INTRODUCTION
The purpose of this Emergency Management Plan is to maximize the safety and security of children,
staff, volunteers and visitors.
The following procedures were originally designed specifically by the Metropolitan Fire Brigade to
meet with operational emergency evacuation requirements and have been adapted to meet the
specific needs of this centre. It must be remembered that there may be a number of emergencies
other than fire in a kindergarten that could necessitate an evacuation:
• Fire: - Inside the centre or neighbouring premises
- Bushfire
• Gas escape from a damaged main or pipe
• Toxic fumes from a chemical spill
• Bomb threat, Hold up, Hostage taking, Siege, Flood
• Snakes
All the above situations must be considered as possible threats to the kindergarten. Staff members
should be aware of their responsibilities to lessen the impact of any of the above on the children by
being familiar with any directives issued under statutory rules and regulations as well as these
evacuation procedures.
Please note: Eltham North Pre-school is in a high risk area and as such will be closed on Extreme
Fire Danger Rating (FDR) days declared for the Central Fire District of Victoria by the Bureau of
Meteorology (BOM), in conjunction with Country Fire Authority (CFA).
Emergency management plan
All services must have an emergency management plan (EMP) in place. Service providers must
ensure that Directors/Managers develop plans and consult with local community and emergency
services, and other relevant stakeholders. This plan should be regularly reviewed and updated to
reflect the local needs of the community. A comprehensive risk assessment must be completed
which addresses identified hazards and potential threats pertinent to the service.

3. ROLES & RESPONSIBILITIES
Teacher on Duty:
Make key decisions and directs action of others.
Ultimate accountability for the safety of children, staff and volunteers.
Safety and wellbeing of the children, including active supervision and reassurance.
Raises alarm and where appropriate, evacuates children, staff and volunteers.
Assistant on Duty:
Collect Black First Aid Kit bag
Collect coloured bag assigned to the group in session with Attendance Book and Emergency
Folder. Attendance Book is placed in bag after children have been signed in for their session
and the Emergency Folder remains in bag and contains emergency contact list, Emergency
Management Plan, and medical related plans.
Gather medications for specific children, including back up medications and place in Green
Emergency Evacuation located on shelf above the medication Centre’s portable phone and
mobile phone.
Check kitchen, offices, storeroom and toilet area.
Call 000 if no parent helper.
Parent Helper or off duty teacher (if available):
Gathers relevant information (such as updates on advancing bushfires).
Manages incoming calls from parents.
Calls 000.
Committee of Management:
Review Emergency Management Plan as required.
Purchase any necessary equipment or materials required.
Assist in tidy up of playground before the bushfire season.
Liaise with Nillumbik Council as required.
The President, or their nominated individual, on behalf of the Approved Provider will monitor
risks on severe Fire Danger Rating (CFA) and communicate need for evacuation if risks are
imminent or the rating increases to Extreme or Code Red.
NB. The decisions made, and the resulting response of staff will depend on the individual
circumstances of the emergency.
INCIDENT MANAGEMENT TEAM
The teacher on duty becomes the Incident Controller and the Assistant performs the role of Logistics
Officer. If the regular teacher is absent and another member of the centre’s teaching staff is
relieving, this person becomes the Incident Controller. If the reliever comes from outside the
service, the Assistant will become the Incident Controller as they are a nominee of the service.

5. GENERAL EMERGENCY EVACUATION PROCEDURES
1) ASSIST ANYONE IN IMMEDIATE DANGER.
2) BLOW WHISTLE TO RAISE THE ALARM. The whistle will be sounded until it is
confirmed that everybody has heard it and commenced evacuation. All activities are to cease
immediately and all listen for instruction. Children are to be gathered together and led, via
the safest exit, to the selected assembly area. All effort must be made to keep the children
together during the evacuation.
Teacher - GATHER CHILDREN TOGETHER - COUNT AND LEAD ALL PRESENT TO ASSEMBLY AREA
Assistant - COLLECT ATTENDANCE BOOK, PHONE, GROUP COLOURED BAG, GREEN EMERGENCY EVACUATION with MEDICATIONS, AND BLACK FIRST AID BAG.
The attendance book is placed in the group coloured bags after morning welcoming of children. The
group coloured bags are located in the office or next to the back exit and contain the emergency
contact list. Telephone, Green Emergency Evacuation bag with medications, and Black First Aid bag are
located in the office. There is a key labelled ‘parkgate’ that opens the carpark gatea to allow access
for emergency vehicles and a key for the playground perimeter gate.

ASSEMBLY AREAS

3) UPPER CARPARK for occasions when it is deemed necessary to be away from trees
4) BATHROOM for threats from outside or in event of being too late to evacuate
with immediate fire threat concerns.
5) STOREROOM for threats from intruder.
NOTE: The nature and location of the emergency will determine the most appropriate exit route
and assembly area. This will be determined by the Incident Controller / Teacher in Charge.
EVACUATION DRILLS: Evacuation drills are to be conducted each term. Practice evacuations
should include some without prior warning to staff and include evacuating out of the building and in
to the building. Discussions with children about evacuation process to the assembly areas outside of
the premises. Drills will be recorded in the Attendance Book on the appropriate date.
An emergency phone sms test will be conducted at the start of the year, to ensure this procedure
works and all parents/guardians are recipients of such a message. (see Emergency Phone Flowchart)
All staff and parent helpers should familiarise themselves with these procedures and the written fire
orders displayed throughout the kindergarten. The fire orders indicate the available exit routes and
the direction of travel to the assembly areas.
6. EMERGENCY MANAGEMENT PLANS
A. Internal fire or fire in neighbouring premises (For summary see attachment Internal Fire Evacuation Summary)
TEACHER - Remove all children from the immediate danger area and if possible close the
door to confine fire.
Raise the alarm immediately by blowing a whistle. The whistle will be sounded until it is
confirmed that everybody has heard it and commenced evacuation.
ASSISTANT- Telephone CFA on 000 from the office, portable or accessible mobile phone. If
this is untenable call from the Health Centre next door.
Staff and parent helpers will, on hearing the whistle, stop all activities immediately and walk the
children via the safest exit to the selected assembly area. All effort must be made to keep the
children together during the evacuation. (An initial count of children and staff will be made as
they gather to leave the centre.)
ASSISTANT- Collect from the office, the attendance book (already placed in the group
coloured bags ), Green Emergency Evacuation bag with medication, black first aid bag, and
telephone.
ASSISTANT- If safe to do so, close the doors after checking the bathroom, office, store
room and kitchen prior to leaving the building.
After the children have been cleared from the immediate danger area members of staff may, if
safe to do so, put out the fire with appropriate extinguisher.

B. External Fire/Bushfire
BUSHFIRE PLAN: PREPARATION
At the start of the year
Committee to organize:
Clearing of gutters.
Raking of the yard to remove debris.
Cutting back overhanging branches and removing any dead branches.
Checking of hoses and hose fittings and ensure hose is fitted to tap outside toilet.
Purchase and maintain mobile phone.
Designate person/persons responsible for monitoring conditions on high danger rating days
and reporting outbreaks to staff (the President or their nominee on behalf of the Approved
Provider).
Staff:
Prepare/check items in green Emergency Evacuation Bag :
o Fire retardant Blankets
o Torch
o Gloves
o Rope for leading children
o Spare batteries for radio
o Sunscreen
o Bottled Water
Emergency Evacuation bag to be stored in office/photocopy room
Ensure parents have completed the Evacuation Contact Form and enter the number provided
into the centre’s mobile phone as a group contact. Test at start of year that all parents are
able to receive an emergency sms
Prepare contact lists and place in Emergency Contact folder in group coloured bags.
BUSHFIRE PLAN
The Committee of Management, in consultation with key stakeholders and professional consultants,
has determined that the safest option for staff and children is to close on Extreme and Code Red Danger
Rating (FDR) days. On Severe FDR days, the following procedures will be followed.
ON DAYS OF SEVERE FIRE DANGER
Prior to session commencing:
The Day Before:
Teacher: Check that rostered staff will be in attendance.
Teacher: Check that the parent helper rostered on duty will be attending.
Teacher: Consider the needs of the group and ensure sufficient adults will be in attendance
to manage an emergency (consider number of children with additional needs, allergies,
anaphylaxis, etc)
Teacher: Ensure the centre’s mobile phone is charged and ready for use.
Teacher: Ensure personal mobile phones of all staff are charged and ready for use.
All staff will need to keep personal mobile phones and kinder keys with them throughout the
session. There is a key labelled ‘parkgate’ that opens the perimeter gate to allow access for
emergency vehicles and a key for the yellow barrier gate in the park.
Before children arrive for each session:
Assistant: Check the evacuation kit.

WHEN NOTIFIED OF A FIRE IN THE AREA (OR IF SIGNS OF FIRE ARE OBSERVED)
IF TIME PERMITS ARRANGE FOR EVACUATION
Assistant and Parent Helper:
Send text message to parents advising of the need to collect their child. Request they reply
affirmative if they have received the message.
Take one half of the contact list each and begin to call parents to ensure text message has
been received.
Record whether the parent has been contacted and who will be coming to collect the child
immediately.
(If children are calmly playing, teacher may also be able to make calls).
STAYING PUT PROCEDURES
(In the event of a bushfire being too close to safely evacuate.)
Safest place is inside, away from radiant heat. Not near large windows or areas with no exits.
Teacher:
GATHER ALL CHILDREN AND ADULTS TOGETHER.
If Outdoors – use whistle and call to the door. Count, confirm number with other adult. Go
indoors to mat or cloakroom/bathroom depending on proximity of the fire.
If Indoors – Call children to line up, Count, Move to mat or cloakroom/bathroom.
Keep children calm and sitting on the floor.
Assistant and Parent Helper:
Call 000 – Explain danger, number of children and adults, give location.
(Melways Map 11, J12 – Ryan’s Road end gives best access).
Check all toilets, storerooms, office, & kitchen.
Make sure all doors and windows are closed and fans and cooling are turned off.
Cut off gas at meter by pulling two red levers towards the wall until horizontal.
Unlock entrance door, side gate and double gates.
Consider moving furniture away from walls, if time permits and safe to do so.
Assistant:
GATHER GROUP COLOURED BAG, TELEPHONE, PERSONAL MOBILES.
GATHER EPIPENS AND MEDICATIONS IN EMERGENCY EVACUATION BAG AND BLACK MEDICAL
BAG – to cloakroom.
Teacher and Assistant:
Take children to the cloakroom. (This has been identified as the safest area as it is close to
water, toilets, two exits, less windows, solid walls).
Place wet towels at base of doors.
Cover louvre windows with wet towels.
Continue to call 000 as necessary.
A child can only be collected from the centre by their own parent, the parent’s partner or the
person designated on the Emergency Evacuation Contacts form.
Keep a record of who has been collected. (Parents sign out in Attendance Book).
AFTER THE FIRE FRONT HAS PASSED
Evacuation from the building is advisable only when:
The building is alight.
Directed by Emergency Services.
A parent or Designated Person arrives to collect their child. They may do so if safe. When evacuating:
Assistant - Take contact lists.
Teacher - Use rope to lead the children out. Remember gate will be hot – use protection.
Move on to a fuel free area, such as the upper car park or already burnt ground.
Ensure children and staff are protected from embers (woollen blankets, towels etc).
Beware of any hazards such as burning logs.
Contact parents as soon as safe to do so.
CLOSURE
We ask our families to be alerted to the possibility of days being declared forecast/declared as
‘Extreme’ or 'Code Red'. During the fire season, the Fire Danger Rating will feature in weather
forecasts and be broadcast on radio and TV and appear in some newspapers. Families will need to be
abreast of local weather conditions. For families with internet access, the CFA website is updated
regularly and FDR status is recorded in advance (www.cfa.vic.gov.au).
Where possible, affected families will be notified of the Pre-School’s closure by SMS message.
However, if a day has been forecast/declared an Extreme or Code Red FDR day for the Central
District, families should proceed on the basis that the Pre-School will be closed.
NO EXCURSIONS OR SOCIAL GATHERINGS WILL BE HELD ON DAYS OF EXTREME OR COD RED FIRE
CONDITIONS.
C. Gas leak and Toxic fumes
a. ASSISTANT- turns off gas at main (outside front door and immediately left at base of wall).
b. Follow General Emergency Procedures.
c. TEACHER -Evacuate children in opposite direction of leak (if possible).
d. ASSISTANT Ring police on 000 and Gas on 1800 676 300.
e. STAFF Contact Parents when safe to do so.
D. Bomb Threat (see attachment: Bomb Threat Checklist) Person taking call to keep person talking as long as possible and ask:
Type of explosive and location?
Time set to go off?
Why he/she is doing it?
Whilst talking, take note of approximate age, any accents, sex, familiarity with area, any background
noise etc.
PERSON 1: (Person who took call) Phone police (000) and relay any information.
Give safe location of children.
PERSON 2: (& parent helper) Evacuate children from building to designated safe area.
Collect attendance book and medications on the way out.
PARENT HELPER: Remain nearby to deter any visitors, parents from entering
premises
STAFF Contact parents when safe to do so
E. Hold up, Hostage taking Siege. a. Teacher to take responsibility for communicating with intruder.
b. Assistant and Parent Helper gather children and proceed to evacuate them if possible, using
the nearest exit and going to a safe assembly area.
c. Assistant to Take attendance book (and medications if possible).
d. Parent Helper to call police (000) and give location of the children.
e. Await police arrival.
f. staff To contact parents when safe to do so
F. Snakes When sightings of a snake have been reported in the area the yard will be checked by a member of
staff just prior to the children moving outdoors.
If a snake is sighted during inspection; note its location and direction of travel. DO NOT APPROACH.
Calmly back away and report to Council for removal. (Do not blow whistle as may cause
unpredictable movements)
G. Pandemic or Outbreak of Communicable Diseases: Procedures for managing an outbreak of a communicable disease are clearly defined in the centre’s
Illness and Emergency Care Policy. The exclusions table will be strictly adhered to. This policy can be
found in the policy folder on the shelf at the main entrance. Personal hygiene practices, including
washing hands and covering mouth and nose when coughing or sneezing, will be promoted.
Step by Step Procedures For Dealing With Bodily Fluids and Infection Control:
1. Wear disposable gloves
2. Avoid contact with open wounds
3. Where possible, use tissues or paper towelling and dispose of in a sealed plastic bag.
4. Discard disposable gloves appropriately when finished.
5. Thoroughly clean surface with disinfectant.
6. Wash hands thoroughly.
Information Sheets circulated by the department will be prominently displayed.
H. Lockdown Procedures An Intruder on the premises
Front door and side gate remain locked when sessions are in progress. Front door is opened to let
children in at the start of the session and is closed when staff are no longer at the door. The side
gate is opened to allow parents to come in and collect their child at the end of the session. A child is
released to the parent (or Designated person) after they have signed the child out in the Attendance
Book. Refer to Delivery and Collection Policy for further details.
In accordance with regulations, doors cannot be locked from the inside.??
In the event that a lockdown is deemed necessary, the procedures will be as follows:
1. Liaise with staff, other agencies and the Region in considering a lockdown, where possible.
2. TEACHER signals a lockdown by calling the words “lockdown”.
3. ASSISTANT Advise Police and the Region of the situation.
4. The nature of the incident will determine whether children are gathered together on the mat
area and kept occupied or moved to the storeroom and locked
5. TEACHER gathers children together while Assistant collects medications, Blue backpack,
emergency kit and telephone.
6. Keep children calm.
7. Secure doors: As doors cannot be locked from the inside, ensure doorway is constantly
monitored.?? Adult should be positioned between children and entrance.
8. Ensure a telephone line is kept free.
9. Guide visitors to safety
10. Maintain communication with emergency services.
11. Remain inside (or outside) until advised that it is safe to deactivate the lockdown.
Following a lockdown:
1. Advise staff, children and visitors of any specific information they need to know.
2. Ensure all medical and other needs are supported
3. Advise parents of what has occurred and where to go for further information and support.
4. Seek support from the Regional EM Coordinator as required.
5. Prepare and maintain records and documentation. (see attachment Post Emergency Record)
6. Follow up with any children, staff or visitors who need support.
7. Evaluate proceedings.

Reporting Requirements Under section 174 of the Education and Care Services National Law Act 2010 require a proprietor of
a children’s service to notify the Secretary of the Department of Education and Early Childhood
Development (DEECD) of a serious incident within 24 hours of the incident – initially by telephone
and then followed by written notification as soon as practicable. This means that the proprietor must
notify a Children’s Services Adviser at the appropriate DEECD Regional Office once emergency
actions have been taken.
Proprietors are also required to notify parents or guardians of a serious incident as soon as is
practicable (section 174)
Licensed children’s services with a funding and service agreement with DEECD are also required to
notify regional DEECD staff of a category one incident through the DEECD reporting process.
The Regulations (97) require that the proprietor must ensure that emergency procedures are
developed and regularly practiced with staff members, volunteers, family day carers and children
being cared for or educated by the children’s service.
The proprietor (other than a family day care service) must also ensure that details of emergency
evacuation procedures are displayed prominently at the main entrance to the children’s service. This
could include displaying emergency procedures, a site plan and Standard Fire Orders. (See
Metropolitan Fire Brigade Posters outlining the actions to take in case of fire).
The development of emergency procedures will provide information to parents, guardians and staff,
including the practice of evacuation of the children’s service.

97 Emergency and evacuation procedures
(1) The emergency and evacuation procedures required under regulation 168 must set out—
(a) instructions for what must be done in the event of an emergency; and
(b) an emergency and evacuation floor plan.
(2) For the purposes of preparing the emergency and evacuation procedures, the approved provider
of an education and care service must ensure that a risk assessment is conducted to identify
potential emergencies that are relevant to the service.
Penalty: $2000.
(3) The approved provider of an education and care service must ensure that—
(a) in the case of a centre-based service, the emergency and evacuation procedures are rehearsed
every 3 months by the staff members, volunteers and children present at the service on the day of
the rehearsal and the responsible person in relation to the service who is present at the time of the
rehearsal; and
(ab) in the case of a family day care service, the emergency and evacuation procedures are
rehearsed every 3 months by each family day care educator and the children being educated and
cared for by the family day care educator on that day; and
(b) the rehearsals of the emergency and evacuation procedures are documented.
Penalty: $2000.
(4) The approved provider of an education and care service must ensure that a copy of the
emergency and evacuation floor plan and instructions are displayed in a prominent position near
each exit at the education and care service premises, including a family day care residence and
approved family day care venue.
Penalty: $2000.
Note. A compliance direction may be issued for failure to comply with subregulation (2), (3) or (4).

Maintaining the safety of all children whilst at the preschool is a top priority. The centre has
developed guidelines aimed at safely and successfully evacuating the children in the event of an
emergency. Evacuation plans are displayed prominently on the notice board. Staff and children
regularly practice evacuating to the specified assembly areas. Please take the time to read the
Emergency Management Plan and Emergency and Evacuation policy found in the policy folder in the
foyer to familiarise yourself with the procedures.
Careful consideration has also been given to procedures for moving children completely away from
the premises if necessary. In the unlikely event of an emergency we need to be able to get in
contact with you quickly. Therefore, we ask that you complete the emergency contact slip below
and ensure that these details are kept up to date throughout the year. In an emergency evacuation
a child can only be collected from the centre by their own parent, the parent’s partner or the person
designated on the form below.
