Editor’s MessageThe New Year always is a contemplative time for me. Along with my normal resolution to lose weight (which never seems to happen), I reflect on the past year-in-the-life. What is working in my life and what is not? How can I make 2018 better for those around me? How can I make myself better? In learning from all of you, this year I resolve to visit my friends more. Spend more time with my family. Take more time to laugh and less time to worry. Get more involved in the community and lend a hand when I can. Be grateful. I have loved being out in the community and reporting on events that happen in Westbrook Village. This magazine has truly been a blessing in my life.

Please do me one favor. If you see me out and about, and I don’t recognize you, please come say Hi and tell me your name. It has been over 20 years since I have seen many of you. I promise, if you say, “Hi Lori, it’s Ginger”-- I will remember exactly where you live, what model you have and what a unique and lovely person you are.

An Old-Fashioned Christmas was exactly what was needed to kick-off the Christmas season in Westbrook Village. The Village Voices Choir sang like angels from above and delighted the audience with their talent on the stage. Shelley Logan, Director, did a fabulous job creating a magnificent performance. The Mixed choir, TTB Choir, Men’s Quartet and Women’s Ensemble all performed superbly, and the mix included old standards like White Christmas to less familiar traditional English Carols.

Master of Ceremonies was Bill Wolfe. His charm and wit kept the audience entertained. The talented Bill and Shelley performed together as soloists in Silver Bells also.

Sandy Bergo accompanied the choir on piano and members of the band included John Logan, Drums and Trumpet, Bill Chism, guitar, Gaylan Kindschy, bass and Suzanne Kindschy, violin and percussion. The band played a poignant instrumental rendition of What Child Is This.

Desert Dancers added to the entertainment with a hand-slapping seated number with the choir. The audience joined-in for a sing-a-long to conclude the evening’s enjoyment.

If you have never heard the Village Voices perform, make sure you check them out at their spring concert. Bravo to all of the talented singers in the group!

With the holidays upon us, I wanted to take a moment to reflect on the passing year and celebrate with you – my Westbrook Village neighbors and friends. We are truly blessed in the city of Peoria, as we continue to progress with wonderful programs and services that benefit residents. I am especially grateful for the Peoria SUPPORT programs that provide much-needed assistance to residents in need in our city, including housing and food assistance. I am also proud of the new addition to the Veterans Memorial at Rio Vista Recreation Center. If you haven’t been over to see it, including the restored Bell Huey helicopter, I encourage you to check it out. It is a remarkable tribute to our nation’s veterans, including the many veterans living right here in Westbrook Village.

The holiday season, combined with our beautiful weather, brings visitors to our community from all around the country. As we welcome our annual winter visitors, I hope you will consider showing them some of the great outdoor amenities Peoria has to offer. I especially enjoy the artistic offerings located throughout the city, particularly the self-guided public art tour around City Hall in downtown Peoria. Here you will find beautiful sculptures like The Family, a monumentally-scaled bronze sculpture depicting a mother, father and child, and the Pioneer Memorial, a 13-foot sculpture depicting Peoria’s founding and history. As residents of Westbrook Village, we are fortunate to reside in a top-notch HOA community. Nevertheless, I have found it beneficial to be aware of how homeowner associations work – especially as it relates to where their work ends and where the city’s begins. The next city of Peoria HOA Academy will be in March with registration beginning in January. These classes are a wonderful opportunity for HOA board members, management teams and homeowners to learn about how

successful, responsive HOA’s work. Topics often include contracts, parking disputes and information on how to effectively handle rental properties. The city of Peoria is proud to partner with Ekmark & Ekmark and Mulcahy Law firms to offer this dynamic one day training course each year. For more information, visit www.peoriaaz.gov.

I was shocked, confused, bewildered as I entered heaven's door, Not by the beauty of it all, nor the lights, nor the decor. WVA Treasurer’s ReportFor the month ended October 31, 2017

The following figures have not been audited. However, they fairly represent the approximate financial condition of the Association at month-end.

GENERAL OPERATING FUND (Funds designated for day-to-day operations.)

Cash and CD’s at month-end were $1,171,984. Liabilities were $506,858.

Revenue for the month was $219,006 which was $5,126 below budget primarily due to rec center and RV lot rentals lagging budget. Expenses were $4,238 under budget with various pluses and minuses netting to this.

Year to date revenue is $28,732 better than budget. Expenses were $66,571 under budget before accounting for $145,000 of storm damage.

REPLACEMENT RESERVE FUND (Funds designated for major repairs and replacements)

Cash and CD’s at month-end were $3,935,591.

Revenue for the month was $4,403 over budget due to higher preservation fees. Expenditures for the month were $67,901 and only $370,283 year to date.

These financial reports will be on file at the WVA Administration Office after noon on Thursday, December 7, and may be reviewed by Association members. Please call 623-561-0099 for an appointment.

Happy New Year! Let our New Year's resolution be this: we will be there for one another as fellow members of humanity, in the finest sense of the word. — By Goran Persson

• Jackie Young, along with a few resident volunteers and WVA staff, have done an amazing job on holiday decorations throughout the common areas of the community. Thank you all!

• Landscape and Facilities and the ad-hoc Tree Committee has suggested 9 tree species for storm damage replacement and future tree replacement. On Board agenda in December.

• 2018 Annual Assessment mailer was completed by our amazing group of resident volunteers and mailed out on November 16, 2017. Thank you to our volunteers! 2018 annual assessment $620.50 are due January 1, 2018, late as of February 1, 2018 and will be assessed a 10% late fee.

• Working with insurance company to finalize claims from the July 15, 2017 storm damage and repairs.

• WVA BINGO – 183 people in attendance.• Facilities Manager and General Manager are drafting an RFP

for phase one of the Edgewater Road project scheduled for 2018.

• Verizon Cell Repeater is installed. We continue to wait on COX to run appropriate cable from street to cell tower; Verizon said by the end of the month.

• WVA common area sidewalk repairs were completed. • Lakes pool area design continues with Tribal Waters Pool

Company.• Vistas sport courts 1 & 2 bids were presented and the Board

It’s time for great beginnings in the village. Since its inception in 2015, The Long Range Planning Committee has worked hard to establish a rough draft blueprint for the future of Westbrook Village. Committee members visited many adult active lifestyle communities to determine what amenities they offered that were especially attractive and studied trends in the industry. Following committee recommendation, the Board of Directors hired an architect and space planner to develop a re-design of our Master Plan. The architect’s resulting prospectus had many great ideas, but the cost was

prohibitive, so the committee has worked on forming an alternate plan.

That alternate plan for refreshing our facilities is based on space usage detailed by ABACUS-our facility entry card swipe system, advice from the architect, resident input and identifiable leisure activity trends. It has several Phases that should take about ten years to achieve. At this point, the plan appears to be fundable by our current revenue streams if we take a few pauses to let ample funds accumulate. Each Phase is a stand-alone project and will be reviewed for validity by the appropriate committees and Board of Directors before work is started. Because the cost of the actually drawing up designs for each Phase is considerable and the recognized need to review each

Phase, there are no detailed illustrations or descriptions of the plan, other than for those projects under immediate consideration. The Phases have been prioritized by usage and need of maintenance.

The first Phase remodels the Lakes Ballroom and the Lakes Pool area. These nearly thirty year old spaces need repair and updating. We would love to discuss the Lakes venues redo and the alternate Long Range Plan with you. Please attend the Town Hall Meeting on Saturday, January 20, 2018 at 10:00 a.m. in the Lakes Ballroom.

Westbrook Village residents enjoyed browsing the treasures at the 29th Annual Arts and Crafts Show on November 18. The Vistas Recreation Center was packed with vendors and their wide assortment of goods. The WV Veteran’s Support Club provided lunch for purchase.

Thanks to all that came out to support our local craftsman and their charitable organizations.

January is the beginning of a winter season of workshops, demonstrations, and classes at Needle Arts Studio at the Vistas. For 2018 members on January 10 or 11 at 10 a.m. we will have a refresher session on our Bernina sewing machines. We will show the basics of the machines and encourage the use of them.

Starting on January 17 or 18 at 10 a.m. will be “Simple Quilting” a 4 week class that teaches the basics of making a quilt top and quilting it. Directions are on the bulletin board in the Needle Arts Studio. Questions can be directed to Darlene Thomas at 602-459-2821 or [email protected] and Kim Warner at 315-278-1815 or [email protected]. Membership is $10.00 a year payable in January.

We plan to be at the January 14th Second Sunday Marketplace. Scrubbies will be for sale. But also we are planning a special sale on some of our items at Needle Arts. Stop by our table.

February we will have other workshops so plan to walk by our window and see what is coming at the Studio.

Pickleball is a great sport enjoyed by over 2.4 million people. The WV Pickleball Club has contributed to the growth of this sports court activity and has over 415 Club members headed into 2018. Please take a look at the Club website http://wbvpickleballclub.org/. The Pickleball Club has activities for everyone.

Open play time is also available to all residents with the court schedule posted in the Vistas Recreation Center office. WVA Pickleball Courts Get Some Love

Earlier in 2017, the Westbrook Village Home Owner Association Board approved the construction of 8 new Pickleball courts. Construction began on November 15th and is scheduled for a Grand Opening early in 2018.

WVCC continues to support AARP Tax-Aide Program

AARP Tax-Aide assists Senior Citizens, and low to middle income taxpayers to file their personal income tax returns for free. Nationwide, over 35,000 volunteers, operating in nearly 7,000 sites help over 2.6 million taxpayers annually to file returns at no charge. In Westbrook Village,

volunteers have operated the program for more than 15 years, helping thousands of residents file their federal and state taxes.

From Friday February 2, 2018 to Monday April 16, 2018 our volunteers will offer tax filing services to those who qualify. More information on the website: wvcc.us

The Journal of Clinical Psychology estimates that approximately 50 percent of the population makes resolutions each New Year. The top resolutions are weight loss, exercise, stopping smoking, better money management and debt reduction. The age-old question is why people have such a hard time keeping their New Year’s resolutions.

2017 NEW YEAR’S RESOLUTIONSomeone needs to figure out why we didn’t keep our New Year’s resolution last year. To think of it, this would make the perfect New Year’s resolution! We all remember that we were good for the first couple weeks of January. But, by February we were already backsliding. Now, we wonder if we could have done something differently and keep hoping that next time will be successful.

2018 NEW YEAR’S RESOLUTION If you are ready to take the leap and make a 2018 New Year’s resolution, there are some techniques that make you more likely to keep your resolution this year. First, make only one resolution for the year and state the goal in a positive (become a non-smoker) manner. Second, set small realistic steps to achieving your goal (lose 5 pounds every…). Third, keep a record of your progress for reaching your goal. Finally, don’t give up if you get off-track during the year…just pick-up where you left off and keep going.

If half of us make a resolution each year, it means that we all start out being optimistic about our chances. To be successful, you have to truly believe that your 2018 New Year’s resolution will be achieved.
