Electronic State Business Daily (ESBD) System User Guide Welcome to the ESBD! To post a solicitation or award, users navigate the system by providing the required information. This user guide contains instructions and screen shots demonstrating the posting process from start to finish, including awards. Users will login to the CPA Portal to access the application. Your agency superuser can provide access, or you may contact the SPD Outreach Team for assistance. • Identify your NIGP class/item code(s) • Save your solicitation documents to your computer

1. Go to TxSmartbuy.com to login to the Portal and click the Sign In button. Enter your login credentials to begin.

2. Once you login, you will be on the My Account page. Select the ESBD app on the left.

3. Here you will see all of your posting history. You can also use the search fields to sort through your history. Click the Create to begin.

4. Users are required to answer a set of preliminary questions. These questions direct users to the ESBD or the POD application, depending on the statutory dollar thresholds, commodities and services. Select the Solicitation radio button and click Continue.

5. Here you will see all of the preliminary questions. In this example, the questions have been answered in such a

way where we can post directly to the ESBD. If your solicitation has statutory exemption from the Comptroller’s purchasing authority, and you select the ‘Yes’ radio button, you will then be required to enter the statutory exemption reference. Falsifying information in the preliminary questions can result in the removal of your posting. Once the questions have been answered, click Continue.

6. On step 1, fill in all the required fields, including the title and a brief description. Click Next to proceed to step 2.

7. On step 2, enter your NIGP class and item code. You may add multiple codes to your solicitation. As you enter

your class and item code, you will notice the type-ahead feature in this field. You may select from the available choices or simply type your class and items codes. Click the Add button to add each class and item code to your solicitation. Click Next to proceed to step 3.

8. Step 3 is where you will upload our solicitation documents. You can also review your solicitation information. Click Upload Files to begin the process.

9. A new window will open for you to select the number of files to upload. Once this is selected, you will be able to

search for your files on your computer. Once a file is uploaded, you will be required to enter a description. This can include the file type, the file contents, or any other description that is helpful for the respondent. You will be prompted to close this window when the file upload is complete.

10. Here is the final screen where you will click Approve Solicitation to publish. You can still modify your solicitation at this point to include your uploaded files.

11. Once you approve your solicitation, it will be publically available. You can print a hard copy if needed, modify

and cancel.

12. Your solicitation will now appear on the ESBD public search.

13. To post an award to your solicitation, you will access the ESBD application like before. Once your response due date expires, your posting will go into a Closed status. Click the solicitation ID or the title to post the award.

14. When you view your closed solicitation, simply click the Award button. On the screen below, enter the required award information. For multiple awards, click the green button to add another row of award information. To complete the process, click Submit.

15. Your award notice will now be publically available on the ESBD.

16. To post an award without a corresponding solicitation, access the ESBD application like before and click Create.

17. You will notice the same Preliminary Questions box. Select the Post/View Awards radio button. Click Continue to proceed.

18. You will see a list of any awards posted that were not associated with a solicitation. Click Post Award to

continue.

19. On step 1, enter the required award information. Click Next to go to step 2.

20. Enter the NIGP class and item codes associated with your award. Be sure to click the Add button to include them on your award posting. Click Next to go to step 3.

21. Step 3 is a review and submit screen. You can review all of your award info, and if you need to make modifications, click the Previous button. To submit and approve your award posting, click the green button at the bottom of the screen.

22. Your award notice is now in your list of awards that do not have a corresponding solicitation. Click the blue button to view your award or click the red button to remove it.

23. The award notice is also available to the public on the ESBD.
