Electric Boat Floats Off Submarine Hawaii;Christening Set For June 17

The U.S. Navy’s newest and most advanced nuclear submarine, Hawaii (SSN-776),entered its natural element for the first time April 28 when it was floated off inGraving Dock 3 at the Groton shipyard. The float-off process took about 5-1/2

hours to complete as employees opened flood gates, allowing some 25 million gallons ofwater from the Thames River into the graving dock, gently lifting the Hawaii from the bot-tom of the dock. Between now and Hawaii’s scheduled delivery in the first quarter of 2007,Electric Boat employees will complete an intensive series of ship-system tests, turn overoperational control of the submarine to the ship’s force and conduct sea trials.

The second ship of the Virginiaclass, Texas (SSN-775), hascompleted its initial sea trials,

returning to Northrop Grumman New-port News shipyard May 17. Duringalpha trials, the ship’s force and shipyardworkers test all systems, componentsand compartments. Additionally, thesubmarine submerges for the first time,performs high-speed runs while on thesurface and submerged, and demon-strates other capabilities. NorthropGrumman Newport News is teamedwith Electric Boat to build the first 10ships of the Virginia class.

Ed Hill Wins Accolades For Veteran Advocacy

The U.S. Small Business Admin-istration has selected EdwardH. Hill, the small business liai-

son officer for Electric Boat, as the 2006Veteran Small Business Champion of theYear, and will honor him at a ceremonyJune 15 at The Belvedere in New Haven.

“Whether it is Ed’s service on theGateway Community College BusinessAdvisory Board that helped launchGateway’s entrepreneurial development‘Vet Biz Now’ campaign, or sharing hisexpertise to all levels of entrepreneurs, heprovides a face for Electric Boatthroughout the state,” said Bernard M.Sweeney, district director of the Con-necticut District Office of SBA, in a let-ter to EB President John P. Casey.

His commitment to veteran-ownedbusiness is probably no surprise, giventhat Hill is twice a veteran himself, hav-

ing served in the Army and the Navy.Hill (330) did cryptographic duty as a

soldier with the Army Security Agencyin Southeast Asia in the 1960s before

earning a commission with the NavySupply Corps, retiring as a commanderin 1996, after 28 years active and reserveduty.

Hill said EB can count on top servicefrom any small business, as well as anexcellent attention to quality control andquality assurance.

“They recognize, just one mistake canjeopardize their future business with alarge customer, so they are very sensitiveto performance,” Hill said.

But speaking from personal experi-ence, he knows that defense companiesearn special allegiance from veterans.

“Veterans take a very special interestbecause they know their ultimate cus-tomer is a member of the military,” Hillsaid. “They really want to make sure thatwhen their product reaches the personwho’s going to use it in the field, it’s

And supporting more than 600 next-generation innovators at the show were38 Electric Boat employees, the largestgroup of judges at the ConnecticutInvention Convention this year. The EBemployees who gave up a Saturday madeup about one-fourth of the judgingpanel, and nearly doubled the turnout byformer frontrunner United Technologies.

“Our biggest contingent this year,employees of Electric Boat, pleasestand,” said Honora Kenney of the CICboard, who gratefully acknowledged thegroup before a packed Gampel Pavilionat the University of Connecticut inStorrs, where the annual competitiontook place.

“We had a very good showing,” agreedProgram Manager Mark A. Zecco, Dept.411, who started volunteering as a judge10 years ago. He credited publicity sur-

rounding the Invention Conventionluncheon earlier this year honoring twodozen EB employees who have judgedthe contest in the past.

“After it got some attention, peoplereally turned out,” Zecco said. “I still hadpeople calling me in early April to see ifthey could participate.”

“It’s fun to see the kids and theirenthusiasm,” Zecco added. “It makes fora very interesting day, and it’s great toencourage the kids.”

The CIC was established 23 years ago,and Marty Wood, assistant dean of theUConn School of Engineering and vicepresident of the CIC Board of Directors,noted that UConn is the logical choicefor the competition, because the schoolproduces about 78 percent of engineeringundergraduates in the state, and 60 per-cent of the graduate engineers.

“Connecticut is the state of geniuses,”Kenney said. “There are discoverers andinventors in our schools just waiting to befound.”

Paul W. Martin, senior vice presidentat Sikorsky Aircraft in Stratford and thekeynote speaker at the opening ceremonyfor the CIC, encouraged students to taketo heart the advice of author JosephChilton Pearce, “To live a creative life, wemust lose our fear of being wrong.”

“Every inventor in the world has been

wrong more than right, and eventuallystumbled on something that was great,”Martin said. And no one should underes-timate the impact of invention: sinceWorld War II, he said, more than half ofthe economic growth in the United Stateshas been the result of technological inno-vation, which in recent years hasadvanced at a dizzying pace — the X-box360, for instance, has more computa-tional power than the Boeing 777.

Martin said he is concerned, however,that while 67 percent of all college stu-dents in Singapore are taking engineeringcourses, and more than 50 percent of stu-dents in China, Japan and Korea, in theUnited States the number is about 15percent. Organizations such as the CIC,he said, can help to reverse that trend.

And innovation holds out the promiseof a cure for cancer, cheap alternativeenergy sources, the elimination of pollu-tion, robotic systems that can make theworkplace safer for people and perhaps adoubling or tripling of the human lifespan.

“It is science and engineering that isgoing to move this country forward,”Martin said. “We need to strengthen ourscience and engineering education.”

He said the director of material acquisi-tion, Blair Decker, has encouraged him toget involved through Gateway, providingadvice on selling to prime contractors andthe federal government to the small busi-ness contacts that Gateway has developed.

The company has also supported hisgrowing involvement with other university

business programs, and with the NavalSubmarine Base, which offers a careertransition program to separating servicemembers, he said.

“We’re doing a lot more outreach everyyear,” Hill said. He said the award alsogives him more credibility as chairman ofthe Small Business Committee within theGeneral Dynamics Corporate SupplyChain Council, which he has headed sinceJanuary.

Hill also noted that the Navy places a

great deal of emphasis on supporting thesmall business community, and has a num-ber of programs in place to promote vet-eran-, women-, minority and disadvan-taged businesses.

“What this award means to me is, I’vebeen successful at getting Electric Boatsome exposure within the Navy depart-ment,” Hill said. “I think it’s a greatendorsement of Electric Boat’s commit-ment to the small business community.”

It was a beautiful early spring day when the sun’s warmth on your face let’s you

know the long winter is releasing its grip on the region. That day found yours

truly at a nearby freshwater pond shepherding the five Hurley kids armed with

fishing rods, reels and a propensity for wayward casting. I’m sure the other parents

beamed as they watched their offspring traipsing around the pond in their attempts to

“land the big one,” but I have to admit that while taking in this idyllic scene and dodg-

ing errant fish hooks, I whispered a silent prayer: “Please God, don’t let them catch one,

they’ll probably want to eat it.”

Some might argue that my cautiousness was based on being sensitized by the Con-

necticut Department of Public Health warnings on locally caught fish or my training in

and past experience as an environmental health physician. Others might add that it is a

sad commentary that we can’t eat the fish that inhabit the waters surrounding our

homes. What have we done to deserve such a fate, and why isn’t there a public outcry

over this sorry state of affairs.

Environmental IronyPaul Hermann Muller was a Swiss

chemist for the J.R. Geigy A.G. chemicalcompany. Although his initial work wasin vegetable dyes and natural tanningagents, he segued into moth-proofingagents for textiles and pesticides in gen-eral. After developing mercury-free seeddisinfectant in 1935, he started researchon an entirely new line of development,the synthetic contact insecticides. Afterfour years of intensive work he broughtto the world his synthesis ofdichlorodiphenyltrichloroethane. Thiscompound was remarkably effectiveagainst a wide variety of insects includingthe louse, beetle and most importantly,the mosquito. This effectiveness againstthe mosquito was noted on both sides ofthe Atlantic during WWII and wasinstrumental in the eradication of malariain many of the islands inhabited by U.S.forces in the South Pacific. For thisremarkable achievement, reflective ofman’s destiny to control his planet, hewas awarded the Nobel Prize in Physiol-ogy and Medicine in 1948 for the discov-ery of DDT and its control of malaria in

the undeveloped world.Rachel Carson was born in 1907 and

had shown an interest in things both liter-ary and biological from an early age. Amarine biologist with the U.S Fish andWildlife Service, she later became ahousehold name in the U.S with herbook, “The Sea Around Us.” After afriend described the large number of birdkills on Cape Cod subsequent to DDTspraying, she took on the subject of envi-ronmental toxins and produced the stun-ning book, “Silent Spring.” Her researchtook four years and meticulouslydescribed how DDT entered the foodchain and accumulated in the fatty tissueof animals, including man, and resultedin genetic damage and cancer. No well-known no magazine would commissionher work and upon publication of herbook, she was immediately attacked bythe chemical industry. Her calm andsteadied demeanor elicited the first publicresponse to the long-term damages doneto the environment by the use of productsdesigned by modern industrialized soci-eties. Although often portrayed as a stri-dent proponent of limitations, she sought

to encourage a public debate regardingindiscriminate use of toxins and pesti-cides in our environment. Sadly, Ms. Car-son died of cancer in 1964 at the age of56, long before she could appreciate theimpact of her book. It’s ironic that theNobel committee has honored Mullerand not Carson, as many would arguethat her work is of greater significance tohumanity.

Fishing in ConnecticutAlthough DDT is no longer produced

or used in the United States, it is theposter child for biopersistent man-madematerials. Two persistent materials thatare of concern in Connecticut are relatedto a metal and a group of substancesrelated to DDT, the PCBs.

PCBsPolychlorinated Biphenyls are man-

made chlorinated compounds with over209 known congeners. They are eitheroily liquids or solids that are colorless tolight yellow with neither smell nor taste.They have been used in the United States

as coolants and lubricants for trans-formers and capacitors. In 1977, pro-duction in the United States ceasedbased on the evidence that they build upor bioaccumulate in the environmentcausing potential harm to health.

When PCBs enter the environmentduring use or disposal, they reside in theenvironment for long periods of time asthey do not break down easily.Although they may travel in air long dis-tances, much of the problem is theirattachment to organic particles and sed-iments within rivers and streams. Takenup by small organisms and fish in water,they bioaccumulate in mammals reach-ing levels several thousands of timeshigher than that of the water. The mostcommonly observed health effects inpeople exposed to large amounts ofPCBs are skin conditions such as acneand rashes. I’m sure many of you recallthe Ukrainian presidential candidateViktor Yuschenko, who was allegedly“poisoned” during the campaign withPCBs. His face was a reminder of theeffects and although there is scanthuman data, the animal data suggestsPCBs have the ability to cause liver can-cer, immune system changes, behavioralalterations and impaired reproduction.Children of women who ate largeamounts of fish contaminated withPCB’s had babies, who weighed less, hadmovement disorders and short -termmemory problems.

MercuryThe second toxin of concern is mer-

cury, which is a naturally occurringmetal that comes in several forms.Metallic mercury is the shiny, silver-white odorless liquid found in ther-mometers, dental fillings or batteries.When heated, mercury can become anodorless gas that has been used to pro-duce chlorine gas or caustic soda. Whencombined with chlorine or sulfur it willform an inorganic salt. These salts havebeen used in skin lightening, antisepticcreams and ointments.

When inorganic mercury enters theenvironment, it deposits on soil andwater where microorganisms such asbacteria act on this and change it to anorganic form called methyl mercury.This presents the same problem as PCBssince bacteria are eaten by the nextlarger member of the food chain all theway up until it reaches man. By eatingcontaminated fish, we are consumingconcentrated amounts of methyl mer-cury in their fat. The health effectsimpact the nervous systems of humanscausing irritability, shyness, and tremors,changes in vision or hearing and mem-ory problems. High exposure to any ofthe forms of mercury described here cando damage to the brain, kidney and thedeveloping fetus. Young children aremore sensitive to mercury than adultswith reduction in IQ as well as digestiveproblems and kidney damage.

Back at the PondThe cries of joy came from the oldest

Lastly, Advicefor Fish Purchased from the Marketmakes recommendations about fish withhigher levels of mercury and PCBs thatshould be avoided. WESTMINSTER, Md.

The U.S. Navy Space and NavalWarfare Systems Center in SanDiego, Calif., has awarded Gen-

eral Dynamics Robotic Systems an $8.5million contract for two Unmanned Sur-face Vehicles (USVs) for the LittoralCombat Ship Anti-Submarine WarfareMission Module. If all options are exer-cised, the total value of the contract is$11.3 million. General Dynamics RoboticSystems is a part of General DynamicsLand Systems in Sterling Heights, Mich.

Robotics Systems will provide up to

four autonomous USVs by adapting itsvehicle command-and-control system tothe unmanned surface vehicles. The USVwill employ towed arrays, dipping sonarsensors and acoustic sources as payloadsto carry out its anti-submarine warfaremission.

“Sensor-driven automated maritime sit-uation awareness is the critical technologythat will enable autonomous USVs forNavy missions,” said Scott Myers, GDRSpresident. “Robotic Systems’ ability totransition technology we are developingfor the Army’s autonomous mobility sys-

tems to the USV was an important factorin the Navy selecting us for USV develop-ment.

“The USV command-and-control com-puting hardware and sensors leverage theautonomous mobility and tactical-behav-ior technologies and the field-proven sys-tems we have been developing for morethan 20 years,” Myers said. “The RoboticsSystems design integrates a suite of sur-veillance sensors that will support safehigh-speed autonomous mobility and 360-degree situation awareness.”

Electric Boat has a well estab-lished reputation for cutting-edge engineering modeling and

simulation capabilities, considered bymany to be the best in the marine busi-ness. Recently, these capabilities havebeen getting some high level attention,including a briefing to Secretary of theNavy Donald Winter during his visit toElectric Boat.

Electric Boat’s modeling and simula-tion capabilities, which are developed pri-marily with Independent Research andDevelopment (IRAD) funding, addressmany of the challenging requirements ofnuclear submarine design. Continueddevelopment efforts focus on providingtimely, accurate engineering answers indisciplines such as:

P Structural integrity

P Underwater shock response

P Signatures, including structural acoustics and hydroacoustics

P Hydrodynamics

P Piping

P Reactor shielding

In addition to capability improve-ments, recent tool development effortshave focused on cost reduction initiativesby reducing model development andanalysis times, and in some cases elimi-nating the need for costly testing.

According to Engineering DirectorRay Williams, these tools are key ele-ments of Electric Boat’s core engineeringcompetency areas and provide a discrim-inating capability for Electric Boat.Recent analyses that showcase EB’scapabilities include: modeling the flowover an Advanced SEAL Delivery Sys-tem (ASDS) vehicle on the back of anSSGN, development of a payload inter-

face module concept for insertion onVIRGINIA Class, correlation of analy-sis and test data in support of verifica-tion and validation of transient shockanalysis for VIRGINIA Class Live FireTest & Evaluation Program, and struc-tural acoustic modeling for assessmentof DARPA / Navy Tango Bravo tech-nologies.

To increase awareness among employ-ees of how these tools differentiate Elec-tric Boat from other shipbuilders, theEngineering organization will conduct aseries of open forums that discuss thedevelopment and application of thesetools. Their contribution to the com-pany’s goals of continuous improvementand cost reduction will also be pre-sented. Watch for the dates and times ofupcoming lunchtime forums to get moreinformation on Engineering’s uniquecapabilities.
