The Second Growth and Transformation Plan (GTPII)

Sectorial macro-economic strategic plan, to bring about transformative changes in

all sectors; agriculture is central

Coherent alignment and coordination

Timeframe: 2016-2020

Builds up on gains made and lessons learnt from GTP I : 2011-2015

Page 4: Elements of the Second Growth and Transformation Plan related to small ruminant development in Ethiopia

The GTPII: The agriculture transformation agenda focuses on four primary pillars

4

1) Increase agricultural productivity and production of both crops and livestock with a focus on strategic crops (important for food security, as industrial inputs and for exports) and high value commodities

1

2) Ensure sustainability and inclusiveness across the sector, and ensure food security for all

3

3) Establish commercial orientation to increase marketed agricultural produce and exports

2

4) Increase institutional capacity for implementation4

Vision: Address systemic

bottlenecks within the agriculture sector that

would allow for

accomplish-ment of

targets in GTP2

The GTP II livestock component: Genetic and Breed Improvement

7

1. Establish a national institution to lead and coordinate livestock genetic evaluation and improvement schemes:

1.1 Develop customized genetic improvement guidelines and strategies

1.2 Develop strategies for out-and-up scaling of successful CBM-ONB programs

1.3 Customizing hormone synchronization and mass AI service package

1.4 Develop customized extension guidelines for supporting market oriented livestock production

1.5 Benchmark input needs and minimum performance levels of genetically improved livestock

2. Enhancing role of private sector in genetic improvement and input delivery:

2.1 Create an enabling environment for private sector involvement in input delivery and AI services

2.2 Develop and pilot quality based payment systems for priority commodities (milk, red meat, egg, broiler)2.3 Develop and promote breeding input tracking system

2.4 Up-scaling dairy herd performance recording for genetic improvement

2.5 Promote establishment of breed societies

Page 8: Elements of the Second Growth and Transformation Plan related to small ruminant development in Ethiopia

The GTP II livestock component: Animal Health

8

1.Develop a system for reducing adult and young stock mortality (YASM):

1.1 Benchmark YASM levels for priority production systems

1.2 Targeted interventions for managing YASM

1.3 Strategies for driving higher off-takes

1.4 Develop and support rollout of legislated chain of command in control of TADS

Related activities: Agricultural Commercialization Clusters (1)

10

• Designed to strengthen prioritization and focus, and provide strategic platform to effectively execute multiple integrated interventions for commercializing agriculture

• Clustering of Woredas to support rapid enhancement of priority crops, horticulture and livestock and value chain through proximity of actors• Ultimate focus on processing and value addition to ensure

specialization, diversification and sustained growth• Staged approach to value chain development

Approach and main features

Related activities: Agricultural Commercialization Clusters (2)

11

Prioritization of value chains and geographic areas

Crop production, aggregation and value chain linkage

interventions

Prioritization of infrastructure investments

around prioritized value chains and geographic areas

• Limited number of commodity value chains and geographic areas to be prioritized, and meet the needs of all strategies• Prioritization to be driven by market-oriented criteria to

ensure commercial viability, with final ownership by Regions

• Must leverage past learnings and existing work including the interventions that are part of Transformation Agenda to strengthen extension, cooperatives, contract farming and Rural Financial Services (RFS)

• Existing infrastructure investments and plans to be revisited to align with prioritized geographic areas and commodity value chains• New investments to focus on promoting processing, value

addition and market linkages
