Social Inclusion…..Electronic Governance
2
Social inclusion, the converse of social exclusion, is an affirmative action to change the circumstances and habits that lead to (or have led to) social exclusion. The World Bank defines social inclusion as the process of improving the ability, opportunity, and dignity of people, disadvantaged on the basis of their identity, to take part in society.

Key Factors towards improvement
3
The Government’s central aim is to improve everyone’s quality of life, now and for the future.
Globally, the Govt. has identified four key areas for Social inclusion:
Electronic service delivery;Improving use of knowledge•knowing how to gain access the technology;•knowing how to use the technology; and•knowing what advantages it brings (incentives).Relating to the outside world; andImproving internal processes/systems.

Social Inclusion: Ideas for service providers
5
From a service perspective, social inclusion frameworks can be used to think about:
•How existing services and programs can be conceptualised (or reconceptualised) using a social inclusion framework;
•How future services and programs can be developed to reflect a social inclusion perspective.
•Extent to which there is involvement and input of community members in corporate governance; employment and training opportunities; and evaluation and monitoring of services and programs Govt runs.
•Review and reflect upon the physical accessibility of the service (e.g., access to public transport, disability access, safety of the local area, provision of childcare, affordability of fees, service threshold criteria) and ways in which the service has addressed these issues

UID---an unique tool for reducing Social Exclusion
7
"Aadhaar will act as the socially inclusive factor where many are denied social benefits because they cannot prove their identity. Concomitantly, the poor and marginalized are denied the opportunity to lead a life of dignified existence,"
• Financial Inclusion will be achieved in the system when all Bank/Loan Accounts are identified with UID
• Land Records linked to UID will eliminate benami holdings
• PDS to the right family in right quantity always
• Disbursal of benefits like Pension
• RTO Dept.
• Passport Office
• Insurance facilities will be given to the one insured
• Attendance systems etc.

Key Challenges
8
Across the four pillars of e-Governance – People, Processes, Technology and Resources, the key concerns are:
1.Inability to replicate isolated successes with a quick turnaround,
2. Lack of skills in large-scale effective project management, and thoughtful process re-engineering; and the resulting delays in overall project execution,
3.zero or poor connectivity at the district, block and village level.
4.Successful implementation of IT projects, in governments or private sector, often faced with respect to the change in design or scope of a project. • Funding issues
• Red Tape – Involvement of too many agencies for various Services
