1 INTRODUCTION

The present document describes the functionality of the RES/HE-

CHP Electronic Registry available to users acting on behalf of

entities entitled to register in it as either RES/HE-CHP energy

producers or electricity suppliers.

A better understanding of issues relating to the issuing of

Guarantees of Origin from Renewable Energy Sources and

Cogeneration may be obtained by consulting the following

documents:

“Regulation on Procedures for Guarantees of Origin of

Electricity from Renewable Energy Sources”

“Regulation on Procedures for Guarantees of Origin of

Electricity from Cogeneration”

Specific technical issues of implementing the provisions of these

regulations are addressed in the corresponding technical manuals:

“RES Installation Technical Manual”

“Cogeneration Installation Technical Manual”.

The above are posted on the TSO website (http://www.dsm.org.cy)

and the ER website (https://gocy.dsm.org.cy).

The ER web application offers functionality for searching through

its public official records and producing reports according to a

number of criteria. This feature of EM is available in the “Public

Reports” section of the ER website and its use does not require user

registration and authentication.

The remainder of the present manual concerns users authorised to

act on behalf of Suppliers and Producers of Electricity from RES

and/or HE-CHP.

2 BASIC CONCEPTS

The three main entity types for which records are kept in ER are:

a) companies,

b) electricity production installation,

c) guarantees of origin (GO).

Companies entitled to be included in ER belong to one of the

following two categories:

a) producers of electricity from Renewable Energy Sources (RES)

and/or from High-Performance Co-generation of Heat and Power

(HE-CHP) and

b) electricity suppliers.

Installations entitled to be included in ER belong to one of the

following two categories:

a) installations for the production of electrical energy from

renewable energy sources (RES) and

b) installations for the production of electrical energy from High-

Efficiency Co-generation of Heat and Power (HE-CHP).

The Transmission System Operator of Cyprus (TSO) may issue GO

or approve the import of GO from another country's RES/CHP

registry. The GO that can appear in ER belong to one of the

following two categories:

a) guarantees of origin for electricity produced from renewable

energy sources (RES GO)

b) guarantees of origin for electricity produced through high-

efficiency co-generation of heat and power (HE-CHP GO).

A company registered as a RES or CHP producer may own one or

more RES or CHP installations respectively; a company registered

as a supplier may not own any.

RES and CHP GO are issued for energy produced at a specific

RES/CHP installation and contain information identifying and

describing the features of that installation. The company that owns

the installation where the quantity of electrical energy referenced in

the GO was produced is also the initial owner of the GO. If the

GOs are transferred to a different company (in Cyprus or abroad)

then that company becomes their new owner.

Companies and installations are registered in ER after the

corresponding registration application is deemed to satisfy the

relevant criteria and is accepted by TSO. GO are issued for energy

produced in a specific installation during a specific reference period

after the corresponding application is deemed to satisfy the relevant

criteria and is accepted by TSO. GO issued in another EU member

state are imported into ER after the corresponding application is

deemed to satisfy the relevant criteria and is accepted by Ministry of

Commerce, Industry and Tourism (article 11(1)).

The records kept in ER for companies and installations may be

updated by their administrators by submitting a data modification

application, on the condition that the updated data are accurate and

the application is accepted by TSO.

3 REGISTERING AND LOGGING IN AS AN ER USER

Electronic Registry is available at the following web address:

https://gocy.dsm.org.cy

The ER home page displays links allowing the user to register as a

new user, to log in (if already registered), and to produce public

reports. The Public Reports section of the website is publically

accessible and does not require user authentication. The

functionality covered in this manual, however, is accessible only to

registered users and only after they have logged in.

To log in, registered users need to first select the link “Log in” and

subsequently enter their email and password and press the “Submit”

button in the form that appears next. Should a user face any

problem accessing ER, there are links at the bottom of the log in

form that will help him to resolve it.

Users that have not already registered may do so by selecting the

link “Register” found in the home page (Figure 1) or by selecting

the link “I have not registered yet” in the login page (Figure 2).

In the user registration page (Figure 3), new users acting on behalf

of RES/CHP electricity producers and suppliers enter their personal

details, a password (which needs to be entered twice, in order to

minimise the chance of a mistake), an access recovery question and

its answer, and check the box indicating that they wish to have a

producer or supplier role.

For security reasons, both the password and the answer to the access

recovery question must be known only to the user and not easy to

guess. Also the email address and phone number entered must

belong exclusively to the user and not be common with colleagues

or other individuals.

After completing the registration form correctly and pressing the

“Submit” button, a new user is registered in ER. However, in order

to be able to log in for the first time, new users need to first follow

the instructions sent to their email address, thus confirming that it is

correct and that they have access to it. The email address

verification instructions are simple: the user needs only select the

special link included in the email sent to their email address. After

following these instructions, new users will be able to log in by

entering their email address and password in the log-in form (Figure

2).

Users representing electricity suppliers and RES/HE-CHP producers

will initially only be able to apply for their company to be registered

(see below).

NB: User registration does not in any way imply that the company

registration application and/or any subsequent installation

registrations will be approved. For company and installation

registrations, a number of additional documents (e.g. licenses from

CERA) will be required.

4 APPLYING TO REGISTER A COMPANY

Companies that own licensed RES/CHP installations and companies

licensed as energy suppliers and would wish to be part of the

RES/CHP GO system of Cyprus must first register in ER.

To submit a new company registration application, the user selects

the option “New application” from the ER Menu and subsequently

the option “Company registration” for the application form to

appear. The form must be completed correctly, as any oversights or

inaccuracies will result in the application being returned or rejected.

ΝΒ: A company registration application must be accompanied by a

“Certificate of Incorporation” and a “Certificate of Company

Managers” for that company. If the person submitting the

application is not one of the company directors, a document signed

by a company director authorising the user to act on behalf of the

company (“User authorization”) must be submitted as well. The

above mentioned documents need to reach TSO in paper format.

Although it is not necessary, it is recommended that they

additionally be submitted electronically. TSO will not approve

applications for which the requisite documentation has not been

received.

Once the form has been completed and checked for errors, the user

ticks the box stating that every possible precaution has been taken to

ensure the accuracy of the data in the form and presses the “Submit”

button.

When a form is submitted, ER performs basic automated data

validation to minimise the chance of user errors, such as submitting

a form with obligatory fields missing. If no such errors are detected,

ER informs the user that the application has been received (Figure

4).

For a brief time period, the user submitting the application will have

an opportunity to correct any mistakes in the application by

selecting the “Correction” option seen above the newly submitted

application and re-submitting it. This option will no longer be

available after TSO begins processing the application. If the user

discovers a mistake at a later time, TSO must be contacted. Upon

being notified or discovering an error, one of the possible courses of

action TSO may take is to return it to the applicant so that the latter

may perform any necessary corrections and resubmit the

application. In that case, the “Correction” option will once again

become available for the application. If there are any returned

company registration applications, they will appear in the table

displayed when the user selects first the option “Returned

applications” from the ER main menu and then the option

“Applications for company registration”.

Once submitted by the user, the application will be in the “initial

review stage”. While at this stage, the application will appear in the

table displayed when the user selects first the option “Pending tasks

at initial review stage” from the ER main menu and then the option

“Applications for company registration”.

Following the initial review stage is the ratification stage, whereby a

senior member of TSO staff reviews the outcome of the initial

review stage, namely the recommended decision (approval or

rejection), and any supporting justification and documentation and

either makes that decision official or requests a re-evaluation of the

application. While at this stage, the application will appear in the

table displayed when the user selects first the option “Pending tasks

at ratification stage” from the ER main menu and then the option

“Applications for company registration”.

If TSO rejects the application, it will appear in the table displayed

when the user selects the option “Rejected applications” from the

main ER menu and then the option “Applications for company

registration”.

If TSO accepts the application, it will appear in the table displayed

when the user selects the option “Companies” from the main ER

menu.

Irrespective of whether the company is a Producer or a Supplier,

options for importing RES/HE-CHP GO issued in other EU member

states will appear in the “New application” sub-menu once the

company's registration application is accepted (see Chapters 9 and

Error! Reference source not found. for information about the GO

import functionality of ER).

If the company is a Producer, options for registering new

installations will also appear in the “New application” sub-menu

once the company's registration application is accepted. Only when

its installations are successfully registered will a company be able to

apply for RES/HE-CHP GO to be issued for energy produced in

those installations.

Every action and decision performed on an application is recorded

in its log. This log enables involved parties to get a quick overview

of past actions and issues. If a company registration application is

successful, its log is copied over and used as the starting point for

the log kept henceforth for the company record held in ER.

5 APPLYING TO REGISTER A RES INSTALLATION

To submit a new application to register a RES installation, the user

selects the option “New application” from the ER Menu and

subsequently the option “RES installation registration” for the

application form to appear. The form must be completed correctly,

as any oversights or inaccuracies will result in the application being

returned or rejected.

NB: The “Technical Manual for RES” should be consulted to ensure

this form is completed correctly.

the accuracy of the data in the form and presses the “Submit”

button.

NB: The relevant application fee1 must either have been paid in

advance in some other way, or else must be paid by credit or debit

card immediately after the application is submitted. In the case of

electronic payment by credit or debit card, after the application is

submitted, the user will be transferred over to the JCC secure on-

line payments website and instructed to give the details of the card

on which the fees are to be charged. In the case of prior payment by

other means, details of the payment (cheque, bank transfer, or other)

must be given in the “Additional notes” field.

If the submission is successful, TSO will verify the content of the

application and, if all relevant criteria are met, approve it, thus

creating a record for the installation in ER. The newly registered

installation will then appear in the table displayed when the option

“RES Installations” is selected from the ER Menu.

6 APPLYING TO REGISTER A HE-CHP INSTALLATION

To submit a new application to register a HE-CHP installation, the

user selects the option “New application” from the ER Menu and

subsequently the option “HE-CHP installation registration” for the

application form to appear. The form must be completed correctly,

as any oversights or inaccuracies will result in the application being

returned or rejected.

NB: The “Technical Manual for HE-CHP” should be consulted to

ensure this form is completed correctly.

7 APPLYING FOR RES GO

“Issuing of RES GO”. This causes the relevant application form to

appear. The form must be completed correctly, as any oversights or

inaccuracies will result in the application being returned or rejected.

8 APPLYING FOR HE-CHP GO

To submit a new application for HE-CHP GO, the user selects the

option “New application” from the ER Menu and subsequently the

option “Issuing of HE-CHP GO”. This causes the relevant

application form to appear. The form must be completed correctly,

as any oversights or inaccuracies will result in the application being

returned or rejected.

For the convenience for HE-CHP producers submitting monthly

production statements to the Special Fund (see Chapter 14), ER

offers functionality for automatically filling out part of the form

using data from the relevant monthly statements activated by

selecting the “Automatic completion using data from the monthly

statements” link. Irrespective of whether the form is filled in

automatically or manually, the producer retains full responsibility

for ensuring the validity of the entirety of the data submitted as part

of the GO application.

Once the form has been completed and checked, the user ticks the

box stating that every possible precaution has been taken to ensure

the accuracy of the data in the form.

The form will then go into read-only mode and, in addition to the

input field values, a number of computed values will appear.

9 IMPORTING RES GO FROM ANOTHER EU MEMBER STATE’S REGISTRY

To submit a new application for importing RES GO, the user selects

the option “New application” from the ER Menu and subsequently

the option “Importing of RES GOs from the registry of another EU

country”. This causes the relevant application form to appear. The

form must be completed correctly, as any oversights or inaccuracies

will result in the application being returned or rejected.

10 IMPORTING HE-CHP GO FROM ANOTHER EU MEMBER STATE’S REGISTRY

To import HE-CHP GO from another EU member state’s registry,

the user selects the option “New application” from the ER Menu and

subsequently the option “Importing of HE-CHP GOs from the

registry of another EU country”. This causes the relevant

application form to appear. The form must be completed correctly,

as any oversights or inaccuracies will result in the application being

returned or rejected.

11 SUBMITTING RES/HE-CHP GO TO THE SPECIAL FUND

Users may submit RES and HE-CHP GO owned by their company

to the Special Fund using the form displayed upon selecting GO

(RES) or GO (HE-CHP) respectively from the ER Menu and

subsequently the option “Submission to the Special Fund”. This

causes the relevant application form to appear.

The user subsequently selects a bunch of consecutively numbered

GO, the number of GO to transfer, and, optionally, a note in the

“Additional notes” field.

To complete that transaction, the user needs to check the box stating

an understanding that the GO transfer about to be completed is an

irreversible action and then press the “Submit” button.

12 TRANSFERRING RES/HE-CHP GO WITHIN CYPRUS

Users may transfer RES and HE-CHP GO owned by their company

to another company in Cyprus using the form displayed upon

selecting GO (RES) or GO (HE-CHP) respectively from the ER

Menu and subsequently the option “Transfer (within Cyprus)”. This

causes the relevant application form to appear.

The user subsequently selects a bunch of consecutively numbered

GO, the number of GO to transfer, the company to transfer them to,

and, optionally, a brief note about the transfer.

To complete that transaction, the user needs to check the box stating

an understanding that the GO transfer about to be completed is an

irreversible action and then press the “Submit” button.

If all the GO in a given bunch are transferred, the GO bunch is

transferred as is; if only some of its GO are transferred, the chosen

GO bunch will be split in two: one, consisting of the specified

number of GO to be transferred, will be transferred to its new

owner, whereas the remain GO will remain the property of their

current owner.

13 TRANSFERRING RES/HE-CHP OUTSIDE CYPRUS

Users may transfer RES and HE-CHP GO owned by their company

to a company outside of Cyprus using the form displayed upon

selecting GO (RES) or GO (HE-CHP) respectively from the ER

Menu and subsequently the option “Transfer (outside Cyprus)”.

This causes the relevant application form to appear.

The user subsequently selects a bunch of consecutively numbered

GO, the number of GO to transfer, the country in the registry of

which the company to which the GO are to be transferred is

registered, and information about the intended new owner in the

“Additional notes” field.

To complete that transaction, the user needs to check the box stating

an understanding that the GO transfer about to be completed is an

irreversible action and then press the “Submit” button.

According to the relevant regulation, HE-CHP GO have a twelve-

producers who wish to receive payments by the Special Fund on a

monthly basis, ER offers functionality enabling them to submit

monthly energy production statements for each HE-CHP plant.

These statements contain the same information as the annual

application for CHP GO, but with a reference period of a single

calendar month. Monthly payments by the Special Fund on the

basis of such CHP production statements are advance payments of

the amount each HE-CHP installation is entitled to for its yearly

production as this will be determined by the number of GO that will

be issued for the year and submitted to the Special Fund; the amount

paid after the installation’s entitlement for the year is officially

determined is adjusted to take account of relevant monthly payments

already made.

To submit a new monthly statement of CHP production, the user

selects the option “New application” from the ER Menu and

subsequently the option “Monthly HE-CHP statement”. This causes

the relevant application form to appear. The form must be

completed correctly, as any oversights or inaccuracies will result in

the application being returned or rejected.

Once the form has been completed and checked, the user ticks the

box stating that every possible precaution has been taken to ensure

the accuracy of the data in the form.

The form will then go into read-only mode and, in addition to the

input field values, a number of computed values will appear.

Upon a satisfactory last inspection of the application data, the user

presses the “Submit” button. If there are no form validation errors,

the Special Fund procedures will be followed and any payments due

will be made to the producer.
