Award of Contract M03102P01, Engineering Services for Biosolids Advanced Facilities Plan

SUMMARY: The Commission is requested to authorize and to direct the Executive Director to negotiate and execute on behalf of the District Contract M03102P01, Engineering Services for Biosolids Advanced Facilities Plan, with Applied Technologies, Inc., in an amount not to exceed $597,592. Applied Technologies, Inc., was the highest scoring proposer based on a qualifications-based selection method among five proposals received. The general scope of work for this contract consists of developing a comprehensive Biosolids Facilities Plan to meet the District’s needs through the year 2050 with an interim horizon of 2035. This project will identify near-term, mid-term, and long-term capital improvement projects related to biosolids. The biosolids facilities planning process will assess the asset life, capacity, and operation of biosolids treatment systems to optimize their overall performance and replacement at the best value while maintaining an acceptable level of risk, advancing the 2035 Vision and meeting the District’s desired level of service. The duration of this contract is one year.

BACKGROUND

Award of Contract M03102P01, Engineering Services for Biosolids Advanced Facilities Plan

Today, and since 1925, the District produces a Class A pelletized bagged biosolids product under the requirements set forth by the District’s Wisconsin Pollutant Discharge Elimination Systems permit. It has been sold throughout the United States and internationally, can be found in many retail outlets, and achieved record sales of $10 million in 2017. The soil amendment is sought after for the natural slow-release nitrogen content, easy application, and proven results. Milorganite® is an exceptional product. This project will establish operational risks associated with biosolids management, including the impacts of uncertain regulatory changes, market value, nutrient content, air emissions, emerging contaminants, safety, reliability, and adaptability that will be incorporated into the design of capital projects. As a continuation of the 2050 Facilities Plan – Ultimate Build Out project, the project will continue to embrace and address the foundational goals and use the asset management program approach in all assessments of uncertainty. This project will build upon the operational risks to identify critical transition points and the necessary provisions required to adapt to the future. Using this framework, the project will identify near-term, mid-term, and long-term capital improvement projects with the intent to optimize the maintenance of existing systems to maximize value and minimize risk.
