Construction and operation of a 4,400m3 /day water treatment plant at La Gogue Dam, Seychelles

1. This Invitation for prequalification follows the General Procurement Notice (GPN) for this project which appeared in UNDB online AfDB375-05/15 of 29 May 2015 and on the African Development Bank Group’s Internet Website.

2. The Government of Seychelles has received Financing from the African Development Bank in various currencies towards the cost of MAHE SUSTAINABLE WATER AUGMENTATION PROJECT. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of the La Gogue Water Treatment Plant.

3. The Public Utilities Corporation now invites sealed bids from eligible bidders for the execution of the works:

The construction of a new water treatment plant, capacity 4,400m3/day including inlet works, flocculation and sedimentation, sand filtration, ozone dosing for colour and odour removal, and chlorination processes and discharge of waste water to existing stream

All civil works (such as: roads, buildings, rain water drainage, defence enclosure, guardian house, etc.) associated with the plant;

Construction of a new reservoir, capacity 2,000m3

Construction of a new pump station;

Demolition of existing structures on site.

Testing and Commissioning

Operation and maintenance of the treatment plant for 1 year

It is expected that Invitations for Bid (IFB) will be made in January 2018.

1. The Government of RWANDA has applied for a loans from the African Development Bank and Africa Growing Together Fund toward the cost of the Rwanda Sustainable Water and Sanitation Program and it intends to apply part of the proceeds of this loan to payments under the Engineering Procurement Contract (EPC) for Rehabilitation, upgrading and extension of water supply network in Kigali City and the Peri – urban areas. The Water and Sanitation Corporation (WASAC) Ltd the implementation agency intends to prequalify contractors and/or firms for:

Design and construction of pipelines with various diameter from 600mm to 63mm with total length around 512 km including related civil works and accessories;

Design and construction of four pumping stations;

1. This Invitation for Prequalification (IFP) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online and on the African Development Bank’s Internet Website (www.afdb.org) on the 20th December 2013.

2. The Government of Sierra Leone has received a loan/Grant from the African Development Bank (NTF, ADF, FSF, EBI, EU, GOSL) toward the cost of the Multinational - Cote d’Ivoire, Liberia, Sierra Leone and Guinea (CLSG) Electricity Networks Interconnection Project-Rural Electrification Component, Sierra Leone, and it intends to apply part of the proceeds of this loan to payments under the contract for CLSG -Rural Electrification Project, Sierra Leone Contract No: 2100155026071.

Rehabilitation and Extension of Bo-Kenema Distribution System, Sierra Leone

GENERAL PROCUREMENT NOTICE Republic of Sierra Leone Rehabilitation and Extension of Bo-Kenema Distribution System

1. The REPUBLIC OF SIERRA LEONE has received a blend of concessional loan and grant financing from the African Development Bank and the UK Aid, also known as Department for International Development (DfID).

2. The objective of the project is to provide reliable electricity supply and access through the complete rehabilitation, upgrade and expansion of the Bo and Kenema distribution network expected to cater for the newly developed communities who do not have access to electricity supply within the Bo-Kenema area of Sierra Leone.

3. The modes of procurement will include Open Competitive Bidding (OCB), International Competitive Bidding (ICB) for Goods and Works, Quality and Cost-Based Selection (QCBS) and Least-Cost Selection (LCS) for Consultancy services.

4. The project has four components as follows:

a. Rehabilitation and Extension of Distribution Networks: This includes

I) Distribution lines:

(i) the upgrade and construction of a 70 km overhead 33kV double circuit line between Bo and Kenema

(ii) the construction of 115 km of 11 kV line and the rehabilitation of 35km of 11 kV line

b. EGAS Energy Efficiency project

GENERAL PROCUREMENT NOTICE

The European Bank for Reconstruction and Development (EBRD) intends to provide a sovereign loan up to USD 200 Mln to the Arab Republic of Egypt to be on-lent to Egyptian Natural Gas Holding Company (EGAS) and its subsidiary Egyptian Natural Gas Holding Company (GASCO), the state-owned operators of the natural gas transmission networks in Egypt. The proposed project consists of energy efficiency investments in the Egyptian gas pipeline infrastructure fully consistent with the Green Economy Transition Approach (GET), thereby contributing to the enhanced sustainability of the gas transmission market and to the expansion of the ongoing policy dialogue effort in energy efficiency in the oil and gas sector.

The investment intends to include (i) waste heat recovery from compression stations at three gas processing plants: the Amerya Liquefied Petroleum Gas (LPG) Plant, the Western Desert Gas Complex and the Dahshour compression station, (ii) recovery of power from gas pressure reduction stations located at the downstream points of delivery to final users and gas distribution companies, and (iii) installation of gas metering systems throughout the Egyptian gas transmission network allowing for real-time accurate monitoring of the flow of gas.

The project has a total estimated cost up to about USD 200 Mln, and will require the procurement of the following goods, works and services:

News Items

EAC member states to upgrade 30,000km road network to bitumen standardsSep 19, 2017

East African Community (EAC) member states are considering upgrading their 30,000km road network to bitumen standards in the coming 33 years.

At an average rate of 900km per annum, the region is looking to cover its entire road network come 2050. This is according to EAC vision 2050.

Decent road infrastructure is among the development milestones details for the Vision 2050. The project prioritizes improved road networks to support industrialization drive and ease movements of both people and goods.

Besides, the EAC Partner States have agreed on ten transit transport corridors. The corridors constitute EAC Road Network, including twelve feeder corridors. Also maintaining the infrastructure vision under the Road Transport Sub-sector will be achieved through developing the EAC Corridors.

However, it is envisioned that 2050, the level of services along the main transport corridors will have improved substantially, reaching categories B and A, from the current average regional levels of C, D and E.

Current flagship projects include Uganda’s Entebbe and Kampala-Jinja Expressways, the Mombasa-Mariakani and Chalinze Expressways in Kenya and Tanzania, respectively. Of critical importance also will be the upgrading of secondary and feeder roads from gravel to bitumen standards.

The discovery of oil and gas in the region is a boon for road construction sector. Furthermore, the costs of construction are likely to drop because of reduced import costs of petroleum based products. Moreover, the upgrading cost is likely to cost between US$20-25bn.

Nonetheless, projects prioritized under the Heads of State to relieve the congestion at the ports constitute much of the priorities in the sub- sector for the next 20-25 years.

The East African Road Network

The current East African Road Network covers Kenya, Rwanda, Uganda, Burundi and Tanzania, including the Northern Corridor (Mombasa-Voi-Eldoret-Bugiri – Kampala-Masaka-Kigali-Kibuye – Kayanza-Bujumbura), measuring 1,800 kilometres.

The 3,100-kilometre Central Corridor covers Dar es Salaam – Morogoro-Dodoma-Singida – Nzega-Nyakanazi-Bujumbura to Kigali and Gisenyi and the Dar es Salaam (TAZARA) Corridor (Morogoro-Iringa-Mbeya -Tunduma) is 1,100 kilometres.

There is also the Namanga Corridor (Iringa-Dodoma-Kalema -Arusha-Nairobi-Thika-Murang’a – Embu-Nyeri-Nanyuki-Isiolo – Marsabit-Moyale), with 1,800 kilometres.

The Sumbawanga Corridor links Tunduma-Sumbawanga-Kasulu-Makamba-Nyanza Lac-Rumonge, all the way to Bujumbura, measuring 1,300 kilometres while the Sirari Corridor (Lokichokio -Lodwar-Kitale-Bungoma-Kisumu -Kisii-Mwanza-Biharamulo) is 1,500-kilometre long.

The Coastal Corridor (Mingoyo-Dar es Salaam; Chalinze-Vanga -Mombasa-Malindi-Lamu) has 1,500 kilometres.

The Mtwara Corridor (Mtwara-Mingoyo – Masasi-Tunduru-Songea-Mbamba Bay) is 800-kilometre long. There are also the 500-kilometre Arusha Corridor (Arusha-Moshi -Himo-Lushoto – A1) and the Gulu Corridor (Nimule – Bibia – Gulu – Lira – Soroti – Mbale -Tororo), 600 kilometres.

The Lamu Port-South Sudan-Ethiopia-Transport (LAPSSET) Corridor (Lamu-Isiolo-Lodwar – Nadapal) transcends to Ethiopia through 1,700 kilometres.

The corridors bring the total EAC Road Corridor Network length to 15,800 kilometres, which if joined to other feeder roads, stretch to 30,000 kilometres in total.

USTDA Gives Kenya US $0.9 Million for hydro power ProjectSep 19, 2017

The United States Trade and Development Agency (USTDA) has signed a US $897 grant. The money will cater for a research on the development of three sizeable hydro power plants in Kenya. Virunga Power Kenya Ltd will also use the money to identify sites suitable for power generation. Additionally, they will also propose the best way to connect homes and businesses to clean, reliable electricity.

Virunga’s managing director, Brian Kelly said that the funds will help Kenya reach targets set for electrification in rural areas. In addition, they will also help promote community co-ownership and participation in small renewable energy projects across region and beyond.

The study comes as Kenya makes the move from hydro and fossil fuel plants. As a result, the country is now looking to geothermal, wind and solar sources for electricity generation. The aim of this is to step up electricity generation for local use and export the excess to neighboring countries.

The study will allow the developers identify US equipment manufacturers and service providers. This is according to Ms Lida USTDA’s regional director for sub-Saharan Africa. The selected candidates should be well-positioned to house the hydroelectric plants.

USTDA has also loaned US $1.6 million to Kenya Electricity Generation Company (KenGen)and Xago Africa Ltd. The money is to develop their power generation projects in geothermal and solar fields. Furthermore, KenGen plans to increase the amount of electricity generated through the plants at Olkaria fields.

USTDA and KenGen donated US $500,000  for a study to assess the use of US technology solutions. This will serve to increase energy and power production. Nevada-based energy equipment manufacturer Langson Energy Inc is conducting the study.

AfDB funding for water, sanitation in Africa at US$2.6BnSep 19, 2017

The African Development Bank (AfDB) said the amount was reached at the completion of last year. AfDB also mentioned accelerated efforts to close a huge financing gap. This is as a result of undermined efforts to avail safe drinking water and modern sanitation facilities.

Senior bank officials said that robust water and sanitation financing is key to achieving sustainable development Goals (SDGs). AfDB’s Director General for East African Regional Hub Gabriel Negatu termed water as central to the achievement of sustainable development goals.

Negatu further added that AFDB has supported innovative financing mechanism. This will ensure grassroots communities in Africa get access to clean drinking water. It will also include budget friendly sanitation facilities.

Launched projects

According to the AfDB statement, 104 projects in 52 countries launched should boost access to safe drinking water under the Africa Water Facility. Likewise, the Rural Water Supply and Sanitation Initiative saw 37 projects  rolled out in 25 countries.

Focus on the High 5s-light up and power Africa, according to the bank emphasize the importance of water to human development and poverty alleviation in Africa. The strategic focus areas serve the purpose of feeding Africa, industrialization, integration and improving the quality of life for the people of Africa.

The pan-African lender has reached out to key partners. These will help close a financing gap in water and sanitation sectors across Africa. The total amount is currently between US $6 and 14Bn on an annual basis. The AfDB funding is alongside capacity building for local communities to boost conservation of water catchments.

Nigeria’s Transmission Network Gets US$1.5 Billion BoostSep 18, 2017

The Niger Delta Power Holding Company will soon give a US$1.5 billion boost to Nigeria’s transmission network. This comes as Niger Delta Power holding also embarks on an investment in relevant infrastructure.

Production of electricity

Mr. Babatunde Fashola  is the Minister of Power, Works and Housing. He says that the production of electricity from power plants has reached 7,001MW from the 2,069MW recorded in 2015. The boost is going to tackle the transmission issues in the power sector.

Dr. Joy Ogaji, is the Executive Secretary of the Association of Power Generation Companies. According to her the Transmission Company of Nigeria (TCN) and the DISCOS have ill-equipped infrastructure to handle generated power. This is despite the fact that GENCOS have power generation capacities of 12,500MW per day. Also with the expansion capacity of doubling it.

Mr. Chiedu Ugbo  is the Managing Director and Chief Executive officer of the company. He disclosed NDPHC’s plans. The Power Holding Company is embarking on several transmission, distribution and gas projects to bridge infrastructure gap in the sector.

According to him NDPHC was only granted license to generate electricity. Interventions in  various segments of gas transportation, transmission and distribution infrastructure are going to be transferred to appropriate licensee and statutory agencies. Privatization of generation assets is also going to happen.

Federal Government’s effort to  provide electricity

Mr. Fashola said the Federal Government’s effort to  provide electricity was bearing fruit.  He said that as at September 4, 2017 the available power on the grid was 6,619MW. The transmission capacity then was  at 6,700MW up from 5,000MW in 2015. According to him the Production reached an all time high of 7,001MW.

According to him the government is looking at licensing some private power plants. This are plants that have generation licenses and excess power but no distribution license. This is to grant them permits to willing buyers especially in industrial clusters. That is under regulations by Nigeria Electricity Regulatory Commission (NERC).

Uganda in need of US$2.5bn to build power infrastructureSep 17, 2017

Uganda has embarked on a massive power infrastructure expansion plan and, according to the Electricity Regulator Authority, it will require approximately US$2.5bn by 2026 to invest in both the transmission and distribution system.

Less than 2% of the population in Uganda has access to the grid and only 7% of rural areas are currently electrified. Uganda’s electricity access rates are among the lowest by global standards. Under the country’s Vision 2040, increasing electrification is a major drive to achieving national social and economic development objectives.

Sabine Dall’Omo is the CEO of Siemens Southern and Eastern Africa. According to her a reliable and extensive power supply system is the fundamental prerequisite for economic growth.  She says that infrastructure and oil sector investments are likely to support growth in Uganda  over the medium term. She adds that Uganda has potential to diversify its economy and create opportunities for industrialization. This will then increase electricity demand, create sustainable revenue streams and opportunities for job creation.

Energy mix

She continues to say how the country has the potential of generating power from other renewable sources like Solar PV, wind, natural gas, peat and bagasse cogeneration. Uganda’s energy mix is currently generated from three main sources: biomass, thermal and hydropower.

In recent years the country implemented the regulatory framework to boost private sector participation and also the investment in the generation and distribution space.

Critical factors to sustainable infrastructure development

Dall’Omo said that they want to support sustainable development with solutions and projects in Africa. She also said that they are actively reviewing the requirements for the organization to open an office in Uganda; of course  taking into consideration business sustainability.

Rwanda Endorses More Financing for Energy Projects16 Sept 2017

Rwanda has approved extra financing for energy projects. The cabinet did this with an aim to close the gaps in power generation that the country has been working on.

The Approval

The approval happened on Tuesday during a cabinet meeting chaired by President Paul Kagame. He approved the loans and grants worth over $51 million to fund three major renewable energy projects.

The country targets to increase to 563MW of electricity before end of next year. It also plans to connect 70% of Rwanda’s households to electricity. The current generation capacity in the country is 208MW.

The country has a target to fund projects to increase electricity access through off-grid technologies. These off-grid technologies facilitate private sector participation in renewable off-grid electrification. Rwanda is a recipient of World Bank’s International Development Association(IDA) credit worth $27.5 million.

The Finance Ministry and World Bank engaged in a new deal worth over $50 million in July. This is  to fund more Renewable Energy project as part of increasing access to electricity in rural areas.

The new deal will see an extra 1.5 million Rwandan homes get electricity connection before the end of 2018.

The Renewable Energy Fund Project (REFP) will provide 445,500 new off-grid connections as part of the Rural Electrification Strategy introduced last year. The off-grid connections are giving about 1.8 million homes access to off-grid electricity by the end of 2018.

On Tuesday the cabinet approved a loan agreement with the African Development Fund (ADF). The loan agreement was worth 2.2 million Units of Account (UA) to scale up Energy Access project.

A 21.4 million grant for Rwanda Renewable Energy Fund Project was also approved. Alongside an $87.6million ‘Special Drawing Rights’ for priority skills.

Transnet is looking for funds to construct a heavy haul railway line to link South Africa and Swaziland. In addition, the parastatal aims to complete a feasibility study in 2018 into a Waterberg-Botswana coal rail link.

Project construction plans

However, plans to construct a heavy haul coal rail link between the Waterberg coalfield in Limpopo and Botswana are still at a pre-feasibility stage. This is according to Transnet Freight Rail capital planning General Manager Brian Monakali.

Monakali said another heavy haul rail project to link South Africa and Swaziland is at the funding stage for construction.

Monakali said the Waterberg-Botswana rail link will increase coal-carrying capacity. The link will also provide access to the neighbouring countries’ coalfields, given that the Witbank (Emalahleni) coal mines will eventually get used up.

The 575 km South Africa-Swaziland rail link, will provide an alternative route to the ports of Richards Bay and Maputo.

“To support regional integration, a key component is to ensure regional connection. Next year or so, we will complete the Waterberg and Botswana rail link feasibility,” said Monakali.

Upgrading existing rail lines

The existing rail lines and trains to link Mozambique, South Africa and Botswana requires upgrading given that the rail link project is about to begin. Moreover, according to Transnet Freight Rail Executive Manager, Albert Links, the six years market demand strategy is rolling on a seven year plan. This includes local and international projects, capital projects, existing and new logistics systems for general freight business and export business.

On the other hand, Maputo corridor links South Africa, Swaziland and Mozambique. The link is the most successful among the Southern African Development Community countries. It also represents the best example of seamless corridor operation.

However, Transnet and railway administrators wants to replicate the successful operations of the South Africa and Mozambique rail link within Africa. The changes related to this include digitization and new ways of moving people around.

South Africa’s renewable energy programme IPPs scrutinizing their bids.Sep 14, 2017

Bidders in the renewable energy programme in South Africa are going over their bids. This is to see if their projects will still be viable at 77c per kilowatt hour. This comes after an announcement two weeks ago, that  Independent Power producers will have to renegotiate their previously agreed tariffs down to 77c per kilowatt-hour.

Ms. Mmamoloko Kubayi  made the announcement. She is the Energy Minister in South Africa. The renegotiation must happen, if they want Eskom to sign power purchase agreements with them. She said the new power purchase agreements would be signed by the end of October.

The South African Photovoltaic Industry Association(SAPVIA) has issued a warning. The preferred bidders will need to consider the various legal, financial and credit risk implications on their projects. This should happen before signing them.

Mr. Niveshen Govender is the Programme Manager for SAPVIA. He says that there were a number of issues that each of the IPPs need to consider before proceeding with a final close.

The association said it would continue to support the decisions of the individual Preferred Bidder IPPs. Also they would continue to do what is best for the PV industry. This is once they have evaluated their positions and made a decision as to whether they are willing to proceed under the new conditions.

Nyabarongo Hydro Power Station to Give Rwanda a Competitive EdgeSep 12, 2017

The completion of the construction of Nyabarongo hydropower project in the western part of Rwanda is one landmark that promises to provide residents with reliable power.

The project is the largest hydropower installation in Rwanda. It contributes more than 28MW of electricity to the national grid.

The development of a modernised energy system for developing countries especially has been a significant challenge to energy utilities.

The completion of this mega project in Rwanda should give African economies hope and reassurance on why it is important to invest in the energy industry.

In rural areas, the main source of electrification is diesel generators. Their progressive use is becoming unsuitable and very expensive. As a result, investing in clean energy is yet another lesson for many African economies.

The Nyabaroingo project is a manifestation of how Rwanda takes the energy sector as an important pillar towards economic development.

Hopefully, continuous investment in the energy sector and introduction of new technologies will make Rwanda a conducive place for business.

Such an investment means more private investments. There will also be increased access to electricity and a reduction in the cost of production.

Nyabarongo power plant is already bringing a new ray of hope, confidence and security in terms of rural electrification. This is making it very imperative for Rwanda to continue investing in its energy sector.

It is also a manifestation of how important public private sector partnerships are in terms of economic development of emerging economies.

Power Partnership

The partnership between Angelique International, Bharat Heavy Electrical Limited and government made the construction of this mega plant possible. It is now helping shape the country’s social economic structures through increased power connectivity.

This clearly shows that investing in energy projects can be more productive when all stake holders make a contribution.

Ravu Venugopala Rao, the vice President, Angelique International Limited recently said  “The completion of Rwanda’s mega power plant at Nyabarongo water falls is a boon for the people of Rwanda by all standards. There is therefore no price tag one can put on the project that has cost the country more than $110 million

Such a project could only see a reduction in government expenditure on importation of diesel. This is from a tune of $12.9 million every month to at least $7.4 million.

A US$ 51m Ethanol plant to be constructed in EthiopiaSep 6, 2017

Ethiopia’s sugar Corporation in conjunction with Germany’s Eugen Schmitt Company will construct a US$ 51m ethanol plant in the country.

The plant which will be developed at Wonji Shoa Sugar Factory will be put up in phases. Construction of the first phase will commence in October and construction of the second phase will start next year; this is according to Gashaw Aychiluhim, corporate communications director of the Sugar Corporation.

Eugen Schmitt Company from Germany will have 83pc of the share, while the Ethiopian government and the three other shareholders will take the remaining 14pc and three percent shares, respectively.

Production capacity of the ethanol plant

Once the plant is operational, it will have the capacity of producing 60,000lt of ethanol per day using molasses. This is a by-product of sugar which Wonji Shoa Sugar Factory discharges.

Finchaa and Metehara are the two sugar factories in Ethiopia that are currently producing ethanol from molasses. The plant will become the third mill in the country producing ethanol from molasses.

About the sugar factories

The factory started production in 1998 and till July, 2013 the average annual production capacity of Finchaa Sugar Factory was 110,000 tons of sugar while it had the capacity of producing 8,000 meter cube ethanol. Till the last months of 2010 it had been the only factory in the country that produces ethanol.

On the other hand, through an expansion project conducted at Metehara sugar factory, it came up with an ethanol producing plant by the end of 2010. Currently the factory’s ethanol plant has a capacity of producing 12,500 Meter Cube ethanol a year. It also generates 9 Mega Watt electric power and satisfy its own power demand by itself.

Tanzania opens bids for construction of Rufiji Hydro power in Stiegler’s GorgeBy

The tendering process of the Rufiji Hydro power in Tanzania is now open to the public; this is according to the Ministry of Energy and Minerals (MEM).

The hydro power project

The hydro power project at Stiegler’s Gorge will see the construction of the largest dam in Tanzania along the Rufiji River in the Selous Game Reserve. It will also have an installed capacity of at least 2,100MW with a minimum guaranteed annual firm energy of 5,920 GWh.

The mega project will moreover comprise of construction of the main dam and appurtenant structures with the expected total reservoir storage capacity of 34,000 million cubic.

The height of the dam will be about 134 metres. Further to that, the reservoir length in estimate will be 100 kilometres covering an area of about 1,350 square kilometres.

In addition to the main dam, there will be saddle dams and cofferdams. The will also be the construction of power houses to generate a capacity of 2,100 MW and a 400kV switchyard.

The tendering process

The International Competitive Bidding (ICB) will conduct the process. This is in accordance with the Public Procurement (Amendment) Act, 2016 and the Public Procurement (Goods, Works, Non-Consultants Services and Disposal of Public Assets by Tender) Regulations, 2013.

“The deadline for submission of bids is at 10:00 hours East African Time on October 16, 2017,” read a statement by MEM.

Both private and public or semi-public companies are invited to apply for the tender but only if they can establish that they are legally, autonomous and operate under commercial law.

Bidders should have minimum average annual construction turnover of US$ 500m. It should be calculated as certified payments received for contracts in progress and or completed within the last five years.

Completion of the Rufiji Hydro power project will be in three years time.
