• Currently in and with Three (3) or more years' experience as a Cook County Electronic Monitoring Investigator in the job classification of CS2 Investigator or currently in and with three (3) or more years' experience in the job classification of Correctional Sergeant in the Cook County Department of Corrections or currently in and with Three (3) or more years' experience as a Central Warrants Investigator in the job classification of IS2 Investigator.

• Possession of a valid Driver's License with the ability to safely operate a motor vehicle.

• Within the past twenty-four (24) months, must not have incurred two (2) or more Unpaid Unauthorized Activities, as defined in the SEAM Glossary, or eight (8) or more instances of Tardiness, not associated with Mitigating Circumstances. (See SEAM Article Q VI - G).

• Possession of a valid State oflllinois Firearms Owners Identification Card (F.0.1.D.)

• Deputized with the Cook County Sheriffs Office and authorized to carry a weapon.

• Successful completion of the Physical Ability Test test prior to promotion to the position of Electronic Monitoring Sergeant in the Electronic Monitoring Unit.

• Must submit to a formal interview consisting of personal attribute questions designed to evaluate if a Candidate possesses the necessary characteristics for the position of Electronic Monitoring Sergeant.

• Must submit to a two (2) part written exam consisting of a timed writing sample and operational questions. The operational questions are derived from Sheriffs Orders, General Orders and other written policies and procedures.

Requirements:

• Required to be capable of working any shift assigned, including days, afternoons or midnights; must be capable of working Holidays and weekends; must be capable of working mandatory overtime, as required.

Ensures the on-site installations of monitoring equipment and repairs of minor equipment malfunctions are completed properly and in a timely manner.

Electronic Monitoring Sergeant

Administers and monitors the placement or non-placement of participants, including the delivery of the participant to the designated residence or location, home visits, the response to interviews, interrogations, investigations, arrests and the preparation and completion of criminal and related reports and ensures established protocols are followed; recommends and authorizes participant's re-incarceration for program rule violations.

Oversees the process and approval for participant movement and close monitoring outside the residence for purposes of medical, legal, work, school and/or other authorized activities, including ensuring that the participants are attending scheduled appointments for which permission was granted.

Audits and reviews participant files for accurate record keeping, including but not limited to, new arrests, court cases and background references; ensures program participants files are updated manually and electronically.

Maintains constant, ongoing open lines of communication with participant's families.

Directs staff regarding specific assignments and destinations to determine the scope and emphasis of investigations; confers with other Supervisor's as needed.

Coordinates and participates in investigations by locating and interviewing witnesses and other individuals, related to electronic monitoring participants and by reviewing all pertinent records for further information.

Trains and instructs personnel in proper investigative techniques.

Oversees staff attendance; may administer counseling and progressive discipline when deemed necessary and in compliance with all collective bargaining units and Sheriffs Orders.

Ensures staff and participants are in compliance with all Electronic Monitoring policies, procedures, rules and regulations.

Prepares and reviews reports of investigations of participants and/or equipment and, if necessary, re-investigates particular aspects of a case in order to clarify details pertinent to the investigation.

Oversees the communication with Cook County Department of Community Corrections, Cook County Department of Corrections, Cook County Clerk of the Circuit Court and other Department's appropriate staff to identify discharges from the Electronic Monitoring program in order to prepare participants for discharge from the Cook County Department of Corrections and to advise of program participation; contacts the Cook County Department of Corrections RCDC and Records Divisions to process new participants.

Responsible for the appropriate notification to local law enforcement agencies of a participants status; responsible for the written and verbal notification to the Cook County Sheriffs Central Warrants Unit and other appropriate agencies in the event a participant is deemed absent without leave (AWOL).

Ensures Cook County Sheriffs' Orders and the Cook County Department of Community Corrections General Orders, policies and procedures are current and compliant with current laws and ordinances; researches current law enforcement policies and trends and recommends changes to update current Department of Community Corrections and Electronic Monitoring Unit procedures, rules and regulations.

Acts as a liaison to outside law enforcement agencies.

How Will Physical Fitness Be Measured? The Physical Ability Test consists of four basic tests. Each test is a sc1entifically val;d test lt is recommended that five minutes of static stretching be completed prior to each test. Sit and Reach Test This is a measure of the flexibility of the luwer back and upper leg area. lt is an important area for performing police tasks involving range of motion and is also important in minimizing lower back problems. The test involves stretching out to touch the toes or beyond with extended arms from the silting position. The score is in the inches reached on a yardstick.

l Minute Sit-Up Test This is a measure of the muscular endurance of the abdominal muscles. It is an importaut area for pcrfonning police rasks that may involve the use of force and is also an imponant area for maintaining good posture and minimizing lower back problems. The score is in the number of bent leg sit-ups perjormeJ in one m,nute.

One (1) Repetition Maximum Bench Press This is a maximum weight pushed from the bench press position and measures the amount of force the upper body can generate. Tt is an important area for performmg police tasks requirmg upper body strength. The scvre is a ratio of weight pushed cbv,ded by body weight.

What Are the Standards?

o The actual performance requirement for each test is based upon norms for a nati0nal population sample.

o The applicant must pass every test.

The required performance to pass each test is based upon age (decade) and sex. While the absolute perfonnance is different for the eight categories, the relat ive level of effort is identical for each age and sex group. All candidates are being required to meel the same percentile range in terms or their respective age/sex group. The performance requirement is t hat levd of physica l performance that approximates the 40th percentile for each age and sex group.

1.5 Mile Run This test measures the heart ancl lungs ability to transport o>..ygen. lt is important to practice for this run as npproximately half of all candidates fail due to poor preparation for this segment . If you are not a regular runner, you will find this portion of the test to be very challengi:ig.

• Exercise: A gradual increase in distance, duration Jnd frequency is the best way ta increase your nerobic ability. Begin your training by "'alkmg most of the distance, then increase your enc!urance until you can walk-run the distance, then continue to increase your performance until you can run the o1stance continuously, then eventually increase your performance so that you can complete the distance within the prescribed time limits. l. Weeks I to 4: Walk l to 2 miles, (increase as needed), 5 days per week. 2. Weeks S to 8: Alternate v.alking and running, block by block, for a distance of 1 to 2 miles, every

other day. 3. Weeks 9 to 12: Run I to 2 miles every other day.

The distance and speed can be increased depending on your fitness level. Periodically run 1.5 rniies for time to make $ure you are increasing your speed. lf your speed 1s not increasing, beg,n mterva! training every orher day. (Interval training is alternating running and sprinting, either by minutes or by blocks).

Sit-up Test This test measures muscular endurance of the abdorn,nal muscles. 1t is advisable to practice doing this segment of the test iii order to \.\,Ork out the timing and pace necessary to pass.

• Exercise: Traimng for sit-up~ is progressive .Begm by performing as many bent leg, fu ll sit-ups as you can in one ( l) minute (hands must stay lockc:d behind your back). Perform three (3) sets every other day, or at least three (3) times per week.

Sit and Reach This is a measure of the flexibility of the lower back and hamstring area. Participants with tight or sore muscles will find this portion of the test to be somewhat challenging. Perfonning stretching exercises daily will increase your range of motion.

• Exercise #I: Sit on tJ1e ground, legs straight with knees locked, read1 to touch your toes and hold for fifteen (1 S) seconds. Perform five (5) repetitions. Increase the number ofrepetilions weekly. Exercise #2: Sit on the ground, legs straight with k.J1ees locked Wrap a towel around your feet, hold each end and gently pull, drawing your body towards your feet. Hold for fifteen ( 15) seconi.Js and repeat five (S) tunes. Increase the number of repetitions weekly. Exercise #3 : Stand with one leg ci-..1ssed Ill front of the other, let?,s straight Reach your hands towards your feet and hold for fifteen ( I 5) seconds, then straighten up. Repeat five (5) times, switch the leg positiun1,,g and repeat. Increase the number of repetitions weekly.

Exercise # 1. U smg a bench press, perform 8-12 repetitions of½ your body weight. Do th, ce (3) sets (rest between sets), three (3) times a week As the repetitions become easier, increase the we1gh1.

• Exercise #2: Push-ups can also help increase your upper body strength. Perform as many push-ups as you can in one (1) minute. Do three (3) sets of that number, three (3) times per week. !ncrensc the number of push-ups as your strength increases.
