Senior Secondary Applied Learning Courses (2012-14 Cohort)

(Note: This circular memorandum should be read by heads and teachers of all secondary schools – for necessary action.)

Summary The purpose of this circular memorandum (CM) is to announce the arrangements and application procedures for the third cohort of Senior Secondary Applied Learning (ApL) courses commencing in the 2012/13 school year. Details Background

2. ApL courses are elective subjects in the senior secondary curriculum which complement other subjects by offering studies with stronger elements of practical learning linked to broad professional and vocational fields. Under the New Academic Structure, students can opt to take ApL courses as elective subjects in Secondary 5 and 61. Target Students

3. All current Secondary 4 students who are following the senior secondary curriculum recommended by the Curriculum Development Council (CDC) may apply for studying ApL courses in Secondary 5 and 6 from the 2012/13 to 2013/14 school years. 4. Schools are encouraged to provide opportunities for students with varied interests, aptitudes and abilities to study ApL courses, taking into consideration exposing them to broad and balanced learning experience in their senior secondary education.

Course Design and Areas of Studies

5. Similar to the requirements of other senior secondary subjects, ApL focuses on nurturing students’ knowledge, skills and attitude. The emphasis is to provide students with opportunities to

understand fundamental theories and concepts through application and practice, develop generic skills in authentic context, and explore their orientation for life-long learning and career aspirations. 6. The duration of each ApL course is 180 contact hours, generally extending over two academic years from Secondary 5 to 6. 7. In the third cohort of ApL to be launched in the 2012-14 school years, a total of 35 courses2 categorised under the following six areas of studies will be offered by the 12 course providers approved by the Education Bureau (EDB) -

� Creative Studies � Media and Communication � Business, Management and Law � Services � Applied Science � Engineering and Production

Details of the ApL courses and course providers are available at Appendix 1. Schools may also refer to the EDB website (http://www.edb.gov.hk/apl) for the course synopses (including the learning outcomes, content and organisation, articulation, etc.) of the respective ApL courses. Quality Assurance

8. To ensure that ApL courses are developed according to the design principles, the curriculum is delivered as planned, and the learning outcomes of students can meet the standards which are set, the EDB has been working in collaboration with the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and the Hong Kong Examinations and Assessment Authority (HKEAA) to put in place a quality assurance mechanism of ApL courses, under the overview of the CDC Committee on ApL. Assessment and Articulation

9. Assessments of student performance in ApL courses, including both formative and summative assessments3, are undertaken by course providers and administered mainly by the respective course tutors. To keep schools informed of students’ learning progress and facilitate them in providing the necessary support to students throughout the course of study, students’ interim results and attendance reports will be made available to schools by the EDB on a regular basis. 10. To ensure the consistency of assessment standards, the HKEAA is responsible for the moderation of the assessment results submitted by the course providers. The moderated results will be recorded on the Hong Kong Diploma of Secondary Education (HKDSE). In this connection, schools offering ApL courses should arrange their students to register with the HKEAA for entry to ApL courses when applying for participation in the HKDSE examination. For details on registration for HKDSE examination, please refer to the announcements to be made by the HKEAA in due course. 11. Students who have successfully completed their enrolled ApL courses and fulfilled the minimum attendance requirement of 80% will be designated as ‘Attained’ or ‘Attained with Distinction’ on the HKDSE. Students attaining the results of ‘Attained’ and ‘Attained with

Distinction’ in the ApL courses are accepted as attaining the competencies required at HKDSE examination Level 2 and Level 3 or above respectively for the purposes of further studies and/or work4. Modes of Implementation

12. Schools are encouraged to adopt different modes of implementation to offer ApL courses according to the learning needs of their students. The following are two non-exclusive modes of implementation for the reference of schools -

Mode 1: Courses take place mainly at the venues of course providers and are taught by the staff of the course providers. Schools should make arrangements for students to attend the courses according to the timetables set by the course providers.

Mode 2: Courses take place mainly in schools and are offered by schools in collaboration with course providers which send their staff to the schools. Schools are expected to work out the detailed arrangements with the course providers, such as sharing of teaching loads, provision of venues and facilities, rendering assistance in classroom teaching, etc.

Schools which opt to offer ApL courses in Mode 2 may consider taking, with the guidance and support of the course providers, a more significant teaching role by their teachers and progress to conducting the courses on behalf of the course providers in the long run, while the course providers remain responsible for the internal quality assurance of course delivery and assessment (Mode 3). Funding Arrangement

13. All aided, government and caput secondary schools, as well as secondary schools under the Direct Subsidy Scheme (DSS) and special schools with senior secondary classes offering EDB-approved ApL courses are eligible for the Diversity Learning Grant (DLG) which is disbursed on a yearly basis. All schools eligible for DLG are NOT allowed to charge students any fees for taking ApL courses. 14. The ApL course fees will be funded by the DLG based on a shared-funding principle. Schools receiving DLG are required to share part of the course fees through flexible deployment of other resources. To alleviate schools’ financial burden in offering ApL courses, the funding arrangements for ApL have been reviewed and the level of grants has been slightly raised for the 2012-14 cohort. Details of the funding arrangements and the related accounting arrangements are given at Appendix 2.

4 Details of the articulation pathways are as follows -

� For further studies in sub-degree programmes, students are eligible to apply for admission to Associate Degree or Higher Diploma Programmes if they meet the minimum entrance requirements of Level 2 in five HKDSE subjects (including Chinese Language and English Language). Each student is allowed to use up to two ApL subjects in the application. Details are available at the Information Portal for Accredited Self-financing Post-secondary Programmes (http://www.ipass.gov.hk) or New Academic Structure Web Bulletin (http://www.edb.gov.hk/nas/en).

� For further studies in undergraduate programmes, in general, the tertiary institutions value the learning experiences that students acquire in ApL. ApL subjects are used as elective subjects, or considered for award of extra bonus or additional information, varying by institutions, faculties or programmes. Details are available at the New Academic Structure Web Bulletin (http://www.edb.gov.hk/nas/en).

� For work, the Civil Service Bureau (CSB) announced that results in the HKDSE (including the results of ‘Attained’ and ‘Attained with Distinction’ in ApL, subject to a maximum of two ApL subjects) will be accepted for civil service appointment purposes. Details are available at the CSB website (http://www.csb.gov.hk/english/info/2170.html).

15. Under special circumstances in which schools have genuine financial difficulties in offering ApL courses (e.g. schools with more than five senior secondary classes per cohort and/or a large number of students taking ApL courses), schools may make applications to the EDB on or before 3 April 2012 for extra funding. Schools’ applications will be considered on a case-by-case basis. Support for Students

16. To facilitate students in making informed choices of ApL courses as their elective subjects for their senior secondary studies, schools should provide students with the necessary support and guidance about exploring their preferred learning styles and envisaged pathways through activities such as career talks, visits, etc. 17. Before applying for enrolment in ApL courses, schools are requested to encourage their Secondary 4 students to participate in the following activities organised by the EDB so that they can have a better understanding on the ApL courses -

� Course Exhibition

The exhibition will be organised by the EDB in collaboration with course providers. Teachers are encouraged to visit the exhibition together with their students interested in taking ApL courses, or encourage parents to visit it with their children. Details are as follows -

� Taster Programmes

Taster Programmes will be arranged by course providers on Saturdays from February to March 2012 for students who are interested in taking the related ApL courses as elective subjects in the 2012-14 school years. Details and the application forms are available in Appendix 3. Interested schools should complete the application form(s) and send them to the EDB via fax on or before 13 February 2012.

Support for Teachers

18. To support schools in implementing ApL courses, the EDB will organise the following briefing session and professional development programmes -

� Briefing Session

The briefing session is to provide schools with the information on the detailed arrangements for course implementation and the application procedures of ApL courses via the Web-based School Administration and Management System (WebSAMS). Details are as follows -

Application Procedures

19. All students MUST apply through their schools for enrolment in ApL courses. Schools may refer to the guidelines at Appendix 4 before nominating students for taking ApL courses. Students applying for ApL courses have to go through a selection process to be conducted by course providers. The selection criteria of individual ApL courses are available at the EDB website (http://www.edb.gov.hk/apl). Each student may apply for a maximum of TWO ApL courses and accept a maximum of TWO offers after the selection process. 20. The application for ApL courses (2012-14 cohort) will commence on 13 February 2012. Schools may submit applications for their students to the EDB -

� electronically via the ‘ApL Module’ in WebSAMS on or before 3 April 2012; or

� by completing and submitting by fax the ‘Application Form’ on or before 27 March 2012 (for non-WebSAMS users only).

Funding and Accounting Arrangements for Senior Secondary Applied Learning Courses (2012-14 Cohort)

Diversity Learning Grant The Diversity Learning Grant (DLG) supports all aided, government and caput secondary schools, as well as secondary schools under the Direct Subsidy Scheme (DSS) and special schools with senior secondary classes in offering a diversified curriculum to cater for students’ needs under the New Academic Structure. It is a cash grant for aided and caput secondary schools, secondary schools under the DSS and special schools. For government secondary schools, it is in the form of budget allocation. Applied Learning (ApL) will be supported by the DLG. 2. DLG will be provided for eligible schools on a yearly basis to support the implementation of ApL courses offered by course providers approved by the Education Bureau (EDB). The ApL courses should be offered as elective subjects within the school curriculum leading to the Hong Kong Diploma of Secondary Education (HKDSE) qualification. 3. To apply for DLG, schools should draw up a three-year plan (endorsed by the School Management Committee or Incorporated Management Committee) to broaden subject choices for a particular cohort of students. The plan could be incorporated into the school’s annual plan as an annex and uploaded onto the school’s homepage before end of November each year. Schools may refer to the EDB website (http://www.edb.gov.hk/apl) for a sample of the plan. Funding Arrangements for ApL 4. All students in aided, government and caput secondary schools, as well as secondary schools under the DSS and special schools with senior secondary classes following the senior secondary curriculum recommended by the Curriculum Development Council are eligible for the DLG for ApL.1 Each eligible student is entitled to funding for a maximum of TWO ApL courses. For students taking FOUR elective subjects with an ApL course as one of them, the ApL course will be regarded as the fourth elective subject and will NOT be subsidised by the DLG. 5. Each school is entitled to subsidies for a maximum of 120 ApL enrolments per cohort (i.e. schools need to pay all the costs for enrolment beyond this limit). All schools eligible for DLG are NOT allowed to charge students any fees for taking ApL courses. 6. To alleviate schools’ financial burden in offering ApL courses, the funding arrangements for ApL have been reviewed and the level of grants for the 2012-14 cohort has been slightly raised as follows:

� For the first 10 enrolments of each school, the level of grant per student per course is 100% of the average course fee of ApL courses enrolled by ALL students of the school as a whole.

� For the remaining 110 enrolments, the level of grant per student per course is 75% of the average course fee of the ApL courses enrolled by ALL students of the school as a whole,

with a subsidy ceiling of $8,330 per student per course2 (i.e. schools contribute at least 25% of the average course fee). The following table summarises the resources that can be deployed by schools for the payment of ApL course fees -

7. Under special circumstances in which schools have genuine financial difficulties in offering ApL courses (e.g. schools with more than five senior secondary classes per cohort and/or a large number of students taking ApL courses), schools may make applications to the EDB for extra funding. Schools should write to the EDB on or before 3 April 2012, setting out their financial difficulties, stating the amount applied for and proposing solution in the long run. Schools’ applications will be considered on a case-by-case basis. 8. The DLG for ApL (2012-14 cohort) can only be used to support the learning of ApL courses of the 2012-14 cohort of students (it cannot be mixed with the DLG of other cohorts of ApL courses). The funding must be used directly for the payment of ApL course fees to be charged by the approved ApL course providers. It must not be used for Other Languages and Other Programmes (which are supported by other categories of the DLG), or other purposes such as capital purchases, overheads or maintenance, etc. 9. Apart from mobilising other resources to pay the remaining listed course fees, schools may apply to the course providers for course fee reduction should they also provide the venues, facilities, equipment or teachers contributing to the teaching of ApL courses. Payment and Accounting Arrangements 10. The DLG for ApL will be allocated to schools in TWO equal instalments. The first and second instalments of the provisional DLG will be disbursed to schools in August 2012 and August 2013 respectively. For government secondary schools, the DLG will be provided to schools in the form of budget allocations. Adjustments to the DLG, if any, will be made by the EDB based on the actual number of enrolment in ApL courses (2012-14 cohort) (as at 28 September 2012 and 30 September 2013) and the information submitted by schools.

11. The DLG allocated by the EDB, together with other resources deployed by schools for the payment of course fees, should be paid by schools to the course providers in TWO equal instalments. The first and second instalments of course fees would be calculated based on the number of enrolment as at 28 September 2012 and 30 September 2013 respectively, and should be paid by schools upon receipt of the debit note or invoice issued by course providers. 12. For aided and caput secondary schools, secondary schools under DSS and special schools, a separate ledger account named ‘DLG for Applied Learning (2012-14 Cohort)’ should be kept in the school ledger account under the Government Fund to properly record all income and expenditure chargeable to ApL as illustrated below -

For government secondary schools, the expenditure should be charged to the user code assigned for ApL (2012-14 Cohort). Unspent balance of the allocations as at the end of each financial year (i.e. 31 March 2013 and 31 March 2014) cannot be carried forward to the subsequent financial year and will lapse.
