Why an allowance for handicaped children?

• Parents would like to decide about the school and the education of their handicaped child. The government is trying to improve the integration of the child with special needs (INCLUSION) in society and in schools. This was founded in a REC /law in august 2003. A system of special schools (4 categories), a system of indication with a board of indication was formed and they will decide wether a child can have a Pupil bound allowance

With the budget the school can pay for extra needs like special teachers, materials etc. These has to be an indication given by the board of indication to be permitted in the special schools

The law says that the criteria for admitting the special education must be valid over the country and independent.

It means that every school have the same criteria for admit. It can not be possible that a child in place A admit to the special school and in place B, it can not.
