MoH eHealth/ICT Strategy Overview eHealth Strategy Background §  eHealth is a trend that is growing across the world, all countries especially those with more

advanced health care systems are adopting eHealth to improve the delivery of care and increase effectiveness

§  In Saudi Arabia eHealth has been identified as a strategic objective for the Ministry, giving ICT a

mandate to implement a program

§  This strategy is the start of that program and of the transformation in the healthcare in Saudi Arabia as we adopt eHealth

§  In a 6 months duration MoH has developed the strategy with the help of the expertise of consultants and involving people from across the MOH

§  The project is structured with 3 work streams, Strategy, Governance and Technology

§  It has been supported by an Executive Steering Committee chaired by Dr Koshaim, National and International advisors as well as task groups working with each work stream

•  Globally accepted interoperability profiles and standards (IHE, HL7 CDA, DICOM, and ICD-10) have been selected

•  MoH portal has been ranked in the top between Saudi ministries by Yesser

•  HIS team had workshops with different HIS Vendors.

•  HIS team in the process of developing the final draft of HIS requirements and RFP

§  A Hospital Information System (HIS)

solution which meets the HIS functional requirements stipulated in this RFP

§  Prime vendors or consortium leads need to partner to deliver the solution and partial responses to the RFP will not be accepted.

§  A Primary Health Care (PHC) solution which meets the PHC functional requirements stipulated in this RFP. The PHC solution may be part of the HIS Vendor’s standard application suite, or a third party.
