    **Such honoraria and allowances shall be

    PenaltiesAny person who makes or causes the

    delay in the payment of the honoraria

    and allowances due persons rendering

    election service beyond the prescribedperiod of fifteen (15) days from the date

    of election shall be liable of an

    ELECTION OFFENSE.

    All of the bills were about NON-COMPULSORY
