We believe that children have more chance of achieving their full educational potential, if they attend school and behave well. All children can realise their full potential, some just need a little more help to do so.

At the heart of the Education Support, Behaviour and Attendance Service is a set of core values. These include:

• Providing high quality support which makes a real difference to schools, children and families

• Interventions are flexible enough to meet the needs of schools, children and families

• Support is provided on a sound understanding of the local context and the particular needs of schools, children and families.

We have aligned our services to support the core needs of schools with delivery targets and key performance indicators, including those within the Ofsted framework.

All of our support is delivered by highly skilled practitioners who will bring a range of additional skills to your school. With our specialist

support packages, you will be buying time to do the pieces of work that your staff do not have the flexibility to do themselves, whether this is working with families in their home or providing one-to-one support outside of the classroom. Alongside our direct work, we will provide your staff with high quality advice, guidance and training that will allow you to maximise the full potential of children you have today, and those you will have in the future.

We employ a team of skilled staff who are dedicated to working alongside schools to meet your priorities. As a paying customer, you will be able to dictate how we work in your school and the length of any intervention.

In order to help you determine how much support you will need, we have developed a simple and transparent pricing structure that is based around the concept of units. Schools are invited to purchase a block of units that can then be used to ‘buy’ interventions. Any piece of work we undertake in a school will be priced in terms of units; this includes all the work that is needed to deliver an identified intervention. There are no hidden extra costs.

We understand that the needs of a school can change quickly. If you plan to use units for a particular piece of work but then find you want to use the units on another intervention, then we have the capacity and flexibility to enable you to do this.

Units can be bought at any point but to get best value we recommend agreeing an amount at the beginning of the year. We will keep you informed

as to how you are spending them so as to maximise value. If you need to buy more, you can do that at any point, in blocks of 50 units. It’s that simple. As a paying customer, you will help shape the interventions that we deliver on your behalf.

We have grouped our interventions into 3 main thematic areas, to help illustrate the range of interventions that we are able to provide. This gives a flavour of what we are able to do to support you and your school; these lists are not exhaustive.

Attendance SupportSchools can access statutory support for concerns in relation to protracted poor attendance. Referrals should be made via Behaviour and Attendance Partnerships (for secondary schools) or directly to area Team Leaders (for primary and special schools). There is no charge for statutory work.

Where schools would like us to conduct non-statutory or more preventative interventions, these can be bought with ESBAS units.

Behaviour SupportEast Sussex Maintained Schools have agreed for the budget for Behaviour Support Services to be pooled by the Local Authority and managed on behalf of all schools to provide an equitable offer across the county. In order to ensure a fair offer to all schools, and to allow for greater flexibility in terms of supporting children with the most challenging behaviour, as well as having the option to use support in a more preventative way, the funding for Behaviour Support has been split into three “Blocks” of units

Red Block – 40% of the funding is converted into units and is focussed on the top tier of children i.e. those with the greatest needs and are at serious risk of permanent exclusion from school. Access to this is on a needs-led referral basis, via B&A Partnerships for maintained secondary schools, and directly to ESBAS for maintained primary schools. Children supported in this “block” would be allocated a number of units depending on need.

Green Block – 30% of the funding is converted into ESBAS units and allocated to maintained schools according to a formula (based on NOR, IDACI and FSM). This will allow schools to request support directly, and benefit from early interventions.

Blue Block – 20% of the funding is converted to ESBAS units and allocated to all maintained schools, irrespective of size or needs-based formula. This will provide a ‘core’ offer to all schools and allow universal access to the service alleviating concerns from schools in more rural locations.

All maintained schools receive confirmation of the amount of their Green Block and Blue Block Units allocations at the beginning of the financial year.

Additional units can be bought at any point, but to get best value we recommend agreeing an amount at the beginning of the year. We will keep you informed as to how you are spending them so as to maximise value. If you need to buy more, then you can do that at any point.
