhanced web site enabled CRF to forge ahead in im-portant directions. CRF now offers more online resourcesthan any other civics-related organization in the countryand the goal is to keep adding more. With generous sup-port from the Annenberg Foundation, CRF has been de-veloping the Civic Action Project (CAP), an innovativecurriculum that gives U.S. government teachers new waysto increase civic learning and participation. Building onCRF’s extensive service-learning and civics materials, CAPwill motivate young learners to participate in their democ-racy by making government a relevant and understandablesubject they will want to learn.

Thanks to the Weingart Foundation’s support, CRF hasalso been developing Educating About Immigration, anonline curriculum and information aggregator. Teacherscan login and download CRF lessons on this importantsubject. The site will also encourage users to contributetheir personal or family immigration story, comment onexisting material, and share their own immigration-relatedcommunity projects.

While expanding in these new directions, CRF maintainedits commitment to its core of established, renowned pro-grams. Mock Trial and History Day continued to help tensof thousands of students develop critical-thinking skills andan excitement about civic learning. The energy and com-mitment of the Mock Trial students enacting the roles oflawyers, witnesses, and courtroom personnel inspired hun-dreds of volunteer lawyers and judges to give countless hoursto the project. History Day saw students become teachers ofhistorical subjects that inspired them, enabling them tocreate research papers, web sites, documentaries, and live per-formances to show what they’d discovered.

This year our Youth Internship Program got a new name tobetter capture the power of the program. Now called Ex-panding Horizons Internships, the program partneredCRF with local law firms, businesses, non-profits, and gov-

ernment offices to provide internship opportunities formore than 100 high school students. These young peoplegained professional skills, new perspectives on their fu-tures, and civic knowledge through real-world work expe-rience and enriching, informative seminars.

CRF’s dedicated staff and volunteers expanded our pro-grams that serve students in classrooms throughout the LosAngeles area. In Courtroom to Classroom (C2C), studentsgained a firsthand look at the legal profession, learning di-rectly from volunteer lawyers and judges in their class-rooms and local courthouses. The Summer Law Institutegave many Los Angeles area students the chance to divedeep into the world of law, developing courtroom skillsfrom the voir dire of prospective jurors to the cross-exami-nation of witnesses.

Two notable programs allowed the talented CRF trainersto offer teachers unique professional development. Teach-ing American History provided educators with U.S. his-tory resources that supported classroom instruction fortens of thousands of students. Local teachers also partici-pated in Deliberating in a Democracy, which engagedstudents in deliberations on democratic principles whileconnecting them and their teachers with schools in devel-oping democracies in Eastern Europe. CRF also hosted ascholar from the Kurdish region of Iraq, here to learnabout how we educate young people in hopes of furtheringthe democratization of Iraq.

In this extraordinarily challenging time for all organiza-tions, we want to recognize and thank CRF’s committedboard of directors, energetic staff and volunteers, partici-pating students and teachers, and most of all our generousdonors who make all of these vital programs possible.

Constitutional Rights Foundation (CRF) is a non-profit, non-partisan educational organization dedicated to helping ournation’s young people to become well-informed, engaged, and active citizens and to understand their rights and respon-sibilities as members of our democracy. Established in 1962, CRF is guided by a dedicated board of directors drawn fromthe worlds of law, business, government, education, and the media.

CRF’s professional staff includes teachers and educators, lawyers, writers and editors, and youth development spe-cialists. Volunteers also provide vital support for many CRF programs and activities and serve as adult role modelsfor youthful participants. To accomplish its goals and objectives, CRF applies its resources in the following areas:

Extending Our Reach and Strengthening Our Impact

Mock Trial. Each year since 1980, CRF has developedand distributed a new Mock Trial case and has adminis-tered the Los Angeles County and statewide Mock Trialcompetitions. The Mock Trial program is designed tohelp California students learn about our judicial system.School districts in 36 California counties participated inthe 2008 California State Mock Trial Competition, in-volving over 10,000 students and 3,000 judge, lawyer, andteacher volunteers.

History Day in California. To enrich and enliventheir study of history, student participants in HistoryDay research historical issues, ideas, and people andapply what they have learned to research papers, displays,media productions, performances, and web pages. Morethan 40,000 students, their teachers, and family membersfrom 33 California counties participated in 2008.

Expanding Horizons Internships. This CRF pro-gram places qualified urban students in law firms, busi-nesses, government offices, and non-profit organizations.The program empowers young people to serve as schooland community leaders while they gain valuable paid workexperience and college preparation. In 2008, the programplaced 105 local students in Los Angeles-area offices.

Teacher and Professional Development. Teach-ers receive training and professional development fromCRF through workshops in history, law and government,and civic participation. In 2008, CRF’s Teaching Ameri-can History (TAH) program provided hundreds of teach-ers in more than 10 school districts with U.S. historyresources designed to support classroom instruction. AllTAH resources originate from CRF’s U.S. history materials,from scholars connected to local academic institutions, andfrom an extensive bibliography selected by TAH staff.

Publications. CRF’s data-collection instruments esti-mate that CRF materials and publications reach nearly 2.4million students annually. In 2008, CRF published the re-visedCurrent Issues in Immigration 2008 for use by teach-ers in addressing these important and timely issues in theirclasses. The online version of Current Issues received over16,000 individual page views. CRF’s signature newsletter,Billof Rights in Action, reached over 30,000 educators withthree new issues to help teachers and students with content-rich, standards-based curriculum supplements. Issues ad-dressed the themes of Intellectual Property, Reform, andPolitics and contained articles on such diverse topics as dig-ital piracy, Communism and democratic reform in China,and the origins of political parties in the United States.

The State Mock Trial Competition involves over 10,000 students and3,000 judge, lawyer, and teacher volunteers.

This year, CRF’s web site attracted over 1.2 millionunique visitors with its diverse publications catalog, freeonline lesson plans and classroom materials, and accessto CRF programs. The web site also continued to servethe education community with CRF Forum, an onlineyouth-voice platform for student discussion and com-mentary on topics including culture and diversity, gov-ernance, global climate change, and school-based events,issues, and news.

Free Expression in a Free Society. CRF sponsorsthis annual academic competition to challenge studentsto research and create video projects that explore themesand events related to freedom of speech in history, theBill of Rights, and principles of democratic participa-tion. In 2008, the winning entries were two documen-taries, one highlighting Alice Paul and the women’ssuffrage movement in the U.S. and the other exploringthe Prague Spring of 1968.

Lawyer in the Classroom. Two CRF programs pro-vide students throughout Los Angeles County with adeeper understanding of the judicial system and itsprocesses by connecting them with members of the legalcommunity.

Courtroom to Classroom brought judge and attorneyteams to middle or high school classrooms where theyengaged students with materials designed to supportU.S. history and government courses.

TheAppellate Court Experience provided students withan opportunity to observe portions of a criminal appeal,meet with presiding justices at the California State Courtof Appeal, and engage in classroom activities.

The Summer Law Institute. SLI offers a week-longsummer program for high school students interested inlearning more about the American legal system. Co-spon-sored by the California Bar Foundation and the UCLASchool of Law, the 2008 SLI attracted 49 high school stu-dents and awarded many participants with scholarships.

Deliberating in a Democracy. CRF helped to cre-ate this program that fosters the teaching of democraticprinciples by partnering teachers and students in the UnitedStates with those in developing democracies of Eastern Eu-rope. In 2008, more than 2,000 students and over 25 teach-ers from the Los Angeles-area employed an innovativemethodology of in-class deliberation and connecting withschools in Lithuania, Russia, and Serbia through studentconferences, video conferences, and teacher exchanges.

Educating for Democracy: The CaliforniaCampaign for the Civic Mission of Schools. In2008, CRF continued this civic-education collaborationwith the Center for Civic Education and the Alliance forRepresentative Democracy. The campaign sponsored arange of student and teacher activities to celebrate Consti-tution Day in September 2008, continued its public out-reach efforts, and introduced legislation to further teacherprofessional development for quality civic education. Ed-ucating for Democracy seeks the support of education,business, law, veteran, labor, parent, and service groupsaround the state to promote civic education in California.

In 2008, CRF’s 24 staff members were able to plan,develop, and deliver new and ongoing materials and pro-grams, guided by a 64-member board of directors andunderwritten by a budget of approximately $3.5 million.
