Baines Simmons has been engaged with supporting the development and implementation of Defence Airworthiness Requirements since 2002, working with MAAs, Defence Forces and Partner organisations/suppliers in the UK, Europe and Australasia. Our partnership with the EDA and involvement with the European Military Airworthiness Authorities Forum (MAWA) has allowed us to inform the development of the defence airworthiness system, positively affecting the airworthiness of military aircraft operated across the EDA’s 27 participating Member States (pMS) for decades to come.

Led by Director Bob Simmons, Baines Simmons has been instrumental in supporting the EDA’s Task Force 3 with the development of pan-European Military Airworthiness standards known as EMARs.

The entire suite of EMARs is now complete, with the exception of the AMC/GM to EMAR M, and as such are collectively regarded by many as defence global best practice. They provide the key to the improved management of fleet airworthiness and, importantly, will help to ensure the lessons learned from the 2009 Nimrod Review can be applied internationally.

EMAR Project goals The European Military Airworthiness Authorities Forum (MAWA) has the following stated goals:

EMARs: Benefits of adopting a harmonised & standardised approachThrough the harmonisation and standardisation of military airworthiness processes and procedures, the Requirement will ultimately help military air forces and their suppliers to develop synergies between national processes. The adoption of harmonised standards, and eventually the mutual recognition of type certificates, is particularly important for commonly operated military aircraft types such as the new A400M military transport aircraft which will be in service by 2020 in seven European Member States.

There are many benefits attached to adopting a standardised approach. EMARs have been based on European civil aviation best-practice and are designed to:

Bring efficiencies to aircraft procurement and certification Effectively manage and improve aircraft safety, reducing aircraft losses Increase operational fleet readiness, availability and reliability Reduce costs through smarter asset management Increase supply chain competition Eliminate ineffective maintenance, reducing maintenance costs and costs associated with error Improve logistical efficiencies through better use of tooling, spare parts, equipment and manpower

Why Defence organisation performance mattersWe have long championed the potential benefits of ‘intelligent’ implementation of regulatory approval requirements, encouraging smarter approaches that optimise existing capabilities without increasing pressure on already tight budgets. Working smarter means understanding how to achieve the benefits to be gained from going beyond ‘tick-box compliance’ to achieve higher levels of performance which ultimately increase organisation performance and improved airworthiness of military aircraft.

The EMAR’s are military adaptations of the proven EASA airworthiness rules, behind each of which lies an intent to deliver the approved activity in a safe and efficient way, resulting in the highest levels of airworthiness.

They define a framework for the consistent approval of organisations, with an embedded philosophy of continuous improvement and an aim to support the safe delivery of approved activity. They are not intended to dictate how work is completed, rather, they establish a framework in which efficient organisations can operate and consistently interface with other stakeholders.

Through linking the various requirements to the validity of the individual aircraft Airworthiness Review Certificate and making compliance with the approved Exposition a condition of the approval, a culture of compliance and reporting of problems should emerge over the coming years.

Through our work with Military Aviation Authorities worldwide, and with the EDA’s MAWA Forum on the development of the EMARs, we have helped to shape new approaches to airworthiness management and advance high levels of Defence organisation performance.

UK Defence Aviation Baines Simmons is fully conversant with the UK Defence Aviation environment, the MAA Regulatory System,

the current service roles and defence equipment through our continuous engagement with all three Armed Services, defence contractors and operating units since the company’s formation in 2002. In addition to this ongoing engagement, a high proportion of Baines Simmons team members have served in the UK Armed Forces and have first-hand experience of both land and sea based operations including service in the Falklands, Gulf Wars, Afghanistan and Northern Ireland.

Defence Aviation Error Management System (DAEMS): We also have specific DAEMS experience following our engagement to deliver phases 1 & 2 of the MAA’s pan-defence aviation culture change programme, which will see in excess of 20,000 personnel trained in Error Management over a period of 7+ years.

Military Regulatory Authorities and Defence Forces Since Baines Simmons was formed in 2002, we have acted as trusted safety partners to military regulatory

organisations worldwide, including the UK’s Military Aviation Authority (MAA), the European Defence Agency (EDA); European military units including the Swedish, Finnish and Belgian MAAs and further afield with the Australian Defence Force and the Royal Air Force of Oman.

Baines Simmons has also been highly influential in the implementation of the Military Airworthiness Review (ARC), MRP Part 145 and CAMO approval regulations through its long-standing engagement with the UK MAA to provide advice and guidance relating to the development and implementation of Airworthiness Regulations. We have also fulfilled a regulatory oversight role for the MAA, conducting independent compliance audits relating to MRP Part 145 approval.

Nimrod Review Our safety culture expertise was recognised in The Nimrod Review: Haddon-Cave Report 2009 which

highlighted the need for safety management, culture and systems change in the Armed Forces.

the drafting of the new military requirements – EMAR M and EMAR 66 helping to set the standards for the management of airworthiness of military aircraft in Europe for many years to come.

Bob is a co-founder of Baines Simmons. As a technical aviation safety expert, Bob brings his passion, experience and problem-solving strengths to bear across a wide spectrum of compliance, airworthiness and safety-related subjects. He provides insightful strategic and technical leadership support to clients’ regulatory and airworthiness engagements. Under his directorship and with his technical oversight, Baines Simmons training courses and consulting services are recognised and respected around the world for the impact they have on skills and competence development, particularly in the fields of regulatory compliance, CAMO and airworthiness performance improvement.

Bob joined the UK Royal Air Force in 1978 before becoming a civil licensed aircraft maintenance engineer qualified on a range of Boeing, Airbus and Douglas aircraft. He has also served as a UK CAA Senior Airworthiness Surveyor with responsibility for Continuing Airworthiness policy, implementation and standardisation in the UK. Bob now leads a team of consultants delivering Regulatory and Compliance consultancy services to military and civil clients worldwide. In 2007 he was appointed the first Chief Surveyor with the Isle of Man Aircraft Registry, creating and launching the entire airworthiness and certification system under which some 850 aircraft have now been certified. More recently, Bob and his team have worked with the European Defence Agency (EDA) and UK MAA on the development of continuing airworthiness requirements.

Bob is an Incorporated Engineer with the Engineering Council, a Member of the RAeS, sits on the Airworthiness Technical Advisory Committee of the I Mech E and is a Non-Executive Board Member of the International Federation of Airworthiness.

Duane Kritzinger Initial Airworthiness, EMAR and Part 21

Our Initial Airworthiness expertise is guided by Duane Kritzinger who has over 25 years’ experience in aircraft system safety engineering and managing airworthiness in the civil and military domains. Duane’s extensive experience as a professional engineer (CEng, MBA, MRAeS) has been gained in roles such as representing the South African Military Airworthiness Authority (MAA); Principal Safety & Certification Engineer, HIOS Technical Support Manager and Product Strategy Manager at Marshall Aerospace and Defence Group; Head of Safety Engineering for BAE Systems (Australia); and Certification Manager at B/E Aerospace. He is also highly skilled in providing consulting and training in the fields of Certification, SMS and SSA.

Kevin Hopwood Defence Aviation Regulations, UK MAOS and European EMAR programmes

Kevin is an exceptionally experienced consultant with detailed knowledge of the military requirements. This experience includes being a member of the joint industry and UK MoD working group that militarised then integrated the EASA Part 145 requirements into the UK Military Air Environment as Mil Part 145 (now MRP Part 145). Kevin has provided both MRP 145 and MRP Subpart G training and consultancy to a number of organisations including some of the largest in the global defence industry, including AgustaWestland, Babcock International Defence Systems, BAE Systems, Boeing UK Military, Serco, Vector Aerospace and the UK Military Aviation Authority.

Nick Laughton Defence Aviation Regulations, UK MAOS and Military Aviation Maintenance

Nick completed a full career in military aviation maintenance, with management experience in an aircraft maintenance environment and the engineering support to embarked aviation operations. His extensive knowledge of aviation policy and regulation, alongside his technical and practical skills in Human Factors and Error and Quality Management Systems ensures clients benefit from a down-to-earth, practical approach to solving airworthiness and safety-related issues. Nick also managed Baines Simmons’ outsourced auditing service to the UK Military Aviation Authority and leads airworthiness compliance audits in the military environment on our behalf. He has built extensive experience developing tri-service military aviation policy and regulation, including all aspects of the original Mil Part 145, Part M and Part 147. Nick has been heavily involved in the UK MoD Maintenance Approved Organisation Scheme (MAOS), both on the development side and in conducting compliance audits on behalf of the UK Military Aviation Authority.
