Introduction

The Department of Planning has created an eLodgement Portal for the electronic lodgement (eLodgement) of the following applications for determination by the Western Australian Planning Commission (WAPC):

• Freehold or survey strata subdivision / amalgamation applications

• Amendment applications to previous undetermined subdivision / amalgamation applications

• Reconsideration of determined subdivision / amalgamation applications

• Structure Plan / Activity Centre Plan applications, including: o Preliminary advice request (Local Governments and Proponents) o Advertising notification (Local Governments only) o Determination (Local Governments only) o Modification (Local Governments and Proponents) o Amendment (Local Governments only) o Extension of approval (Local Governments only) o Further information (Local Governments only)

Applicants of subdivision applications are able to register, upload their documentation, pay online (where applicable), submit their applications’ required details and track their applications’ statuses and progress via the new eLodgement site.

Proponents of structure plans may also register and submit preliminary advice applications to Departmental planners via the structure plan option of Preliminary Advice Request .

Local Governments (as well as also being able to register and submit subdivision applications), may also lodge structure plan applications of all structure plan application types (as above).

Getting Started

The following browsers are recommended:

• Internet Explorer 10.0 * and above • Microsoft Edge • Mozilla Firefox (latest version) • Safari for Windows (latest version) • Google Chrome (latest version)

* If you are using a version of Internet Explorer lower than v10, you may experience display and performance problems. The Department strongly recommends that, to fully experience the supported functionality of this website, you consider upgrading your browser to, at least, version 10 of I.E.

The eLodgement Portal can be accessed by the following:

1. Go to the website of the Department of Planning and click the ePlan icon on the main page (Figure A):

Registration and Login To get started, login by clicking Login or Register at the top right of the screen (Figure 1).

Registration

At the login screen, select the “Register” option (Figure 1A below).

To register with the Department’s eLodgement process, you will need to provide a valid email address and a password of at least 8 characters (including at least one capital letter, at least one number and at least one special character – e.g. One of the following !@#$%^&*).

Your login details use the following format:

Username: (an email address) e.g. “[email protected]

Password: xxxxxxxxx

You can register as an Individual or a Company / local government / agency.

Follow the instructions for registration (Figure 1B) after choosing one of the above.

Logging In

When your details have been registered with the department, enter your login details and password.

Tick the “Keep me signed in” checkbox and you will not have to login again the next time you come back to the eLodgement portal on the same computer, even if you have closed down the web browser (Figure 2).

Click Login.

If you forget your password, there is a Forgotten my password link that will send you a notification email with a link to take you to a Password reset page on the eLodgement portal.

On Login, the main menu is displayed (Figure 3). A welcome message will appear the first time you login.

At any time you have the ability to change your password. Click on the person symbol (Figure 3a) in the main menu. Select Password Reset link to access the Password Reset page. (Figure 3b).

Adding another staff member as a contact

If you would like to add another staff member as a contact under your company / organisation name, select the option Edit Company Profile (Figure 3c) from the login menu.

Lodging a Subdivision / Amalgamation Application

To lodge a new application click on the Lodge a new Application link in the menu bar (Figure 4).

Three options will be displayed (Figure 5a).

The following are the steps to submit a subdivision / amalgamation application.

Each step is shown the in the left hand menu. As you progress through the application, you can click on a previous step in the menu and amend details. (Figure 6).

Navigation

As you progress through the application, the buttons Save and/or Next will be visible. When the Next button is active it will be highlighted (Figure 6a). When inactive it will be grey (Figure 6b), which indicates the process requires you to first Save your work (Figure 6c).

You can return to the previous page when Previous is active (Figure 6d) or use the menu above (Figure 6).

On clicking the Save or Next, the application is saved as a Draft.

You are able to select a draft application and continue to work on it. See the section: Editing a Draft Application below.

Standards for Entering Data

Standards for entering data and assisting you throughout the application are as follows:

• The * symbol indicates the field is mandatory (Figure 6e).

• The symbol at the end of a field gives help information pertaining to that field (Figure 6f).

• There are validations that occur on the fields of the screen. In the case of incorrect details (or mandatory data left blank), error text will be highlighted against the field to indicate the required response (Figure 6g) or an error message will be displayed (e.g. Figure 6h).

• Where successful data entry is completed, you will receive notification of such (e.g.

Figure 6i).

Enter application details into the given fields (Figure 7).

Select the Subdivision Type required (Subdivision / Amalgamation).

The data item Your Reference refers to the reference you choose for your application.

Location of Subject Property should be entered as (for example): Lot 20 Smith St, Bayswater.

All applications must:

• identify a primary applicant (who is the primary contact for all correspondence regarding the application’s progress) and

• have consent from all landowners.

Details about the Land (such as number of proposed lots and number of fee exempt lots) will be used in the automated fee calculation process below (Figure 8), which conforms to the current fee schedule.

The entering of information related to proposed use, lots size and number of lots (Figure 10) is required for statistical reporting purposes. These details support the Department in our predictions of proposed lot yield statistical analysis.

The number of proposed lots entered above must equal the number of number of lots which attract a fee (i.e. fee-exempt lots should be excluded from this list).

On completing the application information, click Next at the bottom right of the page.

Applicant Details

You are prompted to enter the application details (Figure 11) for the number of applicants that you entered in the Application Information screen above. If you entered 2 applicants, then you are prompted to fill out both applicants’ details.

Note: one of these must be the primary applicant.

If you indicate in Application information that you are the primary applicant then the Application Details will be prefilled with your registration details. In this case (where your address details are presumed correct), click Save, then Next.

If you wish to change your registration details, then click on the person symbol in the main menu. Select Edit Company Profile menu, then Edit Company Details link. (Figure 12).

Note: you can also add additional company contacts and change who is the primary contact.

The email address entered for the applicant is important. On submission the applicant is sent, via email, a generated PDF document of the application information entered and a payment receipt (see below).

Certificate of Title Details

At the top of the Certificate of Title Details screen, the number of lot details you are to enter is displayed. (The number is derived from the Number of Current lots on the land field that you entered in the Application Information screen above).

Click the Add current Record of Certificate of Title (CoT) link (Figure 13).

In the case of Crown Land where you have a Reserve Number, click on: Add Lot (Lot or Reserve No.) link (Figure 13).

The option to Copy Landowner details is applicable after the first landowner’s details have been entered where a previously entered (for this application) landowner’s details are required to be copied.

Landowner Name and Address Details

After selecting Landowner Type (above), you will need to enter the Landowner name and address details (Figures 16b & 16c).

Select whether the Landowner's address is an Australian address (or PO Box), or a Non-Australian address (below). You will need to enter the Australian address OR non-Australian address details, respective to your choice.

Answer the questions on the Subdivision Details screen (Figure 18a).

When all attachments have been uploaded, click Save then Click Next.

The eLodgement Portal will generate a PDF document that summarizes the details that you have entered (Figure 20). Please check the details and, if correct, click Continue with application.

The last step is the Fee Payments screen (Figure 22). Details are displayed on the amount calculated and how it was calculated. Select your Payment Option.

Note: This transfers responsibility for payment to the nominated payer. The department will wait receipt of payment from the nominated payer before conforming the application.

To continue editing your draft applications (not yet submitted to the Department) click on the My Applications link and DRAFT in the menu bar (Figure 27).

Lodging an Amended Plan Application

When a previously submitted application (that has not yet been determined by the WAPC), requires a plan amendment, select the submitted application to be amended and select AMENDED PLAN APPLICATION (Figure 29a).

Alternatively, select AMENDED PLAN from the new Application menu bar (Figure 29b) then enter the Lodgement ID and WAPC Reference Number (Figure 29c).

All application details of the select application will be copied and the new amended plan application will be opened for edit (Figure 30).

Lodging a Structure Plan / Activity Centre Plan

Since 19 October 2015, local governments can submit structure plan or activity plan applications to the WAPC via this service.

Also, proponents, e.g. landowner, consultant or a local government, of a Structure Plan or Activity Centre proposal will be able to submit an online pre-lodgement Structure Plan enquiry (defined as Preliminary Advice in the system) to the Department of Planning . This communication may assist the proponent and the Department in deliberations of the proposal which may (at a later date) be submitted to the WAPC for determination in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015.

Below is the guide for

• Sending pre-lodgement enquiry to the Department of Planning. • Submitting a structure plan / activity centre plan to the WAPC

To start, select Structure Plan from the list of application options in the eLodgement portal (Figure 34) highlighted below.

Note: This option also includes Activity Centre plan applications.

Preliminary advice (Available to Local Governments and proponents)

May be used by local governments and proponents.

This is also known as pre-lodgement consultation and is chiefly designed for proponents of structure plans to lodge details of a prospective structure plan with the WAPC (usually prior to the formal submission of a structure plan to clearly define the matters to be addressed and the level of detail required.

A Preliminary Advice submission (or pre-lodgement consultation) will assist in determining the scope of investigations to be undertaken along with the content and format and the required technical documentation.

Enter information details required (Figure 36) below,

• Title / Your Reference • Local government where the subject land is located • Description (a brief description of the structure plan enquiry) • Enter all attachments required (Figure 36a). A list of likely attachments is provided,

however, others can be included by using Other Supporting plans / documentation.

You can add as many documents as required.

Press Save.

certificate of title details for all lots. • Related Lodgement ID of preliminary advice submission (Optional) – Enter

Preliminary advice lodgement numbers (if any) which refer, or are related to, this application.

• Advertise start date (Mandatory) – Select the proposed start date of the advertising period from the calendar provided.

• Advertise end date (Mandatory) – Select the proposed end date of the advertising period from the calendar provided.

• Period of advertising (Mandatory) – This field will be calculated from the start and end dates provided above.

After the above details have been entered, click Next to continue.

Modification submission (Available to Local Governments and proponents)

When a modification(s) to a structure plan is required by the WAPC (as a precursor to an outcome of the decision process – Approved / Refused - by the WAPC) the local government (on behalf of the proponent who prepared the structure plan) or the proponent is required to submit the modified documents to the WAPC for approval.

To submit a modified structure plan select Modification from the options available (Figure 35).

Amendment (Available to Local Governments only)

After a structure plan has been approved by the WAPC, it may be amended by the WAPC at the request of the local government or a person who owns the land in the area covered by the plan.

To submit an application to amend an approved structure plan select Amendment from the options available (Figure 35).

Enter the WAPC Reference Number (Figure 49) of the previously approved structure plan that you are requesting amendment to and click Submit.

Extension of the period of approval submission (Available to Local Governments only)

Generally, the approval of a structure plan has effect for a period of 10 years (see the Planning and Development (Local Planning Schemes) Regulations 2015 for exemptions). The period of approval of a structure plan can be extended by the WAPC.

To apply to extend the period of approval of a structure plan, select Extension from the application type menu, and insert the WAPC Reference Number relating to the approved structure plan (Figure 51).
